Executive Summary
In April 2010, ProTech Consulting and Engineering performed a limited scope hazardousmaterials survey at Pier 19, Port of San Francisco, San Francisco, California. ProTech'senvironmental consulting services were conducted at the request of Mr. Roberto Aguirrewith The City and County of San Francisco Department of Public Works, San Francisco,California.
Consulting services were performed to identify suspect hazards expected to be impactedduring a planned roof replacement project. The project will require removal andreplacement of the old roofing systems.
Scope of Consulting Services:Consulting services were limited by the client to a survey of materials expected to beimpacted during roof tear-off as follows:
Asbestos Characterization1. Roof membrane, materials, patches, and mastic,2. Front stucco façade at the roof level,3. Roof level windows,4. Paint on the interior ceiling deck that may come loose during roof work,
Lead-Paint Testing1. Roof ventilators,2. Paint on the interior ceiling deck that may come loose during roof work,

Hazardous Materials1. Soot buildup from train opacity (smoke) while in operation during prior decades.
Soot buildup is visible on the interior ceiling deck of the facility.
All other building areas and materials were specifically excluded by the client fromProTech's scope of work.
The objective of ProTech's survey inspection was limited to the following scope ofservices:

Asbestos
• Conduct a non-destructive inspection of the site to identify suspect asbestos-containing materials (ACM).
• Collect suspect ACM samples and submit for laboratory analysis by polarized lightmicroscopy (PLM) to determine asbestos content
• Identify the approximate location and quantity of each ACM• Evaluate and assess the friability and condition of identified ACM.
Lead Paint
• Survey the site of to identify suspect lead-based paint on major buildingcomponents.
• Perform XRF testing of suspect lead-based paint on major building.• Collect conformational/representative paint-chip samples and submit for laboratory
analysis.• Evaluate and assess the condition of identified lead–based and lead containing paint.
Metals Analysis – Roof Dust and Gravel
• Collect discrete bulk samples of roof dust and gravel for waste-streamcharacterization.
• Submit sample to the laboratory and request compositing of the discrete bulksamples (prior to analysis) to yield an aggregate result.
• Laboratory to perform CAM 17 analysis to yield an aggregate result for wastecharacterization
• Laboratory to perform STLC and TCLP analysis as needed to yield an aggregateresult for waste characterization.
Diesel Particulate Matter (DPM)
• Collect a discrete bulk sample of an interior wood member (deck) coated sootbuildup from train opacity (smoke).

Limitations were established by the client to include only those areas expected to beaffected/impacted by planned demolition work. All other areas, buildings, materials werespecifically excluded by the client from ProTech's scope of work.

Summary of Results
Asbestos ResultsNo demolition of building materials was conducted to determine the presence of asbestosin wall cavities, chases or other inaccessible areas. ProTech cannot warrant that thisbuilding does not contain ACM in locations other than those noted in this report,however, a good faith effort was made to conduct a comprehensive survey within thelimitations of the stated scope of services.

Lead ResultsA lead screening survey was conducted for the purpose of generally characterizing(screening for) the presence of lead-based paint on major building components. ProTechdoes not represent this screening survey as a comprehensive survey or evaluation. Thissurvey and the sampling methodology used during this scope of work did not complywith comprehensive HUD lead survey methods of protocol.

Three paint chip samples were submitted for laboratory analysis by atomic absorption(AA) spectroscopy. Paint chip samples were collected to confirm the presence/non-presence of lead where lead content was at or below the XRF detection limit. Cal OSHAlead construction standards must be implemented and followed if employees performtrigger tasks on surfacing containing detectable amounts of lead.

Waste-Stream CharacterizationProTech collected six (6) discrete samples of the roof-top gravel and built-up dust forCAM 17 analysis. Analysis was performed to determine total metals content to helpcharacterize the material for future disposal. Following collection of the gravel and dust,the discrete samples were used to create a single (1) composite sample using a 6:1 ratio.The composite sample was created to achieve a result that would approximate andrepresent the material as an aggregate waste.

Since the TTLC results for lead were above the California hazardous waste level, TCLPanalysis was performed to determine if the waste stream would be classified as a FederalRCRA waste.

Diesel Particulate Matter (DPM)ProTech collected a bulk sample of interior wood roof deck members coated with sootbuildup. The build-up was present as a residual effect from train opacity (smoke) duringtrain operations in prior decades. The soot sample was submitted to a certified laboratoryfor SEM analysis to determine it’s elemental make-up and morphology. Data wereobtained to assess if compounds in the soot would be hazardous to humans in the eventthat the material were to dislodge and become airborne.

LeadLead-based paint and lead containing paint was found on building componentsthroughout the site. Lead-safe work practices are required during construction.
Waste CharacterizationTotal lead content was reported above the TTLC standard of 1,000. Accordingly thematerial is classified as a California hazardous waste.
TCLP results were reported below the RCRA standard of 5 mg/l. Accordingly, thematerial is not RCRA waste.
Diesel Particulate Matter (DPM)The soot should not pose a significant respirable health risk. Material with aciniformmorphology indicative of soot was observed in trace amounts. Confirmational DPM airsampling is recommended during work that may dislodge and produce airborne particlesof the soot material.
Conclusions and Recommendations
Asbestos• Pre-Demolition/Renovation:
In accordance with local, state, and federal asbestos regulations, any ACM that maybe impacted during demolition should be removed prior to those destructiveactivities.
In preparation for asbestos removal, ProTech recommends that the following steps betaken:
1. Scope of Work and Project SpecificationProTech will prepare a document (specification) to enable an apples-to-applesasbestos abatement bidding process. The specification will define the abatementscope of work and set forth the guidelines for proper and cost effective asbestosremoval. ProTech will price this service upon request.

2. Bid Review and Contractor SelectionProTech will assist the client or manage the selection of qualified asbestosabatement contractors. ProTech will price this service upon request.
3. Project Management/MonitoringProTech will providing quality control oversight and monitoring of the asbestosabatement operation to ensure regulatory compliance. ProTech will price thisservice upon request.
ProTech will conduct final visual inspections and clearance air monitoring to certify thatindustry clearance standards are met. ProTech will price this service upon request.
• ProTech cannot warrant that this building does not contain ACM in locations otherthan those noted in this report. If suspect asbestos materials are discovered duringfuture repairs, demolition or renovation operations, all general work activities whichcould impact the discovered suspect ACM should cease until confirmation samplingand/or asbestos abatement options can be assessed.
Lead• Any work performed at the subject site where LBP or LCP is likely to be disturbed
should be performed by a contractor trained and qualified to perform lead-relatedconstruction work. Any work performed to remediate a lead hazard should beperformed by DHS certified personnel employing lead work practices in accordancewith HUD guidelines.
• ProTech recommends that contractors employ HUD developed, lead safe workpractices if lead coated surfaces are to be impacted or disturbed. In general, "leadsafe work practices" would include methods for controlling lead dust; properlycontrolling, collecting and disposing of lead waste; worker training, monitoring, andprotection; and environmental monitoring.
• Contractors, whose employees disturb more that 100 sq ft of lead-based paint (LBP)are required to submit written notification to Cal OHSA (per Health and Safety Code,Title 17 CCR Section 36000 (c)). The Cal OSHA LBP notification rule underrequires 24 hour advance notice prior to LBP disturbance.
• Contractors, whose employees work on this project are required to assess if theirwork will be subject to the requirements of the Cal OSHA lead construction standard(CCR Title 8 § 1532). Cal OSHA standards are designed to regulate and enforce on-the-job worker safety. Employers are required by law to ensure that employees arenot exposed to airborne lead levels which exceed the permissible exposure limit(PEL). The standard requires worker exposure monitoring, medical surveillance,training, special work practices, etc.
Cal OSHA requires compliance with their lead construction regulation when:

1. The permissible exposure limit (PEL) will or may be exceeded. The PEL isan exposure to airborne lead dust of 50 micrograms of lead per cubic meter ofair (50 µg/m3) over an 8 hour time weighted average (TWA).
2. Employees perform “trigger activities” that impact a material containing leadin any detectable amount. Cal OSHA mandates that an employer assume thePEL will be exceeded when his/her employees conduct "trigger activities"involving lead. Trigger activities are defined as follows:

• Contractors whose employees will be working on this project are required to assesslead exposure risk to their employees (as per Cal OSHA lead standard CCR Title 8 §1532.1). In making this evaluation, contractors should:
1. Review all lead related documents and reports.
2. Become familiar and comply with Cal OSHA and other applicable leadregulations.
3. Make an assessment to determine potential worker exposure relative to thevarious lead-related construction work to be performed.
4. Collect supplemental data/samples if necessary.
5. Assess and monitor worker lead exposure levels during the performance of leadtrigger tasks or other activities that may potentially expose workers to levelsabove the Cal OSHA permissible exposure level.

6. Determine compliance requirement relative to DOSH notification rules.
• Painted surfaces that contain levels of lead below 1 mg/cm2, may create lead lead-contamination if paint is turned into dust by abrasion, scraping, or sanding. Thisreport should be kept by the owner and all future owners for the life of the building.
• ProTech recommends that the building owner establish baseline soil and dust leadlevels at the subject site. Contractors performing work at the site should then berequired to leave the site "clean" relative to pre-existing conditions as established bybaseline sampling.
• ProTech recommends that the building owner disseminate this report as well as anyother lead-related information to all prospective contractors bidding work at thesubject site. Contractor should be encouraged to evaluate and possibly supplementthis data to assess potential worker exposure impact and possible regulatoryrequirements associated with their particular construction scope of work.
• ProTech’s lead survey was not be intended to assess lead exposure risks to personnelwho will be performing future on the site. The intent of the lead survey data was to:
a. Notify contractors/employers who bid and/or perform future work on the siteregarding the presence of lead.
b. Provide initial data to assist contractors/employers assess potential exposure riskstheir employees.
c. Provide initial data to assist contractors/employers in their preparation to complywith Cal OSHA lead standards.
• Each contractor/employer who bids and/or performs work at the site will need toassess potential lead exposure to employees performing their particular scope ofwork. Contractors who perform work at this site may need to obtain additional dataduring their assessment and Cal OSHA compliance planning. Individualcontractors/employees should be allowed to obtain any needed data to complete theiremployee exposure assessment.
Waste Characterization• ProTech recommends that heavy meal hazards be remediated by a qualified
environmental remediation/abatement contractor.
• ProTech recommends that the building owner disseminate this report as well as anyother relevant information to all prospective contractors bidding work at the subjectsite. Contractor should be encouraged to evaluate and possibly supplement this datato assess potential worker exposure impact and possible regulatory requirementsassociated with their particular construction scope of work.

The investigation and sampling plandiscussed in this report may not be appropriate for uses beyond its intended purposeand stated scope. This letter summarizes the results of the particle characterization analysis performed on thebulk dust sample. The sample was assigned RJ Lee Group project number TMC1010628 andidentified as follows:

The purpose of this investigation was to characterize the black particle matter associated withthe sample. Scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS)was used to distinguish among different particle types based on morphology and elementalcomposition.
Sample PreparationPreparation of the sample involved removing a representative portion of the fine material anddry depositing the particulate onto an adhesive carbon tab mounted on a carbon planchet. Athin coating of carbon was applied via evaporative deposition to the prepared sample in orderto provide the electrically conductive surface needed for SEM analysis.
SEM AnalysisSEM analysis was conducted using a PSEM™ (Model 75) operating at 20kV acceleratingpotential. The sample was predominantly composed of agglomerations of Si-rich, Al/Si-richand Ca/S-rich material. These agglomerations contained Pb-rich material in varying amounts.Minor EDS peaks consistent with iron, zinc and barium were occasionally associated with thePb-rich material. Representative images of the particle types observed are shown in Figures 1-8.
The prepared sample was evaluated in a Sirion 400 field emission SEM operating at 3kVaccelerating potential for the presence of particulate with morphology indicative of soot.Material with aciniform morphology indicative of soot was observed in trace amounts.
