Hacking the 2020 Vision9am - 1pm on Friday, 12 August 2016

Join us for a collaborative planning session to identify high value activities to assist the digital transformation of local government in Victoria.

In March this year, MAV Technology helped to establish the Local Government Digital Transformation Task Force, whose aim is to develop a digital roadmap and clear deliverables for the local government sector.

The task force consists of nine Council CEOs, senior Victorian and Federal Government representatives, subject matter experts and interested parties from civil society.

The task force members believe that there is a significant near-term opportunity for Local Government to be digitally transformed and that there are clear benefits in the sector working with all levels of Government and interest parties to achieve this.

Council CEOs also expressed the great urgency to develop a sector-wide digital transformation roadmap and deliverables this year in order to:• address the ‘financial sustainability’ challenges arising from

rate capping;• enable individual councils to make the right long-term vendor

procurement decisions; and • have coherent and consistent digital plans for new councillors

to adopt when they take office in November 2016.

The Hacking the 2020 Vision workshop will build upon the work of the task force to consider private and public sector partnership opportunities, barrier and protocols; short and mid-term priority actions for the sector; and the role of IT infrastructure in the successful digital transformation of local government in Victoria.

Outcomes from the workshop will help to inform the decisions of the task force.

Catherine BracyUSA

Catherine Bracy is a civic technologist and community organizer whose work focuses on the intersection of technology and political and economic inequality. She is the co-founder and Managing Director of the TechEquity Collaborative, an organization in Oakland, CA that seeks to build an inclusive tech ecosystem in California’s Bay Area.

She was previously Code for America’s Senior Director of Partnerships and

Ecosystem where she grew Code for America’s Brigade program into a network of over 50,000 civic tech volunteers in 80+ cities across the US. She also founded Code for All, the global network of Code-for organizations with partners on six continents. Catherine built Code for America’s civic engagement focus area, creating a framework and best practices for local governments to increase public participation which has been adopted in cities across the US.

During the 2012 election cycle she was Director of Obama for America's Technology Field Office in San Francisco, the first of its kind in American political history. She was responsible for

organizing technologists to volunteer their skills for the campaign’s technology and digital efforts. Prior to joining the Obama campaign, she ran the Knight Foundation’s 2011 News Challenge and before that was the administrative director at Harvard’s Berkman Center for Internet & Society. She is on the board of directors at the Citizen Engagement Lab and the Public Laboratory.

Simon WallerAuthor and international speaker

Simon Waller is an international speaker and is one of Australia’s leading thinkers on digital technology. He is the author of two books, Analogosaurus: Avoiding Extinction in a World of Digital Business and The Digital Champion: Connecting the Dots Between People, Work and Technology. Through his work, he has influenced individuals and organisations across Australia to engage with emerging digital technologies in new, more efficient ways.

Simon’s unique perspective is built on his experience in corporate roles in business

improvement, scenario planning and strategy development. Over the last few years, he has also worked closely with the executive teams at a number of Victorian councils including Moreland City Council, City of Casey, Brimbank City Council and Yarra Ranges Shire.

Simon’s strength is understanding business and focusing on the practical application of technology. He inspires people to think about the way their business works and how they can use technology to improve personal and business effectiveness.

Paul ShetlerChief Executive Officer, Digital Transformation Office

Paul Shetler is a technologist and entrepreneur with over two decades’ experience working on large scale IT and organisational change projects – spanning the public and private sectors.

He has co-founded two start-ups, worked in two others and also been in leadership

roles at large suppliers like Oracle, Microsoft, and the global payments network, SWIFT.

More recently he has been transforming the way government delivers public services – and loving every minute of it.

While working at the UK’s Government Digital Service, he helped develop a suite of practical lessons from its work to transform 25 exemplar services.

Before that, he was Chief Digital Officer at the UK Ministry of Justice (where he helped deliver four of those 25 exemplar services).

He was appointed the Chief Executive Officer of the Digital Transformation Office in July 2015.

Professor Ian Lowe AOEnvironmental Scientist

Ian Lowe is emeritus professor of science,

technology and society at Griffith University and President of the Australian Conservation Foundation.

He directed Australia Commission for

the Future in 1988 and chaired the advisory council that produced the first independent national report on the state of the environment in 1996.

Ian has filled a wide range of advisory roles, including chairing the economic, social and environmental committee of the national energy research council for six years and being a member of the Radiation Health and Safety Advisory Council since 2002.

A Fellow of the Academy of Technological Sciences and Engineering, he was made an Officer of the Order of Australia in 2001 for services to science and technology.

He is a former president of ASC, wrote

a regular column for New Scientist for thirteen years, writes regular columns for Australasian Science and other

publications, and won the 2002 Eureka Prize for communication of science.

Michelle FitzgeraldChief Digital Officer and Manager Smart City Office, City of Melbourne

In November 2015, Michelle joined the City of Melbourne as Chief Digital Officer (the first position of its kind for Victorian Local Government) managing the newly-formed Smart City Office. In this position she will assist the City of Melbourne to attract technology and bioscience start-ups; drive the take up of digital, agile development and open data across customer services; lead the shift in infrastructure management towards smart city modelling; and collaborate with Melbourne’s research and higher education sectors to build the city’s education capabilities and reputation as a knowledge hub.

Michelle was previously a Customer and Digital Partner, Pricewaterhouse Coopers (PwC) Consulting Australia. Michelle has extensive experience in developing strategies across financial services, telecommunications, resources, healthcare and technology sectors across Australia and internationally.

She is also a Non-Executive director for Standards Australia.

Michelle holds a Bachelor of Commerce

(Honours) from the University of Melbourne - 1993-97, is a graduate of the Australian Institute of Company Directors, Company Directors Course - 2007 and holds a Diploma of Modern Languages (Bahasa Indonesia), from the University of Melbourne - 1994-97.

TripodSince their earliest shows Tripod have made a habit of juggling comedy, music and narrative in endless exhilarating combinations.

They started out in the Melbourne pub

scene, before becoming regulars of the Melbourne International Comedy Festival and of national radio on Triple J.

TV followed, including four seasons as writer/performers on Skithouse – the album of which, Middleborough Road, won them an ARIA – as well as a year as regulars on Sideshow on the ABC.

They have created numerous musicals including the magical Tripod Versus the Dragon and Perfect Tripod: Australian Songs with Eddie Perfect. Perfect Tripod also appeared on Network Ten’s Oxfam Gala, released a single with Gotye for Save Live Australian Music and sung with Missy Higgins on ABCTV’s Crackup.

Somewhere in there Tripod also recorded

Men of Substance, did a regular stint as songwriters for the Cartoon Network and composed an all-original symphonic love letter to gaming entitled This Gaming Life (in collaboration with BAFTA winning games composer Austin Wintory).

Along with Wintory’s score, Tripod’s 6 murder ballads for Ubisoft’s Assassin’s Creed Syndicate picked up multiple Original Soundtrack of the Year awards.

This year they released a songbook: 101 Tripod Hits, whcih was accompanied by a

national tour.

Tripod continue to bring an insane level of craft in both comedy and music and combine them in a rich and satisfying way – an ability that has cemented them as a

much loved cultural fixture in Australia.

Peter AuhlAssociate Director – Information ManagementChief Information OfficerAdelaide City Council Peter is a multiple award winning CIO who has a career spanning more than 20 years in State and Local Government and private industry.

This year, Peter was nominated and

finished in the top 5 CIO’s in AsiaPAC from hundreds of applicants through the Talent Unleashed Awards and received personal feedback for his disruptive innovation from Steve Wozniak and Sir Richard Branson.

Peter has passion for customer focused

solutions, information as an asset, smart business, connected architectures and

government “getting out of the way”. Peter has led the implementation of many large IT programs across government and is an evangeliser and thought-leader in new innovative approaches that deliver customer outcomes.

Peter has spent the most recent chapter

of his career focused on technology as a key enabler to Economic growth, “Sharing of Services” and creating Smart and Connected cities.

Leisa ReicheltHead of Service Design, Digital Transformation Office

Leisa leads the design, content and user research capabilities at the DTO and leads the development of Professional Communities for digital across the APS.

Prior to joining the DTO Leisa led was the Head of User Research at the UK’s Government Digital Service. She was responsible for ensuring that the teams delivering GOV.UK, GOV.UK Verify and the transformation program of 25 exemplar transactions had the capability and practice to develop a deep understanding of user needs and to design services that met those needs.

Leisa has a long history of consultancy and has worked with organisations including The Economist, Virgin Atlantic, BBC, Transport for London, University of Surrey, the Drupal community, Tourism

Australia and many more. She has been

active in the London start-up community including mentoring at SeedCamp and is a regular speaker at international design and UX conferences.

Leisa has a Masters of Interactive Multimedia (MIM) from the University of Technology Sydney..

Jithma BeneragamaDirector - Digital Engagement, Department of Premier and Cabinet

Jithma is responsible for transformation of the whole of Victorian Government digital experience. His key areas of responsibility are:

Digital Engagement - Driving digital transformation across Victorian Government services. Introducing a customer centric approach to how the

Victorian Government develops and offers services via digital platforms. Introducing concepts such as responsive, design thinking and delivering practical tools such as journey mapping, personas to assist departments and agencies to improve their digital experience.

Collaboration - Responsible for roll-out of whole of government digital collaboration tool and framework to change the way we work.

Social Media - Exploring how we can better harness social media platforms to better understand customer needs and deliver better services.

Open Data - Responsible for Victorian government open data service (Data.Vic.gov.au), which provides free access to Victorian Government data. Development of open API to make access and usage of data easier. Engagement with the community and industry through hack days and structured programs to drive innovation with big data.

Dr Catherine BallCEO & Founder, Remote Research Ranges

Dr Catherine Ball is an author, founder,

and ethics advocate working across global projects where robotics and new technology meet environmental protection.A sought after voice in industry, Dr Ball is now the CEO of an Australian startup working with the application of Remotely Piloted Aircraft Systems (RPAS) aka drone technology across remote communities, schools, and citizen scientists. She is leading the call for discussions around the ethics of spatial data, aka geo-ethics.Dr Ball’s big passion is working on projects that have a humanitarian aspect, ranging from the use of RPAS for emergency response, to recording cultural heritage, and agricultural assessments. She has travelled and worked globally on cutting edge projects that combine science, entrepreneurship,

empowerment, education, and training.Dr Ball holds a BSc Honours

David BartlettConference Chair

David Bartlett was the Premier of the Australian State of Tasmania from 2008

until 2011. During his parliamentary career he also held the positions of Minister for Innovation, Science & Technology, Minister for Education & Skills, Minister for Planning & Workplace Relations, Attorney General and Member for Denison.

Prior to entering Parliament, David had an extensive career in the information technology and telecommunications sector including roles as Chief Information Officer and industry development specialist. As Premier, he switched on the first non-Telstra owned optic fibre backbone in Tasmania and he championed his home state as the first National Broadband Network location.

David is now a Director of Explor Consulting. He brings a unique perspective to discussions about broadband and the future of government service delivery and is passionate about sharing the Tasmanian experience with other regional economies. Since leaving the Parliament, David has been working with regional economies and communities across Australia to prepare strategies for maximising economic and social renewal underpinned by

broadband.

Keith BallieChief Executive Officer, Surf Coast Shire Council

Keith grew up in Geelong and spent much of his youth on the Surf Coast. However after Year 12, his education and career took him away from the region, including interstate and overseas.

Keith spent the first 20 years of his career in the commercial sector, with roles

in project management, information technology and financial management. Prior to entering local government, Keith was Executive Manager Corporate Services and Chief Financial Officer for John Sands Australia in Melbourne.

Until at a community barbeque a local Councillor asked Keith to be a community representative on a project to bring natural gas to the Shire. He volunteered on the project for three years, which was successful in bringing gas to 8 towns. This sparked his interest in a career transition to local government.

To build up experience, Keith was Chair for the local Community Health Service and Council’s Audit Committee. He also led a number of projects for the local water authority.

Keith’s transition was finally completed when in 2007 he was appointed as the Chief Executive Officer for the Shire of Campaspe, in Echuca. He commenced as

Chief Executive Officer with Surf Coast Shire in January last year.

Keith holds a Bachelor of Economics and Master of Business Administration. He is a Fellow of CPA Australia, and Fellow of the Australian Institute of Company Directors.

Keith is married with 2 daughters.

Gerardine O'SullivanPrincipal Digital Strategist City of Boroondara

Gerardine is an experienced digital strategist who is passionate about making a difference through technology.

Her public sector digital transformation expertise was gained over 16 years leading a range of Victorian state government initiatives that have broken new ground and won national and international recognition for their service design innovations and have resulted in significant service improvements and engagement for citizens through the use of digital and mobile platforms.

As Head of Digital Strategy and Services at the Victorian Department of Health,

she led the team for seven years and increased consumer literacy, engagement levels and public access to quality health information and services for the Better Health Channel - which is now widely recognised as Australia's most visited consumer health and medical website

with more than 50 million visits a year.

In her current role, Gerardine has

designed and is leading a council wide digital services improvement strategy for the City of Boroondara, incorporating a range of new web and mobile based services to ensure the customer experiences faster, more seamless,

convenient and empowering services.

Gerardine's government experience is complimented by an earlier career in

television as an ABC Executive Producer, Commissioning Editor and Managing Director of her own digital production company working with remote central and northern Australian indigenous communities.

Andrew DownieManager Digital, Information & Technology, City of Greater Geelong

Andrew Downie is the Manager of Digital, Information & Technology at the City of Greater Geelong. Andrew has been in local government technology management for 15 years and has seen the transformation and disruption of the traditional IT service over that time and the rise of Digital Government.

His current role is a mix of Chief

Information Officer and Chief Digital Officer and engages both the internal staff but also the wider community and business interests, through the delivery of the Digital Geelong Strategy.

Outside of his work role he is an active community member, and currently is a

Commissioner on the AFL Barwon board and President of St Josephs Cricket Club.

Russell has been the Manager Business Systems at Southern Grampians Shire

Council since April 2015. Prior to his

current role he has 13+ years’ experience working as IT Project Manager and Business Analyst across a number of

A tree change in 2015 saw Russell leave the city lights of Melbourne for Hamilton and commence his first role in Local Government. Since joining Local Government Russell has been a member of the MAV Technology Committee, helping shape the direction of Technology for all Victorian councils.

Christine WrightManager Information Services Latrobe City Council

Christine has been with Latrobe City Council as the Manager of Information Services since December 2014 which was a return to Local Government having been 20 years out of the industry working in the private sector.

Christine’s professional career commenced as a Trainee with the City

of Wangaratta on a 1 year placement and then moved onto to join the City of Camberwell just as the amalgamation commenced which was a really

interesting time for the industry. During her time with Boroondara Christine worked in Records, Rates, Accounts and Finance. Wanting to pursue a career in IT and the limited scope of IT back in the early nineties in Local Government, Christine entered the private sector.

The best part of the last 20 year hiatus

from LG was spent with Simplot Australia

where she held a number of IT roles from

Help Desk up to senior management roles generally overseeing IT support and operations teams. Looking to return to the LG industry and take a tree change, she was excited to join Latrobe City Council at a time of great technology and business transformation.

Before leaving Simplot Australia, Christine was fortunate to be introduced to the

world of Agile and all the exciting tools and methods it brings to IT. She will share some of these insights and tools with you that hopefully will provide you with some new thinking and something useful to take away.

Jordan is a lawyer and an ambassador for

Open Knowledge Australia, a community based, volunteer driven initiative that brings together people from a range of backgrounds who believe the world is a better place when we share our data, information and knowledge in the open.

Jordan was the Melbourne site lead

for GovHack 2015, a national open data hackathon, aimed at building a better democracy through innovation, participation, and the development of a strong community of civic hackers.

Jordan works in the General Counsel group at the Australian Taxation Office, where he advises on Freedom of Information, Privacy, and other general law matters. Prior to this, Jordan was an adviser in the Office of the Australian Information Commissioner, where he focused on privacy and technology, working on several own motion investigations by the Privacy Commissioner into high profile data breaches, as well as drafting submissions on policy issues and legislative proposals such as mandatory data retention.

Jordan is completing a Masters degree in Law at the University of Melbourne. His thesis explores the principle of open

justice and the extent to which the Australian legal system meets modern expectations in terms of openness.

Desi LorandChief Executive Officer, eCloud Business Services

Desi is the founder, CEO and lead software designer for eCloud Business Services. eCloud specialises in providing smart electronic workflows, data management and digitisation services for Councils and central government. Desi started eCloud’s parent company in New Zealand 9 years ago as a cloud based service when using the cloud to deliver electronic services was both innovative and largely unknown.

Desi has a passion for automating diverse business processes in an organisation, and has a huge depth of knowledge around the design of high quality digitisation projects that deliver automated metadata compilation with a consistent 99%+ accuracy.

Desi regularly undertakes “As Is / To Be” reviews to identify significant time and cost savings in paper and emailed inbound mail processing. Nillumbik Shire Council was the first Victorian Council to request this review and since then other Councils have engaged Desi to provide the same review of their current mail handling and distribution processes.

Desi has also designed and delivered automated supplier invoice accounts payable processing and workflow services for the last 9 years, combined with other modules such as statement

reconciliation, contract formation and management and duplicate data records in the same and across multiple databases.

Erik Vloothuis is a Product Development Manager at nbn innovations. Erik started in telecommunications in late 2000, undertaking roles from installations through to the design and implementation of specialised broadband services across Australia. Justine has worked with Pitney Bowes as a Senior Account Manager for the past two years. She is a spirited Melburnian

who is world travelled. Having visited and spent time with almost every council in Victoria she has a unique understanding of challenges facing Local Government.Her role manages both State and Local Government organizations where her clear passion is data; assisting organisations with problem solving, creating efficiencies and achieving outstanding customer service.

Justine also has a keen interest in encouraging young women to enter into the field of technology and currently heads up the ‘Women’s Initiative’ for Australia with Pitney Bowes.

• Call for nominations for new members of the MAV

Technology Executive Committee in July 2015.

• The MAV Technology Innovation Fellowship is a $10,000

grant to advance an ICT project that demonstrates innovation within a council or community.

GOVERNANCEThe MAV Technology Executive Committee is the governing body of MAV Technology. Committee members are elected annually in July/August, following a call for nominations. Concurrent terms are permitted as long as the Committee reasonably reflects a range of rural, regional and metropolitan councils.

MAV Technology Executive Committee members make decisions about the direction and activities of MAV Technology, including project funding and events.

The revenue from our member subscriptions is used to support and/or fund IT projects, events and communications that help deliver business outcomes for councils and their communities.

DELIVERING THE STRATEGYThe key drivers for the MAV Technology strategy for 2015-18 are:

1. The need to improve customer experience in an environment of increasing expectation;

2. The need to improve efficiency of council operations; and

3. The need to improve ICT service provision capability across the sector.

The successful implementation of the new strategy will mean that:

1. It is easier for community members to access council services online anywhere, any time;

2. Council productivity improvements are realised through smart use of technology;

3. Interoperability between councils and other levels of government is improved through greater collaboration and standardisation of systems and processes; and

4. ICT staff have appropriate skills and resources to deliver efficient and effective ICT services to their council and community.

The MAV Technology strategic objectives 2015-18 are:

Casey BennettoCasey Bennetto is a songwriter, singer and performer best known for writing and performing in KEATING! the musical for which he won several Melbourne International Comedy Festival Awards, Green Room Awards and Helpmann Awards. Other compositions include 2002’s Northcote Country Soul, 2008’s A Largely Fanciful History Of The Spiegeltent, and the cheery Christmas killer-robot pantomime The Terminativity.

Casey has made regular appearances on ABC774: as a guest and co-host with Jon Faine on the Conversation Hour and co-hosts Superfluity on 3RRR with Scott Edgar and Christos Tsiolkas. He has also made a number of appearances on ABC TV’s popular Spicks And Specks, In Gordon Street Tonight and Adam Hills Tonight and has played originals in studio as part of the ABC’s Sunday Arts show.
