Dear Contestant,
On behalf of the United States Golf Association and the Middle Atlantic Golf Association, welcome to Sectional
Qualifying for the 2014 U. S. Open Championship. This will be the twenty-seventh time that Woodmont Country Club
has hosted this qualifier. Competitors will play the North Course. You will find it in excellent condition. Please take
the time to thank a member of the club or staff for their efforts in supporting this important qualifier.
Please take a few minutes to review the following information:
1. Tee times: Attached are the pairings by alpha and by group. Play will begin at 7:00AM.
2. Spikes: Steel spikes are not permitted for the qualifying rounds or for practice rounds. It is a condition at all
qualifying sites, unless otherwise indicated by an asterisk on the entry application, that shoes with traditionally-
designed spikes (regardless of composition, i.e., ceramic, plastic, etc.) or spikes, regardless of design, comprised
either entirely or partially of metal (if such metal may come in contact with the course) are prohibited during the
stipulated round. Penalty for breach of the condition: Disqualification
3. Short pants are permitted. They must be of a traditional style. No 'short shorts', jeans, cut-offs, or t-shirts.
4. Practice rounds: Practice rounds are available beginning immediately. Local players are urged to arrange their practice
round before the weekend prior to the qualifier. Please call the pro shop at (301) 424-8496 to schedule your time.
Caddies, friends, or family members may not play during your practice round. Please play one ball during practice.
Carts may be used during practice rounds and the fee is $25.00. Practice balls are provided gratis, courtesy of the
Club.
5. Approximate yardages that you will be playing from are attached. Please review carefully.
6. During the competition, distance measuring devices of any kind and the use of cell phones and other
communication devices are prohibited.
7. Caddies: You may bring your own caddie. You may carry your own bag. However, if you wish the club to arrange a
caddie for you, you must call the pro shop in advance. The caddie fee is $60.00 per bag plus tip. Automotive
transportation is prohibited for competitors and caddies. There will be no exceptions. Pull/push carts are not
allowed.
8. Morning traffic in and around the Washington, D. C. area is severe. Please allow plenty of time to travel to
Woodmont CC.
9. The locker facilities will be available for contestants during the day. However, no personal lockers will be available.
10. Breakfast will not be provided. Lunch service will available and the snack shack will be open until late in the day.
11. Pace of Play: Please review the attached ‘draft’ pace of play policy. There are 59 competitors in the field. Pace of
play is a critical element in our being able to finish within a reasonable time.
12. As of this mailing, the number of qualifying spots has not been determined. When we receive this information,
we will make it available to the pro shop at Woodmont and will e-mail it to all contestants.
13. The "One Ball Rule" will be in effect.
14. In the event of a tie for the final qualifying positions or alternate positions, a playoff will begin immediately upon the
completion of all play. It is the player's responsibility to be aware of where he stands in relation to the leaders and the
possibility of being in a playoff. Do not leave unless you are absolutely positive you are out of the 'mix.'
Playoff information will be posted on the scoreboard.
15. If it becomes necessary to withdraw prior to the date of the competition, please notify Karen Parker in Championship
Administration at Golf House immediately at (908)234-2300. You should also notify me at (410)991-7843.
16. Groove Condition - Please take the time to review the attached information regarding the groove condition.
17. In the morning round, a member of the Committee will ask for your scorecard as you complete your front nine. The
hole-by-hole score will uploaded to www.usopen.com. Your scorecard will be returned to you on the tenth hole.
During the afternoon round, each group will have a walking scorer, primarily Woodmont CC members, who will
upload each player's score at the completion of each hole to www.usopen.com for live scoring. This procedure has
been implemented at all sectional qualifying sites.
18. The large practice putting green directly in front of the main clubhouse is not of the same construction as those on the
golf course and may be of a different speed. The primary practice putting green is adjacent to the pro shop and first
tee. There is also a short game practice area to the left of the first tee.
19. Please advise me as soon as practical if you are aware of a spectator (usually a family member), intending to watch
your play during qualifying, with a mobility impairment. Please encourage that person to contact me no later
than five days before the qualifier to discuss available options for viewing play. We will make every effort to
accommodate spectators with disabilities under the Americans with Disabilities Act (ADA).

IMPORTANT NOTICE - GROOVES
Please take the time to read and understand the following. Be advised that field testing of clubs for groove
conformity will not be performed at Local (first stage) or Sectional (final stage) qualifying sites.
U.S. Open Championship
In Local (first stage) and Sectional (second stage) Qualifying as well as in the Championship proper, the
player’s clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective
January 1, 2010. Note: Ping EYE2 clubs manufactured prior to March 31, 1990, may not be used during Local
and Sectional Qualifying as well as the Championship proper. The condition of competition is available for
review on the entry application.
The USGA and R&A have created a reference resource called the Informational Club Database to assist golfers
in determining whether their irons, hybrids and fairway woods comply with the Rules of Golf effective from
January 1, 2010 and are permissible for play under the groove condition of competition, which is in effect for
all USGA Open Championships. For information about and to access the database, please use the following

Player Club Testing is available for the 2013 U. S. Open, U. S. Women's Open and U. S. Senior Open
Championships. Please use the following link:

The USGA strongly suggests that all players verify the conformance of their clubs well in advance of their
scheduled qualifying competition. It is the player’s responsibility, not the USGA’s responsibility to ensure that
his clubs conform. Waiting until the day of the competition is the fault of the player. The Committee is under no
obligation to test the club the competitor may play. However, if it is later determined that the club is non-
conforming, including after the competition has closed, the player will be disqualified.
From the Committee
The Committee in charge of the competition will not be able to and is under no obligation to access the
Informational Club Database the day of the competition to check the conformity of a competitor's club/clubs.
Time constraints render this option impractical. Again, it is the player's responsibility to ensure club conformity
prior to the competition.

Pace of Play Guidelines
Rule 6-7 provides that "The player must play without undue delay and in accordance with any pace of play guidelines that
the Committee may establish," and thereafter prescribes penalties for slow play.
Maximum Allowable Time
Maximum allowable time is the MAXIMUM time deemed necessary by the Committee for a group to complete its
stipulated round. This is expressed in a per-hole and aggregate time format on the chart attached to this document.
A group’s maximum allowable time begins at its assigned starting time, or if the starting time is delayed, at the
adjusted starting time.
Time associated with playing the game, e.g., for rulings and walking times between holes, is included in all
maximum allowable times.
Definition of "Out of Position"
A group is out of position when it:
Completes play of a hole (replaces the flagstick) later than the maximum allowable time given (see attached
chart) and:
a) Reaches a par-3 hole that is clear of all play and all players in the preceding group have played their
strokes from the teeing ground of the next hole.
b) Reaches a par-4 or par-5 hole which is not clear of all play but which becomes clear of all play before
all players in the group have played their strokes from the teeing ground.
c) Reaches a par-4 or par-5 hole which is clear of all play.
Note: If a ruling or some other legitimate delay occurs which causes the group in question to be out of position, that group
is expected to regain its position within a reasonable time.
The referees can be a source of information about the group’s pace of play. A player may ask a referee at any time about
the group’s pace of play status. Each referee has been instructed to proactively alert any group if it is approaching an out
of position status as defined herein.
Timing
When the Committee determines that a group (or individual) will be timed, all players (or a specified individual) in the
group will be notified by a Rules Rover.
Other than on the putting green, the timing of a player's stroke will begin when it is his turn to play and he can play
without interference or distraction. Time spent determining yardage and other conditions (such as wind) will count as time
taken for the next stroke.
On the putting green, the timing of a player’s stroke will begin after he has been allowed a reasonable amount of time to
mark, lift, clean and replace his ball, repair ball marks and remove loose impediments on his line of putt. Time spent
looking at the line from beyond the hole or to the side of and/or behind the ball will count as part of the time taken for the
next stroke.

A player is permitted a maximum of 40 seconds to play a stroke. (Note: This 40-second time limit includes the first
player to play from the teeing ground, fairway, or near or on the putting green.)
Any player in a group being timed who exceeds the maximum allowable time to play a stroke will be informed as soon
as practicable by the Rules Rover.
A Rules Rover will not advise a group that it has regained its proper position on the course and is no longer being timed.
As previously noted, a player may inquire at any time regarding the group’s pace of play status.
Note: The Committee reserves the right, at any time, to time a group when deemed necessary. Further, if the Committee
determines a player to be unreasonably slow, he may be timed individually at the Committee’s discretion regardless of
whether his group is out of position. Players should also be aware that the Committee may assess a “bad time” to a player
in a group which is out of position if the player makes no effort to help his group get back in position. An example of this
would be a player who delays play between shots or holes.
Pace of Play Penalties
The following are the penalties, in sequence, for any player in a group being timed who takes more than the maximum
allowable time to play a stroke after timing of the player’s stroke begins:
1st bad timing exceeding the allotted time – Warning
2nd bad timing – 1 stroke penalty
3rd bad timing – Additional 2 stroke penalty
4th bad timing – Disqualification
Note: If a group being timed regains its proper position, any previous “bad times” will be carried over for the remainder
of that round in the event that group requires additional monitoring. Any player who has a bad time(s) will be reminded
of the bad time(s) if he or his group requires additional timing during the round.

Here are the approximate yardages that you will play from during the competition. Please note the following: Hole No. 2 will be played from the back
teeing ground at app. 234 yards. Hole No. 7, now 428 yards, will be played from the new teeing ground immediately off the back of the putting green
on Hole No. 6. It shares this teeing ground with Hole No. 17. Hole No. 9 will be played from the 485 yard teeing ground which is up the hill and
behind (about 50 yards) the regular back tee.
