New Changes to the ATA Rulebook

Effective 09/01/2019

Section III, D, 1, g.g. - The complete report must be forwarded

within 8 calendar days following the last day of the registered shoot or league to avoid a $25.00 late shoot report fine for the first offense and a $100.00 late shoot report fine for second offense in a target year, which, if not paid, will be deducted from the state rebate. For All-American point shoots, all fines are multiplied by the Competition factor. A third offense will dictate cancellation of registered shoot privileges until delinquent shoot reports and/or money are properly received by ATA. Any check(s) presented to ATA and subsequently dishonored is equal to a third offense and must be paid, includ-ing bank charges, before further registered shoots are permitted.

Section IV, J, 12. 12. A contestant shall place a live shell in his/her

gun only when on a post facing the traps. In Singles and Handicap shooting, he/she may place only (1) one shell in his/her gun at a time and must remove it or the empty shells before moving from one post to another. In Doubles shooting, he/she may place (2) two live shells in his/her gun at a time and must remove both live or empty shells before moving from (1) post to anoth-er. In change from one (1) post to another, it is highly recommended that the shooter not walk in front of the other competitors.

Section VI, C, 1 & 2. 1. New lady shooter –new lady shooters will

be assigned a handicap of 19.0 yards. All new female shooters AND any new male shooter, who has not reached his 15th birthday, shall be assigned a starting handicap yardage of 19.0 yards. Any subsequent yardage changes will be by earn or review.

2. New Sub-Junior shooter –a new male shooter who has not reached his 15th birthday will be assigned a handicap of 19.0 yards. A new male shooter who has reached his 15th birthday will be assigned a handicap of 20 yards. All ad-ditional yardage increases or reductions will be earned. All new male shoot-ers, that have reached their 15th birthday, shall be assigned a starting yard-age of 20.0 yards. Any subsequent yardage changes will be by earn or review.

Section VI, E. E. Shoot Management may establish penalty yardage

based on numbers of registered targets if those target requirements are printed in the program. In no event shall any shooter be assigned a handicap of less than their current the minimum yardage appearing on his/her Average Card. Penalty Yardage may must be posted at the Club prior to entry of any Handicap Event if not and will be deemed as printed in the program. Penalty yardage shall not exceed 25 yards, or current yardage, whichever is greater.

Section X, D, 1. 1. Only one (1) trophy shall be awarded to any one

(1) person in any separate event. This means a contestant may not win both special category trophy and champion, runner-up/place, class, or yardage trophy in the same event. Shooter must complete the event to be eligible for ATA trophies and All-American points.

Section X, D, 6. 6. Once started, any event must be completed within

24 hours of the last event of the tournament. If any event is not completed, all unused target and option money must be refunded to the shooters who do not complete the event.

Section XII, B, 2, a. a. who is under the obvious influence of alco-

hol or drugs before starting or during any event, sub-event, shoot-off or prac-tice, or who consumes any alcoholic beverage or drugs during participation in any event, sub event or between events or sub events held on the same day including shoot-offs and practice. For purposes of this rule, “drugs” shall mean any illegal, or recreational drug, and shall also mean any prescription medication if that prescription medication affects the judgement or conduct of the contestant to a degree that renders the contestant incapable of safely participating in the sport of trapshooting, whether during a registered event and/or tournament or practice; or

b. who handles a gun dangerously on or off the firing line, or

C. who deliberately or carelessly violates gun safety precautions, Official Rules regarding safety, or in any manner endangers contestants, spectators, or gun club personnel.

SHOOT-OFFS

NOTICE: All ties on Thursday will be carried over to Friday’s like events. NOTE - One Possible Exception - SEE BELOW

The ONLY EXCEPTION will be for Event #3, Handicap. If a tying shooter earns yardage that will require them to shoot from far-ther back in the subsequent handicap event, those shoot-offs will be held unless ALL shooters in that shoot-off agree to the carryover. Any shooter who ties for a trophy and can not attend the next day’s event for carry over will forfeit

Shooters will receive three, three minute calls to check in for shoot-offs. Shooters must check in at the cashier’s window within the allotted time frame or they will forfeit. Shooters will be given adequate time to get their equipment for the shoot-off.

All ties on Friday will be called for shoot-off and MUST BE DECIDED by the end of the day. NOTE: No carryover of ties on Friday’s events.

After Thursday, ALL Shoot-Offs will be held at the conclusion of the LAST EVENT each

day.

All age-based categories are established on the birthday of the shooter. However shooters who become eligible for new age based categories during the current target year may elect to con-tinue to compete in the previous category for the remainder of the target year. Once a shooter has elected to move to the new category that decision is irrevocable and the shooter will no long-er be eligible to compete in the previous category. Junior shoot-ers reaching the age of 18 in the current target year may contin-ue to declare Junior category for the remainder of the current target year.

The ATA rules limit special category designation to one category for the entire tournament in which All American points are awarded. The ND State Shoot does have All American points for trophies so this rule will apply. In other words, a category shooter will not be allowed to designate more than one catego-ry nor will they be allowed to switch category during the tour-nament. They also need to declare their category at the time they are classified. This does not prevent a category shooter from winning a class trophy if they have the appropriate score.

A shooter may not win more than one ATA or NDTA trophy in the same event. This does not affect the right of all contestants from shooting for event champion and then falling back to class or cat-egory trophies. A shooter may not "fall back" from a class to a category trophy.

NOTE: Class Advance will start with Event 2, through the end of the tournament.

That is the high score in each class including ties will advance one class for the next like event. For example, if a shooter in class B wins Thursdays singles with a 98 , that shooter along with all oth-er class B shooters on Thursday that shot a score of 98, will ad-vance to class A for the next singles event that they shoot in this tournament. Class advance will apply to all Singles and Doubles events in this tournament.

North Dakota All – State Team Requirements

Men; 2000 16 yd, 1500 Handicap, 1000 Doubles Must Also shoot at 3 or more ND clubs.

Women; 1000 16yd, 1000 Handicap, 200 doubles Must Also shoot at 3 or more ND clubs.

Vets; 1500 16yd, 1000 Handicap, 500 Doubles Must Also shoot at 3 or more ND clubs.

Juniors; 500 16yd, 200 Handicap, 200 Doubles No Club Require-ments.

Sub–Juniors; 500 16yd, 200 Handicap, 200 Doubles No Club Requirements.

North Dakota requirements to be eligible for a high average award are a minimum of 2000 16yd, 1500 Handicap, 1000 Dou-bles and 3 ND clubs and must be in good standing with the ATA at the end of the target year.

ATTENTION AIM SHOOTERS ! All AIM Singles, Handicap and Doubles Shooters/Coaches MUST SIGN IN with Jon Secord for shooters to be eligible for AIM Trophies at the State Shoot.

COACHES: Team Captains please have your shooter information com-pleted PRIOR to registration INCLUDING ATA and/or AIM member-ship applications completed. Have your squad members and shooter positions determined for squading. Contact State Board Director if you have any questions.

There is no way to tell who has paid their AIM dues until several weeks after the shoot. We award trophies soon as possible after each event. Some trophies may need to be mailed out. There will also be a sign-in sheet on the registration table.

FAILURE TO FIRE

Two (2) failure to fires are allowed and shot over per sub event. Targets thrown “on time”, within legal limits and not voluntarily shot at by the contestant are NOT allowable Failures to Fire. Failures to Fire are usually the result of mechanical (gun) or am-munition problems. The Scorekeeper is required to mark the scoresheet (“F1”, “F2”, etc.) when failures occur. For HAA and HOA shoot offs – one (1) Failure is allowed in each of the 3 disci-plines. During Doubles, when the single operation of the trigger results in the shooter being unable to fire at the second target (the gun fires both shells at once or “machine gunning” occurs) it is considered a Failure to Fire on the second target.

DOUBLES FAILURE TO FIRE

FIRST & SECOND FAILURE TO FIRE - If the Failure is on the FIRST SHOT and the shooter does not shoot at the second target – Nothing is established for either target, shoot the pair over. If the Failure is on the FIRST SHOT and the shooter fires at the second target – Second target is established as shot – Shoot the pair over to establish first target only.

If the Failure is on the SECOND SHOT – First target is established as shot - Shoot the pair over to establish second target only .

ALL ADDITIONAL (3 OR MORE) FAILURES TO FIRE – If the Failure is on the FIRST SHOT and the SECOND TARGET IS SHOT – First target is LOST, second is scored as shot If the Failure is on the FIRST SHOT and the SECOND TARGET IS NOT SHOT – First target is LOST, pair is shot over to establish second target only If the Failure is on the SECOND SHOT and the FIRST TARGET IS SHOT – First target is scored as shot, second target is LOST. SECTION X, D, 4 - STATE AND ZONE SHOOTS

Any shooter who has declared a special category at the time of classification and whose score qualifies for any trophy in his/her declared category, will compete for the category trophy and not for place, class or yardage group. If there is no Event Champion Tro-phy, a declared Category shooter will take the Category Trophy and may not fall back to the Class Trophy.

IMPORTANT - ALL CATEGORY SHOOTERS ! Special Categories - Section IV, K

All Ladies, Sub-Juniors, Juniors, Junior-Golds, Sub-Vets, Veterans, Senior-Vets, and Chair Shooters must declare their special catego-ry at the time of classification in any registered tournament if they wish to compete as a category shooter. Without such declaration, the contestant will not be allowed to compete for the applicable cat-egory trophy. No contestant will be allowed to declare or change a special declaration after firing his/ her first shot. The only excep-tion to this rule will be to correct an ATA classification error. It will be the responsibility of the delegate or a member of the Central Handicap Committee (CHC) to determine what constitutes an ATA classification error. The following rules apply to shooters who have declared a special category. At all tournaments where All American points will be awarded in any event, shooters may declare only one (1) category (i.e. Lady I, Lady II, Sub-Junior, Junior, Junior Gold, Sub Veteran, Veteran, or Senior Veteran) Note: Chair shooters are exempt from this rule.

Section VII, A, 9

9. A contestant that inadvertently shoots ONE post at the incorrect yard-age shall be allowed to move to the correct yardage and reshoot only those targets scored “DEAD” on that post. Any targets shot at the incor-rect yardage and scored “LOST” shall remain “LOST”. Reshooting the targets at the correct yardage must be completed before the shooter leaves the field on that sub-event. Targets shot at the incorrect yardage on more than one post in that subevent shall be LOST. Shooters that shoot from the incorrect yardage in more than one sub-event shall have their entire event score disqualified (XII, B, 1, d).

General Information

1. All targets are ATA registered. 2. Reloads permitted, but may be checked in accordance with ATA Rules. 3. All Category Based Shooters must declare their special category at the

time of their entry. It is solely the shooter’s responsibility to inform the classifier (s) their desired category, if any..

4. Juniors & Sub-Jr’s, who declare their category as Junior or Sub-Jr, and not participating in money options may shoot for $20.00 per 100 targets.

5. You can win as many trophies as you win events. 6. Capital City Gun Club & the NDTA are not responsible for accidents.

7. Camper & trailer parking spaces w/electrical hook-ups available by reser-vation, remaining spaces on a first come first served basis. The fee is $15.00 a day or $50.00 for the tournament. Call Jeff Zwarych 701-220-4454

8. Any changes or corrections to program will be posted in the Clubhouse. 9. Breakfast and lunch will be served Thursday through Sunday. 7:30 AM to

2:00 PM 10. Due to Covid-19 guidelines presquadding is highly recommended 11. Re-squading fee $10.00 per shooter per event. 12. No hull pickup during the shoot. If you want them—save them. 13. Handicap ties on Thursday that require one or more shooters to shoot

from farther back on Friday will be shot off on Thursday!! All ties on Friday will be decided by the end of day.

NOTE: NO carry-over of ties on Friday events!! 14. NDTA Annual Meeting will be held Sunday, July 26th, 2020 at 8:30

AM before Event #9. 15. Tournament will be shot in banks, on consecutive traps, 50 per trap (25 &

25). Squad/trap house assignment will change daily. Note posting in front of Club House and outside.

16. All vendors are welcome, please report to the club house. 17. Any person or persons changing traps other than the TRAP COMMITEE

will be subject to disqualification. 18. ATA has returned $ 2377.00 of daily fees, memberships and life member-

ships this past year. 19.Anyone wishing to shoot for more than just targets must sign up and cashier for those options, purses, etc. prior to the first shot being fired in that event. No exceptions! 20. For shooters withdrawing from an event, refunds will be made only for targets, if the first shot of the first squad has been fired for that event. 21. Practice traps will be available Tuesday and Wednesday evenings, July 21st and July 22nd at standard club member rates.

ND State Sales tax is included in the target price. 23. 2020 Stipends for those Champions attending the Grand and competing in the Champion of Champions Event: Champion 16 yard, $200.00 Ladies 16 yard champion, $100.00 Veteran, Sr. Veteran champion, $100.00 Jr, and Sub Jr. 16 yard champion, $100.00 $100.00 for the runner-up in singles champion and category if the champion does not attend. 24. A Silent Auction will be held with proceeds to go towards the North Dakota Youth Program and maintaining trophies for the state shoot at the current level. Please contact the cashier or one of the board members if you have any items you wish to contribute to the Silent Auction.

NOTICE: All shooters, trap personnel, and those close to the shooting line should be aware of the ATA rule requiring the use of “adequate and appropriate” eye and hearing protection.

This rule will be enforced at this shoot.

Silent Auction A Silent Auction will be held with the proceeds going to the North Dakota Youth Program and main-taining trophies for the state shoot at the current level. Please contact the cashier or one of the State Board Directors if you have any items you wish to contribute towards the Silent Auction.

ATTENTION AIM/CATEGORY SHOOTERS

All AIM Singles, Handicap and Doubles Shooters/Coaches must sign in with Jon Secord for shooters to be eligible for AIM Trophies at the State Shoot. We award trophies soon as possible after each event - NOTE - some may need to be mailed.

Shooters must register in the Sub-Category they will be shooting for the entire state shoot. THIS CANNOT BE CHANGED ONCE THEIR 1ST EVENT HAS STARTED.

EXAMPLE: If shooting as a Lady for the full shoot, register as a Lady. You can let the AIM Director know that is your registered category. AIM Director notes Pre-Sub, Sub-Jr, Jr, or a Jr Gold for AIM trophy purposes only. Please speak with a state board member if you have any questions.

ND AIM Monthly Shooting Events

March, April, May, June & July

100 Targets Events.

Any ATA registered Shoot.

If there is not a shoot in the area - ATA Club may register a day for an AIM MSE event. Coaches must report team scores on line.

Individual AIM winners are processed by ATA through an AIM/ATA number.

Individual MSE

Shooters can compete as many times as they would like within that month by shooting at any ATA registered shoots. Individual’s high score shot for each month will be chosen as the competition score for that MSE. When an ATA Singles event consists of more than 100 targets, the total score for this event will be averaged for the use of MSE’s. Scores that are not whole numbers will be rounded up. Example: A score of 197 out of 200 targets = 98.5% | MSE score rounded up = 99

Team MSE

Teams consist of five shooters minimum of those who live in the same state.

Individuals are able to participate on one squad per month for team awards.

Must shoot on the same squad, trap field, and on the same day.

Scores for teams must be entered online using the AIM Coaches Login (set up prior to entering scores).

AIM Central Zone online Shoot - May 2-3, 9-10, 16-17, 23-25, 30-31, 2020.

ATTENTION ALL CATEGORY SHOOTERS

The ATA rules limit special category designation to one category for the entire tournament in which All American points are awarded.

CATEGORY SHOOTERS NEED TO DECLARE THEIR CATEGORY AT THE TIME THEY ARE CLASSIFIED.

The ND State Shoot does have All American points for trophies so this rule WILL APPLY. In other words, A CATEGORY SHOOTER WILL NOT BE ALLOWED TO DESIGNATE MORE THAN ONE CATEGORY, NOR WILL THEY BE ALLOWED TO SWITCH CAT-EGORY DURING THE TOURNAMENT.

This does not prevent a category shooter from winning a class trophy if they have the appropriate score.

Shamrock Leathers has graciously donated leather bags again this year

to the AIM program. These bags will be given to the Directors in states

that had a minimum of 15 AIM members at the AIM State Shoot in the

2019 target year. The Directors will then give the bag away with a shoot

-off by single number drawing at their AIM shoot. The States must have

an AIM State Shoot to be eligible. These bags have the Embossed

Scroll Pattern and AIM logo on them and can hold eight shell boxes.

2020 NDTA Youth Team Event

The Youth Event will be Wed. July 22nd, 2020 (Event No. 1). This is a 100 target event. The Youth Teams will be required to shoot 100 targets. To avoid delays in the registration of shoot-ers, it is advised that the coaches have ATA membership appli-cations, entry sheets and classification sheets filled out prior to coming through the registration line. Registration starts at 8:00 AM. Shooting starts at 10:30 AM sharp.
