6 RISK STATEMENT

6.1 Rule 4 of the Racing Rules of Sailing states: ‘The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.’

6.2 Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

d) Their boat is in good order, equipped to sail in the event and they are fit to participate;

e) The provision of a race management team, patrol boats and other officials and volunteers by the organiser does not relieve them of their own responsibilities;

f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;

g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event;

h) The fact that the race committee conducts inspections, or not, of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.

LRSCA AUTUMN SERIESSailing Instructions

Preamble

The LRSCA Autumn series will be run in parallel with part of the Keyhaven Yacht Club Autumn Series. Results for the LRSCA Autumn Series will be extrapolated from the Keyhaven Autumn Series Results. The Scow Fleet will start after the Fast Handicap Fleet. Usually the Fast Handicap start will be the Scow fleet warning.

1. Rules1.1 Racing will take place under the RRS 2017-2020, the prescriptions of the RYA and the

relevant rules of the Lymington River Scow Class Association, except where any such rules are changed by these Sailing Instructions.

1.2 Boats, racing, sailing to or returning from a race, and racing on the river, shall show consideration to non-racing boats under power or sail, kayaks, rowing skiffs and SUPs navigating in the river and especially the Hurst-Castle Ferries.

1.3 Racing rules will be changed as follows: RRS 33 Changing the Next Leg of the Course is clarified – see SI 11. RRS 35 Time Limit and Score is changed - see SI 13 and 15. RRS 40 Personal Flotation Devices is changed to read: “Whilst afloat all those taking part from the time of launching shall wear adequate personal floatation equipment which complies to the CE 50 Newton standard (150 Newton if a non-swimmer) except briefly while adjusting clothes or personal equipment.” RRS 44.1 Taking a Penalty is changed to start: " A boat may take a One-Turn penalty when she..."

1.4 Competitors participate in the regatta entirely at their own risk. The organising authority will not accept any liability for material damage, personal injury or death sustained in conjunction with, prior to, during or after the regatta.

1.5 The decision whether to race is the sole responsibility of the helm or person in charge of the boat or crew

1.6 Only those helms paying the entry fee and completing a registration form as issued by Keyhaven Yacht Club will be eligible to race.

1.7 A boat that retires is required to inform the Race Officer on the committee boat or a club support boat who will relay the retirement to the committee boat.

1.8 Competitors must be a member of either the Lymington River Scow Class Association and/or Keyhaven Yacht Club

1B Temporary Rules relating to Covid-19 Regulations

1B.1 Rules in clause 1B will remain in effect until revoked by revised Sailing Instructions.

1B.2 In cases where rules in clause 1B conflict with rules in other clauses the rule in clause 1B prevails.

1B.3 Race entries may be limited on the online entry system. Entries will be on a first come, first serve basis.

1B.4 Competitors must enter online on the Keyhaven Yacht Club website.

1B.5 It is the responsibility of the competitors to ensure they adhere to social distancing measures when sailing together. Keyhaven Yacht Club encourages safe sailing, but are not responsible for enforcing social distancing measures between members on the water sailing together in the same boat. Social distancing remains at 2 metres unless you use mitigating measures which will allow a reduction to 1 metre plus. On a boat, these mitigations could include (in addition to being outdoors) 1m separation marks on the deck, wearing face coverings, avoiding face to face contact, cleaning procedures, no shouting etc. The risk should be assessed case by case and with the correct mitigation in place.

1B.6 Competitors must sign-on before they go afloat and sign-off/declare on return ashore using the beach tally board.

1B.7 Races will be abandoned if the windspeed (including gusts) exceeds 25 knots during the period of one hour before the start time, and/or a forecast indicates a windspeed (including gusts) of greater that 25 knots during the scheduled race period.

1B.8 Competitors must comply with social distance regulations both on and off the water, any breaches must be reported to the RO who will log details in case follow-up is required.

1B.9 Due to Covid-19 restrictions relating to numbers of people in a ‘Group’, verbal briefings will not be held. All the information provided in briefings will be posted on the whiteboard outside the clubhouse. For Committee Boat starts this information will be available 60 minutes before the published start time of the first race of the day, for River Line starts the information will be available at least 30 minutes before the published start time of the first race of the day.

1B.10 The Schedule of Races may be adjusted at any time. Details can be found on the club website

2. Notices to Competitors

Notices to Competitors will be posted either on the Racing Notice Board or on the Race Board which will on Race Days be found either inside or outside the Club House near the doors to the veranda.

3. Changes to the Sailing Instructions

Any changes to the sailing instructions will be posted at least 1 hour before the scheduled start of the race and attention drawn to them by displaying IC Flag “L" on the club Flag Mast before the briefing on the day they will take effect.

4. Signals Made Ashore

4.1 Signals made ashore will be displayed from the Flag Mast situated in front of the Clubhouse.

4.2 When the Code Flag AP is displayed ashore for a committee-boat start, “1 minute” is replaced with “not less than 30 minutes” in the RRS Race Signals Appendix.

4.3 Before a race, a briefing will be held in front of Club House. For committee-boat starts, this will be 60 minutes before the published start time for the first race of the day and, for pontoon starts, 30 minutes before. (note this is over-ridden by clause 1B.9)

5 Schedule of Races

5.1 Seven races are planned; Two back to back on Sunday 1st November, one race on Sunday 8th November, two races back to back on Sunday 15th November, and two races back to back on Sunday 29th November. In the event the Race Officer selects a ‘Four Lakes Course’ a single race will be held on the day concerned and the race will count double points.

5.4 Start times (see appendix C) may be varied and extra briefings called at the Race Officer’s discretion.

7 Racing Areas

The race area will be Keyhaven River and the western Solent between Hurst Castle and Pennington Boom.

8 Courses

For the course layouts see Appendix A

8.1 Committee Boat Starts

The course number to be sailed will usually be shown on the course board in front of the clubhouse.

The board on the side of the committee boat will show:

The class flagsThe direction of rounding the first mark, red or green (and hence the subsequent marks)The number of lapsA blue board or boards with “W” or “L”, if an outer windward or leeward mark is to be used.

If, after the committee boat has taken up station in the race area, the course number is changed, IC Flag ”L” will be displayed.

The Start/Finish line will form a gate which MUST be crossed on each windward leg and or following a shorten course signal

8.3 River Starts

The course will be Course 7 and shown on the course board outside the Clubhouse. If the course is changed, IC Flag “L” will be displayed and boats must return to the shore to determine the new course.

9 Marks

9.1 Moveable Marks

The moveable marks will be orange buoys flying a coloured flag on which is displayed a letter. A blue buoy without a flag may be used to indicate a shortened leg for the Slow Handicap Class. In this case a blue board bearing the letter “W” or “L” will be displayed on the committee boat indicating whether the Windward or Leeward mark is replaced.

9.2 Fixed Marks

The following fixed marks may be used:

‘Y’ Chewton Glen‘Z’ Dunford‘H’ Hawkers

If a course involves entering the Solent and if Hawkers buoy is not explicitly a mark of the course, it must always be passed to the north east side.

9.3 River Marks

The entrance and other river navigation buoys may also be used for pontoon start courses. (See Appendix B)

10 The Start

10.1 The starting line for committee-boat starts will be between the mast displaying the KYC burgee on the committee boat and an Outer Distance Mark (ODM) which will normally be a black-and-white chequered buoy.

The starting line for pontoon starts will be between a mast above the pontoon and a chequered mark on the far bank.

10.2 Races will be started by using RRS 26. The duration failure of a sound signal will bear no significance.

The Start Sequence shall be Fast-Handicap Class, then Scow Class; on some occasions the fleets will start together.

10.3 A five-minute start sequence will be used

10.4 A boat whose warning signal has not been made shall keep clear of the starting area during the starting sequence of other races.

11 Change to the next leg of the course

The position of the windward mark may be change according to RRS 33 by flying IC Flag “C” from the Committee boat and displaying the change as a course board. If there are different windward marks for different fleets and only one is to be moved, that fleet flag will be displayed.

12 The Finish

Unless otherwise specified, the finishing line will be the same as the starting line. When the course requires a boat to cross the line to complete every lap, the Race Committee will record each crossing. A boat failing to cross the line will be deemed not to have completed the lap until she subsequently crosses the line. If a boat fails to complete the required number of laps, she will not be signalled as completed and will be recorded as DNF.

12.1 Shorten Course As per RRS 32: After the starting signal, the race committee may shorten the course (by displaying flag S with 2 sounds) or abandon the race (by displaying flag N, N over H or N over A with three sounds), as appropriate.

When IC Flag “F” is displayed at a mark, boats will round the mark and return straight to the finishing line crossing from the direction of that mark.

13 Time Limit

There will be a 20 minute time limit for all other boats after the first finisher has crossed the line except in the case of a ‘Four Lakes’ course when the time limit for all other boats after the first finisher has crossed the line will be 40 minutes. All boats which fail to finish within the time shall be scored DNF.

14 Protests

The RYA Rules Dispute Advisory Hearing and/or Pre-protest Hearing are available to competitors who are encouraged to use this facility. Arbitration is also available as an alternative to a full Protest Hearing. Details of these procedures are displayed on the race notice board.

The Race Officer should be informed of a request for any such hearing or a protest within 45 minutes of the finish of the race or when the RO comes ashore whichever is later.

15 Scoring

15.1 The Low-point scoring system of RRS Appendix A will apply. There shall be a minimum number of two competitors manoeuvring in the vicinity of the start line in any Class for that race to be valid.

The following shall also apply:

DNC: Did not start; did not come to the starting area. The points awarded will be the total number of boats in the series plus 1.

DNF: Did not finish. The points awarded will be the total number of boats in the race plus1

DNQ: Disqualification. The points awarded will be the number of boats in the race plus 1.

DUTY; RO/Safety-Boat Crew average points (see below).

15.2 One race is required to be completed to constitute a series.15.3 When fewer than four races are completed a boat’s series score will be the total of her

races.

15.4 Discards

Discards will be applied to series results based on the table below

15.5 Average Points

Sailors who are missing a race due to OOD or Support-Boat duty will receive “average points”. This will be the total of the points (other than DUTY races) after discards divided by the number of races making up that sum).

16 Safety Regulations

The helmsman of a boat wishing to compete must enter online via the club website. Failure to tally-off within one hour of the last boat finishing will mean the result will be discounted. Retiring boats shall notify the Race Officer or a Support Boat as soon as possible and will declare using the tally system. Attention is drawn to RRS Signals AP over H and N over H. These are displayed from the committee boat / support boat to indicate that all participants should return ashore.

Sailors must comply with reasonable request from the KYC Race Officer and the KYC Support-Boat crews.
