Rich Overmoyer founded Fourth Economy in 2010 and, since then, has been pioneering a new model of community collaboration that inspires and creates tangible action for improved economic outcomes. He is part of an emerging group of leaders that are focused on a community and economic resilience framework as a tool for lasting positive change. Rich combines science and art to help clients translate complex ideas and data into solutions for their communities. He is creative, thoughtful and entrepreneurial and uses his own experiences as a

guide in his work to connect people who share similar ideas and values. He strongly believes in honesty, respect and in creating true partnerships with clients. In his spare time, he’s a pinball whiz and believes in the power of craft beer to create stronger communities.

In lieu of a pre-conference offering, and based on widely received feedback, this time slot has been made available to Pennsylvania DCED staff for the provision of PIDA training to certified economic development organizations (CEDOs). The breakdown for the training will include about an hour spent on updates and an overview of important administrative functions relating to CEDOs, an hour on underwriting training and an hour on portfolio management training.

This training will take place in the Forest Room (Plaza Level) of the Commonwealth Keystone Building (400 North Street, Harrisburg, PA, 17120). Questions may be directed to Jared Lucas, Director of the PIDA Division within DCED’s Office of Business Financing.

*The abovementioned PIDA Training is worth 3.00 PDUs in finance.

Organizational Certification: PIDA has determined that, through their participation in this event, eligible representatives of DCED-certified economic development organizations (CEDOs) may earn up to 2.00 finance PDUs toward the annual PIDA requirement of 6.00. Conference sessions entitled “Filling the Funding Gap with New Markets Tax Credits” and “Strategies to Compete for & Secure Federal Opportunity Zone Investment in Your Community” have been approved to provide 1.00 PDU each.

Note: One Professional Development Unit (PDU) equals one hour of actual instruction.

This event is recognized by the International Economic Development Council (IEDC) as a professional development event that counts towards the recertification of Certified Economic Developers (CEcDs). IEDC’s mission is to provide leadership and excellence in economic development for its communities, members and partners.
