Congratulations, and welcome the Region 359 team! Your time as a Coach is greatly appreciated, and invaluable to your region. This is a non-profit volunteer program that depends solely upon the cooperation and dedication of all volunteers, and you are now a part of a huge movement to help make your Region successful.
The American Youth Soccer Organization is a non-profit organization that was started in 1964

Welcome to Region 359’s Fall season. Our coaching staff is excited about this new season and we appreciate having you on board for another great soccer experience. Our goal has always been to create the best soccer experience for all children and volunteers in this region. Please READ THROUGH ALL THE INFORMATION IN YOUR BINDER. This resource will answer many questions you may have through the season.
Your initiative to volunteer as a coach is greatly appreciated. The enormous responsibility of coaching requires dedication, cooperation and a strong character. The abilities, organization, attitude, and conduct of your coaching should reflect the values and philosophy of AYSO. Your positive encouragement and good sportsmanship is fundamental to the development of your players and will set the tone of your team and parents. Please consider that all volunteers, like yourself, are sacrificing and investing their personal time for the greater good of the players in Region 359.

If a team purchases practice uniforms, the AYSO branding must also be present while being used in a team setting.

Contacting Players
Contact your players as soon as possible. The Coach needs to contact the registrar if you
have any players drop from the team. Once official documentation of the drop (by the parent)
has been received, we will replace players from the region waiting list. We are unable to
remove a player from your roster until we have notification from the parents of the drop.
Email the registrar if you need assistance with additional player contact information.
Player Form Information
All player information should be on the Player Registration Form that accompanied the
Coach’s team roster. If you are in need of any additional information, you may contact the
registrar. All players must have an ESigned/signed Player Registration Form to participate in
both play and practice once season starts. These forms must be present at all games and
practices in the Coaches possession. Any team that has an unauthorized Player will become
ineligible to participate in any of the Region or Area Invitational Plays and the unauthorized
player will be removed from the game.

Picture “FUN Day” Picture Day is Saturday, October 5, 2019.
Photo packets will be passed out to coaches prior to Picture Day.
Team photo schedule will be posted online two weeks prior to picture day. The scheduled
time is when the pictures are scheduled to be taken. Please ask your team to arrive 15 minutes
early in order to organize them. Players will be lined up in order by height. Players arriving
late may not be accommodated, and must have their pictures taken on make-up day.
THERE WILL BE NO TEAM PHOTOS ON MAKE-UP DAY, NO EXCEPTIONS.
We will also have our annual Basket Auction Raffle this day.
Team Volunteer Responsibilities for Picture FUN Day Volunteer Responsibilities are scheduled this season for the 8U - 14U teams and are listed at the end of this binder. Coaches should check with the volunteers a couple of days prior to their designated time slot to confirm the team’s attendance. Each team is responsible for providing the items required by your division. In order for your team to be invited to the end of the season Invitational they MUST complete their scheduled duty. 16Us & 19Us have standings within the AYSO Area 10 Program All games will count in your regular season. There is NO regional playoff or
Invitational for 16Us & 19Us. These divisions will be playing in Area play which includes traveling to other regions in Area 10a and at the end of the season, there will be an Area Tournament.

o 16U / 19U Advanced Clinic
Each team must fulfill their referee game requirements
o Each team will be required to referee two (2) games per week.
These requirements will make your team eligible for the regional invitational, which will take place at the end of the season. All Teams/Divisions are required to have a $300.00 Team Sponsor to be invited to the end of season Regional or 16U/19U Area Invitational Play. To qualify, the Sponsorship must be received by the Region no later than October 18th
to qualify for Invitational Play.
2019 Referee Requirements The best referees have Training, Knowledge and Experience. The only way for
them to gain this knowledge and experience is to return year after year. The biggest reason referees quit is due to abuse from parents, coaches and players. If we drive away the new referees every year, we will have the same problems the next year. We have all had games where the referee does not seem to know what they are doing. Yelling at the referee does not help correct the problem. If you believe the referee is struggling with managing the game, the referee staff welcomes your input in a calm manner. We are proud of our mentoring team who works to build up the skills and confidence of the referees. By us all doing our part we can support and encourage not only the new referees but also the returning referees so we can continue building a program that will allow for less aggravation for everyone involved. It is our goal to provide a full officiating crew for all 10U and above games played at region 359. All teams carry the responsibility to provide the necessary volunteer referees. Training is provided. Should your team not meet this obligation your team may not have referees for your match. 6U Division One coach from each team will work with each other to ensure that the players have a safe, fun and fair time while they learn and enjoy playing the game of soccer. 8U Division Each team’s coach will work with the other team’s coach to officiate in doing so ensuring that the players have a safe, fun and fair time while they continue to learn and enjoy playing the game of soccer. Each coach will have to attend a short training session on opening night ½ hour before first game of the season. Youth Referees are NOT permitted in 6U and 8U divisions.
10U, 12U and 14U Referee Requirements
This division will:
Supply at least one (1) adult regional or higher trained referee.
All teams are encouraged to have as many referees as possible to lessen the
amount of games a single referee must do and to ensure an adult referee is
available to referee during the post season Invitational in case of a scheduling
conflict.
With permission of the Referee Administrator a certified youth referee may be
supplied to ease the work load and to further the youth’s development in the game of
soccer.
If your team does not provide referee(s) then your games may not have referees
available to officiate the match. Priority of referee assignments will be to those
teams providing referees.
Each teams referee(s) is required to referee two positions each week.
Must attend an appropriate referee training class.
Refresher course training should be taken in 2019.
New referees must complete the online volunteer application, attend a Regional or
Basic referee clinic and take Safe Haven and CDC concussion course located at
aysou.org.
First year returning referees (those that have only refereed for one year) must attend
either the refresher referee course or the complete regional referee clinic.
All other returning referees must attend a returning referee class and fill out a
new volunteer form. The training schedule will be available on the AYSO Region 359
website at www.ayso359.org under the referee tab. Check before coming to the class
to make sure there were not changes to the schedule.
You will need to go to www.ayso359.org and register as a volunteer. Visit
www.AYSOU.org, click Live Courses and find the class you would like to attend on
the calendar. If you cannot register online for the class then please send an e-mail
to [email protected] indicating which class you would like to take.
Referee 10U, 12U or 14U game to get credit
The referee may not officiate on their affiliated team games or a relative’s
team(s).
For U-14 teams, the referee may not officiate in their affiliated team’s division
If your team has a scheduled bye, there is no obligation of refereeing that week’s
games.
The referee or team of referees must referee in two positions (games) per week for
their team.
Your referees will earn 1 point for each referee position officiated.
Each team is required to earn 2 points a week. If your referee signs up for a game
and does not officiate, a point will be subtracted from your total points. It is much
easier to fill an empty slot than it is to wait for a no show and then try to find a
replacement.
With permission of the Referee Administrator, you may make up missing points.
They must be made up within two weeks from when they were missed. Referees
will not be allowed to “Bank” points.
You must notify the Referee Administrator before you miss your game to be
eligible, unless it is an emergency.
You will not be allowed to make up multiple weeks of missed games. It is very
important to do your referee duties each week.
For post season games, the adult referees will officiate. Affiliated youth
referees will not be allowed to officiate post season games.
Since not all teams will have referees, teams that have 3 or 4 referees are
encouraged to still sign up for referee assignments on Saturday even if their team
has met their requirements.
Referee Game Assignment
Referees will need to sign up online at http://www.cgisports.com/ref/5019.
Referees must check in at the referee table and highlight their name on the
Referee assignment sheet to verify that they are officiating the same game for which
they signed up. Your assignment could change based on the league’s needs.
16U AND 19U AREA PROGRAM
Each team must have one referee to ref two games per Saturday. If team has youth
(14 years or old) referee for their team, team must have one adult referee too. Youth
referee can only ref one game per Saturday.
Referees will sign up using the Area's cgi.sports site.
YOUTH REFEREE’S – 10U and above only
A youth referee may not represent more than one team per season. If a youth
referee is officiating for your team, you must provide an adult referee as well. A
youth referee may earn no more than one point per week. Your youth referee must be
approved by the Regional Referee Administrator and will not earn any referee point
until approved.
Region 359 Youth Referee Program
We are looking for boys and girls 12 years and older who love soccer; playing it, watching it, or who just
want to be involved in our program!! Come and learn a new way to enjoy soccer. Learn to referee younger kids and help them enjoy soccer almost as much as you do! This is a fun way to earn community service hours
for your school while helping the younger kids enjoy the game.
Referee Training Classes
The youth referees learn the same material as the adults and will need to attend one of the Regional Referee
Courses. At the end, new referees will be provided with all they need to begin refereeing: uniform, whistle

interested in participating.
Program
• All youth referees will have the opportunity to
participate in our mentor program. Each youth will be
paired up with a senior official for on-going training
and support
• They will be working with at least one adult referee during every game. Youth referees start by being an
assistant referee (AYSO uses the diagonal system, one
referee with two assistant referees) for the first three
or four games with an adult referee in the center.
• A member of our regional referee staff (or a senior referee/mentor) will be available for every game so
that upon request by the youth an adult will be present
at the field to support them. The youth referees will
not be asked to deal with any coach or spectator
problems. The adult official or mentor will do that for
them as we are all advocates for the children’s
protection.
Scheduling
It is our policy in region 359 for each referee to sign up for his or her own games. These
assignments must be approved by the referee administrative staff in our online scheduling
program. This allows all to sign up for games which fit into their schedules.

Team Sponsorships enable Region 359 to maintain AYSO’s vision to provide a world class
youth soccer program that enriches children’s lives for our Bakersfield community youth.
As a requirement of playing in the end-of-season Invitational Play, each team MUST
have at least a $300 sponsorship. There are two different cutoff dates for sponsorships
(earlier date in order for sponsor to be included on your banner in the team photo). Final
sponsorship funds MUST be received by October 18th in order to be invited to the
Invitational Play. Your team will not be eligible if this is not fulfilled (If you submit the
sponsor after October 1st, the sponsor plaque will not arrive in time for pictures. We will
contact the coach when the plaque arrives)
There are 3 sponsorship levels. In order to have your banner in the team picture the
sponsorship MUST be received by mail Thursday, October 1, 2019. This is four days prior
to picture day. You will not be allowed a banner in your team photo if we have not
received your sponsorship in time.

ALLSTAR PROGRAM
Overview AYSO All-Stars is a continuation of play for players who played in the recreational division of AYSO in the Fall (Extra players are not eligible). All-Star play starts at the 10U level and continues through 14U. The All-Star season follows the intra-region Fall recreational season, with play taking place in the following January and February. All-Star play is competitive, and is often a stepping stone for those who wish to take part in the EXTRA program. A full commitment to all All-Star games, tournaments, and practices is required to be considered for selection to the All-Star team. Players for the All-Star teams are chosen by a committee based upon their performance in games during the recreational season and an All-Star tryout process. The All-Star Committee shall be comprised of region staff and experienced coaches who will evaluate and rate all players that attend the tryout. Coaches with their own child participating in the tryout may sit on the committee, however, they will not evaluate their own child. Players will wear numbered Pinnies at the tryouts to further help make the process unbiased. At the end of the tryout all player ratings will be compiled and reviewed. The Regional Commissioner will make the final decision on the roster. Coaching If you would like to be considered for one of the All-Star coaching positions please complete an All-Star Coach Application and submit to the Coach Administrator by November 1st. All-Star coaches are expected to represent Region 359 in a positive manner at all times. Coaches will be selected based on a number of criteria including, but not limited to: certification level, sideline behavior, coaching experience, adherence to the AYSO Philosophies, support of the Region’s activities, etc.
Region 359 EXTRA Program AYSO EXTRA provides a more challenging level of play for those players who possess the appropriate interest, skills and abilities. The EXTRA program enhances each player's experience and individual growth through the game of soccer, while retaining the spirit and organization of AYSO. Different than the Fall core season, EXTRA players are committed for a one-year period, competing against other Section 10 EXTRA teams. The teams are designed to stay together year-round. During the fall season, half the games are played at Liberty Park with the rest requiring travel of 1-2 hours. When the Fall season ends they typically become a tournament team, and play together in tournaments (many of which require travel of 1-2 hours). Program details can be found on our FAQs Page on ayso359.org. EXTRA tryouts occur in March/April and teams are formed in May/June for the following fall season. For those interested in applying to be an EXTRA coach, please complete the EXTRA Coach application and submit to the EXTRA Program Coordinator. TOOLS FOR PARENTS
The following ideas may be helpful for being a supportive AYSO parent. Conversations before the games
Tell your child you love him/her regardless of the outcome. Tell him or her “Go for it, give it your best shot and have fun!”
During the game
Understand that kids are over-stimulated during games. The coach may be giving instructions, opponents and teammates are talking, the crowd is cheering, and the referee is blowing his whistle. To a youth sports participant, the atmosphere is much like that of a fighter pilot with enemy jets racing all around. Do not yell instructions to your child during the game because it only adds to the confusion. Sometimes the best thing you can do as a parent is to be quiet. Cheer and acknowledge good plays by both teams.
After the game
Thank the officials for doing a difficult job. Thank the coaches for their efforts. After a difficult loss, recognize that it is not a good time to question a coach. Thank your opponents for a good game. Congratulate your child and his or her teammates for their efforts. Compliment individual players on good plays they made in the game.
During the car ride home
Point Out a good play your child made during the game. Avoid criticizing or correcting mistakes. Ask open-ended questions about how the game was played rather than how many points were scored. Here are examples of open-ended questions that might apply:
Did you have fun?
Did you give it your heat effort?
What did you learn from the game?
What was the best play you made and how did it feel?
Did you bounce back from your mistakes?

KIDS ZONE PARENT PLEDGE
Please review with parents at your team meeting. 1. I pledge to be on time or early when bringing my child to his/her practices and games. I
understand that it may be uncomfortable for my child to be late to a game or practice and that he/she is subject to physical risk if not provided with adequate time to warm up. I understand that I am encouraged to stay during practices and games, but if I do not, I will be there when he/she is finished. Being punctual shows respect for the coach, who has other time commitments, and it tells my child that he/she is my top priority. _______ 2. I understand that the top three reasons kids play sports are to have fan, make new friends and
learn new skills. I understand that the game is for the kids, and I will encourage my child to have fun and keep sport in its proper perspective. I understand that athletes do their best when they are emotionally healthy, so I will be positive and supportive. _______ 3. I will redefine what it is to be a “Winner” in my conversations with my child. Winners are people
who make the maximum effort, continue to learn and improve, and do not let mistakes, or fear of making mistakes, discourage them. I understand that mistakes are an inevitable part of any game and that people learn from their mistakes. I understand that all children are born with different abilities and that the true measure of success is not how my child compares to others, but how he/she is doing in comparison to his/her best self. _______ 4. I will “Honor the Game.” I understand the importance of setting a good example of sportsmanship
for my child. I will show respect for all involved in the game including coaches, players, opponents, opposing fans, and referees. I understand that officials, coaches, and players make mistakes. SAFETY Letter to Coaches
The safety of your players is paramount and we have provided you with some aids to help with their safety. First off, each year all volunteers need to complete the concussion protocol training from the CDC that is available on the National
website. The Safe Haven training (provided on the website) is required each year as well.
The heat and air quality are also factors in the safety of your players. The region will update our website (ayso359.org) and contact coaches when the air quality is unhealthy for practice or games.
Lastly if there are any injuries in practice or the games they need to be reported, even if the parents don’t think it will be a big deal. The injuries can get worse from
initial injury and the parents may take their player to the hospital the next day or later. If the parents aren’t present they need to be informed, and the attached incident report needs to be completed and sent to me. Any questions contact me at:

SAFETY Welcome to the Fall AYSO Season A few items to remind you about:
Soccer Accident Insurance (SAI) covers all registered AYSO participants (players, coaches,
referees and volunteers). SAI is a Full-Excess Policy, meaning it covers expenses not covered by your medical insurance or it will be the primary insurance for an individual without medical insurance. Each claim is subject to a deductible. Claims must be filed within 90 days of the accident.
Emergency Treatment Authorization Forms (ETA) and White copies of the Registration Forms
must be with you at all times when you are having a team activity including practices, games and parties. If you make copies of the ETA form for your assistant coach, team manager or an extra copy for yourself, make sure the parent or guardian signs the copies. Hospitals cannot accept a copy of a signature.
Participation Release Forms or a Physicians release is necessary to allow an injured player back.
Anytime a player is injured and medical treatment is obtained, a release form is obtained from me. A parent saying the player is “Okay” is not acceptable. Remember a player cannot play with a cast or a hard brace.
Players missing games must have the reason they are not at the game listed on the game card, i.e.
sick, away, injured, etc. Only AYSO Registered Players, Registered and Certified Volunteers can be on the field. No non-
registered players or other individuals can be on the field to play or help with practices. If you need help, have a parent or other volunteer fill out a Volunteer Application. It only takes a minute and protects the volunteer, you and the Region should an accident occur.
Shin Guards, of the proper size must be worn by players at all practices and games. No shin guards, NO Play! Coaches it is also recommended that you wear them too at practices. Socks must completely cover the shin guards.
Inspect the field before practices and games for safety hazards. Look for unsafe conditions
(holes, broken glass, exposed sprinklers, wet areas, etc.) or other hazards that could cause problems. If you think the field is not safe, do not practice there or if it is a game, express your concern to the referee. Report these conditions to the Director of Fields and to me.
Goal posts are not to be climbed on, swung on or otherwise used as playthings by players, adults
and/or spectators. Setting and taking down of nets is to be done by adults only. Children are not allowed to help in
this process. Make sure they are secured properly to the posts and in the ground. Warm up and Cool down at each practice and game. This is the best way to prevent the common
injuries to your players. Water needs to be available for drinking and cooling down. Have your players bring lots of drinking
water to practices and games. You may also want to have water available for the players. Spray bottles are great!
You are responsible for your players. Don’t leave them unattended at the end of practices or a game. Wait until they are picked-up by the person responsible for them. Remember Safe Haven.
Make sure another parent waits with you, preferably one of the same gender as the player(s). Never give a player a ride home if the parent doesn’t show up. Call the emergency number on the player’s registration form or the police.
Safe Haven rules must be practiced at all times. Conduct yourself in the manner outlined in your Safe
Haven class. By doing so you will protect yourself, your players and volunteers. Blood and Blood-Borne Diseases are a major health concern. Though the possibility of contracting
a blood-borne disease during athletic activity is minimal, the risk does exist. The following must be adhered to:
1. Bleeding players must be removed from the field until the bleeding is stopped and the wound is covered.
2. If there is blood on the uniform or clothing, the individual may not return until the portion of the uniform or clothing is replaced or the blood neutralized with a disinfectant solution (a t-shirt in a matching color to your team jersey is a good idea to keep on hand)
3. If there is blood on the body, the individual may not return until all the blood has been removed from the skin and the contaminated skin has been disinfected.
4. Always wear latex gloves when dealing with an injured player. It is best to have the parents take care of the clean-up and decontamination.
