PABLO URRIA_______________________________________

Mr. Pablo Urria joined the General Directorate of International Economic Relations (DIRECON) of the Ministry of Foreign Affairs of Chile in 1998 as Adviser of the Market Access department and later was head of that department, participating as a negotiator in free trade agreements with Canada, Mexico, Central United States, European Union and Korea. He served as Minister Counsellor Economic of the Mission of Chile to the European Union (2004-2009) and he was legal adviser to the Department of International Affairs of the National Customs. Until March 2014 he served as Head of the South Department and Integration DIRECON regional organizations, responsible for economic relations with the countries of South America, Panama, Cuba and economic forums in the same region (LAIA, UNASUR, CELAC). He has also been the technical manager of the Pacific Partnership negotiations. From the March 17, 2014, he holds the position of Director of Bilateral Economic Affairs DIRECON.

SHARDUL AGRAWALA_________________________________

Dr. Shardul Agrawala is Head of the Environment and Economy Integration Division at the OECD Environment Directorate. In this capacity since 2013, Dr. Agrawala leads the Directorate’s work on economic-environmental modelling, empirical analysis of environmental policies, trade and environment, and on resource productivity and waste. He is also a member of the Science Advisory Panel of the Climate Change and Clean Air Coalition (CCAC). At the OECD since 2002, Dr. Agrawala has previously served as Senior Advisor to the OECD Secretary General, Co-ordinator of the OECD-wide initiative on New Approaches to Economic Challenges, Acting Head of the Climate Change Biodiversity and Development Division, and Senior Economist Climate Change. Dr. Agrawala has published extensively on climate change. He has led teams of international experts as Coordinating Lead Author for chapters of the Fourth and Fifth Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). He has testified before the US Congress, contributed to the Stern Review, and served on advisory panels for the Pilot Program on Climate Resilience of the World Bank and the International Climate Initiative (ICI) of the German Government. Dr Agrawala received his PhD from Princeton University and has previously held research positions at Princeton University, Harvard University, Columbia University and at the International Institute of Applied Systems Analysis (IIASA).

SHUNTA YAMAGUCHI__________________________________

Mr. Shunta Yamaguchi is a Policy Analyst of the Environment and Economy Integration division of the OECD Environment Directorate. He joined the OECD in 2014 and works on trade and environment issues since 2016. He is also a member of the Trade and Competitiveness Research Committee for the Green Growth Knowledge Platform (GGKP) since 2017. Prior to his current assignment, he worked on waste management and resource productivity projects as well as environmental accounts at the National Accounts Division (Statistics Directorate). Prior to joining the OECD, he worked with the Japan International Cooperation Agency (JICA) on energy and environmental projects across Asia, Middle-East and Africa. More specifically, during his 5 year work experience with JICA, he was responsible for policy analysis and project design on international harmonisation of energy efficiency labelling and testing standards, and to promote mutual recognition agreements for laboratory testing under the World Trade Organization Technical Barriers to Trade (WTO-TBT) agreement. Mr. Yamaguchi holds a MSc in Development Economics from the University of Bradford and a BSc in Physics from the Tokyo University of Science.

JOSE-ANTONIO MONTEIRO_____________________________

Mr. José-Antonio Monteiro is Research Economist in the Economic Research and Statistics Division of the WTO. From 2010 to 2014, he was Economic Affairs Officer in the Trade and Environment Division of the WTO. Before joining the WTO, he worked at the International Labour Organization (ILO) in the Trade and Labour Programme, with a particular focus on labour provisions in free trade agreements. Previously, he also participated in several projects financed by the Swiss Agency for Development and Cooperation (SDC) analysing the impact of official aid development on international trade. He holds a PhD in economics, in the area of trade and environment, from the University of Neuchatel (Switzerland), as well as a Master on economics and finance from the University of Geneva (Switzerland).

JOHN BAZILL_________________________________________

John Bazill works in the Trade and Sustainable Development Unit of the European Commission's Directorate General for Trade, in particular on trade and environment issues. He is involved in implementation and negotiation of Trade and Sustainable Development chapters of EU agreements with a number of Latin American trade partners. Prior to this post he worked on international forest policy in the Directorate General for Environment, covering both multilateral (UN, FAO, ITTO) and EU initiatives. He was particularly involved in the development and implementation of policy and legislation on illegal logging and related trade under the EU's Forest Law Enforcement Enforcement Governance and Trade (FLEGT) initiative. He spent the earlier part of his career working in development cooperation with short term assignments as a consultant for the EU and long term postings for the UK aid programme in Lesotho and Costa Rica, covering in particular forest research, agroforestry, participatory methods and project evaluation. Mr Bazill has an MSc in Forestry and Land Use from the University of Oxford and a BSc in Forestry from the University of Aberdeen.

MIRIAM CHAVES______________________________________

Ms Miriam Chaves currently serves as Minister of First Class, National Director of American Economic Integration, Ministry of Foreign Affairs and Worship, Argentina. She was in charge of the Cabinet of the Secretary of International Economic Relations, Ministry of Foreign Affairs and Worship from 2015 to 2016. She has also served as Deputy Permanent Representative, Argentine Mission at the WTO and Other International Organizations, Geneva, Switzerland from 2012 to 2015 and has participated in the negotiation of various bilateral and inter-regional trade agreements (the partnership agreements of Chile and Bolivia and MERCOSUR, and the Interregional Cooperation Framework Agreement MERCOSUR-EU, 1994) and the recent commercial liberalization agreement signed with Chile, the negotiations of an investment protocol in MERCOSUR and the negotiations in progress with Mexico and Colombia intended to extend and deepen the current commercial agreements. She received her degree in Political Science with Specialization in International Relations, Catholic University, Argentina and she obtained a postgraduate degree in Negotiation, University of Buenos Aires.

JULIO BAENA________________________________________

Mr. Julio Baena is the Head of the Office for International Affairs of the Ministry of Environment of Brazil. He is the co-ordinator of the core bilateral and regional cooperation including the National Coordinator of MERCOSUR Sub-Working Group on the Environment - SGT-6, issues related to trade and environment (WTO, MERCOSUR agreements), sustainable production and consumption (Decennial Framework Program on Production and Sustainable Consumption 10YFP), and regional blocks of ACTO, ASPA, IBAS, CPLP. Prior to his current assignment, from 2000 to 2005, he was the Foreign Trade Analyst at the Foreign Trade Secretariat, Department of International Negotiations – DEINT, Ministry of Development, Industry and Foreign Trade. He covers topics including: Trade and Environment, environmental barriers, WTO Trade and Environment Committee, MERCOSUR SGT-6, Follow-up of trade aspects in environmental Conventions (Basel, Montreal, Rotterdam, Stockholm, Kyoto, etc.).

ANGELICA ROMERO___________________________________

Ms Angélica Romero López currently serves as Head of the Department of Energy, Trade and Sustainable Development of the Directorate for International Economic Relations of Chile’s Ministry of Foreign Affairs (DIRECON). Her career has particularly focused on the public sector, carrying out a series of roles with DIRECON, the Export Promotion Directorate (ProChile), and the Chile Foundation. She has vast experience in trade and environmental issues, which has allowed her to participate in the negotiation and implementation of trade agreements between Chile and countries in both Asia and the Americas. Angelica has served as Chile’s official representative before international organizations dealing with trade and environmental issues such as the World Trade Organization (WTO), the Asian-Pacific Economic Cooperation (APEC), and the Organisation for Economic Co-operation and Development (OECD). Furthermore, she has participated in discussions related to trade and the environment carried out by the International Civil Aviation Organization (ICAO), the International Maritime Organization (IMO), and the United Nations Framework Convention on Climate Change. She received a degree in Environmental and Natural Resources Engineering from Chile’s Universidad de Viña del Mar. Additionally, she obtained a diploma in Public Administration and Management and a Master’s in Public Policy, both from Universidad de Chile.

JOSÉ ALEJANDRO QUINTERO ROJAS ____________________

Mr José Alejandro Quintero Rojas is a bilingual lawyer of the University of the Andes (Spanish-English), with intermediate level of French and German, specialist in Economy (Uniandes), Financial Administration (Uniandes), and Administrative Law (U. Rosario), and with Diploma in Law of the Competition (Uniandes), Legal English (Uniandes) and Customs Law (U.Javeriana). Mr Quintero has work experience in both the public sector (Ministry of Commerce and Ministry of Transport) and the private sector (law firms) and seven (7) years of experience. Currently he works as an Advisor in the Commercial Relations Department of the Ministry of Commerce, in charge of the administration of the commercial relationship between Colombia and the US (TLC), as well as the Middle East and Africa. Mr Quintero is previously a Scholar from Ecopetrol under the Bachelors for Colombia program - Mario Galán Gómez – and obtained the seventh national score in the state tests ICFES and best bachelor of the Atlantic. He is also a participant from the Ministry of Commerce, Industry and Tourism in the Global Initiative Procurement, sponsored by the US Embassy in Colombia, the United States Trade and Development Agency - USTDA and George Washington University (Washington DC, Boston and Austin, TX. of 2017).

ALEJANDRA AGUILAR_________________________________

Ms. Alejandra Aguilar is the co-ordinator of the Forum on Trade and Sustainable Development of the Ministry of Foreign Trade of Costa Rica. As part of her position, she led the negotiations of environmental matters in the trade agreements between Costa Rica and the European Union, China, Singapore, EFTA and South Korea, as wells as Costa Rica´s participation in the negotiation of the Plurilateral Agreement on Environmental Goods. She is responsible for the implementation of the environmental and sustainable development provisions of all trade agreements signed by Costa Rica. Ms. Aguilar also coordinates Costa Rica´s participation on trade and environment related matters in the World Trade Organization (WTO) and in the Organization for Economic Cooperation and Development (OECD). Currently, she is leading Costa Rica´s accession process to the OECD in the area of environment. As part of this work, she is in charge to coordinate the joint effort of the agencies responsible for environmental policy making and regulation, with a view to achieving the alignment of Costa Rican´s legal and environmental policy framework with the standards of the OECD, as well as to provide feedback to this organization with the advances and good practices of the country in this area. In addition, she is the co-ordinator of the North America Forum, responsible for following up Costa Rica's commercial relationship with the United States and Canada, and overseeing the implementation of the trade agreements with both countries. She has more than 15 years of experience working in trade, investment and sustainable development. Ms. Aguilar has a degree in law by the University of Costa Rica and holds a master's degree in commerce and international business from LEAD University.

JAVIER LATORRE_____________________________________

Mr. Javier Latorre is currently the Coordinator for Economic Integration of the Ecuadorian Ministry of Trade. Mr. Latorre is also the leading negotiator of Ecuador for Sustainable Development (inc. labour & environment), Intellectual Property, Government Procurement and Customs & Trade Facilitation. He was a member of the Ecuadorian Foreign Service, and served in the Permanent Mission of Ecuador to the World Trade Organization from 2011 to 2014. His negotiation experience includes the Accession Processes to WTO, the WTO Trade Facilitation Agreement, the negotiations on Intellectual Property in the Andean Community, and the RTAs with the European Union, Korea, the EFTA States and Honduras.In addition, as part of his responsibilities he oversees the implementation of the RTAs with Guatemala, El Salvador, Nicaragua, Cuba, MERCOSUR, Chile and México. Mr. Latorre currently presides over the 20 Committees of the Andean Community’s Commission in the framework of the Ecuadorian Pro-Tempore Presidency of the Andean Community. He has over 14 years of experience in foreign trade related matters.

NEYDI CRUZ GARCIA__________________________________

Ms Neydi Cruz García is a general director for international cooperation, Secretariat of Environment and Natural Resources (SEMARNAT). She has 10 years experience in international cooperation for development. She has worked with governments, international organizations and multilateral fora. Ms. Garcia has a degree in international relations from the Universidad Nacional Autónoma de México and holds a master's degree in international cooperation for development from Instituto Mora.

JOSEFINA DEL PRADO________________________________

Ms Josefina del Prado currently works as Coordinator of Trade and Environment at the Ministry of Foreign Trade and Tourism (MINCETUR) in Peru. She participates as a negotiator of environmental chapters in Trade Agreements, and in the World Trade Organization and other Fora where environmental provisions are discussed. Ms Josefina del Prado has a long experience in the negotiation of environmental provisions in Trade Agreements. From 2009 to January 2017, she worked in the Ministry of Environment of Peru (MINAM) as a specialist in environmental negotiations in charge of negotiations and implementation of Environmental Chapters of Trade Agreements and Multilateral Environmental Agreements where Peru is a Party. She has been Advisor to the Ombudsman of Peru and to the Ministry of Fisheries, and Ministry of Industry, Tourism, Integration and Foreign Trade. Ms Josefina del Prado holds a Master on International Relations from the University of Warwick, England. She has a degree in Law from the Pontificia Universidad Catolica del Peru (PUCP), where she is a professor since 1998. She is also a professor at the Diplomatic Academy of Peru since 2007.

MARCELO COUSILLAS________________________________ Mr Marcelo Cousillas currently serves as Director of the Legal Department of the

National Environment Directorate (Ministry of Housing, Territorial Planning and Environment) of Uruguay. He has experience in trade and environmental issues, because of his participation in different bodies of MERCOSUR and the negotiation of the trade agreement between Uruguay and Chile. He was in charge of the preparation of environmental laws and regulations in his country, such as the General Law of Environmental Protection and the regulation of environmental impact assessment. He participated as legal expert in the implementation of environmental conventions and international cooperation projects, in topics related to the assessment of environmental impact, climate change, ozone protection, biodiversity, chemicals and hazardous waste. He received his law degree from University of the Republic (Uruguay) and he obtained a Master’s degree in Environmental Law from University of the Basque Country (Spain). He is Professor of Environmental Law at University of the Republic and University of Montevideo, and he is the Coordinator of the Environmental Law Center (CDA-Uruguay), in the School of Law of University of the Republic.

LENA MACCARTHY___________________________________

Ms. Lena MacCarthy currently serves as a Senior Policy Analyst at the Ministry for the Environment of New Zealand. She has been with the Ministry since 2017. Prior to her current assignment, Ms. MacCarthy spent three years in Singapore as a Trade Affairs and Policy Advisor for the European Commission and a Climate Change and Energy Policy Adviser for the Foreign and Commonwealth Office for the United Kingdom. Ms. MacCarthy has policy expertise across a range of fields including international trade, climate change, energy, and EU-ASEAN relations. She has experience working at both the supranational and national government level, as well as in private sector consulting. Through her experience, she believes that emphasis on stakeholder cultivation and effective communication is the key to policy strategy and advocacy. In addition, she has developed and delivered a number of key government initiatives including the UK/ Singapore Green Growth & Business Forum (July 2016) and the EU's climate diplomacy campaign (Singapore, 2015).

CÉSAR RAFAEL CHÁVEZ_______________________________

Appointed executive director of the Commission for Environmental Cooperation (CEC) of North America in January 2016, César Rafael Chávez studied at the Universidad Autónoma de Nuevo León in Mexico. He holds a certificate in regional planning and environmental protection from the University of Oslo in Norway and a master’s degree in urban and regional planning at the University of Edinburgh in the United Kingdom. He also graduated from the program in Advanced Studies on Environment and Sustainable Development (LEAD-México) at El Colegio de México, and and pursued doctoral studies on environmental urban history at the Universidad Iberoamericana, in Mexico. Mr. Chávez has worked on environmental issues for more than 25 years in the public, private, social and academic sectors. His main areas of focus have been environmental planning and management, strategic planning, project management and the assessment of environmental public policies. Prior to his appointment as executive director of the CEC, he was General Director of Environmental Policy and Regional and Sectoral Integration, in charge of environmental policy, ecological and regional planning and institutional development issues; previously, he held positions relating to environmental management, financing for sustainable development, urban and environmental issues and managing the “gray agenda” (air and water pollution and waste management) in urban areas at the Secretaría de Medio Ambiente y Recursos Naturales—Semarnat. On the international stage, Chávez has been involved with several agencies, including the US EPA, the Canada-Mexico Partnership, United Nations agencies such as UNDP, UNEP and UNIDO, the Organization for Economic Cooperation and Development (OECD) and the CEC.

OSCAR CEVILLE______________________________________

Mr. Ceville is a Senior Environmental Officer in the Department of Sustainable Development of the Organization of American States. His work has been focused on the linkages between trade and environment, particularly supporting member States identify the challenges and opportunities for sustainable development derived from economic integration, through the monitoring and evaluation of environmental cooperation projects and programs in the framework of free trade agreements and other mechanisms. He is currently coordinating activities related to the Monitoring Progress of the Environmental Cooperation Agenda in the CAFTA-DR countries. He has been involved in several initiatives including coordinating the Environmental Health Program and the participation of civil society and indigenous peoples in sustainable development initiatives. Previously he worked in the management of knowledge and information for development at the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy. Additionally, Mr. Ceville has professional experience in both the private and public sector. He spent a significant number of years working as an Environmental Consultant in a US private consulting firm, and as a Project Engineer for Panama’s Water and Wastewater Authority. Mr. Ceville holds a Masters Degree in Environmental Engineering from Johns Hopkins University and a Bachelors Degree in Civil Engineering from Universidad Tecnologica de Panama.

JORGE GUZMÁN______________________________________

Mr Jorge Guzmán, is an internationalist lawyer with a Masters in Business Administration. Mr Guzmán has experience in international trade as well as in sustainable development and the impact that citizen participation can have on the consolidation of the rule of law. In the Salvadoran public administration, he had the opportunity to work with various international economic blocs. From that experience, he was appointed in 2009 by the Environment Ministers of CAFTA-DR as the General Coordinator of the Secretariat of Environmental Affairs of the Treaty. In the same way, he has been in charge of the establishment and institutional and business operative start (both nationally and internationally). From the national with the implementation of the CAFTA-DR Office in the Ministry of Economy of El Salvador and more recently, from the international, in the re-engineering and subsequent consolidation of the Secretariat of Environmental Affairs in Central America, the Dominican Republic and the United States. In addition, together with his wife Lorena, they are entrepreneurs. They both own and manage both a Hotel in the City of San Salvador, and a small restaurant in Guatemala City. Both in his experience from the public sector, as from the private initiative, he has led work teams of various kinds. Specifically from international commercial negotiations for the responsibility of coordinating multidisciplinary teams, while from the Hotel, coordinate efforts of everyday business.

GUSTAVO ALANIS____________________________________

Gustavo Alanís-Ortega received his law degree from the Universidad Iberoamericana in Mexico City, where he now teaches the environmental law course at the law school. He is also co-director of the university's post-graduate diploma program in environmental law and policy. He holds a master's degree in international law from the Washington College of Law, American University, Washington, DC. Since August 1993, he has been president of the Centro Mexicano de Derecho Ambiental (Mexican Environmental Law Center-CEMDA), a public interest environmental law firm based in Mexico City. He is also active as a columnist for Reforma, one of Mexico's most widely read and influential newspapers. He is a member of the seventh cohort of the Leadership on Environment and Development Program (LEAD). Mr. Alanís-Ortega serves on the boards of directors of Appleseed-México and the Inter-American Association for Environmental Defense (AIDA), and is a member of Environmental Law Alliance Worldwide (ELAW), the Climate Change Advisory Committee in Mexico, and the Environmental Law Advisory Group at the Department of Sustainable Development of the Organization of American States (OAS). In April 2008 he was appointed by the Mexico City Legislative Assembly to serve on the Citizen Board of the Office of the Environmental and Zoning Prosecutor (Procuraduría Ambiental y del Ordenamiento Territorial-PAOT). Also in 2008, he was appointed to a second term on the CEC's Joint Public Advisory Committee (JPAC).

RODRIGO MONARDES_________________________________

Mr. Rodrigo Monardes is a counsellor at the Permanent Delegation of Chile at the OECD, advisor in Trade and Investment issues and a lawyer, LL.M. Heidelberg University. He was Head of the Services and Investment Division of the General Directorate for International Economic Relations of the Ministry of Foreign Affairs of Chile. Services and Investment Lead for the TPP negotiations, Co-chair of the Investment Expert Group of APEC and lead for the services and investment group of the Pacific Alliance between 2014 and 2015. Previously he was Head of the OECD Division and he was part of Chile's investment and services negotiating team in different FTAs negotiations such as, Australia, China, Thailand, Hong Kong and Uruguay.

ANA NOVIK__________________________________________

Ms. Ana Novik is the Head of the Investment Division at the OECD. Her Division focusses on improving the international investment climate, promoting good domestic policies to support investment and Responsible Business Conduct. Ms. Novik establishes strategies for the OECD to secure a leadership role in the international investment debate and to advance a more structured economic analysis of investment flows and impact. She also contributes to OECD-wide initiatives, including horizontal work streams on competitive neutrality, global value chains and OECD contributions to the G20. Before joining the OECD, Ms. Ana Novik was Ambassador Director of Multilateral Economic Affairs in the Economics Directorate of Chile’s Ministry of Foreign Affairs and Trade. During this period, she represented Chile in international organisations, such as WTO, OECD and APEC, and acted as the country’s G20 Sherpa during the year 2012. She also headed and supervised negotiations on behalf of Chile in the investment and services areas, with China, Australia, TPP, Pacific Alliance and MERCOSUR, among others, and participated in Chile’s accession to OECD, particularly in the areas of investment and trade. Ms. Ana Novik, a Chilean national, holds a Major in Business and Administration from Universidad Catolica de Valparaiso, Chile and a Masters in International Affairs, Economic and Political Development from Columbia University, United States.

AARON COSBEY______________________________________

Mr. Aaron Cosbey is a development economist with more than 25 years of experience in trade, investment and sustainable development. His work cuts across a number of IISD program areas, with emphasis on trade and investment law and policy, climate change and energy. He served on International Trade Canada's Market Access Advisory Group, the Deputy Minister for International Trade's Academic Advisory Council on Canadian Trade Policy, and of the Canadian Minister for International Trade's Environmental Sectoral Advisory Group on International Trade. He was a member of the UN Tripartite Panel of Experts to the Second Preparatory Committee Meeting for Rio +20, the CEC’s Expert Panel on Environmental Impacts of NAFTA, the Advisory Board of the International Journal of Sustainable Development Law and Policy, the Review Board of the Sustainable Development Policy Institute, Islamabad, and the Expert Group on Clean Energy and the Multilateral Trading System of ICTSD’s E15 initiative. He has acted as a consultant to a wide variety of governments and institutions, including the Canadian Department of Foreign Affairs and International Trade, CIDA, Commonwealth Secretariat, Environment Canada, European University Institute, Inter-American Development Bank, Canada’s National Round Table on Environment and Economy, NACEC, OECD, UNCTAD, UNDP, UNEP, UNFCCC and the World Bank.

Mr. Bojan Grlaš is currently a policy officer in charge of trade issues in the Directorate General for the Environment (DG ENV) of the European Commission, where he covers the environmental aspects of a number of FTA negotiations, such as EU-Mercosur, EU-Indonesia and EU-Mexico as well as investment agreements and Generalized System of Preferences. Before joining DG ENV, he worked at the United Nations and the World Bank. He joined the Bureau of the OECD Joint Working Party on Trade and Environment (JWPTE) in 2018.
