Welcome Messages
It is our pleasure to welcome you to the 25th International Conference on Neural
Information Processing (ICONIP 2018), to be held in Siem Reap, Cambodia, December
13-16, 2018. The ICONIP conference series started in 1994 in Seoul, which has now
become a well-established and high-quality conference on neural networks around the
world. Siem Reap is a gateway to Angkor Wat, which is one of the most important
archaeological sites in Southeast Asia, the largest religious monument in the world. All
participants of ICONIP 2018 would have a technically rewarding experience as well as
a memorable stay in this great city.
In recent years, the neural network has been significantly advanced with the great
developments in neuroscience, computer science, cognitive science, and engineering.
Many novel neural information processing techniques have been proposed as the
solutions to complex, networked and information-rich intelligent systems. To
disseminate new findings, ICONIP 2018 provided a high-level international forum for
scientists, engineers, and educators to present the state of the art of research and
applications in all fields regarding neural networks.
With the growing popularity of neural networks in recent years, we have witnessed an
increase in the number of submissions and in the quality of submissions. ICONIP 2018
received 575 submissions from 51 countries and regions across six continents. Based on
a rigorous peer-review process, where each submission was reviewed by at least three
experts, a total of 401 high-quality papers were selected for publication in the prestigious
series of Springer Lecture Notes in Computer Science. The selected papers cover a wide
range of subjects that address the emerging topics of theoretical research, empirical
studies, and applications of neural information processing techniques across different
domains.
In addition to the contributed papers, ICONIP 2018 technical program is also featured
by three plenary lectures and two invited lectures delivered by world-renowned
scholars: Prof. Marios M. Polycarpou (University of Cyprus), Prof. Masashi Sugiyama
(University of Tokyo and RIKEN Center for Advanced Intelligence Project), Prof.
Qing-Long Han (Swinburne University of Technology), Prof. Cesare Alippi
(Polytechnic of Milan), and Prof. Nikola K. Kasabov (Auckland University of
Technology).
We would like to extend our sincere gratitude to all members of the ICONIP 2018
Advisory Committee for their supports, the APNNS Governing Board for their
guidance, the International Neural Network Society and Japanese Neural Network
Society for their technical co-sponsorship, and all members of the Organizing

The ICONIP 2018 registration desk, located in the Sokha Siem Reap Resort &
Convention Center Siem Reap, Cambodia, will be open during:
➢ Dec. 13, 2018 (Tuesday) 10:00–18:00
A full registrant is entitled to receive a volume of the conference proceedings and
a souvenir, attend all technical sessions, and join the welcome dinner on Dec. 13, the
banquet on Dec. 15, and three lunches and six coffee breaks on Dec. 14-16.
Additional banquet ticket costs 60USD/400RMB.

From Machine Learning to Machine Diagnostics

Abstract
During the last few years, there have has been remarkable progress in utilizing machine
learning methods in several applications that benefit from deriving useful patterns
among large volumes of data. These advances have attracted significant attention from
industry due to the potential of reducing the cost of predicting future events and making
intelligent decisions based on data from past experiences. In this context, a key
application of intelligent information processing is the task of monitoring the condition
of dynamical systems, as well as detecting and diagnosing abnormal behavior,
especially in safety-critical, large-scale systems. The goal of this presentation is to
provide insight into the problem of detecting, isolating and self-correcting
abnormal/faulty or malicious behavior in large- scale dynamical systems, through
theoretical results and illustrative examples. The ultimate goal is to develop the
foundation of the concept of machine diagnostics, which would empower smart
software algorithms to monitor continuously the condition of dynamical systems during
the lifetime of their operation.
Biosketches
Marios M. Polycarpou is a Professor of Electrical and Computer
Engineering and the Director of the KIOS Research and Innovation
Center of Excellence at the University of Cyprus. He received the
B.A degree in Computer Science and the B.Sc. in Electrical
Engineering, both from Rice University, USA in 1987, and the M.S.
and Ph.D. degrees in Electrical Engineering from the University of
Southern California, in 1989 and 1992 respectively. His teaching and
research interests are in intelligent systems and networks, adaptive and cooperative
control systems, computational intelligence, fault diagnosis and distributed agents. Dr.
Polycarpou has published more than 300 articles in refereed journals, edited books and
refereed conference proceedings, and co-authored 7 books. He is also the holder of 6
patents.
Prof. Polycarpou is a Fellow of IEEE and IFAC, and was the recipient of the 2016 IEEE
Neural Networks Pioneer Award, with the citation: for pioneering the use of neural
networks and learning systems in monitoring and control. He served as the President of
the IEEE Computational Intelligence Society (2012- 2013), and as the Editor-in-Chief

of the IEEE Transactions on Neural Networks and Learning Systems (2004-2010). He
is currently the President of the European Control Association (EUCA). Prof.
Polycarpou has participated in more than 60 research projects/grants, funded by several
agencies and industry in Europe and the United States, including the prestigious
European Research Council (ERC) Advanced Grant and the EU Teaming project.

Recent advances in machine learning with big labeled data allow us to achieve human-
level performance in various tasks such as speech recognition, image understanding,
and natural language translation. On the other hand, there are still many application
domains where human labor is involved in the data acquisition process and thus the use
of massive labeled data is prohibited. In this talk, I will introduce our recent advances
in classification techniques from weak supervision.

Masashi Sugiyama received the PhD degree in Computer Science
from Tokyo Institute of Technology, Japan in 2001. He has been
Professor at the University of Tokyo since 2014 and concurrently
appointed as Director of RIKEN Center for Advanced Intelligence
Project since 2016. His research interests include theory,
algorithms, and applications of machine learning. He (co)-authored
several books such as Density Ratio Estimation in Machine
Learning (Cambridge University Press, 2012), Machine Learning in Non-Stationary
Environments (MIT Press, 2012), Statistical Reinforcement Learning (Chapman and
Hall, 2015), and Introduction to Statistical Machine Learning (Morgan Kaufmann,
2015). He served as a Program co-chair and General co-chair of the Neural Information
Processing Systems conference in 2015 and 2016, respectively. Masashi Sugiyama
received the Japan Academy Medal in 2017.

Neural Information Processing in Distributed Systems: A Multi-Agent Perspective

Abstract
With the development of artificial intelligence technologies, neural information
processing plays an important role in estimation, control and optimization of distributed
engineering systems modelled by multiple autonomous agents, such as cooperative
control of mobile manipulators in industrial automation systems, energy management
of smart grids, and formation control of autonomous vehicles in road transportation.
Such a multi-agent based distributed information processing strategy provides an
effective solution, which enables distributed intelligence data computing and
processing based on the interaction of neighbouring agents via communication
networks. This strategy is capable of improving efficiency, reliability and scalability of
information processing. However, it will pose new technical and theoretical challenges,
especially due to the presence of communication networks.
In this keynote talk, we will first provide some background on neural information
processing and give a brief overview of distributed information processing from a
multi-agent perspective. Then we will investigate how to perform distributed
information processing within a resource-constrained network environment, and how
to accelerate the convergence rate to achieve finite- and fixed-time distributed
consensus. Furthermore, we will explore cyber-attack issues in distributed information
processing for industrial cyber-physical systems and disclose some typical attack
models, performance metrics and attack detection methods. We will discuss
applicability of employing distributed information processing solutions in microgrids.
Finally, we will highlight some challenging issues that are worthy of future
investigation.

September 1997 to December 1998, he was a Post-doctoral

École Supérieure d’Ingénieurs de Poitiers (ESIP) (currently,

France. From January 1999 to August 2001, he was a Research Assistant Professor with
the Department of Mechanical and Industrial Engineering at Southern Illinois
University at Edwardsville, USA.
From December 2014 to May 2016, he was Deputy Dean (Research), with the Griffith
Sciences, and a Professor with the Griffith School of Engineering, Griffith University,
Australia. In May 2016, he joined Swinburne University of Technology, Australia,
where he is currently Pro Vice-Chancellor (Research Quality) and a Distinguished
Professor. He is also the Director of Centre for Networked Control Systems with the
School of Mechatronic Engineering and Automation, Shanghai University, China. In
March 2010, he was appointed Chang Jiang (Yangtze River) Scholar Chair Professor
by Ministry of Education, China.
Professor Han has been conducting research in the field of Control Theory and Control
Engineering. He has published over three hundred and eighty (380) fully-refereed
papers in prestigious journals and leading conferences, two research-based books
(monographs), one research-based book chapter, and edited four conference
proceedings and five special issues. In particular, since 2001, he has published two
hundred and seventeen (217) fully-refereed high quality journal articles. Among these
articles, twenty-six (26) articles are published in Automatica, and seventeen (17)
articles are published in IEEE Transactions on Automatic Control (the two best journals
in the area of automatic control) and ninety-three (93) articles are published in the most
prestigious IEEE Transactions.
As of October 4, 2018, Professor Han’s research work has been cited 17351 times with
h-index of 70, i10-index of 190 according to Google Scholar, 13888 times with h-index
of 62 according to SCOPUS, and 11372 times with h-index of 57 according to Clarivate
Analytics (formerly Thomson Reuters) Web of Science Core Collection. The Essential
Science Indicator’s (ESI) Report on September 13, 2018, which covers the period from
January 2008 to June 2018, indicated that he has 38 Highly Cited Papers.
Professor Han is one of The World's Most Influential Scientific Minds: 2014-2016, and
2018. He is a Highly Cited Researcher according to Clarivate Analytics (formerly
Thomson Reuters). He is a Fellow of The Institution of Engineers Australia. He is an
Associate Editor of a number of international journals including IEEE Transactions on

Adversarial learning and constant curvature manifolds to detect changes in
graph streams

Abstract
Many fields, like physics, neuroscience, chemistry, and sociology, investigate
phenomena by processing multivariate measurements advantageously represented as a
sequence of attributed graphs. Graphs come in different forms, with variable attributes,
topology, and ordering, making it difficult to perform a mathematical analysis in the
graph space. Within this framework, we are interested in the identification of possible
structural changes in the graph stream, a situation associated with time variance,
anomalies or events of interest.
Theoretic results show that, under mild hypotheses, the confidence level of an event
detected in the graph domain can be associated with another confidence level in an
embedding space; this enables the identification of events in the graph domain by
investigating embedded data. The opposite holds. However, evaluation of distances
between graphs and identification of an appropriate embedding for the problem at hand
are far from being trivial tasks. As such, in order to select the appropriate embedding
strategy we propose a deep learning approach based on generative neural adversarial
networks. This allow us to embed graphs without having to perform all computations
in the graph domain. Finally, we constrain the latent space of the adversarial network
to lie on (ensembles of) constant-curvature Riemannian manifolds, hence taking
advantage of their non-Euclidean nature. We discuss the effectiveness of what proposed
in several problems, including a real-world scenario of epileptic seizure prediction on
brain networks.

Deep Learning and Deep Knowledge Representation of Time-Space Data in

Abstract
Despite their tremendous success to learn large volumes of data, the traditional deep
neural networks lack methods to represent knowledge in their rigid structures and are
not efficient to capture spatio-temporal patterns from data that are deep in time and
space. The talk argues and demonstrates that the third generation of artificial neural
networks, the spiking neural networks (SNN), can be used to design brain-inspired
architecture that are not only capable of deep learning of spatio-temporal data, but also
enabling the extraction of deep spatio- temporal knowledge representation from the
learned models. Similarly to how the brain learns time-space data, these SNN models
do not need to be restricted in number of layers, neurons in each layer, etc. This
approach is illustrated on an exemplar SNN architecture NeuCube) and case studies of

He is the Director of the Knowledge Engineering and
Discovery Research Institute (KEDRI), Auckland and
Professor at the School of Engineering, Computing and

Technology. Kasabov is President-Elect of the Asia Pacific Neural Network Society
(APNNS) to serve as the President in 2019. He is a Past President of the International
Neural Network Society (INNS) and APNNS. He is a member of several technical
