FPL SubmissionAC 170 -02 require that flight plan should be submittedprior departure

In the event of a delay of 30 minutes in excess of theestimated off-block time for a controlled flight or a delayof one hour for an uncontrolled flight for which a flightplan has been submitted, the flight plan should beamended or a new flight plan submitted and the old flightplan cancelled, whichever is applicable.

Repetitive Flight PlanRepetitive Flight PlanRPLs shall not be used for flights other than IFR flightsoperated regularly on the same day(s) of consecutiveweeks and on at least ten occasions or every day over aperiod of at least ten consecutive days. The elements ofeach flight plan shall have a high degree of stability.(AC 170 – 02)

RPLs shall cover the entire flight from the departureaerodrome to the destination aerodrome. RPLprocedures shall be applied only when all ATS authoritiesconcerned with the flights have agreed to accept RPLs.(AC 170 – 02)

Procedures for use of RPLs may be established forflights operating within a single FIR or a single State, ORmay also be established for flights across internationalboundaries subject to the provision that affected Statescurrently utilize or will concurrently use RPLs.(AC 170 – 02)

ATS Messages ReviewATS Messages Review

There three categories of ATS Messages :

1. Emergency messages, distress (SS), urgen (DD), andother (FF)

2. Movement and controll messages, filed flight planmessages and associated update messages (FF),coordination messages (FF), supplementarymessages (FF), control messages (FF)

3. Flight information messages such as traffic information(FF), meteorological information (FF or GG), essentialaerodrome information (GG)

The message above are authorized for transmission viathe aeronautical fixed service (including the aeronauticalfixed telecommunication network (AFTN), direct-speechcircuits or digital data interchange between air trafficservices units, and direct teletypewriter and computer-computer circuits), or via the aeronautical mobile service,as applicable. They are classified in categories relating totheir use by the air traffic services and providing anapproximate indication of their importance.

Flight plan data exchangesFlight plan data exchanges

The method of message exchange shall also bedependent upon the availability of adequatecommunications channels, the function to be performed,the types of data to be exchanged and the processingfacilities at the centres concerned.

Basic flight plan data necessary for flow controlprocedures shall be furnished at least 60 minutes inadvance of the flight. Basic flight plan data shall beprovided by either a filed flight plan or a repetitive flightplan submitted by mail in the form of a repetitive flightplan listing form or other media suitable for electronicdata processing systems.

In areas where automated systems are utilized for theexchange of flight plan data and where these systemsprovide data for several ACCs, approach control unitsand/or aerodrome control towers, the appropriatemessages shall not be addressed to each individualATS unit, but only to these automated systems.(AC 170-02)

New ICAO Flight Plan FormatNew ICAO Flight Plan Format

Amendment 1 stems from the work of the Flight PlanStudy Group (FPLSG). The nature and scope of theamendment is to update the ICAO model flight plan form inorder to meet the needs of aircraft with advancedcapabilities and the evolving requirements of automatedair traffic management (ATM) systems, while taking intoaccount compatibility with existing systems, humanfactors, training, cost and transition aspects.

TransitionTransitionThe ICAO Asia Pacific Region has adopted a declaredtransition period and a phased implementation from1 January 2012 until 15 November 2012.

The phased implementation comprises of :

Phase 1 :1 January to 31 March 2012 ANSPs softwaredelivery and internal testing

Phase 2: 1 April to 30 June 2012, and ANSPs externaltesting and implementation

Phase 3 : 1 July to 15 November 2012 Airspace userstesting and implementation
