Leonard was formerly with Bellone Studios in New York City . Bob Gray , manager of the RC A V ic tor studios , reports an increase in label work and the added interest of country artists , in the facili ties available at the RCA studios . It has been reported that a major indie of pop product wi II soon be reco rding Canadian country art ists at RCA Victor. Hallmark Studios have also been busy creating prod uc t for the big explosion. Bob Martin , advertising and promotion manager for Columbia Reco rd s, has turned his talents toward producing . His first successful country production was "Lov- ing You A gai n" by Johnny Burke . His follow - up , also produced by Martin "Loving Day" has already be en aired by Ralph Em ery of WSM in Nashvi I le . Martin productions were at Ha II mark. Capi tol's di r ector of artists & repertoire , Paul White , has begun a giant push on their Can- a di an art is ts , namely Diane Leigh with her single "Why Can't He Be You" and Gary Buck and his releas e of " Th e Weatherman ". Bruce Sha ver introduced the country to his artist Odie Workman with his B ison pr od uction of " Jacka B ui lt A House " and has now released "Take This Heart Of Mine" on S parton. Colum bia' s Mer cey B ros. have bounced onto the scene with their strong release of "Whistling On The River ". Th is week, the second installment of my quiz to Old Ed:, I continue to ask him questions that readers want the an swers to . If you have any questions , please send them to me. EC: As ed itor of RPM, you have your finger on pulse of the industry in this country . How about a progress re por t. WG: I ' m going to be honest wi th you Ellie . In the past three years of publishing RPM, I have seen a great deal happen. The industry has grown , but there are two sore points. Program­mers still do not program with consis tency. I mean, the records that make it, don' t make it in enough markets. If a record gets acceptance in 10 areas , that can be it . The other 32 areas don't program it, the net total is a part of a hit. Perhaps legislation is the answer. I hope it can improve by itself . If it doesn't, the government will surely step in with Canad ian content re ­quirements. Whatever is necessary is alright with me. Secondly , the lack of production other than " pop" music , on the part of record com­panies. Good LPs aren't being recorded and possibly record companies should try to come up with a few CTL type of products that could be bought in stores. EC: Why doesn't RPM feature more news about GMP record ings and programming? WG : There is a general lack of interest on the part of the staid old broadcasters. There is a lack of interest on the part of record companies (as I have indicated in my last answer ) I th ink the answer is to FIRST build a solid " pop" mus ic industry and the good mus ic will follow . We rea lly haven't set the world on fi re with the " easy", and the " difficult" wi II have to wai t . EC: A reader wrote me sometime ago asking

why RPM didn 't expose the problems in the mus ic indus try. Why don 't we name names? WG: I read the letter you are referring to. It is very easy for readers to ask us to stick our necks out , but at the word " payola " you can remember what happened. It isn' t easy to get the goods on these undercover dealings in the industry , and too often a story that will expose the gangster element in the industry will harm the people who are on the level and hurt the in­dustry. It usually works out that the industry takes care of these people , eventually. Mean­while, everyone is keeping an eye on the si t ­.uati on. Doesn 't it usually work itsel f ou t?

EC: How come we give the same value to a U.S. produced Canadian single as we do to a Canadian produced sing le? WG : We have to start somewhere, bu t once we have a good industry established, we won' t be so generous. Right now we are sti ll saying yes to pseudo Canadian discs , bu t not for much longer.

EC: Groups have always comp lained about how they are trea ted when they vis it a ra dio station with thei r new release. What is RPM 's attitude towards groups who visit? WG: Anyone in the industry is welc ome to the RPM offi ces . We like to have some advance warning that they are coming, but they are al­ways treated wi th respect and we like to meet them. Many many groups already know about our open door pol icy. Many groups come in to discuss the ir problems. We are most anxi ous to meet the people we write about. Just phone ahead to make sure we can accomodate one group at a t ime. (We have a very sma ll recep­ti on area.) EC: How is it that a re cord in the CCCA can be No. 17 and no sta tion list ings are ind ica ted? WG : Positi on i s determined by the points scor· ed on some 52 charts and pla yl ists that come into RPM, voluntarily , each week. A sampling of 15 charts is given each week . Sometimes the charts where the li stings appear aren't used , but rest assured ,this is an accurate tabulation.

EC: Can RPM hype a record ? WG: Many approac hes are made to us to hype a record , but the formula stands in all our com­putati ons. We ask disc j ockeys to review on Sounding Board , and CCCA is compiled from chart submis sions and the figures are not tam­pered with. We cannot hype anyone's record. Our theory is " Tell your story in an ad" and if the record has wha t it takes and the company promotes and advertises , it WILL be a hit . I have yet to have a direct answer to what record was ever " hyped" . Maybe someone in the in· dustry can tell US how we can hype anyone's produc t. The whole thing is silly . But, a good newsworthy press release can always be an as sist. A FEW people in the industry do make sure we get the ir stories, and usually they get printed . The record industry in Canada is very young. What initiat ive do you really need to

dealer Jess Taylor , of Taylor's One Stop, has found good acceptance,by her dealers ,of the RPM 100. Most of the dealers are using the RPM 100 for the ir ordering . One complaint from Jess. Can· adi an product is hard to come by. It might be a good idea for record companies to look into the present set-up of availabili ty of Canadi an pro­duct , remembering that fi I ling the needs of the spontaneous buyer can mean the di fference be­tween great profit and none at al I.

Frank McMeekin, sa les manager at the Heaton Music Studio in Fonthill , reports good sales for " Hazel '', " Mr . Spaceman "and " Dandy" as well as " Lady Godiva" and " Born Free " . Moving well are " Born Free" and " Louie ' with " She Ain't No Use To Me" topping the sales for Canadian singles. " Revolver" and " Tijuana Brass" are sti 11 the best se 11 ing a I bums.

Ed Wilson repor ts from Wi Ison & Lee in Oshawa that "Whistle On The River " has been cha I king up good sa les for the Mercey Br os . The ta lented trio he lped boost record sales with their recent appearance at Harry s Hide­away, in the motor city. " Hazel" and "Godiva·· top the best sellers with "Renee " and the Stone's " Mother" moving into place . Keith' s " Lie" is also cons idered a part of the top ac ­tion . Mitch Ryder's "Blue Dress·· is starting to move along with the Lovin' Spoonful's " Rain" and Ben Colder 's "Almost Persuaded No . 2". "Symbolize" catches the Canad ian acti on. The Brothers In Law have been doing wel l with the ir "Strike Back" LP. The Buck Owens album " At Carnegie Hall" and Bert Kaempfert 's "Greates t Hits" are the top se 11 ing LPs, with the younger set gra bbing for the Monkees .

Louise Giroux is the new hit buyer at Sherman's Rack Sales in Ottawa. Louise has had six years experience in re cords and is well known among re cord people in the capital. Sa les of " Heartbreak Hotel'' by the local group, the Scoundrel z , have been very br isk as well as Lightfoot's "Spin" . The latter had appeared recently at Ottawa 's Le Hibou. " Psychotic Re­action" and "Renee" are among the top se llers. The Troggs ' "Control" and the " Picture"entry by Lewis are both running neck in neck with " Rain" and " Lou ie ". The Monkees cop top spot for a I bum sa les while the new entry by the Mama's and Papa 's moves off to a good start.

Mrs. Boyd , who looks after the bar at Morgan's in the Eglinton Square Plaza , lists " Dandy", "Renee" , River 's " Town ", " Nine­teen Days '' and " Good Vibrat ions " as being on top of their best sellers list. What is wrong with the music industry in Canada??? (Ed: Practically everyth ing.) I am often asked this quest ion . I ca n onl y tell you that I feel personally that the whole key to the problem is that a I though there is a grea t dea I of progra mming, there isn't enough concentration on the top five records in Ca nada. I th ink we wou ld be able to accomplish much more if sta­ti ons would really put on a push to crea te NATIONAL hi ts1111 (Ed : Tha t sounds like some­th ing some Amer ican record man said to you.) That is what I think , and I know a great many people wi II agree wi th me . I feel that the top 5 record s on the CCCA chart are worthy of being progra mmed by every stati on in the na tion and CHARTED as well.
