1.0 INTRODUCTION

Schollen & Company Inc. was retained by Arta Architects Inc. to complete an inventory of the trees contained within and

immediately surrounding the property located at 2444 Hurontario Street, in Mississauga, Ontario. The Study Area includes

an existing 4 storey brick building with at-grade parking and a below ground parking structure. The existing building

contains a pharmacy.

The vegetation surveyed and assessed in this report is located within and immediately beyond the limits of the proposed

development site.

The Study Area comprises approximately 0.17 hectares. The site is proposed to be redeveloped as a high-rise residential

condominium building with ground floor live/work units.

The inventory has been prepared in support of the Site Plan application.

The basic methodology for completing the tree inventory comprised the following steps:

▪ All trees within the Study Area and within 6 meters of the property line of the Study Area were assessed on an

individual basis by species, size and condition. Trees on adjacent lands were reviewed to determine tree protection

measures where required. All trees with a Diameter at Breast Height (DBH) of 15cm or over were inventoried.

The preparation of this Tree Inventory & Assessment Report and all associated field work was completed by an ISA

Certified Arborist. The tree inventory was conducted on May 4, 2020.

The report has been prepared along with the corresponding appendices including the Tree Inventory & Assessment Matrix

(Appendix A), Tree Inventory Plan – Drawing TI-1 (Appendix B), Tree Preservation Plan – Drawing TI-2 (Appendix C), and

the Tree Inventory Photo Sheet (Appendix D).

The report provides a description of each tree/vegetation unit, as well as specific comments related to form, structure,

health, condition and situation of each tree. In addition, the report sets out recommendations related to the potential for

preservation of the trees within the scope of the proposed development. These recommendations are indicated on the Tree

Inventory & Assessment Matrix (Appendix A).

A survey of the Study Area was provided that illustrates the location of trees in relation to existing buildings, structures,

roads and property boundaries. This survey was utilized to create the Tree Inventory Plan TI-1. The Tree Inventory Plan

identifies each tree that was inventoried and delineates if the tree is to be preserved or removed.

The Tree Assessment & Preservation Plan was prepared using the Site Plan for the proposed development to delineate

trees that are to be retained and those that are to be removed due to conflicts with grading and servicing of the proposed

development. The Tree Preservation Plan identifies the tree protection zones (TPZs) for the trees that are proposed to be

retained, as well as the location of tree protection fencing.

The following summary of the assessment describes the findings and recommendations of the inventory and evaluation

exercises. Refer to the corresponding drawing, Tree Inventory Plan, Drawing TI-1 for an illustration of the location of the

existing trees. Refer to the Tree Inventory & Assessment Matrix for their condition, rating and recommendations related to

each.

Trees within the site were evaluated based on the following parameters:

▪ Structure – Trees exhibiting major limb loss, structural defects, rubbing branches and situational hazards were

designated to have poor structure and were assigned a lower rating. Trees that exhibit some of these characteristics

but appear to be otherwise structurally sound were afforded a ranking of fair.

▪ Health – Trees exhibiting crown dieback, lack of vigor, splitting, trunk cavities and/or bark loss were designated to be

in poor health and were assigned a lower rating. Trees that exhibit some of these characteristics but appear to be

otherwise healthy were afforded a ranking of fair.

▪ Age/Size –Larger trees were assigned a higher merit for retention than saplings or over-mature specimens.

▪ Conflicts with Proposed Development – Trees that were designated to be removed were trees that are in conflict with

layout, grading and servicing of the proposed development. A Landscape Plan will be prepared with the objective of

offsetting the impacts of removal.

Section 4.1 of the report also sets out recommendations to mitigate potential impacts that could arise during the

construction period on trees that are designated to be retained. The report provides recommendations to ensure that tree

protection measures are implemented throughout the construction period. The trees to be retained are not in conflict (or

near) proposed development.

2.0 GENERAL SUMMARY OF ASSESSMENT

Refer to the Tree Inventory Plan TI-1 for the location of trees that are proposed to be retained or removed within the

development parcel. Trees are labelled numerically on the plan as a means to locate the tree and cross-reference it to the

Tree Inventory and Assessment Matrix and Photo Sheet.

3.0 SUMMARY OF ASSESSMENT

General Composition

The following table provides a general description of the trees that are located within the Study Area as well as those that

are located immediately surrounding the Study Area. Refer to the Tree Inventory & Assessment Matrix for a detailed

summary of the inventory and assessment.

A total of 18 trees were inventoried. The following provides a summary of the key findings of the inventory and assessment

process:

• 4 trees were assigned a structure rating of ‘Good’ with a health rating of ‘Good’

• 5 trees were assigned a structure rating of ‘Fair’ with a health rating of ‘Good’

• 4 trees were assigned a structure rating of ‘Fair’ with a health rating of ‘Fair’

• 2 trees were assigned a structure rating of ‘Poor’ with a health rating of ‘Good’

• 1 tree was assigned a structure rating of ‘Poor’ with a health rating of ‘Poor’

• 2 trees were dead.

• 2 trees were given Recommendation ‘A’ – Removal of dead Private 1 tree recommended. These trees will not

require a permit for removal.

• 8 trees were given Recommendation ‘B’ – Removal of Private 1 tree recommended due to conflicts with proposed

development and grading.

• 6 trees were given Recommendation ‘C’ – Removal of Private 2 or Private 3 tree recommended due to conflicts

with proposed development and grading. The terms of removal for these trees must be negotiated with the

neighbouring property owner since they are located on a joint property line.

• 1 tree was given Recommendation ‘D’ – Removal of City tree recommended due to conflicts with proposed

development and grading.

• 1 tree was given Recommendation ‘E’ – Tree to be retained where proposed grading allows. This tree will require

the implementation of tree protecting fencing prior to excavation.

4.0 PROTECTION, MANAGEMENT AND MONITORING

The following recommendations are set out to direct the protection, management and monitoring of existing trees that are

designated to be retained.

4.1 Construction Impact Mitigation Recommendations

A. The trunks of trees to be removed should be cut off at grade. Portions of root systems may have to be left

undisturbed where their removal conflicts with the TPZ’s of adjacent trees.

B. Prior to the initiation of construction, trees identified for removal should be removed by a qualified tree care

company.

C. Cut wood from Siberian Elm and Black Locust species should be removed from the site to prevent repropagation

of aggressive and invasive species.

D. Where selective tree removal is proposed adjacent to trees to remain, trees should be felled with the objective of

minimizing damage to trees that have been designated to be retained. Any branches on trees that are to be

preserved that are entangled with limbs of trees that are to be removed or that are anticipated to be damaged as a

result of the felling process, should be removed utilizing approved arboricultural techniques.

4.2 Development Interface

Where grading, servicing or site alterations is proposed on lands that are located at the interface of the proposed

development and the adjacent existing residential lots, care must be taken to avoid potential impacts on trees that are

located on the properties that abut the proposed infill development. The following actions and recommendations are to be

implemented with the objective of mitigating impact on trees that are located along the development interface with

surrounding lands.

A. Tree protection fences should be installed along the proposed configuration indicated on the Tree Preservation

Plan – Drawing TI-2. Disturbance should not encroach beyond the limit of the tree protection fence. The fences

should be installed as per the Tree Protection Fence Details on the Tree Preservation Plan – Drawing TI-2.

B. Tree protection fences must be maintained in good repair throughout the duration of the construction period.

C. Where alterations are required within the limit of the drip line, a detailed assessment of the tree should be

completed by an ISA certified Arborist. Recommendation to mitigate potential impacts should be provided and the

implementation of remedial measures should be undertaken under the oversight of an arborist.

D. All tree care works that are recommended including root pruning, limb removal, etc. should be implemented in

advance of grading and/or servicing activities. All works should be performed by a qualified tree care

professional.

5.0 MIGRATORY BIRDS CONVENTION ACT

Federal legislation prohibits the destruction of nests, eggs and young birds during the migratory bird nesting period

between May 1st and July 31

st.

All proposed tree removals are to be conducted outside of this window. When the clearing of trees is proposed within this

designated period or is proposed to occur outside of this period when nesting activities have been observed in the vicinity,

inspections of the trees that are proposed to be removed must be conducted to confirm that no nests are present. These

inspections should be conducted by a certified ecologist.
