    5. PRAYER. Rev. Eric Schubert led unison prayer in appreciation for ordination anniversaries.

    6. PRACTICE VOTE. Rev. Chad Jennings led the session through a practice vote.

    7. CALL TO ORDER. Bishop Laurie Haller called the session to order.

    8. PURPOSE OF CLERGY SESSION. Rev. Chad Jennings, Chair of the Board of Ordained Ministry.

    9. VOTING RIGHTS MOTION. Rev. Chad Jennings moved the enabling motions.

    In accordance with Paragraphs 604.1 and 605.7 of the 2016 Book of Discipline, Rev. Chad Jennings moved the following enabling motions to allow the 2020 Clergy Session/Executive Session to do the business of this body via a Zoom webinar platform with votes taken on the VVoter system. The bar of the Clergy Session will be set by the registration process and attendance on the Zoom webinar platform and the VVoter system; the bar of the clergy executive session will be those present on this Zoom Webinar with the following understanding: voting privileges for the 2020 Clergy Session are as follows: Clergy in full connection – both elders and deacons – may vote. (¶602.1a) Provisional members may not vote at clergy session. (¶327.2, 602.1b) Those associate members and local pastors who serve on the Board of Ordained Ministry do have the privilege of vote in the clergy session. (¶602.1.c,d) Other associate members and local pastors may not vote. (LP: ¶316.6; AM ¶321.1) In addition, lay members of the Board of Ordained Ministry may vote on the business of this clergy session. (¶602.6, 605.7) Voting shall be done by the VVoter electronic system, for which each eligible clergy person has received a unique identifier. Only persons using their voter-unique identifier will be permitted to vote. The voter-unique identifier relies on the technology of the digital platform process and will not be independently monitored by human eyes unless a proper challenge is made to the qualifications of a given voter and this challenge is recognized by the presiding officer.

    10. MOTION. Rev. Chad Jennings moved, in accordance with ¶605.7 of the 2016 Book of Discipline, the following persons be given permission to be present at the clergy session with voice but no vote: Director of Ministerial Services Lisa Steel; Bishop Haller’s Executive Secretary Diane Brockmeyer; Executive Secretary to the Cabinet Wendy Lubkeman; Conference Secretary Nitza Dovenspike; Conference Chancellor John Moorlach; Rev.     3. CALL TO ORDER. Bishop Laurie Haller called the 177th Session of the Iowa Annual Conference at 9:15 a.m.

    4. ANNOUNCEMENTS. Nitza Dovenspike, Conference Secretary gave instructions on the voting process with the electronic voting technology followed by practice votes.

    5. DATES FOR ANNUAL CONFERENCE. Nitza Dovenspike, Conference Secretary, announced dates for annual conferences: June 4-6, 2021 and June 3-5, 2022, in Des Moines, with specific site to be determined.

    6. ANNOUNCEMENTS. Nitza Dovenspike, Conference Secretary, gave instructions on the use of Zoom webinar and email during the legislative session.

    7. ENABLING MOTION. Rev. Brian Oliver, Chair of Business and Agenda, moved the organization of annual conference.

    1. That the working agenda for the 2020 session of the Iowa Annual Conference be the agenda which most recently has been made available electronically to members of this annual conference session. 2. That the bar of the Annual Conference session will be set by the registration process and attendance on the Zoom webinar platform and the VVoter system, the bar shall include all Clergy Members and all duly elected or appointed Lay Members or their properly seated alternates. a. Voting shall be done by the VVoter electronic system, for which each eligible member has received a unique identifier. Only persons using their voter-unique identifier will be permitted to vote. b. The voter-unique identifier relies on the technology of the digital platform process and will not be independently monitored by human eyes unless a proper challenge is made to the qualifications of a given voter and this challenge is recognized by the presiding officer. 3. That the following persons be allowed to be in attendance during the Session: Those in The 2016 Book of Discipline ¶32; persons occupying the following positions with voice and no vote: Rev Gary Haller, Bishop Deborah Kiesey, clergy from other denominations serving in the Iowa Conference, staff of the United Methodist Foundation, and those persons outlined in The 2016 Book of Discipline ¶¶602.9 and 602.10; to the persons occupying the following positions with no voice and no vote: Conference staff from: the Episcopal Office, Administrative Services, Communications, Partner District offices, Connectional Ministries, Brad Kiesey, those assisting with the operations of the Zoom Webinar and VVoter technology, and others with approval of the Assistant to the Bishop or the Business and Agenda Chair, unless already outlined by our Rule of Order 1060.10.

    Adopted.

    8. MOTION. Rev. Brian Oliver moved the suspension of Rule 1040.20 to limit debate on all matters to two speeches for and two speeches against with a time limit of two minutes for each speech. Adopted by 2/3rd majority vote.

    9. MOTION. Rev. Brian Oliver moved the suspension of Rules 1020.25 and 1020.30 and adoption of the following: “At the conclusion of all business published in PCM and Agenda, other items for consideration may arise from the floor if time permits. (Rule 1020.15) However, the presiding officer may rule any item out of order which the presiding officer deems unnecessary, after due consultation, to the continued functioning of the Annual Conference until the next Session.”. Adopted by 2/3rd majority vote.

This rule requires a 24-hour period in which to make nominations after the initial Nominations Report. Adopted by 2/3rd majority vote.

    WHEREAS the Gilman United Methodist Church located in Marshall County was founded in 1898 and has a long and proud history; and

    WHEREAS the church conference of the Gilman United Methodist Church voted on June 26, 2020, to close the church; and

    WHEREAS the district superintendent, in consultation with the local church, has recommended the closing of the Gilman United Methodist Church and transfer of membership to Laurel United Methodist Church; and

    WHEREAS the superintendent, in consultation with the local church, has recommended that the property be sold.

    WHEREAS the consent to close has been granted by the presiding bishop, a majority of the district superintendents, and the district board of church location and building; and all proper Disciplinary requirements have been complied with;

    THEREFORE, BE IT RESOLVED, that the Gilman United Methodist Church be closed effective July 1, 2020, and the property be transferred to the Trustees of Iowa Annual Conference.
