    GBGB ANNOUNCES 2021 GREYHOUND DERBY PANEL

    The Greyhound Board of Great Britain (GBGB) has announced the panel that will decide the venue for the 2021 English Greyhound Derby.

    Three stadia - Central Park, Nottingham and Towcester - have submitted expressions of interest in staging the annual event and are now required to submit detailed proposals by 28th December. The panel’s role will be to judge the suitability of these bids, with the successful stadium expected to be announced on 31st December.

    The Derby panel will comprise: • John Coleman, GBGB Owners’ Representative; • Kevin Hutton, Professional Trainer (in lieu of Trainers’ Representative Peter Harnden,

    who will not be involved due to his attachment to Nottingham Stadium); • Steve Fluin, Head of the Champagne Club Syndicate; • Mark Moisley, GBGB Commercial Director; • Peter Cadman, Chair of the Greyhound Regulatory Board.

    GBGB Quality Manager Amanda Duplock and Senior Stipendiary Steward Paul Illingworth will also be in attendance during the panel’s meeting to advise on regulatory matters and open race planning.

    Criteria used to assess the bids will include: ease of access for trainers, owners and spectators; crowd capacity; experience for owners; financial guarantees and sponsorship partners. Stadia have also been asked to submit proposed dates and levels of prize money as part of their proposals.

    GBGB Commercial Director Mark Moisley, said:

    “As the pinnacle of the greyhound racing calendar, we are very much looking forward to seeing the detailed Derby submissions put forward by stadia in just under two weeks’ time. Following what was a different, but still very special, occasion this year due to the Covid-19 restrictions, we remain hopeful that the 2021 event will be able to run in near-normal circumstances now that a vaccine roll-out is underway nationwide. What is clear, however, is that the Derby represents the best and brightest talent from across our industry and we are confident that whichever stadium is chosen will once again do justice to the event on behalf of all our trainers, owners and fans everywhere.”

    Watson and Andrew WatsonThis adjourned inquiry concerns the behaviour of John Watson, a former

    official at Doncaster stadium, and his brother Andrew Watson, a kennel hand. It was originally scheduled for the end of April 2020, but had to be adjourned due to the Covid crisis. Today’s hearing was conducted by video link.The GBGB case is that on 7 April John Watson acted in a manner which delayed treatment and caused unnecessary suffering to HONOUR FOX, a greyhound owned and trained by professional trainer

    Adrian McPherson. It is further alleged that on the same day both John and Andrew Watson assaulted Adrian McPherson in the car park at Doncaster stadium and later the same day threatened him at his kennels, which are premises licensed by GBGB.Neither John nor Andrew Watson attended the inquiry. They were not represented. John Watson was unable to attend as he is a serving prisoner. By a letter dated 7 April

    asked him to discuss the situation with thetrack management and report back to him,Mr Forder called back with concerns raisedby other trainers and owners regarding thestate of the track.Mr Young call the Racing Manager Mr MarkSchellenberg who felt that the track was fit torace, Mr Young then asked for the VeterinarySurgeon to walk the track, however theVeterinary Practice rules do not allow them toinspect the track so with the support of hisowners then reluctantly decided to withdrawhis runners from the remainder of themeeting.Mr Young did not take the decision towithdraw his greyhounds lightly andunderstood the implications and difficultiesinvolved for all concerned.In reaching his decision the Area StipendiarySteward took into consideration all themitigating facts and the frustration that MrYoung felt on the night.3 Kinsley Stadium – LETS GO BELLEAt a local inquiry held by the Area StipendiarySteward on 23 January 2016, greyhoundtrainer, Mr R Lewis was cautioned and fined£100 for a breach of Rule 49(iv) in respect ofthe improved performance of the greyhoundLETS GO BELLE at Kinsley Stadium on 4December 2015; and his failure to use hisbest endeavours to ensure that theperformance of the greyhound was to thesatisfaction of the Stewards. Opening at 3/1 and starting at 6/4, thegreyhound had won a 462m race recording acalculated time of 28.18 seconds ascompared with its best recent time of 28.80seconds recorded in a race on 6 November2015.

    4 Monmore Stadium – SALES FEVERand FIONNTRA CHRIS

    At a local inquiry held by the Area StipendiarySteward on 28 January 2016, the RacecourseExecutive at Monmore Stadium wascautioned and fined £500 for a breach of Rule

    48 & 152(i) in respect of allowing thegreyhounds SALES FEVER and FIONNTRACHRIS to race at Monmore Stadium on 23January 2016 when not qualified to do so.In reaching his decision the area StipendiarySteward took into consideration the previousgood record of the racecourse and themeasures put in place to prevent it fromhappening again.

    5 NEWCASTLE STADIUMAt a local inquiry held by the Area StipendiarySteward on 14 January 2016, the RacecourseExecutive at Newcastle Stadium wascautioned and fined £500 for a breach ofRules 48, 54 & 152(i) in respect of allowingthe greyhound JUMEIRAH STEED to race atNewcastle Stadium on 16 December 2016when not qualified to do so contrary to theGBGB Rules of Racing.In reaching his decision the Area StipendiarySteward took into consideration the extrachecks now in place to prevent this fromhappening again.

    2020 Andrew Watson indicated he would not be attending the April inquiry. John Watson failed to respond to the initial calling in letter. GBGB sent letters dated 23 October 2020 informing John and Andrew Watson of the date of the rescheduled inquiry. The company secretary of Doncaster stadium responded on behalf of John Watson stating that he could not attend but could provide statements. A further letter dated 12 November confirmed that John Watson was aware of the inquiry. He has been afforded the opportunity to provide any written materials he considers relevant to the inquiry, but nothing has been received. Andrew Watson was chased for a response by a further letter dated 25 November 2020. There is no doubt that he received that letter. He has not responded in any way.Louis Weston, counsel for GBGB, urged the Disciplinary Committee to proceed in the Watsons’ absence. The committee agreed to do so. There was no doubt that both brothers were aware of the inquiry and had simply chosen not to engage or play any part therein. In particular there was no application by John Watson for an adjournment. Had there been the committee’s task might have been more difficult, but as it was the committee was completely satisfied that both John and Andrew Watson had wilfully refused to engage with the process. The committee was also mindful that the alleged breaches took place more than 18 months ago. A delay until John Watson was released from prison would push the inquiry back to late 2022 or early 2023. Such a delay might cause evidence to be lost or degraded as the witnesses’ memories faded. Further, the committee had no confidence that such a delay would achieve any useful result given the Watsons’ refusal to engage. In those circumstances the committee agreed to proceed in their absence.Louis Weston submitted that in the absence of the Watsons or their representative there was no challenge to the GBGB evidence, and the committee could therefore rely upon the witness statements and other documentary evidence which had been prepared. The committee largely agreed with that approach. It did however hear oral evidence from Adrian McPherson and Francisco Botet who was the track vet at Doncaster on 7 April 2019, both of whom it considered to be honest

    witnesses doing their best to help the committee.Based on that evidence the Disciplinary Committee made the following findings on a balance of probability. On the morning of 7 April 2019 Adrian McPherson took a number of greyhounds including HONOUR FOX to an unlicensed track at Askern near Doncaster to school them. During the schooling session HONOUR FOX broke a wrist. The greyhound was in severe distress and obviously needed veterinary assistance. Attempts were made to telephone a vet but without success. The person in charge of the unlicensed track then reminded Mr McPherson that there was a meeting that morning at Doncaster stadium. Mr McPherson had been attached to Doncaster stadium and the circumstances of his departure had caused some ill feeling between him and the Watson brothers which led to him being banned from the stadium. With the benefit of hindsight, he accepted that his decision to go to Doncaster was unwise.Once at Doncaster stadium he drove in past security without authority, the gates having been opened to let another trainer out. He then went to the vet’s room. The vet administered painkillers, although these seem not to have been particularly effective, and advised that the greyhound need to be euthanased. At that point a track official reported to John Watson that Mr McPherson was present. John Watson came to the vet’s room where he demanded that Mr McPherson remove the dog from the premises. He also instructed the vet to cease treating the greyhound under threat of not being employed again. The vet told Mr McPherson to take his dog to his van. He did so and as soon as he was able the vet came and euthanased the greyhound.Following the euthanasia of the greyhound Mr McPherson was instructed to return to the vet’s room. He did so and there was a scuffle between him and John Watson in the course of which John Watson said, ‘you’ll be leaving Doncaster tonight and we will be down at your yard later.’ Mr McPherson then left to go to his van where Andrew Watson appeared and started shouting at him. He was then grabbed by John Watson and punched in the face. Then Andrew Watson joined in and also started punching him. He was forced to the ground and the attack continued until Terri Leech, a trainer

    at Doncaster, intervened allowing Mr McPherson to get into his van and leave.At about 6.00pm the same day Mr McPherson was at his yard when the Watsons appeared at the end of his drive. Mr McPherson drove up to them. John was calm and said he just wanted to speak, but Andrew was very agitated and threatened to kill Mr McPherson, who picked up a pitchfork and told them to leave. Andrew Watson then put on a ski mask and grabbed a baseball bat from their pickup and climbed over a wall towards Mr McPherson. They then threatened him and told him to “go back to Scotland” before driving off. Based on the above events the Disciplinary Committee found John Watson to be in breach of rules 152(i) and (ii) and rule 174 (xi) of the GBGB rules of racing. His actions significantly delayed the treatment of HONOUR FOX subjecting the greyhound to unnecessary and completely avoidable suffering.The committee did not find any breach of rule 2 (ensuring the needs of a greyhound for which they are responsible are met) because John Watson was not ‘responsible’ for the greyhound within the meaning of the Animal Welfare Act 2006.The Disciplinary Committee found both brothers to be in breach of rules 152 (i) and (ii), 174 (xii) and 174 (xiii) of the GBGB rules of racing by deliberately beating up Mr McPherson at Doncaster stadium and later travelling together to his yard and threatening him.The least penalty the Disciplinary Committee felt it could impose was that John Watson and Andrew Watson be warned off for an indefinite period. John Watson’s indifference to the suffering of HONOUR FOX was extremely serious. Greyhound welfare, which should be the first consideration of any licensed person, played no part in John Watson’s thinking or behaviour that day. Someone who shows such a callous indifference to a suffering animal and indeed significantly prolongs its suffering has no place in the sport of greyhound racing.Likewise, both John and Andrew Watson’s behaviour towards Mr McPherson both at Doncaster stadium and at his yard was inexcusable is totally intolerable. A greyhound stadium should be a safe place where racegoers can

    enjoy themselves. Physical violence, threats, and intimidation, especially on GBGB licensed premises, cannot be allowed. The Disciplinary Committee is mindful that these are the first breaches recorded against John and Andrew Watson, but they have showed absolutely no remorse for their behaviour. Indeed, they continued to deny any wrongdoing in the face of the evidence, which necessitated this inquiry. In those circumstances the Disciplinary Committee order each of them to pay £7,000 towards the costs incurred by GBGB, a total of £14,000.

    SUZIE and VIKING LEANNE - Greyhound Trainer Mr Colin Dibb

    Greyhound Trainer Mr Colin Dibb was found in breach of rules 152(i) and (ii), 174(i)(b) and 217 of the GBGB rules of racing in that urine samples taken from the greyhounds NUTTY SUZIE and VIKING LEANNE at Kinsley Stadium on 5 June and 9 June 2020, respectively were analysed by LGC Health Sciences as containing the presence of tetramisole and that he had in his charge greyhounds that showed the presence of a substance that by its nature could prejudice the well-being of a greyhound.Mr Dibb was in attendance. Andrew Mascarenhas, racing manager at Kinsley Stadium, Dave Baldwin, Stipendiary Steward and Professor Tim Morris, independent scientific adviser were also in attendance.With the agreement of Mr Dibb and the Committee, evidence relating to the two events was combined but the Committee gave separate consideration to the sanctions in each case.On 5 June 2020 at Kinsley Stadium a post-race urine sample was taken from NUTTY SUZIE, a greyhound trained by Mr Colin Dibb which, upon analysis by LGC, was shown to contain tetramisole. On 9 June 2020 at Kinsley Stadium a pre-race urine sample was taken from LEANNE VIKING, a greyhound also trained by Mr Colin Dibb, which upon analysis

    by LGC was also shown to contain tetramisole.At a local inquiry held on 23 July 2020 Mr Dibb had said that he believed the tetramisole derived from the use of ‘Biheldon’ wormer tablets which he had purchased from a supplier in Bulgaria. Mr Dibb gave evidence to the Committee to the effect that he had revised his view and that he now believed the tetramisole derived from the use of ‘Fido’s Closasole’, a wormer that he had used in the past, before being licensed by GBGB. Before the samples were taken, he had kept the ‘Biheldon’ in the same container as the ‘Closasole’ and it was possible that some unused ‘Closasole’ tablets had become mixed with the ‘Biheldon’ tablets.Professor Morris gave evidence to the effect that the use of ‘Biheldon’ would not have given rise to the presence of tetramisole as ‘Biheldon’ does not contain levamisole which is a stereoisomer tetramisole. On the other hand, the use of ‘Fido’s Closasole’ could have given rise to the finding of tetramisole. Neither ‘Biheldon’ nor ‘Fido’s Closasole ‘were licensed for use in the UK and should not have been used by a licensed greyhound trainer.The Disciplinary Committee heard from Professor Morris that tetramisole could produce adverse side-effects in dogs and as such was a substance which could prejudice the well-being of a greyhound. The Disciplinary Committee were concerned that veterinary medicines should preferably be acquired from a supplier enrolled in the accredited retailers’ scheme organised by the Veterinary Medicines Directorate. They also noted that neither ‘Biheldon’ nor ‘Fido’s Closasole’ were licensed for use with dogs in the UK.The Disciplinary Committee concluded that on the balance of probability and on the evidence available the tetramisole was derived from the use of the ‘Fido’s Closasole’ tablets. Mr Dibb was found to be in breach of rules 152(i) and (ii), 174(i)(b) and 217. Although a higher penalty would usually be appropriate in the case of a second breach of the rules, the Disciplinary Committee took into account the probability that both breaches derived from the same application of wormer and the Committee ordered a reprimand and a fine of £200.

    2 Doncaster Stadium: LUTTONS KYLE - Professional Trainer Mr Malcolm Windrass

    Professional trainer Mr Malcolm Windrass was found in breach of rules 152(i) and (ii), 174(i)(b) and 217 of the GBGB rules of racing in that a urine sample taken from the greyhound LUTTONS KYLE at Doncaster Stadium on 14 October 2019 was analysed by LGC Health Sciences as containing the presence of caffeine and that he had in his charge a greyhound that showed the presence of a substance that by its nature could affect the performance of a greyhound or prejudice its well-being.Mr Windrass was in attendance. Nathan Sheppard racing manager at Doncaster Stadium, Dave Baldwin, Stipendiary Steward, Peter Rosney, Stipendiary Steward and Professor Tim Morris, Independent Scientific Adviser were also in attendance.At a local inquiry held on Monday, 13 January 2020. Mr Windrass had explained that the positive sample occurred due to the use of shredded teabag bedding. This was used for retired dogs but he had inadvertently topped up LUTTON KYLE’s bedding with some shredded teabag bedding and loose tea dust had stuck to a knuckle bone which the dog was chewing.Professor Tim Morris gave evidence to the effect that a photograph of the bedding appeared to contain what could be tea and that the finding of caffeine in the urine sample was consistent with exposure to tea in waste material used as bedding. In his opinion caffeine was a mental and cardiac stimulant which by its nature could affect the performance of a greyhound and could prejudice the well-being of a greyhound. The Disciplinary Committee heard that Mr Windrass was a long-standing greyhound owner and treated his dogs well. Mr Windrass said that he had now stopped using teabag waste bedding altogether. They concluded that Mr Windrass was in breach of rules 152(i) and (ii), 174(i)(b) and 217 of the GBGB rules of racing and ordered a caution and a fine of £200.

    3 Newcastle Stadium: FIDELITY - Professional Trainer Mr Thomas Edgar

    taken from the greyhound FIDELITY at Newcastle on 15 July 2020 was analysed by LGC Health Sciences as containing the presence of dorzolamide and that he had in his charge a greyhound that showed the presence of a substance that by its nature could affect the performance of the greyhound or prejudice its well-being.Mr Edgar was in attendance. Alex McTaggart, Stipendiary Steward, Ian Walton Operations Manager at Newcastle Stadium and Professor Tim Morris, independent scientific adviser, also attended.Before the meeting, Mr Edgar had accepted that he was in breach of the “strict liability” rules being rules 152 (i) 174 (i) (b) and 217. The Disciplinary Committee were informed that GBGB had withdrawn any allegations that other breaches might have occurred.The Disciplinary Committee were told that a pre-race sample of urine had been taken from the greyhound FIDELITY and testing by LGC Health and Science indicated the presence of dorzolamide.Professor Tim Morris gave evidence to the effect that dorzolamide was a substance used in the treatment of glaucoma in humans and animals. Dorzolamide had potential diuretic action and in his view was a substance which by its nature could affect the performance of a greyhound and there was limited evidence of the potential for it to prejudice the well-being of a greyhound. There was nothing in the feeding or medical regimes to indicate how the substance could have arrived. Mr Edgar had suggested that a hand sanitiser could have been the cause but this was rejected by Professor Morris. However, Professor Morris advised that the drug was particularly long acting and in a previous instance the Disciplinary Committee had accepted that the substance had remained in a dog for a period of 575 days. Professor Morris noted that the diuretic action of systematic exposure to dorzolamide could mask the detection of other drugs.The Disciplinary Committee concluded that while the source of the dorzolamide was unknown it appeared more likely than not that the drug had been administered before Mr Edgar acquired FIDELITY and if so, then Mr Edgar was in no way to blame. The Disciplinary Committee noted that Mr Edgar had

    had an unblemished record for at least 17 years. Accordingly, it was ordered that no further action be taken.
