2. MISSIONPLANNING:
a. Selection of Tar,ets: The remaii1der of the 160 Japanese
Sl:lall urban industrial cities marked for attack that had not been bombed
successfully on previol:ls strikes were considered in the selection of
the targets for these missions. Selection of these cities for o.ttnck -ccn-.1:'Ol'1le(: to the easiG requirements of having adequa",-e radar scope photos,

b. Importance of Tarset§:
(1) The City of Hachioji is located in a mountainous Area
23.miles west of the Tokyo Imperial F~lacq. It controls all of the Tokyo

(2) Toyama. the third largest city OR the west coast of
Honsbu, is located inland from TOYaJIlaBay, 5 miles south of the Jinsu

is an ii'1}:lortant producer of ball 8.11(\ roller be ar Lngs, machine and pre-
oisi00 tools and special steel products. A magnesium plant along w i t h
the largest aluminum company in Japan is loc ate d there. Toyama is not
compact. being cut by several canals.
(3) Nagaoka. a city of 70,000 p"'pulation, is located
in north central Honshu. 35 miles south of .~ii.:;ata and 12 miles from
the shore of the Japan Sea. Nagaoka is a roa.il and service center for
the surrounding oil fields and an important pr-oduce r of machine and
i;lachine tool products.
(4) r.iito is located 60 miles nor'~heast of Tokyo on the
bal'll:: of the Na,kaRiver and 7 miles inland fron the Faciric Ocean.

1. Foroe R_(jlquired, It VJasestimated that the
f'or ce required te destroy this target VIaSto ocns Is e of 4 Groups.
This was based on the following con-siderations: A density of 225 tons
pe r square mile VIaSrequired on ·the target; a bombing accuracy of 4,0
per cent within a probable circul~" error of 4000 feet v~uld put the
desiTed tonnage on the target; 90 per cent of the airborne aircraft
were expected to bomb the primar-ytarget; and the average bomb loadvras to be 7 tons per aircraft •

stantnneous nose and the M17 inc enddery c1usteTs were to open 5000
feet above the target, Intervs.lometer setting Vias to be so feet, for
.\11 munitions ,
~. Discussion: The taFget area contai.ned
numer-ous fire breaks wht ch would limit fire spread to E I. minimum. Num-

to obtain maximl.:lmffectiveness. The fudng f'o r the M47 white phos-

attain maximumfire setting qualities, as 'Nell as anti-personnel effect,

1. Force R e q ~ ; : ! ' : . . d : I t Was estimated that th e
force required to destroy this target was to oonais't ef 3 Groups. This

1.. For:oe Reguired, Groups were to attack on
the follo,,'ing considerations' The required density on the taq;et VIas
225 tons per square mile; 2 mean points of im'paot were selected. 1
with a probabl e 01roular error of 2000 feat and 1 with e. 4000 foot

was expected.

phor ous bombs were to have instantaneous nose5
l!.. E46 inoendiary cLusber s were to open
5000 feet above the target.
£. Intervalometer setting Vias to be 50 feet.
~. Qj.scupsiop: The target area was primarily
of light, highly inflammable construction. and waS considered ideal for-
Iltt;:;.ck with the M47 end M69 incendiary bombs, Iiixed loads of 1/2 ~47
incendiary bombs and 1/2 E46 incendiary cLuste r s containing !f.69 bombs,
with each aircraft to carry 1 47 white phosphorous bomb, were specified
to increase total tonnage and to equa lLz.e talee-off wei'ghts of all air-
craft. The M47 white phosporous bombs wer-a to be carried for the same
reasons as in Missions Number 306, 307, and 308. The above were selected
to give a maximumuniform density, proper penetration and efficient
functioning of both bombs and clusters,

_long'in an_Qo.6t-west'direction but should havo o._good radar return. "
The approach was to be cross wind to avoid h~nt thermals on th_ bomb
run, and to obtain maximumr esuIts from the large do.flection errors
v/hich were expected to be obtained by app r-cuchfng the; city on an axis
perpendicular to the length of the target.
(3) RCM _ F actorS:
(0.) Sp eci eI je.mming airplanes were not recommended
for these urban targets. ElectroniC jammers Viers to be installed in
each s tr ice aircraft to barrage jam the 72 to 84. and the 190 to 210
megacycle regions. Spot jammers were to be employed to jam any sear ch-
light or gun-laying radars appearing outside tho barrage. Rope WaS to
be l dispensed in ace or-dance wi th existing regUlations.
(b) Search for enemy radars from 20 to 3000 mega-
cycles Wtls to be continued and enemy communications we r-e to be recorded,
(4) Flak Factors:
(a) Hnchioi!: The target is within the Tachikllwa.
defense area. within which there is n total of 30 heavy guns. 6 of which
were located at Huchioji. Five to 10 searchlights should be effective
on thG planned app ronoh to target. !l1ediumflak should be ineffective at
the pI nnne d a l ti tude of 15,000 feet. and due to the poor searchl ight
defense generally meager and inaccurate heavy f'Lak was expected. The
approac h from the southwest would bring the o.ircro.ft within range of
the Numozu poor night defenses which included 2 sco.rchlights, 8 heavy
guns plus 12 (probo.blos) heavy, Route to land's end and 11 breakaway to
the northwest were planned to avoid large fLak concentrations.
(b) ~ : No seuFchlights had be en n ete d in thist::vget area, but 10 heo.vy antiaircraft guns were expected in the Toyama.
ar ea, However, it Was believed aircr •.ft would be barely within r-ange
on the planned axis o f: uttack; and br enknway , iliedi4m WGupons should be
ineffective at the planned altitude of attc.ck. 12,00C feet.
(c) Nagaeka; No defenses WGN expected in this ur ea ,the route 'd' ~'fUVOl lng ~l lak" except 2 heavy guns at Toyama. At the
planned nttac~ altitude of 12,000 feet only meager an d inuccurute flokwas ant 10 ipute d.
(d) Mito: There 'were 18 heQV'Jguns and 3 search-
lights in this area. but this Was considered a weak defense Genero.llyme~g0r d' •t: o.a lnaccurate flak was expeoted at the ~lQnned altitude of
