SPEAKERS: CAPT CRAIG E. LEE, Vice Commander, Naval Air Warfare Center Aircraft Division (NAWCAD)

Captain Craig “Ditch” Lee was raised in Baton Rouge, Louisiana and educated at Baylor University, received his commission through Aviation Officer Candidate School in 1991. He was designated as a naval flight officer in 1992. He has an executive MBA from the Naval Postgraduate School and a master’s degree in philosophy from Baylor University. He assumed his current position as vice commander, Naval Air Warfare Center Aircraft Division, on August 1, 2017. Prior to arriving, Lee was the deputy lead for MQ-4 Triton

Development Integrated Program Team at PMA-262. He was responsible for all aspects of the Integrated Functional Capability 4 (IFC-4) and IFC-5 programs, bringing multi-intelligence sensors and sense-and-avoid radar to MQ-4 Triton. Lee led the Increment 3 Integrated Product Team for P-8A in PMA-290. Prior NAVAIR tours of duty include the assistant deputy program manager for EP-3E, the class desk for EP-3E, and Special Projects Aircraft and the deputy program manager for the airborne multi-intelligence and special missions department at PMA-290. He served as executive officer and commanding officer of Special Projects Patrol Squadron One in Brunswick, Maine and Jacksonville, Florida from 2008 to 2010. Under his command the Old Buzzards flew combat ISR&T missions in support of forces on the ground in Iraq, Afghanistan, and Somalia. His earlier squadron tours include VQ-1 in Agana, Guam and VQ-2 in Rota, Spain, during which he flew the ARIES, ARIES II and SSIP EP-3E configurations. His operational experience includes Operations Southern Watch, Northern Watch, Enduring Freedom (CENTCOM and AFRICOM) and Iraqi Freedom, as well as sensitive reconnaissance operations. During his disassociated sea tours, Lee served as the assistant navigator on USS ENTERPRISE, then for a year with CARGRU FOUR as the electronic warfare officer (opposing force). Lee’s personal awards include the Navy Meritorious Service Medal (three awards), the Navy and Marine Corps Commendation Medal (five awards) and the Joint Service Achievement Medal, as well as various unit and sea service awards. He is married to the former Kathryn Kalin of Arlington, Texas. The Lees have six children.

CDR GLENN RIOUX, Commanding Officer, U.S. Naval Test Pilot School (USNTPS)

Commander Glenn Rioux served as an Electronics Technician with ten years of U.S. Navy service, attaining the rank of petty officer first class. He served at NAS Whiting Field and Precommissioning Detachment CARDINAL (MHC 60) before being selected for the Enlisted Commissioning Program in 1997. He simultaneously earned his master’s and bachelor’s degrees at Virginia Tech with majors in computer science and software engineering and minors in mathematics and leadership.

Rioux earned his commission in August 2000, underwent primary flight training in Pensacola, Florida, and selected the E-2C fleet platform. Upon completion of E-2C flight training, he reported for duty with the Liberty Bells of Carrier Airborne Early Warning Squadron One One Five (VAW 115) in Carrier Air Wing Five (CVW 5). Soon after reporting, the USS Kitty Hawk Strike Group participated in Operation Southern Watch and Operation Iraqi Freedom. Rioux graduated USNTPS Class 131 in June 2007 and reported for duty to Air Test and Evaluation Squadron Twenty (VX 20) where he performed as a project officer on the Joint Mission Planning System (JMPS), Automated Information System (AIS) and the NC-130H Radar risk reduction platform for E-2D. He was selected as the Naval Test Wing Atlantic Test Naval Flight Officer of the year for 2008. Reporting for duty on CVW 5 staff in 2009, he performed as the staff E-2C representative as well as the air wing coordinator for communications, cryptographic keys and data links. Additionally, Rioux was a key planner in several major exercises in the Western Pacific to include ANNUALEX 2009-2011, Exercise Valiant Shield 2010 and Exercise Keen Sword 2010. He also participated in humanitarian relief efforts during Operation Tomodachi following the 2011 Tohoku earthquake. Selected for operational department head, Rioux reported to the Black Eagles of Carrier Airborne Early Warning Squadron One One Three (VAW 113) in September 2011. There he excelled as the administrative officer and operations officer during a challenging maintenance period significantly impacted by the federal government fiscal sequestration. Reporting for duty to VX 20, he performed as mission systems lead and government flight test director for the MQ-4C Triton Unmanned Aircraft System. He led the Integrated Test Team through a demanding sensor installation and integration period which culminated in the successful completion of the Triton Operational Assessment in support of the Milestone C decision. He next reported to NAVAIR 4.5.1.4 Engineering in support of the Mission Systems Integrated Product Team on the PMA-266 Fire Scout Program. He performed as the United States Naval Test Pilot School executive officer starting in January 2017 and assumed command on July 12, 2018. Rioux has more than 2400 hours in more than 30 models of jet, propeller, and rotary wing aircraft with 95 hours of combat flight time. His awards include the Air Medal (First Strike/Flight), Navy and Marine Corps Commendation Medal (7 total, 1 w/ Combat ‘V’), Navy and Marine Corps Achievement Medal (4), Good Conduct Medal (2), National Defense Medal (2), Armed Services Expeditionary Medal, Global War On Terrorism Expeditionary Medal, and the Global War On Terrorism Service Medal.

ROBERT VARGO LSM’10, Head Atlantic Test Ranges/ Senior Technical Expert for Range Technology/ Innovation, Naval Air Warfare Center Aircraft Division (NAWCAD)

Robert Vargo serves as the director of NAWCAD's Atlantic Ranges and Targets department that includes the Atlantic Test Ranges (ATR) and the Atlantic Targets and Marine Operations (ATMO). In addition, he serves as the NAWCAD senior technical expert for Range Technology Innovation (SSTM) leading N94's Open AirTest and Training Enterprise.

The Atlantic Test Ranges are fully-instrumented and integrated test ranges that provide full-service support for cradle-to-grave testing and training. This support includes research,

development, test and evaluation (RDT&E) of aircraft, and training for aircrew and integrated avionics and mission systems. ROGER CORDELL LSM’18, Council President, Patuxent River Council, Navy League of the United States

Roger Cordell, a native of Lafayette, Louisiana, was commissioned in May, 1989 through the Platoon Leaders Course. He started college at Louisiana State University and transferred to Mississippi State University, where he earned a Bachelor of Science degree in aerospace engineering. After commissioning in the United States Marine Corps (USMC), Cordell qualified in the AV-8B and was assigned to deploying fleet units before transferring to Amphibious Warfare School in 1998. He was selected to United States Test Pilot School Class 118 and was assigned to VX-23 where he was the USMC developmental test pilot responsible for selection of the first

digital flight control strategy for implementation in a STOVL aircraft. In January of 2004, Major Cordell transferred to Okinawa, Japan, where he served as the 31st Marine Expeditionary Unit aviation combat element executive officer and 1st Marine Aircraft Wing current operations officer. In 2007, LtCol Cordell was selected to command the United States Naval Test Pilot School. He served as the executive officer and commanding officer until October 2010. Colonel Cordell then transferred to VX-23, as director of T&E for F-35 Naval Service Variants and led the team on initial sea trials of the F-35B. In December of 2011, Cordell assumed duties as the commander of Naval Test Wing Atlantic responsible for air vehicle testing of all Department of the Navy aircraft. Cordell retired from active service in May of 2015. He currently works for KBR in Lexington Park and resides in California, Maryland with his wife, Deborah, and their son, Samuel. MARYKAY MYERS LSM’10, Finance Director, The Patuxent Partnership MaryKay Myers is the finance director at The Patuxent Partnership. She joined TPP in March 2009. Myers leads and develops the finance team at TPP and is responsible for all financial matters of the organization including cash flow planning, investment and asset management. She provides the executive director and board of directors various financial analyses to show insight into the organization’s operations and business plans. In addition to financial responsibilities, Myers is the facility security officer (FSO); works with employees detailed to the government through the Intergovernmental Personnel Act (IPA) program; and coordinates IT support and ensures required access is available for all employees. Prior to joining TPP, Myers served in several financial and HR positions at other nonprofit associations including GAMA International as the senior vice president /chief operating officer; director of finance & administration at CropLife America and National Association of Tobacco & Candy Distributors. She received her B.S. in business administration-accounting from West Virginia University in Morgantown, West Virginia and continues to follow the blue and gold Mountaineers!

Myers is a member of the LSM class of 2010 and serves on the LSM finance committee. She is a member of the program advisory committee for the Academy of Finance at Chopticon High School and the pilot apprenticeship program, Tech Jobs Rule, at the Forest Tech Center. She is a resident of St. Mary’s County and enjoys boating, fishing and spending time with her grandchildren. RADM TIM HEELY, USN (Ret.), Southern Maryland Navy Alliance Tim Heely has worked 42 years with government and industry, both during his careers as a United States naval aviator and in business. In the Navy, his positions included program executive officer for Naval Unmanned Aviation and Strike Weapons (PEO(U&W)) where he was responsible for the development, test, acquisition, and support of all Navy and Marine Corps unmanned air vehicles and air strike weapons; chief engineer for the Naval Air Systems Command, program manager for Naval Undergraduate Flight Training Systems, personnel manager at the Navy Bureau of Personnel, and commanding officer of VFA-192 flying combat missions in the Gulf War. LAWRENCE BUTTS, Deputy Director, Office of Small Business Programs, NAWCAD

Lawrence Butts is the deputy director for Small Business at the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River. He joined the Office of Small Business in 2019 after a tour on the Program Executive Officer for Tactical Aircraft [PEO (T)] staff as the deputy PEO (T) for Portfolio Integration and Outreach, where he was responsible for championing numerous Speed to the Fleet initiatives. Prior to this, Butts served in PMA-265 as the F/A-18 program office’s first supplier manager

where he instituted culture changing best practices in market research, small business advocacy, and contractor performance reporting. He also served as the PMA-265 Weapon Systems Integration integrated product team (IPT) lead and Automated Information Systems IPT Lead, where he led those teams in the procurement of new aircraft systems, in the integration of new weapon systems as well in the sustainment of fielded systems. Earlier in his Navy career, Butts served in PMA-207, the Support/Commercial Derivative Aircraft Office as the deputy program manager for the armed KC-130J Harvest HAWK program, and led the team that fielded the first combat ready, armed reconnaissance Hercules aircraft in action overseas. He also served as an IPT lead fielding the first H-72 Lakota helicopters for the United States Naval Test Pilot School via a United States Army ACAT1 contract. Additionally, he served as the UC-12 Huron IPT lead for the legacy C-12 and C-12 Replacement Aircraft, where he competed, selected and procured the C-12W aircraft for the Marine Corps, their first new utility aircraft in decades. Butts is a retired Marine Corps officer, who served over 30 years in the aircraft maintenance field, as well as a Navy electronics school instructor earning the Master Training Specialist designation. His first experience with a small business came when he worked part time while in high school as a machinist’s helper at a small business defense contractor manufacturing Navy weapons loaders. He is a graduate of Embry-Riddle Aeronautical University (BS, aeronautical science) and the Florida Institute of Technology (MS, contracts and acquisition) and is DAWIA certified in Program Management, Life Cycle Logistics and Information Technology. He is a graduate of the NAVAIR Leadership Development Program and served on a rotation as a technical advisor in the NAVAIR Office of Small Business. He also was the winner of the 2017 Department of the Navy’s Oreta B. Stinson Small Business Advocate Award and the 2016 NAVAIR Commander’s Small Business Advocate Award. In his off duty hours, he volunteers as a member of the United States Coast Guard Auxiliary where he is the unit public affairs officer and a vessel safety examiner.

KRISTEN SEMRUD, Auditory Performance Team, JPO Environmental Safety and Occupational Health, Auditory Performance Lab Manager, Head, Auditory, and Environmental Branch, Naval Air Warfare Center Aircraft Division Kristen Semrud joined the Naval Air Warfare Center Aircraft Division in 2011. As part of the Acoustic Systems Division, she developed and analyzed complex acoustic processing algorithms to aide in the development of new and improved anti-submarine warfare systems. In 2014, Semrud transferred to Human Systems Engineering where she has served as principle investigator on Naval Innovative Science and Engineering Section 219 research efforts and TPOC on SBIR topics relating to hearing protection and speech intelligibility. These topics include the risks of otitic barotrauma associated with the use of earplugs, custom molded earplug variability, and new methods for improving the custom molded earplug acquisition process. Her work has been presented at multiple venues including the SAFE Symposium, Aerospace Medical Association (AsMA) Conference, and Military Health System Research Symposium (MHSRS). In addition to leading science and technology (S&T) research efforts, Semrud acts as the lead engineer for MQ-4C Triton auditory and speech intelligibility matters, a consultant for PMA-202 Aircrew Systems on hearing protection and speech intelligibility solutions, and acoustics associate coordinator for the F-35 Environmental Safety and Occupational Health (ESOH) team. She also serves as the laboratory manager for the Auditory Performance Laboratory and is a member of the Human Systems Engineering Science and Technology Transition Team. Semrud holds a Master of Science in computational applied mathematics from Old Dominion University and a Bachelor of Arts in mathematics and physics from Notre Dame of Maryland University. ROBERT ROY, Head, Auditory & Environmental Branch Manager, Human Systems Engineering Department, NAWCAD

Robert Roy joined the Naval Air Warfare Center, Aircraft Division (NAWCAD) as a mechanical engineer in the Human Systems Department in 2008. His initial duties centered on helmets and head protection impact test assessment methods, but quickly shifted to also include hearing protection and auditory performance of Navy maintainers and aircrew. Roy led the planning and development of the Auditory Performance Laboratory (APL) in 2009, which provided NAWCAD the capability to conduct acoustic testing and research on noise attenuation and speech intelligibility performance of hearing protectors, helmets, and communication headsets.

Roy has been a member of the F-35 Joint Strike Fighter (JSF) Environmental Safety and Occupational Health (ESOH) team since 2009, supporting aircraft acoustic measurements, environmental noise impacts, pilot/maintainer noise exposure, site standups, and ship integration events for the U.S. Air Force, U.S. Navy, and U.S Marine Corps, as well as eight F-35 international partners and numerous foreign military sales (FMS) customers. For more than a decade, Roy has been actively involved with numerous Office of Naval Research (ONR) and small business innovative research (SBIR) efforts focused on technology development and capability improvements to provide enhanced hearing protection and improved communications capabilities U.S. Navy and Marine Corps aircrew and maintainers. In 2018, Roy was selected as the branch manager for the Head, Auditory, and Environmental Branch within the NAWCAD Human System Department. Roy holds a Master of Science in engineering science and Bachelor of Science in mechanical and aerospace engineering from the University of Tennessee, Knoxville. He spent several years in college conducting helmet impact and head biomechanics testing, and his graduate research focused on the effect of rotational accelerations on head injuries induced from linear impacts

SESSION ADVOCATES: CAPT CHRISTOPHER COX LSM’19, Commanding Officer, Naval Air Station Patuxent River

Captain Christopher Cox graduated from the United States Naval Academy in 1995 with a Bachelor of Science in marine engineering. He went on to flight school and was winged as a naval flight officer in 1997. Cox’s first operational sea tour was flying the S-3B Viking with the “Diamondcutters” of Sea Control Squadron Thirty (VS-30) in Jacksonville, Florida from 1998 to 2001. From 2001 to 2003, he was a staff officer, exercise planner, and total force augmentation cell officer for the

Commander, U.S. Naval Forces Europe in London, England. In 2004 Cox transitioned to the EP-3 and began a second career as an electronic warfare mission commander with the “Rangers” of Fleet Air Reconnaissance Squadron Two (VQ-2) in Rota, Spain. In 2005, he served as an individual augmentee with the Office for the Administrative Review of the Detention of Enemy Combatants in Guantanamo Bay, Cuba. In 2006 Cox reported to the “Old Buzzards” of Special Projects Patrol Squadron One (VPU-1) in Brunswick, Maine for his department head tour. From 2008 to 2011, he served on the Joint Staff in Washington, DC as an action officer and branch chief in the J8 and J5 Directorates, and was the deputy executive assistant to the director, Joint Staff from 2009 to 2010. In 2011, Cox reported to the “Wizards” of VPU-2 as the executive officer, and served as the squadron’s commanding officer from 2013 to 2014. After commanding VPU-2, Cox studied the aircraft industry at the Eisenhower School for National Security and Resource Strategy at the National Defense University where he completed his JSO qualification, earned an elective certificate in the Long Term Strategy Program and a Master of Science in national resource strategy. Cox was the senior military assistant to the assistant secretary of defense for Asian and Pacific Security Affairs and the principal deputy under secretary of defense for policy before transferring to Naval Air Station Patuxent River. Cox reported as the executive officer of Naval Air Station Patuxent River, Maryland, on Aug. 31, 2017, and assumed command of the naval air station on April 11, 2019. Cox has logged more than 2,600 flight hours and almost 300 carrier arrested landings performing Carrier Based ASW and Sea Control, “Multi-INT” Surveillance, Sensitive Reconnaissance Operations, and other Direct Support missions in the SOUTHCOM, EUCOM, AFRICOM, CENTCOM, and PACOM areas of responsibility. His personal awards include the Defense Superior Service Medal, the Meritorious Service Medal, Air Medals, Navy and Marine Corps Commendation Medals, and various service ribbons. DONNA ATTICK LSM’19, Program Manager, Small Business Innovative Research Program, NAVAIR

Donna Attick has been the program manager (PM) of NAVAIR’s Small Business Innovative Research (SBIR) program since 2011. The SBIR program was established by congress in 1982 to stimulate technological innovation via small businesses. Attick is responsible for the management and implementation of Department of Defense, Navy, and command policy aimed at stimulating innovation, technical development, and the successful transition of SBIR science and technology products of federally funded research into the Naval Aviation Enterprise. Over 300 companies participate in the NAVAIR SBIR program through multiple solicitations annually.

The NAVAIR SBIR/STTR program has grown significantly with more than 1200 contracting actions and over $500 million in Phase I-III contracts executed annually across all NAVAIR locations. The result is successful technology transitions to the warfighter each year.

Attick’s career began with the Navy in 1984 at Patuxent River, Maryland. During her tenure, she has held multiple positions that have involved innovation and leading change with technology including the information management department, director/deputy director for plans and programs; PMA 231 PM Radar E2 Modernization Program, PMA 203 Sigma/ERP principal PM; NAVAIR deputy CIO for business intelligence and applications integration; NAVAIR, AIR 7.0B–assistant commander for corporate operations, operations officer and total force readiness strategic planner/IT architect and NAVAIR Navy ERP Business Office (NBO) director/program manager. Attick has been recognized for her efforts earning multiple awards including Department of the Navy Superior Civilian Service Award, 2004 and 2008; Department of the Navy Meritorious Civilian Service Award, 2006; Department of Defense Chief Information Officer Award recipient, 2004; the NAVAIR Commander’s Award for Business Operations, 2005; the Naval Air Systems Command Small Business Advocacy Individual Award, 2014; and DoD Vanguard – Small Business Innovation Research Award, 2016. BECKY D’AMBROSIO LSM’17, Director, Public and Congressional Affairs, Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division

Becky D’Ambrosio currently serves as the director of the Public and Congressional Affairs Division for the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD). She serves as the senior adviser to command leadership with regards to internal and external communications. D’Ambrosio manages resources to execute the core functions with the division, which include: strategic planning, crisis communications, congressional affairs, news writing, editing, speechwriting, briefings, media and community relations, social media, digital signage, web sites, exhibits, tours, visual

information and the Technical Library. She develops relationships with key stakeholders, including media outlets, industry representatives, trade associations, civic groups, and government agencies at the national and local levels. D’Ambrosio began her career at Congressional Quarterly in 1998, where she was an editorial assistant. Following that, she spent the next seven years working for large and small public relations firms in Washington, DC, working with non-profit and government clients to promote important issues ranging from family farming to children’s mental health. In 2010, D’Ambrosio became the deputy director of the Department of Homeland Security’s Ready Campaign. In this role, she conducted media interviews and speeches to build awareness of the campaign, oversaw the research, development, and distribution of the public service advertising (PSAs) in coordination with The Advertising Council, and managed the Campaign’s budget and its outreach efforts, such as National Preparedness Month, Resolve to be Ready and a Minor League Baseball partnership. D’Ambrosio holds a bachelor’s degree in journalism from Indiana University of Pennsylvania.

JOHN HUNGERFORD, IV LSM’18, Director of Infrastructure Strategy, Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division

John Hungerford, IV is the director of infrastructure strategy for the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD). He is responsible for strategic planning for the command’s specialized infrastructure. As a premier Naval Energetics and EOD RDT&E, Manufacturing, and Life-Cycle Support activity, NSWC IHEODTD, utilizes diverse scientific and industrial facilities located primarily in Southern Maryland, with facilities in New Jersey, Kentucky, Oklahoma, and Utah.

Prior to his current position, Hungerford was the department head of the NSWC IHEODTD Systems Integration Department, Picatinny Detachment, in New Jersey. There he oversaw the establishment of the Systems Integration Department and the detachment under BRAC 2005. He also held a year-long special assignment for the command, leading a team in a business case analysis, resulting in plans, strategies, and options for senior leadership to use to move the command forward into its next 125 years. During his 34+ year tenure with NSWC IHEODTD, Hungerford has also held the positions of director of infrastructure, head of the Command Facilities Office, served as a NAVSEA Lean Six Sigma Black Belt, managed Weapon Simulation Fleet and In-service Engineering, and was an in-service engineer for missile integration and test equipment. Hungerford grew up in Kalamazoo, Michigan and graduated from Western Michigan University in 1982 with a degree in mechanical engineering. He currently lives in Bel Alton, Maryland with his wife Meighan. Hungerford also serves as a member and director for many community and service organizations in Charles County, Maryland. WILLIAM REUTER LSM’16, Financial Advisor, First Command Financial

William “Bill” Reuter was born in Shamokin, Pennsylvania. He attended the University of Pennsylvania on an NROTC scholarship and graduated with a B.S. in chemical engineering in 1976. Upon graduation, he was commissioned as an ensign in the United States Navy and received orders to flight school. He was designated as a naval aviator in 1977 and assigned to Helicopter Anti-Submarine Squadron Three (HS-3) aboard the USS Forrestal. In 1981, he reported to Air Test and Evaluation Squadron One (VX-1) where he served as operational test director for the LAMPS MK III/SH-60B Weapons System. In 1984, Reuter left active duty,

accepted a reserve commission, and flew with the Naval Air Reserve. He served in positions of increasing responsibility in HS-75 and HSL-94 culminating in a successful command tour at HSL-94. In 1984, Reuter joined DCS Corporation as a flight test engineer. While at DCS, he served as a branch manager, site manager, department manager, and eventually a division manager responsible for DCS offices in Patuxent River, Maryland; China Lake, California; and Fort Walton Beach, Florida. His last position was as executive vice president / chief administrative officer reporting to the CEO. He received his M.B.A. from George Washington University in 1992. Reuter retired from DCS after thirty years. In his third career, he joined First Command Financial Services as a financial advisor and certified financial planner (CFP). He completed the CFP curriculum at Georgetown University in 2011. He is married to the former Lucille Bordell who retired from the St. Mary 's School System after 32 years of

teaching math at Esperanza Middle School. They have one son, Ryan, who works in investment banking in New York City.
