required to submit a copy of your animal registration paperwork to the CCYLSRR Office no later than

the entry deadline listed above.

Chambers County Steer Exhibitors are required to turn in a completed Steer Agreement at the time

of Tag In.

No late paperwork will be accepted.

Chambers County Youth Livestock Show and Ranch RodeoLivestock Committee

PurposeThe CCYLSRR Committee exists to assist the Board of Directors of the Chambers CountyYouth Livestock Show and Ranch Rodeo (CCYLSRR) in providing an opportunity for theyouth of Chambers County to meet together in the spirit of friendly competition toexhibit and potentially auction livestock projects for which they are responsible.

ScopeThe Livestock Divisions in the CCYLSRR are open to all youth who attend Anahuac, EastChambers, Barbers Hill School Districts or is homeschooled in Chambers County andwho have not graduated from the 12th grade. Advisement and direction from parentsand adult leaders is both permissible and encouraged, however, exhibitors must bemature enough to provide proper and adequate care for their own.

Rules InterpretationThe CCYLSRR Committee reserves the final and absolute right interpret these and allfollowing rules. Should there be any question about the interpretation of a rule, adecision about that rule can be made by the division chairman or by a quorum of thevoting members of that committee. This interpretation will take precedence for theduration of the show, until a formal meeting can be held to determine permanentinterpretation.

Please note: There are 11 voting-eligible committees. Both the Vice Chairman andSecretary of the Livestock Committee also have the right to vote. The Chairman of theCommittee will vote only in the event of a tie. A quorum is considered to be sixaffirmative votes.

ResponsibilityThe CCYLSRR Livestock Committee, unless otherwise specified, assumes no responsibilityfor exhibitors, their actions or their project. The following rules and regulations providefor reasonable care and diligent in providing a suitable place to exhibit projects.


Livestock General Rules and Regulations

All exhibitors are subject to the General Rules and Regulations and the Livestock DivisionRegulations of the CCYLSRR. Exhibitors are responsible for reading through and abiding by thefollowing rules.

1. The CCYLSRR is open to all youth who attend Anahuac, East Chambers, Barbers Hill School Districts oris homeschooled in Chambers County, and who have not yet graduated from the 12th grade. Thereare no exceptions to this rule.

2. Exhibitors of small animals (goats, lambs, swine, poultry, rabbits and turkeys) must be 5-years-old as ofshow date to enter their project. Exhibitors of large animals (cattle) must be 8-years-old as of showdate to enter their project.

3. All exhibitors in grades 3 through 12 must be members of and exhibit their projects under 4-H, JuniorFFA or FFA. Only exhibitors between the ages of 5-years-old and the completion of the second grademay exhibit their projects as Independents.

4. It is the exhibitor’s responsibility to review the Important Deadlines page and to ensure that theirentries are submitted no later than the correct date and time. It is also the responsibility of theexhibitor to ensure that they follow each of the rules laid out in this Livestock Rulebook.

5. All entries must be exhibited as entered. No change of ownership will be permitted after the entrydeadline.

6. Animals may be family-tagged within the same division. The child who will be exhibiting the animalduring the show must be designated at Check In. To family-tag, the number of animals tagged-inmust be equal or greater than the number of exhibitors – i.e. two children must tag in at least twoanimals in the same division. There must be a separate entry for each exhibitor. Please note:Chambers County Steers and Commercial Steers are two separate divisions. Scramble animalscannot be family tagged.

7. Exhibitors who were awarded either scramble or hard-luck sponsorships may tag in two animals in thedivision which they choose to enter their scramble project but MUST turn in a scramble report (withcorrect ear tag number) for BOTH animals. This means that, for example, if a scramble plans to showa lamb, they may tag in two lambs but must turn in two scramble reports – one for each animal. Theexhibitor must designate the animal which they plan to show at the time of tag in. Scramble animalscannot be family tagged.

8. Animals are not permitted to have out of state show tags at the time of Tag In. Only tags that willremain will be Chambers County Major Show or STSF.

9. The scales used during Check In are official and are certified by the Texas Department of Agriculturebefore the show each year.

10. All livestock projects must be shown by the owner of that project. All exhibits which are chosen forauction must be sold by the owner of that project using the animal exhibited, unless otherwiseapproved by the Livestock Chairman of that division. Approval will only be granted due to illness,death in the family or disability of the exhibitor.

11. Each exhibitor may show in any of the market divisions for which they are age-eligible. However, anexhibitor may only show one entry per division.



12. Stall paraphernalia must be left in the stall until the completion of the auction.

13. Any animal found to have its physical features altered or tampered with by surgical instruments forthe purpose of improving its conformation or appearance in the show will be disqualified and ruledineligible to compete for or retain any premium. Dehorning is the only exception to this rule.

14. All animals at the show must be groomed and fitted for the show by the exhibitor, the exhibitor’sfamily or members of the Chambers County 4-H or FFA Chapter, or any Chambers County FFAAdvisor or Extension Agent. Any violation of this rule will cause the exhibitor to forfeit the opportunityto exhibit their animal.

15. All market (auction eligible) animals entered in the show are subject to random drug residue testing.Testing will be performed by a representative of the Texas Animal Health Commission. If evidence ofdrug residue is found, the exhibitor will be barred from any further or future CCYLSRR and all moniesand prizes won will be forfeited.

17. Animals requiring CCYLSRR ear tags must have these tags to show. Permission to replace lost ear tagscan only be given by the chairman of the division. Exhibitors have one week after the tag is lost tonotify the division chairman or the Youth Livestock Show office.

18. No hay is allowed to be stored in barns due to fire code. Feeding and watering is permitted in allbarns. Only 1 bag of hay per animal. (Animals may be tied out in designated areas to feed, waterand hay)

19. All animals are required to stay in the barn assigned to that animal. Animals will be fed, watered orhayed in the designated areas. All animals must be in the barn by 10 p.m. or by 30 minutes after thelast show of the day.

20. Sifted animals must be removed from the grounds immediately.

21. Small Animal Showmanship classes will be broken into four age divisions: peewee (5-8 years old),Junior (9-11years old), Intermediate (12 -14 years old), and Senior (15-18 years old). Large AnimalShowmanship classes will be broken into three categories “Jr. Int. Sr.” Exhibitors participating inshowmanship must use the animal that they exhibited in regular class. This rule pertains to all speciesexcept for cattle, there is no peewee showmanship for any of the cattle classes F-1 Heifers, Steers, orBreeding Beef.

22. Weight classes, auction order and other pertinent information will be posted on the bulletin board inthe Cattle Barn.

23. Exhibitors and show officials are the only persons allowed in the show arena.

24. Exhibitors in any division with unruly animals will be given three chances to control their animals. Afterthe third chance has been given show officials may ask the exhibitor to leave the arena with theiranimal and be disqualified from that particular division. This decision will be made by the specieschairman and members of the advisory board.

25. Exhibitors who do not behave with maturity during shows will be asked to leave the arena by showofficials.



26. Animals must be maintained at the home of the exhibitor. Exhibitors not raising their animals at homemust provide written explanation via the enclosed Off Premises Form. The form must be submitted atthe time of entry. Any violation of this rule will forfeit the opportunity to sell at auction. All exhibits aresubject to on-site inspections by members of the CCYLSRR Livestock Committee.

27. 27. Exhibitor’s academic eligibility (House Bill 72) will be determined by the school district they attend.Enforcement of House Bill 72 is the responsibility of the school district and the exhibitor.

28. Adults of legal drinking age (21 years or older) may only consume alcoholic beverages fromunmarked cups while on show grounds. No bottles or cans will be permitted. Drug and drugparaphernalia is strictly prohibited. Exhibitors found to be in possession of alcohol or illegal drugs willbe banned from the show and their project must be removed from the grounds immediately.

29. Only individuals of legal driving age are permitted to operate golf carts, ATV’s, etc. On YouthLivestock Show Grounds, no exceptions.

30. All protests must be presented in writing and accompanied by a deposit of $50. This deposit will beforfeited if the protest is not sustained. Written protests must state plainly the cause of the complaintor appeal and must be delivered to the chairman of the CCYLSRR Committee immediately after theoccasion which is the cause of the protest. The project in question will be immediately monitored bythe Livestock Committee until a decision is reached.

31. The CCYLSRR Committee reserves the right to amend these rules as it may deem necessary.

32. Any person who violates any of the rules published in this book will forfeit all privileges, awards andpremiums won.

33. All animals must stay in barn and not at trailers.

34. All champions must sell.

35. Exhibitors who chose not to sell their animal through the Barn Sale must notify the CCYLSRR Office by1pm on auction day and must sign an exhibitor release card at this time. No market animals mayleave the grounds until release until release time on Sunday at 10 am. Must have release signed byexhibitor and species chairman before animal can be removed from grounds.

36. The Chambers County Youth Livestock Show and Ranch Rodeo is a family friendly event. As such, anindividual’s conduct as an exhibitor, show official, or patron should be exemplary, and violators aresubject to disqualifications or removal from show grounds.

Violations include, but are not limited to:• Disruptive or improper conduct• Public display of profanity of any sort• Violence of any sort• Providing alcohol to underage persons or providing the space for the consumption of alcohol

by underage persons.• Possession, use, or distribution of alcohol by underage persons• No public display of alcoholic beverage will be allowed in Park• Excessive consumption of alcohol


Auction Rules and Regulations

1. The market livestock auction will consist of up to a maximum of 20 steers according to combinedChambers County steer and commercial steer class percentage, up to 20 F-1 heifers, 25 swine, 8lambs, 20 goats, 8 pens of broilers, 8 pens of rabbits, 8 turkeys and 2 horses.

2. Sale order will be as follows: Grand Champion Chambers County Steer, Commercial Steer, F-1Heifer, Swine, Lamb, Goat, Turkey, Broilers, Rabbit, and Industrial Arts. All others will sell innumerical order as the class was judged. Grand Champion Baked Goods for Junior,Intermediate and Senior levels as well as horses will be sold at interval times throughout the sale.

3. Only Grand Food and Grand and Reserve Industrial Arts projects must sell in the Youth Auction.

4. Reserve Champions from all divisions will not be permitted to sell for more than that which theGrand Champion of their division sold. Furthermore, animals placing below the ReserveChampion will not be permitted to sell for more than the Reserve Champion of their division.

5. A three percent sales commission will be charged to all projects which are sold in the auction orbarn sale.

6. All auction exhibitors are required to have a photo taken of them and their project – either withor without their buyer. This photo will be presented to the buyer. The fee for the picture will bededucted from the exhibitor’s proceeds.

7. Auction announcement cards will be used for seniors only. These cards will be provided by theauction committee at the mandatory pre-auction meeting. No outside cards will be acceptedor read at the auction. Once the card has been completed by the participant it must be hand-delivered to either the exhibitor’s Ag Teacher or the County Extension Agent in advance of theauction to be approved. The Ag Teacher/Agent will then deliver it to the appropriate party atthe auction.

8. No animal will be resold in the auction.

9. No “For Sale” signs will be permitted in the barn before the auction begins.

10. If for any reason a project which has placed high enough to sell withdraws from the auction, allanimals following shall be raised one place so as to complete the full sale order. The finaldeadline for exhibitors to withdraw animals from the sale is 8 a.m. on the day of the auction.

11. Exhibitors may only sell two market projects in the auction. Should an exhibitor have multipleprojects qualify for the auction it is the responsibility of the exhibitor to notify the CCYLSRR officewhich animal(s) they would like to remove from the auction. If the office is not notified by thedeadline listed above, the Livestock Committee reserves the right to choose on behalf of theexhibitor.

12. All exhibitors selling projects in the auction, along with a parent/guardian, are required to reportto the covered arena at 3:30 p.m. on the day of the auction to receive special instructions. If youdo not attend, you may be removed from the auction.

13. Exhibitors must report to the auction ring entrance at least 10 animals/items prior to their animal,prepared to enter the arena.


Auction Rules and Regulations

14. All exhibitors selling projects through the Youth Auction are required to write a “Thank You” noteto their buyer upon exiting the sale ring. There will be a table with show representative set up toassist youth.

15. All market livestock which is sold in either the auction or the barn sale must sell through theCCYLSRR Livestock Committee. Checks should be made payable to CCYLSRR.

16. Buyers or a responsible agent must be present at the time of the sale – both for the auction orthe barn sale – and must sign the Auction Card to confirm the purchase.

17. Once an animal has been purchased through the auction, neither the exhibitor, exhibitor’sparents/guardians nor any member of the Livestock Committee may approach the buyer topurchase or exchange the animal for any reason.

18. No market project is permitted to leave the CCYLSRR grounds until 10 a.m. on Sunday. Allexhibitors are responsible for the feeding and watering of their livestock projects until thedesignated check out time (see the Schedule of Events). A 5 percent penalty will be applied toany monies earned at the show if the exhibitor does not fulfill these duties. Furthermore, a 5percent penalty may also be applied if the exhibitor or their agent is not present to check outand load projects on the designated check out day.

19. Exhibitors will not receive the money earned by their project until they turn in completed thankyou notes to the CCYLSRR Office. Buyer thank you notes are required.

20. Checks will be made available to exhibitors after payment of their project(s) has been receivedby the CCYLSRR. No payments will be made earlier than two weeks after the show. All Checkswill be mailed out.

21. All Livestock projects must be shown by the owner of that project. All exhibits which are chosenfor auction must be shown by the owner of that project using the animal exhibited, unlessotherwise approved by the Livestock Chairman. Approval will only be granted due to illness,death in the family or disability of the exhibitor.

22. All exhibitors selling projects through the Youth Auction are required to write a thank you note totheir buyer upon exiting the sale ring. There will be a table with show representatives set up toassist youth.

23. All champions must sell.


Barn Sale Rules and Regulations

1. Exhibitors who do not make the Youth Auction are permitted to list their animal for sale in theBarn Sale book.

2. Exhibitors must list animals that they wish to sell in the Barn Sale book by 1 p.m. on Auction day.Animals not listed in the Barn Sale book are not eligible to be sold.

3. Exhibitors who choose not to sell their animal through the Barn Sale must notify the CCYLSRROffice by 1 p.m. on Auction day and must sign an exhibitor release card at this time. No marketanimal may leave grounds until release time on Sunday at 10 am. and must have releasepaperwork signed by exhibitor and species chairman before animal can be removed fromgrounds.

4. Exhibitors listed in the Barn Sale book are not guaranteed to sell.

5. Recommended minimum asking price for Barn Sale animals are as follows: F-1 Heifer - $1,500;Chambers County Steer - $1,500; Commercial Steer - $1,500; Swine - $500; Lamb - $400; Goat -$400; Turkey - $100; Broilers - $100; Market Rabbits - $100.

6. Exhibitors may list their animal for more than the recommended price, but they are notguaranteed to sell if they do so.

7. It is the responsibility of the exhibitor to check the Barn Sale book periodically, during the course,of the show to see if their animal has been purchased.

8. Animals which are not purchased must be taken home by the exhibitor or sent to a Packer bythe exhibitor on Checkout Day.

9. Animals sold through the Barn Sale are eligible to receive add-ons. Animals that are listed in theBarn Sale book but not sold are not eligible to receive add-ons.

10. The Barn Sale book is open to buyers and exhibitors from the end of the F-1 Heifer Show until 8a.m. on Checkout Day. No sales will be permitted after 8 a.m. on Checkout Day.

11. Buyers who purchase animals through the Barn Sale must sign the Purchase Card immediatelyupon marking that item as sold.

12. All exhibitors selling projects through the Barn Sale are required to write a thank you note to theirbuyer upon signing up in the barn book. There will be a table with show representatives set up toassist youth.


Cattle Show Divisions

Exhibitors are responsible for the proper classing of their cattle at the time of entry. All animals willshow in the class in which they are entered.

Age of animals should be listed as of the show date.

Unregistered cattle should be entered in the AOB/Other Breeds class. If an animal is entered into aregistered class but registration paperwork is not turned in to the CCYLSRR Office by deadlinedesignated on the Important Dates page of this Rulebook the animal will be moved to the OtherBreeds class at the time of the show.

F-1 Heifer Rules and RegulationsCraig Hutchins, F-1 Heifer Chairman

1. All F-1 Heifers will be tagged and weighed in at White Memorial Park during the Large AnimalTag In (see Important Dates page).

2. All F-1 Heifers must be entered by the date and according to the method listed on theImportant Dates page.

3. Heifers must have been born on or after December 1, 2019 and must have been born as theresult of breeding a purebred Brahman with any other recognized purebred beef animal. F-1Heifers cannot exceed 50 percent Brahman lineage.

4. Exhibitors must provide registration paperwork which show that the F-1 Heifer has been certifiedor Golden Certified by the American Brahman Breeders Association (ABBA) at the time of tagin. A copy of this paperwork must be turned in to the CCYLSRR Office no later than the secondThursday in January.

5. Heifers must be branded with an ID number before tag in.

6. Heifers may have been purchased from anywhere in the United States.

7. Exhibitors may tag in up to two F-1 Heifers but may exhibit only one at the show.

8. Exhibitors should feed heifers to promote growth rather than finish. Nurse cows are not allowedduring the feeding period. Exhibitors may consult 4-H leaders, County Extension Agents andAgricultural Science Teachers to receive help with developing a sound feeding program.

9. All heifers must be shown by their owner. Exhibitors participating in the F-1 Showmanship classmust use the animal which they competed with in their regular class.

10. If a calf is unruly and must be tied to the fence the judge will be advised that the calf shouldbe placed last in the class. Exhibitors in any division with unruly animals will be given threechances to control their animals. After the third chance has been given show officials may askthe exhibitor to leave the arena with their animal and be disqualified from that particulardivision. This decision will be made by the species chairman and members of the advisoryboard.

11. Show classes will be broken by tag in weight.

12. Only one parent/guardian is permitted as needed to stand in the holding pen with eachexhibitor and their animal. No siblings or other persons are allowed in this area.

13. Optional Recordkeeping Award: Monthly reports can be submitted by the exhibitor whichtrack expenses and the growth of their animal. These reports should be submitted to theCCYLSRR Livestock Committee at Po Box 40, Anahuac, TX 77514 or via hand-delivery to theCCYLSRR Office during regular office hours. Reports are due on the 6th of every monthbeginning in December. The final report and combined record book should be turned in nolater than April 25th. A late or missing report will render an exhibitor ineligible to receive theRecordkeeping Award.

Chambers County Steer Rules and RegulationsDaryl Sonnier, Chambers County Steer Chairman

1. All Chambers County Steers must be tagged and weighed in at White Memorial Park (seeImportant Dates page).

2. All Chambers County Steers must be entered by the date and according to the method listedon the Important Dates page.

3. A completed, notarized Chambers County Steer Agreement must be turned in at the time of tagin with the breeder’s signature.

4. Purebred, grade or crossbred steers of any breed which have been born and raised inChambers County are eligible to enter this division.

5. Each exhibitor may tag in a maximum of two Chambers County Steers but may show only one.No replacement steers are allowed after the tag in date.

6. Steers may not weigh less than 450 pounds on the date of tag in. A ten-pound tolerance will beallowed. Calves will be weighed immediately upon arrival at tag in.

7. Exhibitors may enter steers in both the Chambers County Steer class and the Commercial Steerclass however they may only sell one steer in the auction in the event that their steers place inboth divisions.

8. Steers without an official ear tag and whose exhibitors have not notified either the divisionchairman of the tag’s loss will not be weighed in on the check in date.

9. Steers must gain a minimum of 300 pounds from the date of tag into the show check in. Steersfailing to gain this amount will immediately be sifted and removed from the grounds. Steerswhich do not make weight will be reweighed immediately after zeroing the scales.

10. Chambers County Steers will be divided into weight classes if the number of entries warrants.

11. All animals must be halter broken and led by halter while being judged.

12. This is a Blow and Go show. No adhesive, additives, residue or alteration of appearance will beallowed. A sifter will check steers as they enter the ring for the presence of these modifications.Steers found to have had their appearances modified using one of the above prohibitedmethods will be asked to leave the show ring and will not be judged.

13. Exhibitors showing in the Steer Showmanship division must use their own steer which wasexhibited in the regular class.

14. Optional Recordkeeping Award: Monthly reports can be submitted by the exhibitor which trackexpenses and the growth of their animal. 6. Steers must gain a minimum of 300 pounds from the date of tag into the show check in. Steersfailing to gain this amount will immediately be sifted and removed from the grounds. Steerswhich do not make weight will be reweighed immediately after zeroing the scales.

7. All animals must be halter broken and led by halter while being judged.

8. This is a Blow and Go show. No adhesive, additives, residue or alteration of appearance will beallowed. A sifter will check steers as they enter the ring for the presence of these modifications.Steers found to have had their appearance modified using one of the above prohibitedmethods will be asked to leave the show ring and will not be judged.

9. Commercial Steers will be divided into weight classes if the number of entries warrants.

10. Exhibitors showing in the Commercial Showmanship division must use their own steer which wasexhibited in the regular class.

11. Optional Recordkeeping Award: Monthly reports can be submitted by the exhibitor which trackexpenses and the growth of their animal. 3. All registered cattle must have a copy of registration papers on file with the CCYLSRR Office.These papers must be turned in by the entry deadline. All cattle with papers that are pending, orwhich do not verify ownership must be shown in the Other Breeds category.

4. All Breeding Beef and Dairy Cattle exhibitors must check in with the chairman on the evening ofcheck in.

5. No bulls over 36 months of age will be allowed to show. All bulls must be shown with a nose ringor nose restraint.

6. All animals must be halter broken and led by halter while being judged. The use of showmanshipparaphernalia is encouraged.

7. Calves must be fitted and groomed for the show.

9. Goats may be shown with halters, collars, chains or by hand. It is strongly encouraged for theexhibitor to present the animal correctly by bracing the animal during judging.

11. All exhibitors or their acting agent must be present at the time of release to load their animalonto the packing or buyer’s truck.

5. Lambs must be shorn from knee and hock up before the day of check in at the show. Lambswith excessive wool will not be weighed in – no more than a five-day growth is permitted. Nogrooming aids will be allowed.

6. Lambs weighing less than 90 pounds or more than 160 pounds (with a ten-pound tolerance) atthe time of check in will be sifted. All covers must be removed prior to weighing the lamb atcheck in to ensure accurate measurement. Lambs not making weight will be reweighed onceimmediately after zeroing the scales. Sifted lambs must be removed from the groundsimmediately.

7. Depending on the number of lambs checked in, lambs may be penned together. Should thisbecome necessary, lambs will be penned with other animals from the exhibitor’s 4-H Club or FFAChapter.

4. Fryers must be permanently marked by tattooing the left ear with three digits – either numbers,letters or a combination of both. Tattoos must be administered using an ear tattooing set withpointed numbers and letters.

5. The exhibitor must own the does at the time that the pen was kindled. This ownership must bevalidated by area leaders.

6. Commercial Rabbit judging will begin at promptly at 9 a.m.

7. No one but Rabbit Division persons appointed by the chairwoman of the Rabbit Division may bebehind the judging tables.

8. Exhibitors who sell fryers in the auction will deliver them dressed and frozen within 14 days of theshow unless otherwise requested by the buyer.

9. Exhibitors removing animals from the show without permission will forfeit all premium and awardswon and may be barred from exhibiting in the future.

10. All exhibits should be removed from the show grounds by 9 a.m. on the release date.

11. ARBA Disqualification Guidelines for Commercial Meat Pen Rabbits1. Meat pens should consist of three rabbits all of the same breed and variety that are no

older than 10 weeks with each weighing no less than three pounds and no more than fivepounds

1. If any one rabbit in the pen is over or underweight, the entire pen is disqualified2. If any one rabbit in the pen is disqualified, the entire pen will be disqualified3. All ARBA disqualifications from the competition and breed disqualifications from

2. Only birds purchased through the CCYLSRR will be eligible to compete in the commercial turkeyshow. Cost per bird will be announced at time of ordering.

3. Exhibitors may only show one hen turkey. However, they may bring one alternate bird in the casethat their chosen hen is sifted by the judge. Exhibitors are not permitted to bring any other turkeysif both the original and the alternate are sifted.

4. Turkeys weighing less than 12 pounds at the time of check in will be sifted by the official turkeyjudge prior to showing.

5. Exhibitors are required to be present at the time of judging. No shows will not be judged unlessexcused by the chairwoman of the poultry division.

6. Exhibitors are required to assist in holding the turkeys as needed during the judging. Exhibitors arepermitted to have help when showing their birds, however no adult assistance is allowed.

7. Exhibitors making auction with their turkeys are required to meet with the Commercial TurkeyCommittee in the Big Arena on the day of the auction. Exhibitors who do not attend this meetingwill be dropped from the auction.

8. Exhibitors who sell turkeys in the auction must deliver them dressed and frozen to the buyer within14 days of the auction unless otherwise requested by the buyer.

9. Exhibitors are required to properly feed and water their turkeys at all times during the show.

10. All turkeys should be removed from the grounds by 10 a.m. on release day.


Commercial Broiler Rules and RegulationsMolly Lee, Poultry Chairwoman

1. Broiler orders are due to the CCYLSRR Office by the date listed on the Important Dates page ofthis Rulebook. The order form will serve as an exhibitor’s entry. Incorrectly completed order formswill be rejected. No late entries will be accepted.

2. Only birds purchased through the CCYLSRR will be eligible to compete in the commercial broilershow. Cost per bird will be announced prior to the order deadline (prices vary by year).

3. Members of the same household do not need to establish individual ownership of birds.

4. Exhibitor must verify wing band numbers on broilers when received at the CCYLSRR Office. Broilerwing band numbers will be checked by show officials at the time of judging. Should bandnumbers not match those assigned to the exhibitor at the time of pick up, that exhibitor and theirbroilers will be disqualified from the show.

5. Exhibitors may only show three birds. However, they may bring one alternate bird in the case thatone of their chosen birds is sifted by the judge. Exhibitors are not permitted to bring any otherbirds if both the originals and the alternate are sifted.

6. Exhibitors will be required to assist in holding broilers as needed during judging. No adultassistance will be permitted during judging.

7. Exhibitors making auction with their broilers are required to meet with the Commercial BroilerCommittee in the Swine Barn (time TBA) on the day of the auction. Exhibitors who do not attendthis meeting will be dropped from the auction.

8. Exhibitors who sell broilers in the auction must deliver them dressed and frozen to the buyer within14 days of the auction.

9. After judging, at least one broiler must remain in pen on display until checkout.

2. The Open Poultry division is open to all types of poultry.

3. Birds should be classed according to the following guidelines:1. Standard breeds: egg layers, meat chickens2. Fancy breeds: standard, bantams3. Other breeds: turkeys, ducks, geese, pigeons

4. All exhibitors must have a current Pollorum-Typhoid report on their flock before the showcompleted at least two weeks prior to the show - contact TVMDL PT Program at 979-450-5418, oremail [email protected] to have your birds tested. Exhibitors must present a copy oftheir State Health Papers to the show officials on the day of the show BEFORE the animals areremoved from the exhibitors’ vehicle.

5. Birds must be at least 16 weeks of age at the time of the show to be exhibited.

6. Entries should not be penned before the official check in.

7. Open Poultry judging will begin promptly after Commercial Broiler Judging.

8. Each exhibitor is required to be present when their pen is being judged unless given otherinstructions by the Poultry chairwoman.

9. Exhibitors must provide proper food and water in poultry pens until check out time.

10. All poultry should be removed from the grounds no later than 10 a.m. on release day.

2. The high point horse must be declared at the time of entry.

3. Exhibitors are required to turn in a release of liability and eligibility form which has been signed byboth the Exhibitor’s parent and principal or designated representative.

4. No adults (other than the ring steward, judge and show staff) are permitted to enter the ring atany time.

5. Stallions are prohibited, regardless of age, with the exception of feed and lead.

6. Ponies are prohibited.

7. Exhibitors must present negative Coggins (EIA) paperwork at the time of entry. This paperworkmust not be more than 12 months old. Horses without negative Coggins paperwork or withpaperwork with an incorrect date will be disqualified from participating. No verbal confirmationswill be permitted.

8. Exhibitors must participate in at least one halter class and three other classes in order to beeligible for the high point award, with the exception of speed.

9. In the event of a tie, the horse with points in the most events will be declared the winner(excluding halter points). If there is still a tie, the horse with the most first place awards would bedeclared the winner. If the tie persists, the horse with the most second place awards would bedeclared the winner, and so on. There will be no duplicate award given.

10. Lead line points will not apply toward high point awards.

11. Ties will be broken by the number of 1st place and followed by 2nd and so on.

12. AQHA Rules will be followed where applicable.

13. No crossover from western pleasure to ranch classes.

1. Participants will be selected by the CCYLSRR Livestock Committee. No substitutions will bepermitted unless approved in advance by the Livestock Committee. Youth may not participateif they caught or were awarded a “hard luck” sponsorship in the previous year’s scramble.

2. Scramble animals must attend tag in – even breeding beef cattle. During tag in, cattlepurchased with scramble monies must be designated by being tagged with a different coloredtag. Scramble animals cannot be family-tagged. Breeding beef animals must have scrambletag in hand at the show check in. Scramble animal may not be shown at any other marketshow. (Exception: F-1s may be shown in breeding beef category in other shows.)

3. Exhibitors who were awarded either scramble or hard luck sponsorships may tag in two animalsin the division in which they choose to enter their scramble project but MUST turn in a scramblereport (with correct ear tag number) for BOTH animals.

4. Scramble will be divided into two age groups: Junior (9 to 13-years-old) and Senior (14-years-oldand above). Age will be determined as of show date.

5. Participants who are awarded sponsorships will be given $500 in scholarship. The money will bedisbursed in two payments. The first payment will be in the amount of $400 the fall after the showand $100 at the completion of the following year’s show pending the participant hassatisfactorily completed their responsibilities.

6. Those participants who receive sponsorships are required to turn in monthly reports documentingthe growth of the animal and the expenses used to raise this animal as well as a final RecordBook. See page for detailed instructions on how to complete these monthly reports.

7. All breeding animals purchased with Scramble Sponsorship must have been born between Jan.1, 2020 and October 21, 2020 and all F-1 Heifers must have been born on or after December 1,2019 to be eligible. All steers and F-1 Heifers must meet guidelines laid out in those division rules.

8. Qualifications and requirements for contestants:1. Open to all Chambers County youth – barring seniors in high school – who agree to feed

and care for the animal from time of purchase to time of show, under the direction of aVocational Agriculture Teacher, County Extension Agent or 4-H Adult Leader

2. Youth agrees to halter break and train the animal and show it at the following year’sCCYLSRR

3. Participant must have consent and cooperation of their parent(s)/legal guardian(s) andmust provide signed and notarized copy of the Minor’s Release and Agreement

4. Participant must be reliable and trustworthy5. Participant will not be allowed to sell, trade or dispose of animal without the approval of

the Livestock Committee until after being shown at the following year’s CCYLSRR6. If the participant does not show at the following year’s CCYLSRR all monies awarded must

be returned to the CCYLSRR Livestock Committee7. Scramble cattle must be shown in their designated division (by breed/classification – i.e.

English Females or Commercial Steers) and also in the scramble calf division8. Applicant may only participate in one scramble event9. Scramble animals must be kept in the barn with the exhibitor name and sponsor

9. Scramble Rules1. Participants will be placed in the arena by committee members and the animals will be

released from the south end of the arena2. Participants will be provided with a rope halter. The rope halter cannot be used as a

Lariat and must be placed on the calf’s head correctly. All halters must be returned atthe end of the scramble.

3. Each participant will attempt to catch and halter one of the calves released. Once aparticipant catches a calf, they must halter it and lead it back across the designatedfinish line.

4. If a participant is touching a calf, no other participant may touch it unless it breaks free.5. If a participant catches an animal by the tail, the participant will be given a reasonable

amount of time to work their way to the head before the committee instructs them torelease the animal and begin again

6. If two or more participants catch the same animal at the same time, the animal will beturned loose

7. Undue roughness will not be tolerated and poor sportsmanship will result in automaticdisqualification

Note: these guidelines should also be followed for those Exhibitors who choose to compete for theoptional Recordkeeping Award.

Large and Small Animal Scramble participants who either catch animals or who are awarded “hardluck” sponsorships are required to turn in monthly reports documenting the growth of their animaland the expenses used to raise this animal. These scramblers are also required to turn in a finalRecord Book, made from their compiled monthly reports as well as supplemental materials.

Each month scramblers should use the provided monthly report form (available through theCCYLSRR Office or online at co.chambers.tx.us) to document expenses and animal weight gain.Three copies of each report should be made:- 1st Copy: CCYLSRR Office- 2nd Copy: Participant’s Sponsor- 3rd Copy: Kept for participant’s records and use in the final record book

Reports, as well as any supplemental information the scrambler would like to include (i.e.) photos,should be placed in unsealed, addressed and stamped envelopes and be delivered either by handto the CCYLSRR Office during regular business hours or placed in a larger envelope and mailed tothe CCYLSRR Office at PO Box 40, Anahuac, TX 77514.

Below is the report deadline schedule:

Late or missing reports will result in a deduction from the scrambler’s final payout. A $20 penalty willbe assessed for each late or missing Large Animal Scramble Report. A $5 penalty will be assessed foreach late or missing Small Animal Scramble report.

Should the final Record Book not be turned in the scrambler will not receive any portion of their finalpayment.

Greased Pig Scramble Rules and Regulations

1. Qualifications and requirements for contestants:1. Open to all Chambers County Youth aged 5 to 8-years-old who agree to feed and care

for an animal from the time of receiving until the following year’s CCYLSRR under thedirection of a Vocational Agriculture Teacher, County Extension Agent or 4-H AdultLeader. Age will be determined as of show date

2. Participants may not have participated and caught or received a “hard luck”sponsorship in the previous year’s scramble at CCYLSRR

3. Participants agree to show a breeding rabbit, commercial rabbits, open poultry or broilersat the following year’s CCYLSRR

4. Participant must have consent and cooperation of their parent(s)/legal guardian(s)5. Participant must provide signed and notarized copy of the Minor’s Release and

Agreement6. Participant must be reliable and trustworthy7. Participant will not be allowed to sell, trade or dispose of animal without the approval of

the Livestock Committee until after being shown at the following year’s CCYLSRR8. If the participant does not show the animal at the following year’s CCYLSRR, all monies

2. Contest rules1. Participants will be selected from entries by the CCYLSRR Livestock Committee using a

lottery drawing. A total of 10 participants and three alternates for each age group will beselected

2. Contest entry forms must be turned in to the CCYLSRR Office by the deadline listed on theImportant Dates page of this Rulebook. No late entries will be accepted.

3. Participants will be placed in the arena by committee members and animals will bereleased from the south end of the pig barn

4. Each participant will attempt to catch an animal and then bring it across the finish line5. Undue roughness will not be tolerated and poor sportsmanship will result in immediate

disqualification6. A parent/guardian must be present at the time of the contest7. There will be 5 pigs per class. No hard luck sponsorships will be awarded8. Contestants must be at the pig arena 30 minutes prior to the scramble

3. Should a participant catch a pig and successfully bring it across the finish line will be awarded$100 in scholarship. The money will be disbursed in two payments. The first payment will be in theamount of $75 at a CCYLSRR Livestock Committee the fall after the show and $25 at thecompletion of the following year’s CCYLSRR pending the participant has satisfactorilycompleted their responsibilities.


Ag Mechanics Rules and Regulations

The purpose of this competition is to provide the youth of Chambers County the opportunity todisplay and be judged on projects created in Agricultural Mechanics courses in school.

1. Projects may have been individually or group constructed.

2. Project must have been constructed within one calendar year of the exhibition date.

3. Projects must have been constructed and supervised in Agricultural Science classrooms/shops.

4. All projects must be painted or properly treated and must be clean and in a presentablecondition even though they may have been used.

5. A working plan or drawing and a bill of materials must be presented with each project. Theseplans must be submitted to the judge during the Ag. Mechanics Show.

6. Entries will be judged according to the following system:1. Workshop – 30 Points2. Design and Materials Used – 20 Points3. Practicality – 20 Points4. Degree of Difficulty – 20 Points5. Finish – 10 Points

7. Blue ribbons will be awarded to projects which receive 90 to 100 points, red ribbons will beawarded to projects which receive 80 to 90 points and white ribbons will be awarded to projectswhich receive 70 to 80 points.

8. Projects will be grouped into three categories – Individual Supervised Projects in AgriculturalScience Shops, Group Supervised Projects in Agricultural Science Shops – and a Junior Division,then separated into the following divisions:

9. Class I: Any project which has been refurbished, added on to or otherwise not built from scratch.Pictures of the project before work started must accompany entry forms.

10. A first project will be selected from the blue ribbon projects in each class division; these projectswill be awarded Rosettes and will then compete for Overall Grand and Reserve Champion ofthe show in each division

11. Once a project is in place it should not be moved until the official checkout time. Exhibitors whoremove their projects early will immediately be disqualified and will have their awards stripped.


Ag Mechanics Rules and Regulations

12. Projects will be available for sale through private treaty. Exhibitors will be on hand between 5and 6 p.m. on the day of judging to discuss possible purchases with interested parties. A 3percent commission will be charged on all sales.

13. Every precaution will be taken to protect the projects however CCYLSRR, the CCYLSRR LivestockCommittee and the Ag Mechanics Committee members cannot be held responsible for anylosses or damages incurred.


Welding Contest Rules and Regulations

1. Safety rules must be observed.

2. Contestants must provide their own proper PPE. Failure to wear safety glasses or goggles duringthe event will result in disqualification.

3. Contestants must bring their own welding hood, chipping hammer, wire brush, gloves and safetyglasses.

4. Contestants will be assigned a skill and competition number.

5. Contestants will be divided into two divisions: male and female.

6. Contestants will be allowed five minutes to get familiar with the welding machines. Advisors maybe present during this time.

7. The welding competition coupon will take no more than 15 minutes.

8. Contestants must clean shop and welding stations once completed.

9. Observers will not be allowed in the competition area.

10. This competition will be tobacco free – contestants will be disqualified for the use of tobaccoproducts.

11. All welding will be judged on general weld appearance based on the following point system1. Undercuts – 20 Points2. Bead Appearance – 20 Points3. Size – 20 Points4. Ripples – 20 Points5. Porosity – 20 Points

Pet Show Rules and Regulations

1. The Pet Show Division is open to all Chambers County youth who are 10-years-old or younger asof the show date.

2. Entries are due on the day of the show in the CCYLSRR Office.

3. All pets being exhibited must be either leashed or caged. No unrestrained animals will beallowed in the show ring.

4. All pets must have all state and locally required vaccinations in order to participate.

5. Special awards will be presented in categories selected by the judge. Examples include dogwith the longest ears, dog with the shortest tail or animal with most unusual coloring.

6. Classes for the Pet Show will be as follows1. Cats2. Small Dogs3. Medium Dogs4. Large Dogs5. Furry Friends (rabbits, hamsters, etc.)6. Feathered Friends (chickens, ducks, etc.)7. Hooves (goats, horses, etc.)8. Miscellaneous


CCYLSRR Scholarship Rules and RegulationsMary Wilson, Scholarship Committee Chairwoman

The Chambers County Youth Livestock Show and Ranch Rodeo will award scholarships to six outstanding high school seniors in Chambers Count. Two scholarships will be awarded per district. To be eligible to apply for one of these scholarship awards, a candidate must meet the following criteria:

1. RESIDENCY: The candidate must be a Chambers County Resident and must be enrolled in anyaccredited public or homeschool (legal home residency will establish the home school schooldistrict) during the current school year at the time of the filing of his/her scholarship applicationwith the Chambers County Youth Livestock Show and Ranch Rodeo Scholarship, which includethe following high school districts: Anahuac, Barbers Hill and East Chambers.

2. APPLICATION REQUIREMENTS: The candidate must submit• A properly completed official CCYLSRR Scholarship Application in his/her own

handwriting.• An official high school transcript.• The candidate’s ranking in the graduating class and his/her grade point average (may

be apart of official transcript) as of the completion of the first semester of his/her senioryear signed by the high school principal, counselor or registrar.

3. CCYLSRR SHOW PARTICIPATION REQUIREMENT: Applicants must have participated in theCCYLSRR at least one year.

4. GRADUATION:• Must be currently enrolled in the 12th grade planning to graduate in May or June of the

current year.• Must be planning to continue education by attending either a university, college, junior

college or accredited trade school.

5. INTREPRETATION:• Scholarship winners must attend the auction meeting at 3:30 p.m. the day of the auction.• Scholarship winners will be recognized at the beginning of the auction and are required

to assist in the CCYLSRR Auction.• Scholarship winners are to wear a solid white button up or polo style shirt with nice jeans

(no holes or rips) unless otherwise notified by the Scholarship Chairman prior to April 15th.

6. DEADLINE: Applications may be downloaded from the Chambers County Website and must besubmitted to the Chambers County Youth Livestock Show and Ranch Rodeo Chairman throughthe CCYLSRR Office by the deadline listed on the important dates page of the CCYLSRR RuleBook.

7. SELECTION OF RECIPIENTS: Selection of the scholarship recipients will be based on participation,leadership and honors received in 4-H, FFA and/or other agricultural related activities; past andpresent participation in CCYLSRR; academic achievement; citizenship, character and personalattitude; financial need and participation, leadership and honors received in community andschool activities. Scholarship recipients will be chosen by a scholarship review committee. Youwill be notified by email if you are a scholarship recipient. Please submit a valid email addresswith application. All winners are expected to be present for the auction meeting and to assistduring the auction from beginning to end.

8. DISTRIBUTION OF FUNDS: Scholarship funds may be obtained after proof of registration issubmitted to the CCYLSRR Office 30 days after the auction. This proof or registration may beemailed to [email protected], faxed to 409-267-4442 or hand delivered to the CCYLSRROffice. All checks will be mailed out.


CCYLSRR Queen’s Contest Rules and Regulations

1. This contest is open to females who reside in and attend public or home school in ChambersCounty. Contestants must be between 5 and 18-years-old. Contestants cannot be or have everbeen married.

2. Each contestant winner must sit out the following year before eligible to compete again.

3. Contestants may not currently hold titles from other queen’s pageants or contests. Likewise,CCYLSRR Queens are ineligible to participate in other queen’s pageants during their reign.

4. Entries must be submitted to the CCYLSRR Office no later than the date listed on the ImportantDates page of this Rule Book. Applications must be correctly filled out and completed. No lateentries will be accepted.

5. Contest age divisions are Queen (16 to 18-years-old), Junior Queen (13 to 15-years-old), Princess(9 to 12-years-old) and Sweetheart (5 to 8-years-old).

6. No horsemanship skills are required to participate however, each contestant must participate inthe current year’s CCYLSRR by having at least one entry in one division of the event (LivestockShow, Horse Show or Exhibit Hall).

7. 15 contestants and 5 alternates will be chosen per age division. If one of the 15 contestants isunable to attend, they must immediately alert one of the committee chairs no later than theweek before the pageant. If the chairs are not alerted, that child will be ineligible to participatein the following year’s pageant.

8. All Junior Queen contestants must be at the facility by 10 a.m. and Senior Queen 11 a.m. on thedate of the pageant. All Sweetheart contestants must be at the facility by 8:30 a.m. and Princess9:30 a.m. on the date of the pageant.

9. Contestants must wear western-themed clothing during the competition. Boots and a westernhat are optional. Winners should wear western-themed clothing when representing the CCYLSRRas well. No dressing rooms will be available, contestants must come dressed and prepared tocompete entering through the back of the Middle School Auditorium.

10. Contestants will be judged on poise, personality, stage presence and basic knowledge of theChambers County Youth Livestock Show.

11. Each division winner will be awarded a sash, belt buckle and crown and is required to take anofficial picture at the conclusion of the contest to be used publicly. Winners will also be requiredto wear these awards during all appearances made on behalf of CCYLSR.

12. Division winners are required to make appearances at various events and fulfill assorted dutiesthroughout their reign including, but not limited to: attending all exhibitor contests at that year’sCCYLSRR; presenting all banners, trophies and ribbons to winners; taking pictures with exhibitorsin the show ring as well as with buyers at the auction; attend publicity events as the showrequests and attending other local shows.


CCYLSRR Queen’s Contest Rules and Regulations

14. If the winner of any division is unable to complete their duties the 1st runner up will be asked toaccept the position and any duties from that point forward. Winners who vacate their positionbefore completion of their duties may be barred from competing in further CCYLSRR QueensContests based on the Committee’s discretion.

15. It is mandatory for the senior queen to judge the pet show. Junior Queen, Sweetheart andPrincess are also required to be present and help as needed.

16. The CCYLSRR, CCYLSRR Livestock Committee or CCYLSRR Queens Pageant Committee assumeno responsibility for potential accidents or injuries incurred while winners fulfill official duties.
