Mission StatementThe Malletts Bay Boat Club, Inc. is a not-for-profit, membership-governed Club formed to provide facilities and programs to encourage and promote sailing, boating, and other water-related recreational activities on Lake Champlain. Racing, cruising, educational and family-oriented social activities are made available for the enjoyment and benefit of its members of all ages. The perpetuation and enhancement of these facilities and programs are the responsibility of all the membership.
The Malletts Bay Boat Club fully endorses the Malletts Bay Sailing Education Foundation which is a tax exempt non-profit 501(c)(3) entity established to provide opportunities for children and young adults to learn sailing skills that will further their respect for water recreation and the lake environment. Tax exempt donations in the form of cash or equipment are encouraged to help maintain a fleet of appropriate sailing vessels for instruction.
Environmental Commitment Statement: MBBC aims to preserve and protect the Lake Champlain environment upon which our member's enjoyment, as well as future generations of members, depends. We will actively seek out opportunities to minimize our impact on the land and water, as well as bring members’ and visitors’ attention to issues of environmental stewardship whenever possible.

Committees
MBBC CommitteesThe Afterguard has established the following operating committees to maintain Club facilities and to run Club activities throughout the season. Committee responsibilities are listed.
Communications Committee publishes the MBBC Log and Spring and Fall newsletter Sailties. The committee maintains the MBBC website, social media, and during the season sends out a weekly email with up-to-date News and Events.

Cruise Committee promotes cruising among members. The committee plans and conducts approximately 6 cruises per summer to various points on the lake and includes social activities at the destination. Cruising schedule is on the MBBC website. All club members are welcome. Each year we have some educational sessions as well.

Harbor Committee is responsible for the safety, maintenance and management of the MBBC mooring area. It is a service-based group that assigns member moorings, inspects moorings for condition and proper configuration, remediates deficiencies, plans life-cycle replacements and upgrades and provides other services to members.

Even though this committee only maintains mooring components at and below the water line; it has the authority to regulate mooring components from the bottom anchor to the boat cleat or eye. The Committee assigns moorings based on the LOA and displacement of the vessel.

Rental Properties Committee is responsible for lease and tenant management and for the maintenance and repair of the Club-owned property at 598 West Lakeshore Drive and the apartment attached to the Clubhouse.

Women of MBBCSusan Sullivan, Coordinator
The Women of MBBC meets Monday evenings at 6:00. We meet for the joy of sailing, learning and laughing together. The women have a mix of sailing skills, from new sailors to experienced cruisers and racers. We go out weekly on members' boats, mixing skills on each boat so all can grow. It’s always fun to see each other’s boats and explore other layouts.
During inclement weather, we meet in the clubhouse to focus on a sailing topic and enjoy each other’s company. Join us for any Monday or all of the summer. We also host the ever popular Ladies Lawn Party which is not to be missed.

Stewards
Club StewardsJohn Meeks (Coordinator) — [email protected] — (c) 238-8556Each season, MBBC hires a team of Stewards, who are responsible for safely transporting Club members and guests to their moorings, keeping the Club clean and orderly, and presenting a professional and welcoming attitude to Club members, guests, junior sailors and parents of junior sailors.
Schedule: MBBC Launch Service is generally provided seven days a week between Memorial Day and Labor Day. Detailed Daily Launch Schedules are posted
on the chalkboard inside the lower level of the Clubhouse. During the periods of Club Opening through Memorial Day, and Labor Day through Club Closing, Launch Service is generally limited to weekends, with shorter hours than during the high season.
During periods of peak activity, such as Race Nights with high turnout, members may be requested to limit use of launches. If necessary, this request will be posted with the Daily Launch Schedule.
Duties: 1. Operate launches, for ferrying members to and from boats, in accordance with
posted schedules.
2. Keep docks, beaches, launches and Clubhouse clean and orderly.
3. Assist members and visiting yachts in docking.
4. Assign guest moorings and collect fees.
5. Bail out MBBC Club dinghies tied to docks.
6. Keep watch over moored craft and render assistance to capsized craft, including towing to nearest safe shore if necessary.
7. Remind any offenders of the Club Regulations and report infractions to a member of the Afterguard.
8. Maintain a daily log of Club activities, e.g., use of guest moorings, equipment malfunctions, rules infractions, etc.
9. Fly the ensign flags and pennants properly.
10. The first steward on duty each day shall arrive 30 minutes before posted launch service. He/she will clean the launches, check readiness and mechanical condition of launches and other club motorboats, and in general, make preparations for the day. Ferrying members to or from their craft is prohibited during this period.
The Master or a designated member of the Afterguard is responsible for the hiring, training, licensing and supervision of the Club Stewards, with the assistance of the Head Steward. Stewards are often (but not always) children of MBBC member families.
Stewards must be 17 years or older and hold a USCG Launch Tender license. Obtaining a license requires among other things completing a USCG application, documenting sea time and passing a physical and drug test.

Communications
CommunicationsMBBC Club Stewards monitor VHF channel 12.
To request launch service you may call for "Launch Providence", "Launch Stave", "Malletts Bay Boat Club" or "MBBC launch". Once the Steward responds, please provide the name of your boat and how many people will be needing transport.
Although VHF radio contact is preferred, you may also request Launch pick-up from your boat during posted Launch Service hours by sounding a horn three times in quick succession.

The MBBC website is a valuable resource for members, with “up to the minute” information about Club activities. It has updated calendars for Race, Cruise, Entertainment and Women's Programs. Race results are posted regularly. There are links to current and past issues of the MBBC newsletter, Sailties, as well as Afterguard meeting minutes. Information is also available on the site from the Harbor Committee concerning mooring setups. Junior Sailing registration and membership application is handled online via the website.
Membership Database
The “Members Only” section of the Club website contains useful information about the club’s Afterguard, committees, and members’ contact information. It is available to members via secured password. This password changes periodically and is available to all members who have an e-mail address listed with their membership record (see website for link to request the password).

Laser Fleet
Laser Fleet and Laser Clinic ParticipantsCoordinator: Ken Grillo
Laser Clinic participants receive:• Participation and Laser storage space.• A limit of one boat per Laser Clinic Participant.• Activities limited to board boat sailing and use of the Club’s restrooms. Use
of Lasers is not limited to Tuesday night racing.• No storage of trailers is allowed. Laser Clinic Participation does not include
a mooring or storage of gear at the club except as included in these procedures.
• Registration for Laser Clinic Participants will be limited to no more than 15 non-members per year.
• Registration fee for non-MBBC Club members shall be $150 per year.• Applications for registration are found in the Membership section of MBBC
website. They will be processed by the Membership Committee in concert with the Laser Fleet Captain.
• A MBBC Club member will be designated as a liaison between the Laser Fleet and the Afterguard.
• Laser Sailing Clinic Participants will abide by all Club rules and regulations as printed in the Club Log, which includes the release of liability forms.
Storage areas:• Member boats will be stored on the West Side of the Property between the
driveway and Calm Cove above the Lightnings. Clinic members and any overflow will be stowed under the maple trees. All Lasers must be stored on dollies or racks in one of the two designated dry sail areas.

Malletts Bay Boat Club will provide:• A series of Laser races to be held every Tuesday night during the summer
months.• A Race Committee and race equipment every Tuesday night. The race
committee may also use a club boat for race committee work.• Recording, posting, and maintaining of race results.• Awards for series winners. • Instructional clinics.• Storage space on racks for the boats, if needed.

Junior Sailing
Junior SailingThe MBBC Junior Sailing program enjoys a long tradition at MBBC that dates back to 1954. It continues to thrive and produce exceptionally talented sailors, such as Nick Aswad, Connor Aswad, and Pete Hazelett, who finished third at the 2006 Lightning Junior World Championships in Finland. They join the ranks of Bill Fastiggi, Tim McKegney, Chris Morgan, Andy Horton, Karl and Erik Johnson, Kate Brush, and Bretton Gardner, all past participants at the Jr. Sailing program who achieved great results in sailboat racing, including Sears Cup, collegiate sailing, Olympic campaigns and America's Cup racing.
The MBBC Junior Sailing Program covers sailing fundamentals for new and seasoned sailors, building toward mastery of a broad range of sailing skills. Our US Sailing certified instructors, and multi-age program allows flexibility in meeting the instructional and schedule needs of our junior participants.
Sailing classes teach boat handling skills and seamanship following the US SAILING Small Boat Sailing curriculum. Class offerings are designed to teach sailors with entry level skills up to experienced sailors participating in our racing program.
Our Instructors are US SAILING certified instructors. Class sizes are limited to a maximum of fifteen participants. Morning instruction is led by two full-time certified Sailing Instructors and two assistant Junior Instructors.
Sailing classes are taught in two-week sessions over an eight-week period. Our small group instruction with multiple instructors is customized to each sailor's ability, experience, and interest. Beginner sailors are mentored by those with more experience with instruction focused on basic skills. Advanced sailors will be given instruction on advanced skills and boat handling. Weather permitting, most instruction is on the water in our club provided Optimists and Flying Junior sailboats. The integrated approach to sailing levels is reflective of what we typically see in club sailing: Those with experience like to share that experience with those who are just discovering this great sport!
The morning sessions focus on non-race instruction for all sailing levels. Sailors will learn to identify wind direction, how to rig and unrig boats, basic knot tying, rules of the road, how to launch and land their boat, how to steer, points of sail, tacking and jibing, capsize recovery, man overboard recovery, sailing upwind and downwind.
Afternoon classes are specific to racing skills. Sailors will continue practicing seamanship, boat handling skills, and also work on racing skills including racing rules, how to navigate a race course, racing strategies and tactics, improving boat speed and sail trim, starting, starting, and starting.
Parents of Race Team sailors are expected to support the program in a variety of ways as is practical for your family - offer housing to visiting junior sailors, help with meal prep for regattas, coordinating with other yacht clubs regarding regatta logistics, driving to regattas, and assisting sailing staff to make regattas happen!
Many sailors participate in both morning and afternoon instruction. To participate in the afternoon racing program sailors will need to have their U.S. SAILING Small Boat Sailing Certification for Light Air (or equivalent proficiency) and an interest in learning racing skills.

Junior Sailing
Instruction on Seamanship and Sportsmanship is emphasized for ALL levels of sailors!
Sailing instruction and participation on the MBBC Junior Sailing Race Team is available to all members of the community that meet the age and swim requirements. Class availability is provided on a priority basis to members of MBBC. Remaining class openings are available to community members. Non-members should register as soon as possible and will be accepted for the requested sessions in the order received. Normally about half the sailors are non-members.
Participants must be able to swim. A swim test will be given on the first day of each session. Participants must come to class with an approved life preserver (Type II or Type III). Financial assistance is available for Colchester residents with an interest in sailing and limited financial resources.

By-Laws
2021 MBBC By-Laws
Article I - NameThe name of this corporation shall be MALLETTS BAY BOAT CLUB, INC.
Article II - MembershipSection I: There shall be four classes of membership in the club: (1)
Associate Member, (2) Regular Member, (3) Senior Member, and (4) Honorary Member. Associate Members are individuals twenty-nine years of age or less on December 31 of the current boating year. Further, their use of the club is restricted to such class or classes of boats as shall be determined by the Afterguard. Associate Members of the club. Associate Members do not have voting rights nor are they eligible to hold office. Regular Members are individuals who have been duly elected into membership in the club and who have fulfilled their obligations under Article IX of the By-Laws. Regular Members are entitled to the full privileges of the club. Senior Members are individuals over the age of 75 who have been members in good standing for at least 25 years prior to their application for Senior status. The Afterguard may select from said applications for election to Senior Membership. Senior Members are entitled to the full privileges of the club. Honorary Members are individuals who have demonstrated passionate and active support of the Club’s mission. Honorary Members shall be elected by the Afterguard and shall have received a unanimous vote at any regular meeting. Honorary Members shall have the privileges of the club except voting and being eligible for office. (revised – October 2019)
Section II: Any person desiring membership in the club shall present their name in writing to the Afterguard, recommended by two (2) members in good standing. The Applicant, if accepted to membership by the Afterguard, will be notified by the Yeoman and shall purchase a share of capital stock of the Corporation within thirty (30) days from notification. In addition, Regular and Senior Members may purchase a single share of nonvoting preferred stock as said shares are defined in Article VIII.
Section III: An applicant for membership shall be elected by ballot by the Afterguard and shall be considered accepted unless two or more negative votes are received. No applicant shall be denied membership based on race, creed, sex, or color.
Section IV: Members, as a precondition to both membership and the continuing participation of Members and the Member’s family members in club activities and the use of the club’s facilities, shall sign and deliver to the Club a Release running to the benefit of the Club in such form as may be developed, approved and amended, from time to time, by vote of two-thirds (2/3) of the Afterguard.

Article III - Meeting of the Members Section I - Annual Meeting: The annual meeting of the members for the
election of the Afterguard and Yeoman and the transaction of other business as may be brought before the meeting, shall be held on either the last Friday of September or the first Friday of October of each year as determined by the Afterguard. Notices of each annual meeting shall be delivered personally or mailed not less than seven days before the meeting to each person whose name appears on the books of the corporation as a member in good standing. If such notice is mailed, it should be mailed to the member at his address as appears on such books.
Section II - Special Meetings: A special meeting of the members may be called by the Afterguard as soon as practicable upon the request in writing of fifteen (15) members or upon the request in writing of three (3) members of the Afterguard. Notice of time and place of such special meetings shall be given in the same manner as that of the annual meeting.
Section III - Quorum: At any meeting, all members in good standing, owning a boat propelled by sail or power presently in commission, except Associate and Honorary Members shall be entitled to vote. Twenty-five (25) members shall constitute a quorum and a majority of votes cast shall be necessary for an election or to carry a motion. In the event a quorum shall fail to attend in person, the majority of those members attending may adjourn from time to time without notice other than by announcement at the meeting until the number of members requisite to constitute a quorum shall attend, and at any such adjourned meeting at which a quorum shall be present, any business may be transacted which might have been transacted at the meetings originally noticed.
Article IV - Afterguard
Section I - Duties: The business and property of the club shall be managed and controlled by the Afterguard which shall consist of twelve (12) members.
Section II - Election: Four members of the Afterguard shall be elected at each annual meeting of the club, each to serve for a term of three years or until his successor is elected and qualified. Elections shall be by ballot on the nomination made by the nominating committee which shall consist of three members of the Afterguard to be appointed by the Master. Members shall be advised of the names nominated by the committee in the notice of the annual meeting. Additional nominations may be made from the floor by any member at the annual meeting. Vacancies on the Afterguard may be filled by appointment by the Afterguard until the annual meeting at which time the membership shall elect a member to fill the unexpired term.

Section III - Meetings of the Afterguard: The Afterguard shall meet immediately after the annual meeting of the members for the elections of officers of the club. The Afterguard may hold such other meetings from time to time as the business of the club may require and such meetings may be called by the Master or the Yeoman and shall be so called on request in writing of any three members of the Afterguard. The Yeoman shall give or cause to be given a personal or written notice to each of the Afterguard of such meeting a reasonable time prior thereto. At the meeting of the Afterguard one-half of all the Afterguard shall constitute a quorum and a quorum of the Afterguard shall be authorized to transact business and exercise the corporate powers of the club. Unless otherwise indicated in the notice thereof, any and all business may be transacted at any meeting of the Afterguard at which a quorum is present. The Afterguard shall have the power to limit the number of members of the club.
Article V - OfficersSection I – Officers: The officers of the club shall be a Master, a Master's
Mate, a Yeoman and such other officers as the Afterguard from time to time may appoint.
Section II – Membership: Master and Master's Mate shall be members of the Afterguard. The Yeoman shall be a member of the club.
Section III - Elections: The Master and Master's Mate shall be elected by the Afterguard at its first meeting following the annual meeting of the members. Each officer shall be elected on a separate ballot, shall take office immediately and serve for a term of one year or until a successor is elected. A vacancy in any office may be filled at any regular meeting of the Afterguard or at any special meeting thereafter called for that purpose. The Yeoman shall be elected by the members at the annual meeting for a term of one year or until a successor is elected. A vacancy in the Yeoman's office shall be filled at a special meeting of the members.
Article VI - Duties of OfficersSection I - Master: It shall be the duty of the Master to command the
squadron and preside at all meetings of the club and of the Afterguard. Master shall appoint all committees deemed necessary for the good and proper operation of the club subject to approval of the Afterguard.
Section II: Master shall sign with the Yeoman all certificates of stock and Master or the Yeoman shall execute and acknowledge on behalf of the club all such contracts, conveyances and other instruments as authorized by the Afterguard.
Section III: Master shall be ex-officio member of all committees.
Section IV: In the absence of any officer or committee member Master may appoint a successor until the absentee is returned or until a permanent successor shall be elected.
Section V - Master's Mate: The Master's Mate shall exercise the powers and perform the duties of the Master in Master's absence, or inability to act. The Master's Mate shall also have such powers and perform such duties as may from time to time be assigned by the Afterguard.

Section VI: In the absence of the Master and the Master's Mate the senior member of the Afterguard (years on Afterguard and then years in club) shall perform the duties of the Master.
Section VII – Yeoman: The Yeoman, who shall reside in the State, shall be elected annually at the annual meeting of the stockholders, or at an adjourned meeting thereof, and shall hold office until a successor is elected. It shall be the duty of the Yeoman to: Keep full records of the proceedings of each meeting. Keep the corporate seal and all documents connected with the business of the club. Keep a correct roll of all the members. Notify each member of every meeting. Collect all money due the club and pay all bills contracted by it and approved by the Finance Committee. Have custody of all funds. Keep such books and other records as may be necessary to show all receipts and disbursements of the club funds, and hold the books in readiness for an audit any time. Keep a book containing a record of the names of the stockholders, their place of residence, the number of shares, which book shall always be open to the inspection of the members.
Article VII - Committees
Section I - Finance Committee: The Finance Committee shall consist of Master, Master's Mate and Yeoman. They shall supervise the financial affairs of the club. They shall prepare and submit to the Afterguard on or before the first day of December of each year a budget for approval.
Section II: The Afterguard has the power to establish standing committees (and their responsibilities) necessary for the operation of the club. The responsibilities of these committees shall be included and published in the log as part of the MBBC Regulations.
Article VIII - CertificatesSection I: The club shall have two (2) classes of stock, to wit: (a) Voting
capital stock; and (b) Non voting preferred stock. Said shares of stock of the club shall be in such form, not inconsistent with the certificate of incorporation, and as shall be prepared and approved by the Afterguard. All stock certificates shall be signed by the Master and by the Yeoman and shall bear the seal of the club.
Section II: The capital stock of the club shall not be transferrable and the stock shall automatically become canceled upon the termination of membership of the holder, for any reason whatsoever. On ceasing to be a member, member shall forthwith surrender the stock to the Yeoman for cancellation. Any person ceasing to be a member of this club and a legal representative shall have no rights, privileges or ownership in or to said club or its property by reason of his former membership. Former members who reapply within 5 years of termination of their membership will be required to pay, in lieu of a purchase of capital stock, a capital stock renewal fee equal to one half (1/2) current cost of capital stock.
Section III: The nonvoting preferred shares of the club shall have a par value of One Thousand ($1,000.00) Dollars per share.
Section IV: Said preferred shares shall, unlike the shares of capital stock, become the property of the member and a legal representative but only to the extent of the par value of said share.

Article IX - DuesSection I: The annual membership dues of the club shall be an amount not
in excess of the following: Associate Members, fifty percent of regular members’ dues; Regular Members, $825.00; and Senior Members, fifty percent of regular members’ dues, as may be determined by the Afterguard. (revised – October 2019)
Section II: In addition to the annual membership dues, the club shall assess the sum of One Hundred Thirty-Two ($132.00) Dollars per year to any Regular Member of the club after January 1, 1980, who does not hold a share of nonvoting preferred stock as defined in Article VIII herein. Said assessment shall be payable in the same manner as provided for membership dues. Membership dues shall be payable on January 1st and delinquent on February 1st. The Yeoman shall notify the members of the annual dues on or before the 15th day of December. Those persons delinquent in the payment of dues shall cease to be members of the club and will be readmitted when an opening is available upon payment of capital stock renewal fee as described in Article VIII, Section II.
Section III: Members serving in the armed forces of the United States during any part of a calendar year may at the discretion of the Afterguard have their dues and fees for such year abated.
Section IV: In the initial year of membership, the Regular Membership dues for the individual becoming a club member after August 1 shall be reduced by one third for that year.

Article X - Club BurgeeSection I: The distinguishing signal of this club shall be a point burgee. It
shall contain, on a white field, two royal blue pennants, one above the other, the hoists of these two pennants to correspond with the hoist of the burgee.
Section II: The burgee shall be displayed at the clubhouse and other such places as the Master shall direct.
Article XI - Flags and SignalsSection I: The Master shall display a rectangular flag with a foul anchor
encircled by thirteen five-pointed stars, in white, on a blue field. The Master's Mate shall display a rectangular flag with a similar device on a red field.
Article XII - Racing SeasonThe season for all official races shall be determined by the Afterguard.
Article XIII - ResignationSection I: Any member in good standing and not in arrears or indebted to
the club may resign from membership by delivering a written notice thereof to the Yeoman, who shall report the same at the next meeting of the club. Such notice of resignation shall be accompanied by the capital stock of the club owned by the member, duly endorsed for surrender.

Article XIV - Rules and RegulationsSection I: The Afterguard shall have full right and authority to make from
time to time such rules and regulations, not inconsistent with these by-laws, as may be necessary in carrying out the affairs of the club. Such rules and regulations among other things shall include suitable House rules, the regulations of the rights of families of the members, guests, and visitors, the right to the use of the club's property by nonmembers, and other necessary regulations.
Article XV - InfractionsSection I: Any infraction of the rules of this club, or any conduct prejudicial
to the best interests of the club, and/or its members shall be reported by the affected member or employee to the Yeoman, in writing. The Yeoman shall, within the week, present the facts to the Afterguard, and advise the accused when and where the defense may be heard. The Master shall call a special meeting of the Afterguard to hear the case and impose a penalty at their discretion, the maximum penalty to be expulsion. The member who is disciplined may appeal the decision of the Afterguard at a special meeting of the membership called for that purpose. (revised – October 2019)
Section II: a.) Property in violation of regulations adopted under Article XIV concerning appropriate storage or appropriate identification of property on club grounds may be considered abandoned and may be removed, disposed of or appropriated on behalf of the Club at the sole discretion of the Afterguard. Such property includes, but is not limited to, boats, trailers, vehicles, dinghies, dollies, motors, spars, etc.
b.) The Afterguard will adopt and publish regulations that include notification, time frames, and an opportunity for members to address the Afterguard regarding their decision.
c.) Members are responsible for any cost incurred by the club for disposal or appropriation. Any property appropriated by the Afterguard on behalf of the Club, shall become club property and may be sold or used at the sole discretion of the Afterguard for the benefit of the Club. Members will be notified at least 30 days prior to disposal or appropriation
d.) The Afterguard may also assess a fee on the member or take other action as it deems appropriate.

Article XVI - AmendmentsSection I: These By-Laws shall be amended only as follows: Any proposed
amendment shall be sponsored by the Afterguard or by not less than fifteen (15) active members who submit such proposed amendment to the Afterguard. The Afterguard shall submit each such proposed amendment to the members at the Annual Meeting if scheduled to be held within sixty (60) days, or shall cause a special meeting of the members to be held not less than fifteen (15) nor more than sixty (60) days after receipt of any proposed amendment duly submitted to act thereon and shall give notice of the proposed amendment to the members upon receipt thereof. The Yeoman shall send to each active member of the club a notice of the time, place

Consistent with Article XIV of the by-laws, the Afterguard issues the following regulations:
The proper and safe use of the facilities and programs is the responsibility of all members, their families, and guests. In addition to the rules of common sense and common courtesy, it shall be the responsibility of each member to maintain the facility and also to report any condition that is unsafe or needs immediate attention.
By its very nature sporting activities and boating activities and other activities on or near the water are hazardous and unpredictable and involve an increased risk of personal injury or property damage.
Members, their family and guests are fully aware of the risks of damage, injury, heat exposure, hypothermia drowning, and other untoward events that may arise. Therefore, each member shall use the grounds, facilities and property at their own risk and assume all risk of loss for claims and personal injury to themselves or their property and shall notify their guests and members of their immediate family, of the risk. Each member shall attempt to mitigate risks to themselves and others. The Afterguard may also require release forms for many of the activities and in some circumstances a hold harmless agreement might also be required. A member will be held accountable for any of its guest who violates any of these regulations or for any other behavior that puts the Club or other persons at risk.
1. Guest Moorings: Guests from yacht clubs with reciprocal privileges are welcome at the Malletts Bay Boat Club to the extent that mooring facilities are available. Others are welcome if sponsored by a currently active member of MBBC with such sponsorship communicated to the club Steward prior to arrival. A fee of ten dollars ($10.00) per night will be charged guests except as follows: Members of the Lake Champlain Yacht Club and Valcour Sailing Club may stay on guest moorings without payment of fee for three (3) nights, including the nights required to participate in MBBC racing events. Consecutive use is to be limited to one week. Rules, time limits, and fees for use of guest moorings by visiting non-member yachtsmen shall apply to all such guests, using Club owned moorings. All fees shall accrue to the Club only and not to any member. All persons using a guest mooring shall be required to sign a release form waiving liability of the Club.
2. Guests: Members' guests are welcome at MBBC. Extended use by unaccompanied guests is prohibited.
3. No Wake Zone: Based on Vermont law, the Club requires speeds of less than 5 M.P.H. in our anchorage area. It’s a no wake zone.

4. Dockage: Boats are not to tie up to the Club float or the front of the floating and work docks for any period longer than necessary to load or unload guests and supplies. Boats shall not be left unattended on the finger or work docks without permission from the stewards.
5. Dinghy Storage: Members’ dinghies are to be tied to the dinghy dock or on approved storage racks only. Dinghies must not be stored on the swimming beach, lawn or the main dock unless permission has been granted by the Afterguard.
At MBBC, a dinghy is defined as a small boat, rigid or inflatable, motor powered or rowed that is used to ferry small number of passengers from shore to a larger moored vessel. They are less than 14 feet in length and are not a personal watercraft.
Kayaks, canoes etc. are to be stored on racks only.
6. Club Dinghies: Club dinghies are for the sole purpose of going to one's mooring. In consideration of other Club members' needs and use, Club dinghies are to be returned to the dock immediately after access has been accomplished and not left at a mooring.
7. Hoist: The hoist and ramp are for use by members and their guests, at their own risk. The Club assumes no responsibility for such use. Any non-member using the hoist or ramp must be accompanied by a member.
8. Swimming: Members and guests who use Club property to swim in the lake do so at their own risk. There is no lifeguard on duty. Care should be taken to avoid swimming in areas with boat traffic. Docks are slippery, have trip hazards. Running on the docks and jumping from the roof of the dock's steward shack is prohibited.
9. Discharge: Found in Vermont's law, the Club also prohibits the discharge of oily bilge water or waste into the lake.
10. Mooring: One mooring is allowed per membership. Vessels in the mooring field shall not exceed 40 feet in length overall (LOA) and shall not exceed 15 tons in weight (displacement). The Harbor Committee shall assign moorings and shall have the authority to reassign moorings as they deem appropriate. The Harbor Committee reserves the right to regulate the size, type and displacement of vessels depending on mooring availability of each mooring category.
11. Launches: The Club's launches will be operated only by the club stewards or members authorized by the Afterguard. Members and their guests shall use care when boarding or exiting a launch. Launches and other Club owned vessels are slippery, have trip hazards, and involve the potential of risks. Each individual must take all necessary precautions to protect themselves and proceed at their own risk.
12. Dogs: Dogs must not be permitted to run freely on the grounds and must be kept on a leash. It is the owner's responsibility to clean up after their dog and dispose of its waste, properly.

13. Storage & Identification: Members are not to use the Club grounds for boat or trailer storage or for major fitting-out except for designated dry sailing areas. Any member's boat or trailer on the grounds or docks must be visibly identified as to its owner or primary vessel, as listed in the Log. Only MBBC owned boats and trailers may be stored on Club property during the winter (between the dates published for the harbor closing through May 1st).
14. Parking Areas: Parking is not allowed on lake side of clubhouse.
15. Camping & Overnight: The Club grounds and buildings are not for overnight use.
16. Fishing: Fishing is allowed only off the west side of the work dock when not interfering with other club members.
17. Child’s Flotation Device: Based on Vermont law, the Club requires that all persons under age 12 must wear a United States Coast Guard approved personal flotation device while in the Club’s launches and dinghies.
18. Partnership: All partners owning a boat must be members of the Club or on the membership applicant waiting list. Partners on the waiting list, who are in partnership with an existing member, shall pay a fee equal to the regular annual dues plus the house assessment. They will enjoy all the privileges and responsibilities of the Club except voting, holding office, or having an assigned a mooring. They may not store additional boats on Club property.
19. Chartering: Club facilities cannot be used for the chartering of members' boats.
20. Clubhouse use: Use of the clubhouse is for Club functions. Use for non-club events by members, or their immediate family, that do not interfere with or conflict with Club events, is encouraged and permitted. Any such event larger than 20 persons (with a maximum of 100) must be held in accordance with guidelines issued in advance and scheduled with the House Committee Chair no less than 3 weeks in advance. A non-refundable $50 facility fee and a $100 refundable damage/cleaning deposit are required. The sponsoring member must return the signed confirmation letter to the House Chair no less than two weeks prior to the event. The sponsoring member is responsible for all procedures and care of the clubhouse as outlined in the confirmation letter. The event cannot interfere with club activities.
Non-club sponsored events must conclude by 2100 hours. The sponsoring member must be present throughout the event, ensure that guests follow club regulations, and must secure the Clubhouse at the event’s conclusion. Set up may occur no earlier than 2 hours prior to the event. Non-club events cannot be scheduled on Saturdays or Sundays from June 15th through Labor Day.
21. Alcohol: Found in Vermont's law, the Club also requires that no member may furnish alcohol to a minor. A minor may not possess or consume alcohol on Club property or in the mooring field. Members using or possessing alcohol at the Club or in the Club’s facilities or grounds, shall do so consistent with applicable law.

22. Members: A membership shall include a member, spouse, domestic partner, dependent children, and other dependents or members of immediate family residing in the household.
23. Infractions: Property infractions includes improper identification and storage. The owner of boats, trailers, dinghies, dollies, vehicles, unattached motors and spars must be indelibly affixed to the property, and it must be stored in an area identified for that purpose and consistent with other regulations. Any property improperly stored or identified can be reported by any member, staff, or officer to the Master - who will notify the member in writing to correct the matter within a reasonable period of time not to exceed 30 days. Failure to correct the infraction will be referred to the Afterguard for appropriation (exclusive of discipline) and the member(s) will be notified in writing with the date, location and time 30 days in advance of the Afterguard meeting. Staff will make every effort to secure the property until the matter is corrected. The Yeoman will maintain a record of notifications and appropriations. Disposal costs will be billed to the member for reimbursement. If the owner of the property is not known, an electronic notice will be issued to the membership with a deadline to report ownership and correct the infraction. After 30 days, property may be appropriated by the Afterguard to be used for Club purposes, or disposed of, or sold with proceeds reverting to the Club’s treasury. Any discipline imposed by the Afterguard is subject to Section I of Article XV in the by-laws.

History
History of the Malletts Bay Boat ClubThe Malletts Bay Boat Club was founded in 1936 with the construction of a Club-house on leased land directly to the west of our present mooring area. In all twenty-one men joined the Club as charter members including Paul Raine, W.R. "Chris" Christopherson, Gillette Stephens, Pete Peterson and the three Adams "boys" -Harry, Rogers, and Walter. Dues were established at $10.00 per year!
There are different stories about how our Club came to be founded. One frequently heard version is that the original members were sick and tired of the "highfalutin' social atmosphere" at the Lake Champlain Yacht Club. However, according to the Chittenden County Historical Society (to whom we are greatly indebted for much of the material in this history), our Club was founded after ice severely damaged the piers of the Lake Champlain Yacht Club, which then stood at the foot of College Street. LCYC then relocated temporarily to the Allenwood Inn and the members were obliged to moor their boats in a rather exposed harbor in Shelburne Bay.
That first winter they constructed a small fleet of Snipe Class sailboats. They registered their little fleet with the National Association and by the following summer our long and proud tradition of top-flight sailboat racing was launched. The Club's first Race Week was held in August of 1937.
In January of 1938 the first parcel of our present land - then known as the Salisbury property - was purchased for the handsome sum of $3500. Why not? In only two years our membership had grown from 21 to a whopping 66 members!
The property included a two-story farmhouse, which was located where our present building now stands. The old farmhouse was in poor condition but they jacked up the porch, ripped out the interior and paneled the main room in knotty pine. A huge natural stone fireplace warmed the room and built-in benches were installed along two of the walls. Wives of the members made bright and attractive sailcloth-covered pads for the benches.
By 1939 the Club was entering the big time. A steward was hired for the summer ($50.00 total salary) and the dues were raised to $15.00. We made Yachting magazine with an article in their May 3rd issue that discussed the "proposed" Long Distance Race. And (hard to believe) we sponsored power boat races that year.
In spite of the threat of World War II during the summer of 1940, the first Long Distance Race was finally sailed - 75 miles! The course took the yachts through the Rutland RR swing bridge at the west edge of the outer bay, around Valcour to Colchester light, around Schuyler Island to the Burlington Harbor, around Juniper Island, around the breakwater at Plattsburgh and back to the Club.
In December of 1941, Pearl Harbor was bombed and the Club went on a "suspended basis". Membership dropped to 33 paid members and only crucial things were done, such as paying the mortgage, light bills and insurance. Gas rationing during the war was serious business and it was hard for members to even visit the Club.
Three MBBC members were killed in action during World War II: Tobey Churchill, Raymond Gates and Charles Smith III. When the war ended in 1945, activities at the Club started up again. Two stewards were hired, house and dock repairs were made and a race schedule posted. The minutes of the January 22, 1946 Afterguard

meeting reveal the startling prediction by Bill Freeman that "...within three years there will be 250 boats on Lake Champlain with mast heights over 20 feet!" But even more astonishing was the fact that membership at that time was dominated by power boat owners.
The following year the Club incorporated and numerous improvements followed, including a dock installation and bulldozing of the waterfront in order to provide a beach and swimming area.
In the early 1950's, the Bisson camp and property was acquired to enable the membership to be enlarged and to increase lake frontage and mooring capabilities. The 1950's purchase involved land and a summer camp located almost exactly in the center of what is now our picnic area. The new building was designated as the adult Clubhouse and the old house was fixed over for the Club's younger members.
In August of 1954 Bill and Dawn Hazelett started sailing classes to teach seamanship to 30 boys and girls ranging in age from four to fifteen years. They borrowed four sailing dinghies from the University of Vermont and three from St. Michaels College that first summer. At the end of the season Bill negotiated directly with a boat manufacturer in Holland and purchased kits to make 30 Indian Scouts, the official Youth Boat of the Royal Dutch Yachting Society. Our Junior Sailing Program has flourished ever since, thanks to being so ably launched by the Hazelett family.
By 1959, Club membership was up to 111 and the Log listed 14 cruising auxiliaries, 20 day sailors (5 of them Lightnings) and 40 power boats!
In 1962, we bought the Glamour Girl launch for $6100 and in the winter of '68-'69 the permanent dock was constructed and the hoist installed for something over $13,000.
By the late 70's it was becoming evident that the Club was outgrowing its antiquated facilities. And so during the '79-'80 winter (one of the mildest on record, fortunately), the new Clubhouse, which had been designed by architect Colin Lindberg and built by past-Master Jim Reed's construction company, was completed. The Grand Opening was held on May 31, 1980, and a gala affair it was.
Boating on Lake Champlain continued to grow in the 1980's and several of our neighbors decided to get into the mooring and dock business. This made our mooring area even more congested. In 1985, the Club purchased the Bissons' home and property located adjacent to their camp we had purchased earlier; this was deemed a necessary action to guard against the possibility of more commercial development and crowding in our mooring area.
In 1986, we celebrated our 50th anniversary with a clam bake under a big tent complete with lobsters, clams, games for the kids and a Dixieland band. The year concluded with a large gathering at Bolton Valley attended by members of various Clubs. Tom Watson Jr. gave an illustrated talk about his adventures. We celebrated our 60th anniversary in 1996 with a big party at the Club and a slide / video show highlighting our 60-year history and in 2006 we celebrated our 70th year with another party at which past Masters were honored and former members attended.
The changes over the years have been dramatic. The Club is now home to about 190 regular, senior, and honorary member families, with more than 225 sail and power boats of all sizes. The MBBC website was created in 1996 to better maintain Club schedules, results and to communicate other information to the members and anyone else who is interested in learning more about MBBC.

History
In 2005, a Women's Programs Committee was established to organize and host a variety of sailing and social events for women members and their guests. The Cruise Committee is more active than ever and plans activities throughout the summer, which enable members to get to know each other.
In recent years Club racers have won sailing events in the Pan American Games and other national and regional regattas. In 2004 the Club hosted the Sears Cup, which is a national youth sailing championship; this event was also won by our own local team of junior sailors. In 2001 we had the honor of hosting the Lightning North American Championship with more than 150 boats participating. In 2007, we hosted the Laser US National Championship and in 2009 we were successful in hosting the international championship event of the 2009 Lightning Worlds. In 2012, we hosted the Buccaneer NA's for a second time in recent years and 2013 & 2014 saw us hosting the Shark US Nationals. In 2017 we hosted the Lighting Atlantic Coast Championship with 50 boats.
We have also been the host venue for other regional and district championships of other one-design classes such as J/24, J-80, Etchells, Buccaneer, Shark and Martin 16 (for sailors with disabilities). Each of these events showcase Lake Champlain as a great sailing venue to others around the country and the world. It also enhances our reputation as a club that can successfully host world class events.
2011 marked the 75th Anniversary of MBBC and a big party was held to celebrate our continuing success.
It was anticipated that 2020 would be just another wonderful year of sailing and parties at MBBC, but the season fell under the cloud of the COVID-19 Pandemic’s grave health concerns with precautions including masks and “social distancing.” The Summer Olympics were postponed until 2021 and regattas around the world were canceled — even the famous Newport to Bermuda Race. After an uncertain spring, MBBC persevered to open safely and provide much-needed respite on the water.
The strength of the Malletts Bay Boat Club is like fine wine – it improves with age. The spirit that built that tiny 24’ by 10’ Clubhouse in 1936 is very much alive and it bodes well for the future.

Notice of Regatta and Sailing Instructions1. Eligibility:Each boat must conform to the rules of the class to which it belongs as to measurement, equipment and crew. In the case of one-design classes, the national authority rulings shall pertain. In the case of cruising boats racing under PHRF Handicap, the rules of Lake Champlain PHRF shall pertain.
2. Rules: Races will be governed by the rules as defined in the Racing Rules of Sailing (RRS). Modifications to sailing instructions will be posted no later than 1 hour prior to the Warning Signal.
3. Skippers' Meeting: Only when required by the Notice of Race.
4. Marks: Orange, Green or Yellow marks will be used for races located within Malletts Bay. See chart on inside cover for racing area. An inflatable buoy may be tethered to the stern of the committee boat(s). This buoy will be considered part of the Race Committee boat. Government marks and islands may be used for cruising class or long distance races.
5. Starting Signals: See the section “How Does the Starting System Work?" (on last page), and the Racing Rules of Sailing rule 26.

Canceled: Code Flag "N" (blue and white checkered) means "Race Canceled".
Shortened: Code Flag "S" (white with blue square) means "Shortened Course". At its discretion, the Race Committee may shorten course at any mark prior to the first boat passing or rounding that mark. The Race Committee boat will establish its position at said mark by displaying Code Flag "S" and sounding two signals with the cannon or horn. The finish line will be between the Race Committee boat and the mark. The Committee Boat may anchor on either side of the mark.

General Race Instructions
General Recall: When at the starting signal the Race Committee is unable to identify boats that are on the course side of the starting line or to which rule 30 applies, or there has been an error in the starting procedure, the Race Committee may signal a General Recall [display the First Substitute (blue and yellow triangle) with two sounds]. The warning signal for the new start for the recalled class shall be made one minute after the First Substitute is removed (with one sound). If there are multiple class starts, the recalled class’s start will be moved to the end of the starting sequence.
Individual Recall: Code Flag "X" (blue cross on a white field) means "Individual Recall". The Race Committee will sound one signal to call attention to the flag, which indicates an individual boat or several boats are over early. The code flag "X" will stay up until all boats have started properly or for four minutes after the starting signal, whichever is earlier.
Life Jackets: Code Flag "Y" (red and yellow diagonal bars) means all crews must put on Coast Guard approved life jackets or be disqualified. See also NOR 13, Safety.
Search & Rescue Instructions (new in 2021): When the Race Committee displays Code Flag “V” (red X on a white field) with one sound, all boats and official and support vessels shall, if possible, monitor the Race Committee communication channel (VHF channel 12) for search and rescue instructions.
Radio Communications: The Race Committee may use VHF channel 12 to broadcast race information. The Race Committee may attempt to identify premature starters by broadcasting their sail numbers on VHF channel 12. However, it is the individual skipper's responsibility to start properly. Failure of a boat to see, hear, or interpret a recall notification shall not relieve her of the obligation to properly start, nor shall it be grounds for redress under RRS 62. A boat’s position in the sequence of broadcast numbers or failure of the Race Committee to broadcast recall numbers shall not be grounds for redress.
8. Protests: Any boat wishing to protest another boat should so indicate by doing all of the following:
a. Hail the crew of the other boat to inform them of the protest. If it is not possible, notify the other boat's crew at the first reasonable opportunity.
b. Promptly fly an all red protest flag. However, boats of hull length less than 19'8" need not display the flag.
c. Notify the Race Committee immediately after the race. Except in unusual circumstances, a written protest must be filed with the Race Committee within 30 minutes of the Race Committee boat's return to the Club.
Whenever possible, protests will be heard by a Protest Committee appointed by the Race Committee of the Day right after the racing is finished for that day. All such protests must be in writing and must include: the name of the protestor, the name of the protested, and the specific rule which is alleged to have been infringed.

When the above procedure cannot be followed, all written protests must be mailed to the Club Race Committee Chairman and must be post-marked within 24 hours (except Sundays and holidays). Upon receipt of such written requests, the Chairman will contact both parties and designate a time and place for a protest hearing. Any Club member who wishes to have the opinion of the Race Chairman regarding any rule interpretation may request the same by writing to the Race Chairman with the appropriate description. Please note that such a request does not constitute a protest.
Racing boats will inevitably sail, at times, out of sight of one another and the person in charge may be the sole judge of fair play. When accepting a trophy, he or she must be satisfied that the race has been sailed in complete obedience to all rules for that race or must advise the Race Committee of any variance.
9. Tie-Breaking Procedure: Races that tie: Any race/regatta that results in a tie will be scored according to RRS Appendix A.
10. Errors in Results: The Race Committee takes every precaution to ensure that the race results are correct. However, errors are made. Please check the results of all races that you sail in carefully and report any errors to the Club Race Chairman. Errors not found and reported after two weeks from the publication of results shall stand as published, except as provided in rules 90.3(c) and 90.3(d).
11. Handicaps: Two handicap systems are established for boats of various types:
a. PHRF: This is the handicap system for inter-Club cruising boat competition on Lake Champlain and also for some of the cruising boat races of MBBC. This nationally based performance handicap system is a time on distance or time on time handicap, which is modified and administered by regional groups. Local handicappers (members from Malletts Bay Boat Club, Lake Champlain Yacht Club, Valcour Sailing Club, Royal Savage Yacht Club and Point au Fer Sailing Club) set the ratings. If you want to race your boat under this system, you must apply for a Lake Champlain PHRF handicap for your boat. Application forms are available from PHRF handicappers or on line at https://mbbc-vt.org/phrf .
b. PORTSMOUTH: Centerboard boats may use the Portsmouth ratings found in the USSA Portsmouth Yardstick.
12. Awards: Many beautiful trophies are awarded each racing season. Perpetual trophies include: the "informal" Coffee Pot, Royal Savage and Ted Brooks Trophies, the classic Chiott Cup, Benedict Arnold Trophy, Ethan Allen Trophy, Lake Champlain Race, Seamanship Trophy, Bob Sidle - Emerson Trophies, Finch Cup, and the “Chris Davis Trophy” for the Double-Handed Race.
A "keeper" trophy will be awarded to you if you finish in the top three in class in most races. It may be an individual trophy for this race and/or an award with all your season's results recorded on it. And don't forget our special award — The Moosehead — is looking at you!
13. Safety: All boats must be in compliance with Coast Guard safety regulations and the rules for inland waterways. Remember that "the rules of the road" DO NOT necessarily give a racing boat the "right of way.” Please be courteous to other

boaters and stay clear of boats not participating in the race.a. Retiring from a Race: A boat which retires from a race is asked to attempt to notify the Race Committee.b. Life Jackets: Any time while racing and conditions merit, especially at night, all crew members are strongly advised to wear a personal flotation device while on deck.c. Risk Statement: RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.
14. Race Committee Recommendations: It is the desire of the Race Committee to assist all competitors to be safe when on the water. However, the ultimate responsibility rests with the skipper/owner of each individual boat. The following are guidelines under which an individual race committee may act to cancel or postpone a race due to weather conditions. If possible, a harbor postponement is preferable to a race course postponement.
a. No wind for Thursday night races: In the event there is no wind at the time of the first warning gun, the race committee should hoist the postponement flag. If there is no wind or prospect for wind 30 minutes after the scheduled start of the first class, the race committee should cancel all starts.
b. No wind for day races: In the event there is no wind at the time of the scheduled first warning gun, the race committee should hoist the postponement flag. If there is no wind, or prospect for wind one hour after the scheduled start of the first class, the race committee should cancel all starts.
c. Abandonment: In the event that conditions become so extreme that the race committee fears for the overall safety of racers, and/or for itself, all races in progress should be abandoned.
d. Abandonment due to rain: Although rain can be a nuisance, it is not cause for abandoning a race. Rain is not a race committee concern.
e. Abandonment due to lightning: Visible lightning moving towards the race course is cause for postponement or cancellation. Lightning in the race area is cause for immediate abandonment.
f. Life jackets required: The skipper of a boat has the ultimate responsibility to require the wearing of life jackets on board his/her boat. The decision to do so should be based on crew experience, weather conditions, day or night sailing, crew comfort level, and number of crew available. However, if wind velocities are exceeding twenty knots at or before the warning signal for a class, the Race Committee may require the use of life jackets by hoisting the "Y" flag and making one sound signal.
16. Class JAM Rule: For purposes of sailing in Class "JAM" (non-spinnaker), rules 55.2 and 55.3 shall be waived and not in effect.
17. Offset Mark: At the discretion of the Race Committee an offset mark may be used at the windward mark. If present you must round it to port. A white board displaying an “O” will be displayed adjacent to the course board on the committee boat if the mark is present.

Races for One-Design Classes1. One-Design Series
General Description: A series for Lightning's, J/24's, and any other one-design class of three or more starters. Format to be announced.
Scoring: Series will be scored by each class according to their individual requirements.
Courses: Races will be on a course located on Inner or Outer Malletts Bay at the Race Committee’s discretion. Courses will be indicated by an appropriate number or triangle plus letters (see illustration) displayed on the Race Committee boat. All marks will be kept to port. For courses with the Start/Finish in the middle of the weather leg, the starting mark is used only for the start and finish but boats will be allowed to sail through the Start/Finish line during the race unless otherwise noted.
An offset mark at the windward mark may be used. If present you must round it to port.
Example: 2WL(m)2 – indicates that competitors need to sail two times around the race course. WL – indicates race course configuration is windward leeward.(m) – indicates that the race starts and finishes in the middle.

2. Chiott Regatta
General Description: MBBC's major one-design, two-day regatta. It is open to Club and non-Club sailors.
Date: TBD due to the coronavirus pandemic—see schedule at mbbc-vt.org.
Eligibility: Any one-design class with three or more entries.
Classes: The Chiott Cup is awarded to the winner of the class that has been selected by the Afterguard. Selection is made after classes have petitioned the Afterguard for the privilege to race for the Cup. For 2021, the Afterguard has selected Lasers to race for the Chiott Cup. Other classes will be determined at the skippers' meeting.
Registration: At Club house, 0900
Skippers' Meeting: 1000 on Saturday only.
Course: The course will be determined at the skippers' meeting.
Starting Times and Sequence: To be determined at the skippers' meeting.
Scoring: If six or more races are completed, one race will be discarded. This modifies RRS Appendix A 2.1.

General Description: An evening series for Lasers and other board boats.

Classes: Any board class with 3 or more boats.

Course: Same as One-Design Series.
Starting Times and Sequence:
First Warning Signal is at 1800.
Course and postponement signals may be made orally. Audible signals shall govern, even when supplemental visual signals are also used. The starting sequence shall consist of the following sound signals made at the indicated times:

Scoring: Each boat's series score shall be the total excluding 25% of the worst scores. Any fraction will be rounded up. If a boat has two or more equal worst scores, the score(s) for the race(s) sailed earliest in the series shall be excluded. The boat with the lowest series score wins and others shall be ranked accordingly. Canceled races do not count in the overall score. This modifies RRS Appendix A.

General Instructions
Eligibility: Open to all preregistered boats. Traditionally, this series provides informal racing and provides the beginning racer or the owner of a non-class boat the opportunity to participate.
Check In: Before the first warning signal, each boat shall sail on starboard tack past the stern of the Race Committee signal boat and hail her sail number until acknowledged by the Race Committee repeating her number.

Protests: Protest hearings will be held as soon as possible and the results will be posted. For protests involving an alleged breach of a rule of Part 2, where there is no damage, the parties involved in the protest may opt for arbitration. One representative of each party shall meet with a mutually agreed upon arbitrator. After taking testimony from each representative, the arbitrator will decide either: a) No boat broke a rule. If the representatives agree, the protest is withdrawn. If any representative disagrees, the jury will schedule a protest hearing. b) One or both boats broke a rule. The representative(s) of the boat(s) breaking a rule agree to withdraw from the race and will be scored as RAF and the protest will be withdrawn. If any representative disagrees, the jury will schedule a protest hearing. c) The

protest does not qualify for arbitration. The jury will schedule a protest hearing. If the protest is withdrawn, the arbitration will neither be reopened nor grounds for redress. This changes RRS 62.1(a). The arbitrator may be present in the protest hearing as an observer but will not take part in the decision of the jury. Scoring: All keel boat classes will use PHRF time-on-time handicap. Centerboard boats may use the National Portsmouth Handicap. The Race Committee of the day will be scored as if they had raced and will receive 1 point. This will not affect the scores of the race. This modifies RRS Appendix A.For these series, any boat that came to the starting area but did not start, did not finish, retired after finishing or was disqualified shall be scored points for the finishing place one more than the number of boats that came to the starting area. A boat that did not come to the starting area shall be scored points for the finishing place one more than the number of boats entered in the series. Fleet Captains: Will be responsible for organizing cleanup crews for their specific cookout night. General Description: A two-race event held on Outer Malletts Bay.
The Royal Savage Trophy is one of the most historically significant trophies awarded to sailors on Lake Champlain. The trophy consists of a glass encased relic from the Sloop Royal Savage, the first American Vessel to engage the enemy at the Battle of Valcour on October 11, 1776.
Eligibility: Open to all PHRF boats.
Classes: Classes A, B, C, D and JAM. A PHRF fleet must have two or more boats.Classes defined:Spinnaker A (PHRF < 081) Spinnaker B (PHRF 081 - 126)Spinnaker C (PHRF > 126)
Registration: There is no competitors meeting. Boats must check in at the Race Committee Boat prior to the first warning gun.

If that’s the case, Channel 12 will be open microphone as the sound signals occur.Finish Location: Between the Race Committee boat and Carlton’s prize, north of Stave Island. If the Race Committee boat is not on station, the finish line will be between Hazelett’s dock on Stave Is. and Carleton's Prize. In the event that a Race Committee boat is not present at the finish line, it will be the responsibility of the boat finishing to record its own finish time and to then report it to the Race Coordinator. 8. Benedict Arnold Race
Date: 10/2/21—check schedule at mbbc-vt.org.
General Description: This race commemorates the Revolutionary War naval Battle of Valcour which occurred on Friday, October 11, 1776, between an American fleet commanded by Benedict Arnold and a British fleet under the authority of Sir Guy Carleton, though he was not the operational commander. The weather that day was clear with a northerly wind. Snow could be seen on the mountains. The American fleet was anchored across the Valcour Channel from near Bluff Point to the New York shore. There were 500 non-sailors in this fleet. The British fleet, 700 sailors, had passed the eastern shore of Valcour Island the previous day, sailing south. In order to attack the American fleet, the British fleet had proceeded to windward up the Valcour Channel by tacking and rowing.
The first British ship was sighted by the Americans at 8 AM. The battle commenced three hours later at 11 AM with the main forces joining battle at 12:30 PM. The battle ended at 5 PM. During the battle Arnold's flag ship "Royal Savage" was badly damaged and driven ashore on Bluff Point where it was abandoned.
After the battle the British fleet retired south and anchored in a blocking line with the eastern end of the line near Garden Island. However, during the night Arnold was able to slip away by sailing down the western shore of the Channel. On the following days in their search for the American fleet, it was reported that some British ships fired upon a rock south of Providence Island, thinking it was an American ship. That rock is now named Carleton’s Prize.

Starting System
How Does the Starting System Work?
The Midweek and Fall Series The Midweek and Fall Series have multiple starts. The starting sequence is unin-terrupted. The starting signal for the starting class is the warning signal for the next class. If the start is fair, meaning no one was on the course side of the starting line at the start, the next class flag is raised as the starting class flag is lowered (one up and one down).
Individual Recalls:
In the case of an Individual Recall, after the next class flag is raised, one additional sound and the Individual Recall Flag will be raised. The Race Committee will at-tempt to hail the guilty boat(s), although it is the boat's responsibility to start properly. The Race Committee attempt to hail them is a courtesy.
General Recalls:
In the case of a General Recall, after the next class flag is raised, two additional sounds and the General Recall flag will be raised. In the event of a General Recall the recalled fleet will start at the end of the class starts.

The starting sequence follows the Racing Rules of Sailing “26 Starting Races” as detailed in the graphic above.
