Welcome to the NQDLBA Open Championships for 2021 On behalf of the North Queensland Ladies Bowling Association, I sincerely thank all those competitors who have nominated to play in our 2021 NQDLBA Open Championships. It is pleasing to note the many bowlers who are attending for the first time and a welcome back to those bowlers who regularly attend our Open Championships.

In honour of the late Gail Ericson, her family has donated prize money for the NQ Open Championship Pairs and the NQ Open Championship Fours. Gail was a great favourite and good friend amongst the bowling fraternity in North Queensland. Gail won the 2014 Open Pairs with her mate, Sue Brady, and was Runner-up in 2012 and 2016 again with Sue. In

2011 and 2014 Gail was part of the winning Fours’ team, skipped by Sue, and was Runner-up in 2015 with the same team.

I wish all players good bowling and good sportsmanship and look forward to meeting up with new and old friends.

GENERAL INFORMATION

1. ALLOCATION OF EVENT & COMMITTEE COMPOSITION a. The Match Committee shall call for expressions of interest from clubs to host the NQDLBA Open

Championships. b. The Championships Committee shall comprise the NQDLBA Match Committee members who may

co-opt others as required.

2. CONTROL & CONDUCT a. The NQDLBA Match Committee is the controlling body and reserves the right to alter the program,

alter the conditions of play, change the allocated green, abandon any competition due to inclement weather or any other legitimate reason if deemed necessary. Subject to these rules and conditions, the controlling body has the power to inquire into and adjudicate any dispute or interruption as they occur.

b. A disputes committee shall comprise of a NQDLBA Match Committee member or her nominee and the NQ Umpires Co-ordinator or his nominee.

3. ELIGIBILITY a. The Championships are open to female financial members of clubs affiliated with NQDLBA, BQ, or

other state bodies affiliated with Bowls Australia. b. Players under suspension or expulsion are ineligible to play.

4. NOMINATIONS

a. It is a condition of entry for this event that players are familiar with and must accept these Conditions of Play.

b. Nomination form (with player names) must be received by the NQDLBA Secretary, no later than 4pm on the nominated closing date. The treasurer will then invoice for fee to be paid.

c. Nomination fees will not be refunded after the draw is completed. d. ‘To be advised’ players will not be accepted.

5. REPLACEMENT TEAMS

a. In sectional play; if a team withdraws after the draw is completed and before the commencement of play, a replacement team may take the place of the withdrawn team.

b. Replacement players are not permitted in the singles knock-out competition.

6. SUBSTITUTES a. Substitutes shall be permitted in accordance with the ‘Laws of the Sport of Bowls’ – Crystal Mark 3.1

Edition. b. The host club must provide two (2) substitutes each day for pairs & fours. The host club substitute

may be used (in the case of sickness or accidents) for the entire game, or until such time as an eligible substitute can be made.

7. START TIMES

a. Players must be punctual at the assigned green and available to play when called for an event. b. All players must report to the host club prior to 8.00 am for registration. c. Trial ends will be completed prior to the scheduled starting time. d. Failure to comply could invoke the ‘play or forfeit’ rule. e. No game shall commence after 4.30pm in post-sectional play. f. All sectional winners are to report to Match headquarters on the first day of post-sectional play. g. Should any event be delayed by inclement weather or any unforeseen circumstance, the Match

Committee will advise of any new arrangements and the players involved shall make themselves available to play when called.

8. MODE OF PLAY

a. SINGLES 25 Shots Knock-Out b. SECTIONAL

i. Pairs (2-2-2-2) 16 ends 3 games ii. Fours 18 ends 3 Games

c. KNOCK-OUT i. Pairs Post Sectional - 16 ends ii. Fours Post Sectional - 18 ends

iii. Pairs Semi Final & Final - 18 ends iv. Fours Semi Final & Final - 21 ends

d. An extra end is played for all drawn knock-out games to determine a result. e. Dead ends must be replayed. f. No time limit applies. g. In the event of inclement weather, the Match Committee may implement a time limit where

necessary.

9. RINKS a. Rinks shall be allocated by the controlling body. b. In unforeseen circumstances the Match Committee may require teams to play on the same rinks on

the same day.

10. PRIZE MONEY & TROPHIES As determined by NQDLBA Management Committee.

11. RAFFLES

Host clubs are permitted to conduct one (1) raffle per day.

CONDITIONS OF PLAY

12. THE COMPETITION The Competition shall be known as the North Queensland District Ladies Bowls Association Inc. Open Championships.

13. THE PLAY

a. All matches shall be conducted strictly in accordance with the Laws of the Sport of Bowls – Crystal Mark 3.1 Edition, Bowls Qld By-laws and these Conditions of Play.

b. All events shall be subject to an Open Draw.

14. TRIAL ENDS / PRACTICE a. Trial ends are regulated by the Controlling Body and shall be allowed at the start of each game as

per rule 5.1, ‘Laws of the Sport of Bowls’ - Crystal Mark 3.1 Edition, time permitting. b. Practice in accordance with the ‘Laws of the Sport of Bowls’ – Crystal Mark 3.1 Edition.

15. POSITION OF PLAYERS WHEN NOT PLAYING

a. Players at the mat end not delivering a bowl should stand a minimum of one (1) metre behind the mat.

b. Players at the head end not controlling the head should stand a minimum of two (2) metres behind the head, or

c. On the surrounds of the green if the jack is behind the two-metre mark or in the ditch, or d. Well clear of the head if it is not possible to stand on the surrounds. e. At the start of each end only the skip or her deputy will be at the head.

16. CONSTITUTED MATCH If a match is not completed because of inclement weather, bad light or any other justifiable cause then;

a. Sectional & Post Sectional i. In Pairs - nine (9) ends shall constitute a match. ii. In Fours - ten (10) ends shall constitute a match.

iii. The completion or two (2) rounds in sectional play shall constitute the completion of the sectional competition.

b. Quarter-finals, Semi-finals and Finals i. In Pairs - ten (10) ends shall constitute a match. ii. In Fours - twelve (12) ends shall constitute a match.

c. Singles

i. All games shall be fourteen (14) shots up constituting a match.

d. Resumption of Uncompleted Match If a game is stopped and not resumed on the same day the scorecards shall be ruled off and signed by the games controller and given to the skips/singles players to be taken (where applicable) to the new host club who are to be advised. The match shall resume with the score as it was when the match was stopped.

17. SCORING IN SECTIONAL PLAY FOR PAIRS & FOURS

a. Completed Match i. The team scoring the highest number of shots in each match at the end of play, shall be the

winner. ii. Two (2) match points shall be awarded for each such win and one (1) point for a tie.

iii. Match points shall be recorded together with shots for and against and also the margin.

b. Uncompleted Match in Sectional Play i. A match with twelve (12), ends or more - two (2) points for a win, plus margin. The

opponent nil (0) points, minus margin. One (1) point for a tie, nil (0) margin. ii. Less than ten (10) ends for fours or nine (9) ends for pairs - one (1) point each, nil (0)

margin. iii. Singles eighteen (18) shots up.

c. Sectional play winners are declared by; i. Highest number of match points; ii. Highest total margin;

iii. Highest result - Rule 27.4, ‘Laws of the Sport of Bowls’ - Crystal Mark 3.1 Edition d. Byes in Sectional Play

i. No score need be recorded when a player/team receives a bye.

18. WITHDRAWALS & FORFEITS a. Singles, Pairs & Fours

i. Withdrawals 1. If a player/team withdraws before the start of play, this will be treated as a bye

and no score need be recorded as all players/teams will be equally affected. 2. Entrants who find withdrawal unavoidable, are required to notify the Match

Committee as soon as possible. ii. Forfeits

1. Should a forfeit occur during sectional play, the remaining players/teams shall be credited with two (2) points for the win and a shot margin equal to the average of net shots margins recorded in all matches played in that round in that section. Fractions shall not count.

2. Players/teams that forfeit the last round of sectional play in any discipline, shall be disqualified from winning the section if a player/team has scored equal highest points with any other team in that section.

3. Should a player in a singles match fail to arrive within thirty (30) minutes of the scheduled starting time the opponent shall be awarded the match.

4. Should both singles players, or both teams, fail to arrive within thirty (30) minutes of the scheduled starting time, then both players/teams shall forfeit the right to continue.

19. DISQUALIFICATION

Should there be a challenge to bowls under Law 52.4 during sectional, post sectional, and knockout play a player may play with another set of legal bowls until the result of the test is known.

a. If there is a challenge to bowls in the final the result of that final shall not be declared until the outcome of the bowls challenge is known.

b. If a team or player is disqualified for any reason, the team or player LAST DEFEATED by the disqualified team or player shall take their place.

20. PROVISION OF MARKERS / UMPIRE

a. Round losers in singles games shall make themselves available to mark the next game. b. The Match Committee shall allocate an umpire and scorer for each venue.

21. RETRACTABLE SHADE COVERS / LIGHTS

a. Shade covers are to be used wherever possible; the controlling body to regulate the movement of shade covers. Common sense to prevail.

b. If required, games may be played under lights.

22. ADVERSE WEATHER a. Weather conditions should always be monitored by the controlling body. Players welfare should

always be at the forefront of any decisions made to delay or postpone play. Common sense to prevail.

b. In the event of inclement weather, Match Committee shall allocate a time limit.

23. CONSTITUTED GAMES a. Fours – If 18 ends then 10 ends will constitute a game; b. Pairs – if 16 ends then 9 ends will constitute a game.

24. ATTIRE

Dress standards as per Bowls Australia Logo Policy (Dress Regulations).

25. ROZWIL TROPHY The ROZWIL Trophy will be awarded to the Player of the Championships. All players shall be awarded one point for each game win throughout the championships.

26. ENGRAVING OF TROPHIES

NQDLBA will reimburse players for engraving of trophies within three (3) months of receiving the trophy.

27. ELECTRONIC COMMUNICATION DEVICES All electronic communication devices located within six (6) metres of the green whilst a match is in progress SHALL BE SWITCHED OFF. These include mobile phones, pagers, ipads, ipods, radios etc. Special dispensation may be given to “on call” emergency personnel by the Controlling Body after consultation.

28. SOCIAL MEDIA

To assist in ensuring that interactions between players and officials are harmonious the following will be included in the Conditions of Play as permitted by Appendix A.1.4.15. Bowls Queensland Code of Conduct and Disciplinary Procedures.

a) “No player shall use social media to make derogatory comments about NQDLBA, any official, the event or any other player for the duration of the competition. Any infringement of this condition shall render the offender liable to disqualification from the event”.

29. FEES Nomination fees: $5 per player per event Green fees: $5 per player per game Sectional green fees & afternoon tea: $18 per player per section

Please note: the above fees may vary depending on the host club. Payment of all club fees shall be paid to the host club prior to the commencement of play on the first day. Lunch is BYO at Suburban, South Townsville & Jubilee. Thuringowa is not a BYO food venue. Sandwiches are available for purchase.
