Following our initial investigations, a Pilot scheme was carried out in and around the Henry Wise House site, with several security measures implemented following the recommendations in the original report. These appear to have had a positive impact on the area, both visually and in terms of security.

Evidently, in other areas of the estate there are persisting security issues, and there have been several incidents within the past year which have again brought the issue of security on the estate back into focus. The security of residents across the estate is of course a high priority, and these proposals are again being reviewed with several additional sites now included. These are detailed in the ensuing pages of the report.

It is hoped that these further measures will help to improve safety across Lillington and Longmoore Gardens. All of the measures included have been designed to be in keeping with the character of the estate.

00 LILLINGTON AND LONGMOORE GARDENS: FOREWORD

An initial residents consultation meeting was held on Tuesday 6th December 2016 with the LALGRA. The feedback received at this meeting helped to infl uence the proposals going forward, and where possible the design team tried to incorporate specifi c comments with regards to the security works.

In summary, general comments were as follows:

• Design of all new proposed railings, fences, gates and chicane railings to be reviewed in detail with planners. Historic England to ensure the openness and integrity of the Estate is not compromised.

• None of the proposed chicane railings are to obstruct the path of wheelchair users or parents with pushchairs and as such will be designed to allow adequate space for these to pass through. We propose separating distances of 1200mm to accommodate the width of a double pushchair or a wheelchair.

• DMA noted that planters can be used by drug dealers to hide their goods. As such, low-maintenance defensive planting is preferred and located only where the benefi t of having them outweighs the negatives.

• Type of planting and maintenance requirement to be reviewed in detail with a specialist.

• Existing capacity, accessibility and quality of electricity boards to be determined before any additional loads are proposed such a new lights. However , low-energy L.E.D. fi ttings should help reduce the overall loads.

• Quantity, type and direction of all proposed lighting to be reviewed and developed in detail with specialists, to ensure there is no light pollution into residents’ homes.

• Interventions are to be implemented in phases to ensure that no unnecessary monies are spent to resolve issues.

• On-street properties and their security to be examined as part of the general management review.

The updated proposals have been developed through further stakeholder consultations carried out by Westminster City Council’s Client Surveying Team. Following this, the scope and phasing of the security measures have been revised, and the next phase of security works is to exclusively include security gates and fences across the estate. Other measures such as lighting improvement works, defensive paving and planting have been excluded at this stage. The fi nal locations, as identifi ed by WCC in collaboration with key stakeholders and MultiSteel (the chosen manufacturers) are as follows:
