APPLICANT REQUIREMENTS

• Be at least 18 years of age

• Have at least a high school diploma or GED

• Have a valid Missouri EMT license*

• Be of good mental and physical health and able to lift and carry 100 to 150 pounds.

• Proof of immunizations will be required for authorization to begin the clinical experience portion of the course. Details are available in the Student Handbook, which will be presented at the Program Orientation session. Immunization records should not be submitted with your application, but will be requested during the Second Block of the Program.

• Complete the required background check. Applicants with a felony or misdemeanor record may apply for enrollment in the class. However, it is possible that certain types of convictions may prohibit the issue of a state license, regardless if you completed the class. The Boone County Fire Protection District cannot make determinations about licensure eligibility. Questions on specific matters related to this issue should be directed to the Missouri Department of Health and Senior Services Bureau of Emergency Medical Services at http://health.mo.gov/safety/ems/.

• The criminal background check is a requirement of our clinical sites. Students who are ineligible to participate in clinical sessions due to issues in their criminal background check may be denied admission.

BACKGROUND SCREENING Included with this application is the Boone County Fire Protection District’s Background Consent/Release Form and the State of Missouri Caregiver Background Screening Form. You may complete both forms however, do not sign the Missouri Caregiver Background Screening Form until you are in the presence of a Notary. This form must be notarized at the time of signature. Boone County Fire Protection District has a notary on staff and can notarize your form when you turn in your application. You may also make arrangements to have the document notarized elsewhere, but the original notarized form must be submitted with your application in order to be processed.

The Admissions Process: Application---This must be made in person in order to complete the background check form and must include a non-refundable application fee of $50.00 that is applied toward your First Block tuition. Background check processing begins at the time of application and must be completed prior to an offer to register for Courses. The application fee covers the cost of that background check. Completed application forms with supporting documentation should be submitted to the Boone County Fire Protection District Headquarters at 2201 I-70 Drive Northwest, Columbia, MO 65202.

Assessment--- Our enrollment has grown to where it has become appropriate for us to do an assessment of applicants in order to best fill the limited spots in our Program. That assessment includes all three learning domains (cognitive, psychomotor and affective) and will be completed prior to an offer to register is extended. The assessment process includes an EMS scenario appropriate for the EMT, whereby we can assess knowledge, physical ability and skills, as well as professionalism and communication. The assessment will be scheduled at the time of application.

Registration--- Once the assessment is complete, an offer will be extended to those applicants who met the admission standards. That offer to register comes in written form and will be accompanied by an invoice for tuition.

Enrollment--- This is the final phase of the process that occurs when tuition payments have been processed. An enrollment confirmation will be communicated in written form and will include a schedule and section assignment for the respective cohort.

Tuition:

Each course has an assigned number of credit hours. Tuition is based on a per credit hour fee. The tuition fee is $150 per credit hour. Payment can be made by cash, check, Visa or MasterCard. There is a 1.5% processing fee for payments made by credit or debit card.

Books: As with any college-level course, there are required textbooks. We believe that students should be able to obtain textbooks through various options/resources. Some may have access to borrow or rent a book. Some may prefer a physical textbook, while others may want to use electronic versions. New books appeal to some students, while others are content with used copies. We do not have a preference. In fact, the primary textbook for most of our courses can be chosen from a list of options. Overall, the cost for new copies of textbooks for all of the courses in our Program is well under $400. However, due to the various cost-saving options available, we do not include books in the course tuition. We do assist students in the selection and purchasing of textbooks (at their own cost), if needed. Required textbook(s) for Third Block:

• PALS 2015 Edition (American Heart Association Pediatric Advanced Life Support)

There are no required textbooks for Fourth Block.

National Registry Testing Fees:

Once a student has completed the Program, they become eligible for the National Registry certification testing. There are fees associated with this testing which is approximately $400. This fee is not included in the course tuition, as we feel it should be up to the student to decide when they are ready to make this financial commitment. National Registry testing occurs after completion of the Program.

Uniforms: Appearance is part of the professionalism of a paramedic. Our Program tuition includes uniform shirts. We believe that most students should already have access to acceptable uniform pants therefore, those are not included in the tuition. The same reasoning applies to footwear and coats/jackets. We do assist students in selecting and acquiring these items, if needed (at their own cost).

Refunds:

Students may apply for a full/partial refund of their tuition payment within each Block, as long as the request is submitted in writing and is received by the Refund Deadline established for each respective Block. Typically, that deadline is set for two weeks after the beginning of a Block. Costs which cannot be reused, such as FISDAP Account fees, are nonrefundable. Once a student begins a Block and progresses past the refund deadline, there is no option for a refund, whether full or partial.

Retaking a Course:

Students who retake a Course(s) do to failure to achieve a passing grade are required to submit the tuition for those Course(s) in advance just as with initial registration.

Financial Obligations:

Students who have an outstanding account balance for whatever reason are not eligible for registration for Courses. At the conclusion of all coursework, students with outstanding balances for whatever reason are not eligible for National Registry “Course Completion” designation until the balance is paid in full.

*EMT Licensure:

Students who do not yet possess a Missouri EMT license at the time of application for the Program may be considered for registration. A valid EMT license is an absolute requirement for registration in the Third Block in the Program. While no minimum amount of “field experience” is required for admission to the Program, licensure and experience are one consideration in the assessment process. Students in the Program accrue CEUs for each class session and may submit those records toward their re-licensure at the EMT level.

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA) In accordance with the Family Educational Rights and Privacy Act of 1974 (FERPA), schools may disclose, without consent, “directory” information such as a student’s name, address, telephone number, date and place of birth, honors and awards and dates of attendance. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools must notify parents and eligible students annually of their rights under FERPA.

Boone County Fire Protection District 2020 Paramedic Education Program Overview

This document provides answers to the basic questions that most students ask about the Paramedic Education Program. Program admission, length, cost, content, format, location and schedules. Interested prospective students are encouraged to review this material and then make contact with the Program Director as needed for answers to any questions that may arise. In addition, we invite those that are interested to visit our classroom facility by appointment to meet current students and get a true feel for the learning environment. We strongly suggest that prospective students refer to the information in this document for specific processes and details for cohorts beginning in 2020 as there are some differences from prior years. Program Curriculum

○ Our Program is divided into four segments that we call “Blocks”. Blocks are similar to “semesters” in post-secondary education.

○ Each of the four Blocks has four or more Courses. Students who achieve satisfactory performance in each Course within the Block along with specific required achievements for that Block are eligible to enroll in the next Block’s Courses. Students may retake individual Courses if needed in order to meet the performance standard.

○ Courses within a Block are related and integrated (“interleaved”). For example, the First Block curriculum includes a Course on Assessment, one on Pharmacology, one on Airway and an EKG Course. These four Courses are completed concurrently rather than sequentially.

○ Each Course has a number of Lessons. Each Lesson has an Assignment and a Lab. For example, First Block has Lessons A-F for each of the four Courses. Students must meet the performance standard on both the Assignments and the Lab.

Schedule Options The Program includes two schedule options in order to meet the needs, learning styles and life schedules of many students. Both schedule options have identical content. The difference is in the delivery methodology. Both schedule options meet the requirements of the Missouri Bureau of EMS (500 didactic and 500 clinical hours) as well as those of the National Registry of EMTs and the accreditation organizations.

■ Standard Option: ● Fifty face-to-face sessions with no mandatory online / independent study.

Sessions meet weekly. ● Standard cohorts begin their didactic work in January and finish in December

of the same year. Hospital and Field clinical work extends beyond the end of

the didactic sessions. The total time for completion is dependent on how rapidly the student progresses through the clinical work.

● Class days are Thursdays of each week from 8am to 6pm. ■ Hybrid Option:

● Our most popular schedule option for students traveling from outside Columbia, the Hybrid Option consists of twenty-five face-to-face sessions with mandatory online / independent study and Assignment submission on the week between class sessions.

● Hybrid cohorts are enrolled twice each year: ○ One cohort begins their work in January and finishes didactic work that

November. ○ A second cohort begins their work in August and finishes didactic

sessions the following July. ● Class days are Tuesday or Wednesday of every other week from 8:30am to

5pm. Students are assigned to either Tuesday or Wednesday and may swap between days as needed with prior permission.

Accreditation

○ This Program is fully accredited by CAAHEP / CoAEMSP

Tuition / Fees

○ Each Course in the Program is assigned a specific number of credit hours much like other post-secondary school work. The Program has 40 total credit hours.

○ Tuition rates for 2020 are $150 per credit hour bringing the total cost to $6,000. Students pay for each Block on the first day of that Block. Each Block has 10 credit hours which results in four equal payments of $1,500.

○ Fees: ■ Students obtain their own textbooks via purchase, loan, gift or whatever

other means at their disposal. This provides the student with maximal control over their spending.

■ Students obtain their own immunizations. Annual influenza immunization and tuberculosis testing is required and obtained by the student. Most students already have the other required immunizations.

■ Students obtain their own uniform pants and footwear. In most cases, students already have satisfactory pants and boots.

■ The Program pays for urine drug screens and criminal background checks. No additional fees are assessed to the student.

■ The Program pays for uniform shirts. ■ The Program pays for the required access to online learning resources.

Standard schedule option. The Hybrid schedule option does not fall under the current VA rules for reimbursement.

Location

○ All class sessions are conducted at Boone County Fire Protection District facilities in Columbia, Missouri.

○ For the majority of class sessions, we utilize the Northeast Classroom Facility at the BCFPD Headquarters at the intersection of Interstate 70 and Stadium Boulevard (2201 I-70 Drive NW).

○ Some class sessions will be at the BCFPD Training Center located just north of Columbia where we conduct some of our simulation course work.

Online Resources / Student Requirements

○ The Program utilizes a combination of its own Learning Management System (Moodle), the web application FISDAP and shared cloud file systems.

○ Students are expected to have a laptop or tablet device and to bring that device to all class sessions and to the clinical sessions.

○ Students are expected to have reliable internet access for lesson completion. ○ There is wireless internet access in the classroom and a number of laptops

available for use in the classroom.

Admission to the Program

○ Enrollment is limited by the Program in order to maintain high quality. High quality requires small group sizes. Paramedic students learn best when in small groups of 2-3 in the Lab setting coached by expert faculty.

○ The Hybrid sections (Tuesday and Wednesday) have an enrollment limit of 15 students each.

○ The Standard section (Thursday) has the same enrollment limit of 15 students. ○ Background checks are conducted on interested applicants once their application

materials and application fee are received. That application fee goes toward their tuition if they are invited to enroll in the Program.

○ Applicants that satisfactorily complete the background screening process are invited to an assessment of their EMT knowledge, skills and professional behavior. That assessment includes a cognitive exam that is the same examination used for the final exam in our EMT Course. Professional behavior and EMT Skills are assessed in a Lab session that is shown as “Orientation” on

○ Once an invitation to enroll is accepted and the First Block tuition is submitted, the student is officially enrolled in the Program. For the January cohorts (Hybrid and Standard), those assessments occur in October, November and early December. For the August Hybrid cohort, the assessments occur in early July.

Students should dress as Fire / EMS professionals. Punctuality is important. Applicants invited to the Admission Assessment may bring their own laptop or tablet device or they may borrow one from the Program for the day.

Content of the Admission Assessment:

● Cognitive assessment via the FISDAP EMT Comprehensive Final exam which consists of 200 multiple-choice questions with a time limit for completion of 200 minutes.

● Affective assessment using the Program’s Professionalism Evaluation throughout the session including a coached lab setting in small groups for the following skills:
