WELCOMEDear Exhibitors,

Welcome to the 2020 Temecula Valley National Summer Series! If you’ve joined us before, we are proud to have you back. If this is your first time with us, we are so happy to have you! We are thrilled to be back at the beautiful Galway Downs for an exciting two weeks of fun and competition. Each year we strive to improve further, working hard to reach our goal: to produce world-class events that will help solidify California as a top competitive equestrian destination. With your help, we think we are inching closer every year!

Home to the Temecula Valley National Horse Shows, Galway Downs is a premier multi-purpose equestrian facility spanning over 240 acres, and we have loved hosting you all here each year. More than just a perfect backdrop for photos, the facility provides so much for us and we are happy to report that we have made a few more enhancements for this year, including replacing the footing in the Hunter warm-up ring in order to provide the best possible quality footing for your horses. A big thank you to Harris Sport Horses for making this possible.

A lot has changed in recent months, and we ask you to please bear with us as we navigate this new normal. We’ve worked tirelessly to pull this show together in just two weeks, and we hope you enjoy the final result. Though we know many of you have concerns regarding Covid-19, we want to assure you that we are taking precautions to keep all of you safe, including hand-sanitizer stations, frequent cleaning of bathrooms and other common spaces, scheduled ring times, and appropriately distanced seating. Additionally, all employees will be wearing masks and will be monitored for symptoms. Of course, one of the great things about our sport is that it is uniquely well-suited tosocial distancing.

While not USEF rated, these two weeks of competition will still offer top quality competition and exciting classes for everyone to participate in. We are excited to be offering classes ranging from Walk Trot to the Grand Prix level.

In an effort to provide more than just a horse show, part of our mission is to offer unrivaled luxury entertainment for both equestrians and spectators in order to turn the circuit into something that is about more than just horses, but also includes making memories and connecting with the community. We are excited to host an outdoor exhibitor party on our grass field complete with food, entertainment, and social distancing. In addition, we will have several food trucks on the premises to offer you the gourmet dining options our show has always provided.

We are looking forward to welcoming you all to Temecula for another year of equestrian competition, fun, and activities. Thank you for supporting the 2020 Temecula Valley National Horse Show, and good luck to all competitors!

Covid-19 ProtocolGENERAL• 6’ Social Distancing will be required throughout the event. Additional staff and stewards will be around to help keep everyone spread out

safely.• All staff members will wear masks and gloves at all times.• NEE encourages everyone to wear a mask unless on horseback. • Any person with known or suspected symptoms of COVID-19 or who has been exposed to a person with symptoms of COVID-19 (cough,

shortness of breath, or fever) should follow self-quarantine protocol or be barred from or removed from the grounds.• All NEE Staff (Show Office, Food Service, Jump Crew, Maintenance) will have their temperature checked before beginning work, and/or at

a mid-point in their shift each day. Any staff member with a temperature of 99.5 or higher will be sent home.• All Individuals should monitor their temperature daily, and should not enter the premises if presenting with a temperature of 99.5 of higher.• Signage stating current guidelines will be posted around the venue in multiple languages to ensure everyone is aware of the current

regulations and protocols at the event.• There will be no VIP Hospitality

STABLING AREAS• We will try to place no less than one stall in between each barn group.• Please do not walk or ride down any barn aisles other than your own. • Disposable gloves will be required when using water spickets and wash bays. Gloves must be disposed of properly after each use.• While we will be sanitizing the stabling area, we recommend that everyone does their part in sanitizing their own stabling area.

BATHROOMS• NEE will be providing staff to thoroughly clean bathrooms and common touch points throughout the day.

CHECK IN• When you arrive, you will find a folder at your stalls with competition numbers, protocols, etc.• If there is a problem and you need to go to the show office for any reason, you will be required to call ahead. In the event that the issue

cannot be resolved over the phone, our staff will be on hand at the horse show office to assist.

SHOW PROCEDURES• During course walks, social distancing between barn groups is mandatory. Individuals will also be asked to wear masks. • Each arena has it’s own designated warm up arena. Horses that are flatting are not allowed in the warm up arenas. We will have additional

areas for flatting. • We will provide Hand Sanitizing stations strategically placed throughout the facility.• Mask and gloves are mandatory when unmounted in the warm up arenas. Maximum two people are allowed at each jump. • Each jump in the warm up arenas will be sprayed with disinfectant between each class.

AWARDS• To minimize touch points and lessen the risks to our exhibitors, we will not be awarding ribbons.• In lieu of ribbons, NEE will be donating the value of each ribbon on the behalf of each exhibitor to CPHA to help the COVID-19 relief fund.• You can still expect our prizes and you can collect them at our prize tent at the Grand Prix Arena.

FOOD SERVICE • County licensed food trucks will be available for the duration of the show day. • Ordering and pick up lines will require 6’ spacing between everyone in line.• All surfaces will be sanitized regularly.

areas. Riders must wear their horse’s Derby competition number while mounted.Course Requirements: Fence height 3’0” with four option fences set at 3’5” per round. Obstacles will simulate those reminiscent of the

hunt field and course will offer a variety of Classic jumps with different appearances. One option fence in each round will be the designated super option and worth 5 points.

Round 1: ......................Classic Hunter Style Course: a minimum of ten obstacles will be offered in the Classic Hunter Round, including at least one in and out, at least one bending line, at least one line with an unrelated distance, and at least one long approach.

Round 2: ......................Handy Hunter Course: a minimum of eight obstacles will be offered in the Handy Hunter Round. The course will simulate riding over hunt country and will have a minimum of two handy options. Only the top 12 horses from the first round, after all ties are broken, are eligible to return for the second round.

Judging: .......................Two judges to sit separately.Round 1: ......................The first round shall be judged on performance, hunter pace, jumping style, quality and substance, and

movement. After the judges base score is given, one point will be added for each high option fence jumped (Maximum of three points) and 5 points will be added if you choose to, and successfully, jump the super option jump.

Round 2: ......................The second round shall be judged on performance, hunter pace, jumping style, quality and substance, movement, handiness and brilliance of pace. After the judges’ base score is given, one point will be added for each high option fence jumped (Maximum of three points) and another 5 points will be added if you choose to, and successfully, jump the super option jump. Bonus points for handiness to be awarded from 0-5 from each judge.

Overall Score: ..............The final score from each round (3’0” with 3’5” options) will be added together to obtain the overall total for each horse.

ENTRY AGREEMENT By entering this Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of this prize list and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Nilforushan Equisport Events and of the competition. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, news media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition or sport. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The Horse Show Committee reserves the right to itself to interpret all questions and conditions in regard to or arising out

of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management; its decision to be final.

The Horse Show Management reserves to itself the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in jumper classes as competition warrants. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, officers, sponsoring entities of the horse show and the facilities at which the horse show is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause.

TRAINER’S BARN ACCOUNT:Trainers must create a “Barn Account” Entry Blank if ordering tack stalls and/or feed and bedding.

• Enter the Trainer’s info on the Entry Blank in both the Owner and Trainer boxes.

• Enter “Barn Account” on the Entry Blank in the “Horse Name” box.• Complete a “Barn Account” Entry Blank for each week you will be

showing.• Individual owners/riders should add miscellaneous items like extra

stalls to their horse’s entry blank.

ENTRY CLARIFICATION:• Classes may only be entered or declared by using a Class

Number. A Class Number written on the Entry Form, Add/Scratch Form, or Barn Add/Scratch Form constitutes a Class Entry or Class Declaration.

• Equitation riders must ride the horse and wear the number of the horse they have entered to ride.

• Any exhibitor who does not compete in a class in which he/she is officially entered, and does not scratch according to the Scratch Procedures outlined below, will face a $25 fee.

• Exhibitors are responsible for a knowledge of the Rules and Regulations governing the horse show and for their own errors and omissions. In the case of a violation of a cross entry restriction, the exhibitor will forfeit the entry fee, class placing and prize money award.

Fee also includes WiFi. This will allow riders to watch their rounds from classes in every ring and share photos to relive horse show memories with friends and family. A portion of this also goes to Covid-19 related safety protocols.

SERVICES:• Feed Store: Hay, grain and bedding must be purchased on the

grounds. For deliveries prior to or upon arrival, use the Feed Order form in the prize list or online at Jump-NEE.com. Place orders by noon for same-day delivery. Questions with regard to feed and bedding charges will not be considered after noon on Friday. Discrepancies in deliveries will not be considered unless brought to the attention of the Feed Office within 24 hours of placing the order.

• Trainer’s Splits: This service allows trainers to split the show charges for miscellaneous items to their clients. Splits will be accepted until noon Friday. Only items billed by the horse show

such as feed, bedding, tack stalls, etc., will be split. Only dollar amounts will be split and totals will be rounded up. Splits will revert back to the trainer for payment if uncollected.

• Exhibitor Check Cashing is not available Please make arrangements with local banks.

CREDIT CARDS:• A declined credit card will be resubmitted within several days.• A closed account, stop payment, incorrect or incomplete credit

card information or a charge back will be turned over to sanctioning organizations immediately.

• A 3% Retail Adjustment will be applied to all Credit Card transactions.

PRIZE MONEY:• Prize Money is issued to the Owner, or if provided, the “Recipient

of Prize Money” recorded on the entry form. A valid Social Security or Federal ID number must be provided. If the IRS has notified us of a discrepancy in Payee name or SSN / EIN, prize money will be withheld until the discrepancy is resolved. Checks will be mailed or hand-delivered within 30 days after the Show.

• Prize Money Won by Foreign Exhibitors is subject to the US Internal Revenue Service regulation requiring sporting events to

withhold 30% of prize money. Foreign exhibitors should apply for a Social Security number and will be asked to complete Form W-8BEN prior to receiving prize money.

• Add Back Prize Money is computed from the number of horses that actually show. Horses entered but not shown forfeit the add back money.

• Prize money is awarded through 8th place in Hunter classes and Classics. Prize money is awarded to 8th place in all jumper classes and Classics, other than classes with prize money of $20,000 or higher.

• Hunter Class/Classic Pay Out: 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%

• Jumper Class/Classic Pay Out: 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%

• Grand Prix and other classes with prize money of $20,000 and greater: 30%, 22%, 13%, 8%, 6%, 5%, 4%, 3%, 3%, 2%, 2%, 2%

HEALTH & VETERINARY:• Sharps & Medical Waste must be placed in the proper receptacles.

Anyone found in violation shall be subject to a fine or other penalties deemed necessary by Show Management.

• Show Veterinarian is in residence on the show grounds. The Vet’s phone number will be posted at the Show Office.

• Equine Health Requirements will be enforced. All horses (competing or not) that enter the grounds are required to present the Required Health Entry Requirements, including the Event Participation Declaration and Proof of Vaccination All horses are be subject to examination by NEE officials/designated representatives and/or state officials (collectively “officials”) for determining whether such animals are, have been infected/exposed, or are likely to become infected with an infectious or contagious disease. If after such examination, officials have reason to believe that an animal’s health condition places other animals at risk, such officials, at their sole discretion, may quarantine such animal (and others that may have been infected/exposed) or, if appropriate, require that such animals be transported off the grounds. All participants agree to fully cooperate with event of officials and abide by their decisions and instructions. Failure to comply shall be grounds for immediate expulsion and potential disciplinary action by organization, state/ local or federal animal health of officials. All exhibitors are encouraged to review the equine health entry/transport requirements of the destination state prior to entry. Additional information can be obtained from the State Vet Office.

SAFETYAccidents Involving Competitors. In the event of a head injury due to a fall/accident at a licensed competition, the competitor may be prohibited from further competition until released by medical personnel. In some cases, the competitor may not return to competition without a signed release from a licensed medical professional.

• Protective Headgear: It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions in all Hunter, Jumper and Hunt Seat Equitation classes, when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is the responsibility of the rider, or the parent or guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition, and the Federation, Show Committee and Licensed Official are not responsible for checking headgear worn for such compliance.

• Motorized Vehicles and Golf Carts: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described

motorized vehicles as long as they are ac- companied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being led against any of the above individuals in accordance with Chapter 6.

Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

• Dogs must be restrained on the show grounds: Loose dogs will be picked up and detained and the owner fined $100. The owner may be barred from showing and expelled from the show grounds for a second offense, or for refusal to pay the fine, and will not be entitled to any refund of entry or stabling fees paid or due.Management reserves the right to call Animal Control to have an animal removed from the premises.

• Electrical/Fire Regulations: Electrical installation and connections must meet all state and county codes. Aisles shall be maintained clear for a minimum of six feet wide by eight feet high. No obstructions or projections shall be allowed in these aisles. No

Class I Flammable Liquids such as gasoline are allowed inside the buildings. Cooking is not permitted within any stable area. Anyone found in violation shall be subject to dismissal from further participation in the horse show without recourse. Additional appliances are not permitted within any stable area. Anyone found in violation shall be subject to confiscation of the item(s).

• Exterior Tent alterations are strictly forbidden. The removal of stall tent side poles, side ropes and/or stakes/anchors is strictly prohibited. Any exhibitor found in violation will be issued a single warning. If violation continues, Management reserves the right to remove from the show grounds all property belonging to or under the control of said violator. Further, Management reserves the right to bar any exhibitor found to be in violation from any further participation in the horse show without recourse to any refund of entry or stabling fees paid or due.

• Damage: Owners and exhibitors shall be held responsible for damage caused by them, their agents or employees to stalls buildings and other properties on the show grounds, and shall be billed accordingly.

• Alcoholic Beverages in any form may not be brought onto the show grounds.

Conditions & SpecificationsGENERALPoling: Poling is prohibited in the State of California.Entries May Close: Trainers and Exhibitors are advised that Management may elect to exercise its right to close entries for certain classes. Exhibitors are advised to keep this in mind when submitting their original Entry Form.Show Weeks May Close: Exhibitors are advised that some show weeks may sell out. After the Closing Date of Entries, priority is given to exhibitors who enter two or more show weeks.Ribbons and Prizes: To minimize touch points and lessen the risks to our exhibitors, we will not be awarding ribbons.In lieu of ribbons, NEE will be donating the value of each ribbon on the behalf of each exhibitor to CPHA to help the COVID-19 relief fund.You can still expect our prizes and you can collect them at our prize tent at the Grand Prix Arena.

HUNTERSGeneral: All classes in hunter divisions will be judged on performance and soundness and when indicated, conformation, suitability or manners.Jog: There will be no jogs.Hunter Champion and Reserve: Awarded to two of the four horses scoring the most points over fences. In addition, only these will receive full points for ribbons won under saddle. In case of a tie, the horse who earned more points over fences wins the championship.Warm-Up: Complimentary Warm the day prior to the start of the show from 9 AM - 5 PM in our sand hunter arenas.

2020 NEE SPECIFICATIONS:Children, Adults, Amateurs, and Juniors may move either up or down one division, but not both, to maintain eligibility. This does not include U/S classes or pony hunters. USEF age restrictions will apply to NEE Pony Hunters.

• Green Hunter 3’ & 3’3”: A horse of any age in its first or second year of showing over fences 3’ to 3’3”, and that has never shown over fences 3’6” or higher. Fences 3’ or 3’3”. Horses may not cross enter into 3’6” divisions.

• Hunters General: Spreads not to exceed fence height. No jog.

JUMPERSJumper Nomination Fee: $100Nominated Jumper Sections: 1.20m – 1.45m, Grand Prix, A-O/Amateur, and Junior Jumper.Non-Nominated Jumper Sections: .70m-1.15m, Adult, and Children’s.Jumper Champion and Reserve: Classics will not count towards Champion and Reserve Champion. However, in case of a tie, the placing in the corresponding Classic will break all ties. For nominated jumpers, money won will determine Champion and Reserve.Eligibility: Any horse, regardless of winnings, is eligible to enter any .70m-1.45m and Open Jumper class.Declarations: Nominated Jumpers must declare on the appropriate form in the Show Office by 5 pm the day before the class is to be held. Late declarations will be subject to the Post Entry Penalty and may require the horse to work first or last in the order of go at management’s discretion. Classes may be scratched the day of prior to the class starting with no penalty - exception: Special Classes. Draw Rein/German Martingales: allowed when schooling or in classes 1.20m or below that do not offer prize money. Above 1.30m (and all classes restricted to young horses): Only running martingales used in the conventional manner. Note: Ponies may not be ridden by a Junior in draw reins or German martingales at any time.Ties: Ties involving first place will be jumped off. Ties not involving first place will be decided upon time unless otherwise stated.Children’s and Adult Jumpers: Horses or riders may not cross enter into any Junior or Amateur-Owner Jumper class at the same show. Exception: Low Junior and Amateur-Owner Jumper at Temecula Valley National Horse Show, where fence height is 3’11”. Riders may not cross enter into any Jumper class at the same show with fences exceeding 1.20m (3’11”). Fences 1.0m-1.05m (3’3”-3’5”) for Low. Fences 1.10m (3’7”) in the first class, 1.10m-1.15m (3’7”-3’9”) in succeeding classes for High.

SPECIAL CLASSESThe General Rules and Regulations of the Horse Show will prevail for the Special Classes except as provided for each individual class and as noted herein.Grand Prix will be set to USEF’s American Standard:

• 1.40m - 1.45m with spreads to 1.60m, excluding Triple Bar and Water Jump. At least 4 Verticals and 2 Oxers must be set at 1.45m. The maximum spread for the Triple Bar is 1.80m, and the maximum spread for the Water Jump is 3.80m.

• Horse Limit: Riders are not limited to the number of horses they may ride.

Special Hunter Classics: Judged on performance and soundness with manners and suitability emphasized. To be scored under the open numerical judging system. The top 12 (or 1/3) horses (ponies) from the first round will return to jump a second round in reverse order of their scores in the first round; lowest score going first and highest score going last. In case of ties, order of those tied will be drawn. Scores will be averaged from both rounds to determine the winners. In case of a tie for first place only, judges will confer to break the tie. All other ties will remain and riders will toss a coin for the ribbons.

• Designated First Round Classic - A designated class of the Division will be the first round of the Classic. You must enter the Classic prior to the start of the first round class. Scratches are not permitted after the First round class has begun. See Time Schedule for Designated First round class.

Special Class Nomination/Declaration: Special Classes added on the day of or after the Order of Go has been drawn will be required to work first in the order.Special Class Scratch: Any scratch must be made before the class starts. See Rules & Regulations for more information.

• Classics / Grand Prix: In the event of scratch on the day of the class, horses are subject to the Classic / Grand Prix Scratch Fee.

Order of Go: The Order of Go will be drawn. In the jump-off, if any, all horses will go in the original drawn order.Attire: Formal attire required in Special Classes.Awards: Winners to ride for presentation of awards in Special Classes.Trophy & Ribbons: 1-8 (unless donated) or 1-12 in Special Classes unless otherwise stated.Show Champion or Circuit Champion: Classics will not count toward Show or Circuit Champion.
