2021 position detailsPositions 1 to 9 -Department of Environment, Land, Water & Planning

(DELWP)

Position 1 – Heritage Project Officer (Forest Fire and Regions - Gippsland)Location – Traralgon/Knoxfield or Powelltown/Maffra or Bairnsdale

We are looking for a grad recruit who has an archaeological background or has indigenous heritage, with the intent to build Cultural Heritage capacity across the State.

In your first rotation you will gain knowledge of the systems and process relating to land status and land administration. These must be well understood in order to make decisions relating to land management and use, as legislative and policy processes are linked to the status of the land. Some types of legislative processes linked to land status include issue of tenures, native title processes, marine and coastal act consents, amongst others.The graduate will undertake and support a range of Crown land administration tasks relating to changes of land status, usage of Crown land, issue of tenures, legislative processes and appointment of delegated land managers. The graduate recruit will also gain exposure to all other Land and Built Environment (LBE) responsibilities such as environmental planning, statutory planning and volunteer oversight (Committees of Management (CoM) & Coastcare).

The second rotation will be located in the Port Phillip region where you will be working on a major project: “Post Fuel Treatment Cultural Heritage Impact Assessments”. There are critical sites across the Port Phillip grassland landscape; where there are believed to be unregistered cultural heritage sites which are at risk of harm due to fuel management and wildfire. The grad recruit will work with the Heritage Specialist and the Bunurong, Wurundjeri and Boon Wurrung Peoples to identify new sites that are uncovered during operational work and to determine the success of protection strategies recommended during values checking assessments.

The final rotation is to be the “home rotation” for the graduate recruit and they will become the responsibility of the Values and Assets Team at the conclusion of the grad program. Skills learned will be around community engagement, and the policy and administration experience in rotation 1 will also be useful in an ongoing capacity.

Position 2 – Graduate Recruit (Forest Fire and Regions - Grampians)Location – Ballarat (neg)/ Ballarat / Anglesea

The first rotation is part of the Community and Partnerships Program (CPP) team which has broad responsibilities in the Regional Directorate and Forest and Fire Operations Division (FFOD) for communications and media; engagement; Aboriginal self-determination; climate change and renewable energy, as well as some priority stakeholder relationships and key projects. The graduate role is within the Engagement Program team of CPP and will manage the design, delivery and review of the second Local Government Listening Tour in the Grampians Region during 2021 with 11 Local Governments, building on the success, impacts and lessons of the first Tour in 2018/19.

The second rotation will be in Forest and Fire Operations – Fire and Emergency Preparedness. The Grampians Fire and Emergency Unit is responsible to lead and coordinate the planning and delivery of regional fire and emergency preparedness to enable effective and efficient response operations.

The role will focus on Lessons Management and will include: Supporting the development of the regions Lessons Management Program; Helping run region and district preseason briefings, incident management training exercises and masterclasses; Assisting region and districts team run “real time” incident debriefs during the bushfire season; Assisting with the management of the “Grampians Grab” observations capture tool, and drafting insights and lessons for publication; Assisting with end of season debrief processes, compilation of observations and reporting of themes.

The third rotation will be working with the Coastal Program team in the Barwon South West Region undertaking roles that:

Assist with the Marine and Coastal Act Consents under the Marine and Coastal Policy 2018

Work with the Coastcare team to prepare for and deliver the summer by the sea program.

Work with stakeholders to support marine and coastal volunteers Help to support the Coastcare Community Grants and Produce content for Coastcare social media and communications

Position 3 – Graduate Officer (Forest Fire and Regions - Hume)Location – Tallangatta/CBD/Seymour

The first rotation is within the Forest and Fire Operations team at Tallangatta in the Upper Murray District of Hume region. The graduate will be trained, accredited and deployed as an operational firefighter, participate in the planning and delivery of the 20/21 planned burning program and be involved various aspects of forest management including road construction and maintenance, visitor management, cultural heritage management, biodiversity protection, and community engagement.

The second rotation will be based in the DELWP CBD office working with the Energy Strategy Division. The graduate will contribute to development of policies and reforms to help transition Victoria’s energy system to a high distributed energy resources future.

The third rotation, based at Seymour, is in the Public Land Management Team within the Land and Built Environment Program. The graduate will contribute to a range of complex land management issues including issuing leases and licences, and projects to improve buildings, community facilities and environmental values on public land.

Position 4 – 2021 Science and Planning Graduate (Forest Fire and Regions – Loddon Mallee) Location – Irymple/CBD /Bendigo

This role will assist in the delivery of state forest management operations, and fire management operations on public land, and support Regional Directorates to deliver priority programs and projects.

The first rotation will be development of a Grazing Management Plan. Currently there is no grazing management plan, limiting implementation. Bee site audit / inspection, mapping and associated documentation. The role would require to meet with Parks Victoria, landholders, conduct site visits with various stakeholders.

For the second rotation, the graduate will work within the Policy and Planning division of the Forest, Fire and Regions Group. The division is responsible for forest, fire and emergency pg. 4

management policy, planning and engagement, providing interesting opportunities across a wide range of natural resource management. The rotation will be based in the forest and fire planning and assessment teams and the specific projects will be agreed with the successful graduate, based on skills and interests. The rotation will provide opportunities to work at the state-wide level, consolidating risk and planning information to contribute to shaping Victoria’s approach to natural resource management planning. It will provide exposure to world leading modelling and analytical techniques that support forest and fire risk planning and opportunities to work with researchers across a variety of disciplines. Working in the division will also provide the successful graduate with a unique perspective on policy and its implementation, involving stakeholder engagement across the regions and central parts of DELWP.

The third rotation is in the Climate Adaptation team of the Community and Partnership Programs Branch in Bendigo will provide place-based leadership for the planning and delivery of agreed priorities relating to climate change, energy, local government and communities. This includes management of agreements with Traditional Owners, administration of grant programs, planning and delivery of climate change adaptation programs, providing support to regional and metropolitan partnerships and new and emerging opportunities that departmental objectives are met. Community and Partnership Programs Branch provide media and communications and aboriginal inclusion support to the Regional Directorate and Forest and Fire Operations Division in the region, consistent with the state-wide frameworks and approaches set by the Office of the Deputy Secretary

Position 5 – Graduate Project Officer (Forest Fire and Regions – Port Phillip)Location – Knoxfield or Heidelberg /CBD/ Powelltown

Rotation one will be in the Natural Environment Programs team in Port Phillip Region. The graduate will gain a wide range of experience in natural resource management in the Port Phillip region and undertake roles such as: environmental assessment of statutory planning applications and provide advice and approvals on native vegetation removal; Implementing Biodiversity 2037 through Biodiversity Response Planning with partners including Traditional Owners, delivering biodiversity projects and services such as implementation of threatened species recovery plans; non regulatory wildlife management, and providing input into forest and fire strategic and operational activities.

The second rotation* will be in the CBD in the Impact Assessment Unit of the Planning Group. The graduate will gain an appreciation of a wide range of planning services delivered by DELWP and in particular, the implementation of the Environment Effects Act. They will be involved in the environmental assessment of a range of large projects across the state with potentially significant environmental impacts. They will also have the opportunity to work with the Commonwealth on projects that are referred for assessment under the Environment Protection and Biodiversity Conservation Act, based on potential impacts on matters of national environmental significance.

The third rotation* for this graduate is based at Powelltown in the Port Phillip Region. Training and accreditation as a general firefighter and participation in the local roster for fire deployments will be essential. This is an opportunity to gain valuable operational and on ground experience working alongside the crew in the delivery of our slashing and road maintenance programs, planned burning and community engagement.

Whilst the majority of the time will be spent field based, the graduate will have the opportunity to work alongside the Preparedness and Fuel Management Teams to develop and deliver a priority project for the District. The graduate’s skills and interests will be matched to the deliverables of the District.

*note: the order of the second and third rotations is to be confirmed.

Position 6 – Forest Fire Management Officer (Forest Fire and Regions – Barwon South West)Location – Colac/ Traralgon or Orbost /Heywood

Rotation one will be a resource within the Forest and Fire team, gaining exposure to various district projects. The graduate will have a strong focus on gaining emergency management experience and supporting the district preparedness and response team in the preparedness for the bushfire season and throughout emergency response events. There will be a focus on supporting delivery of key district projects such as forest management planning and investigation into the effectiveness of mechanical fuel treatments.

Rotation two will be in the Regulatory Operations (Permissions) Gippsland branch of the Office of the Conservation Regulator, where the graduate will learn from and assist the Permissions Lead on DELWP permissions, specifically permissions under the Wildlife Act and Forest Act. Learnings will include associated with dealing with prospective licence/permit holders, current holders, addressing questions and queries from members of the public.

Rotation three the placement will be flexible based on district needs at the time, but likely based in the Emergency Preparedness team, focussed on supporting the district preparedness for the fire season. There are also opportunities in the Fuel Management team with projects such as planned burn reporting, monitoring and contract management, or the Forest and Roading team on weed and pest, roading or forest utilisation programs.

Position 7 – OCR Project Officer (Forest Fire and Regions – Office of the Conservation Regulator)Location – Knoxfield/Wodonga or Benalla/Knoxfield or Traralgon

The first rotation will be in the Intelligence Unit of the Office of the Conservation Regulator (OCR) where the graduate will: assist in the uptake of any new IT systems and updating procedures; Provide an intelligence support function to OCR by creating, assessing, enhancing and disseminating Information Reports; Collect and collate, process data and analyse compliance related information to support the provision of sound intelligence analysis; Ensure the quality of data through data input and data maintenance into the DELWP intelligence database; Draft correspondence, reports and intelligence information to DELWP officers related to compliance related projects, service agreements and memorandums with other government agencies; Ensure the highest ethical standards in the delivery of all the department's objectives, with a strong commitment to the DELWP values, including safety and well-being; Adhere to Department policies, procedures and legislative requirements, particularly in respect to information data security management.

Rotation two will be as a Community and Partnerships Project Officer in the Hume region, where the exact role will be defined in early 2021 to align with regional priorities and the skills and interests of the graduate, including a range of opportunities to work on community engagement, traditional owner, climate change, renewable energy, or media and communications projects.

The third rotation will be in the Timber Harvesting and Compliance Unit in the south east regions where the graduate will link the work of the Intel team to the on-ground operations of the OCR.

Position 8 – Project Officer (Water and Catchments)Location – CBD / Warrnambool / CBD

An exciting position is available in the Sector Resilience team, within the Water and Catchments Group at DELWP. With our water supplies facing increasing pressures from the threat of climate change, natural hazards and cyber security and increasing population, water emergency management and building the resilience of the water sector is becoming increasingly important.

The position Project Officer will undertake the following roles in rotation one:Assist in shaping policy and plans to build the resilience of the water sector, including DELWP regions, water corporations and catchment management authorities by developing documents to describe their responsibilities for water emergencies and contribute to the development of the Water Climate Change Adaptation Plan.Contribute to water emergency response by drafting briefing papers about water emergency incidents to inform DELWP executive and the Minister for Water about these incidents.Maintain a web-based water intelligence portal to analyse and report high hazard areas within the water sector. The role is part of an existing multi-disciplinary team of eight team members, responsible for the regulation of dam safety in Victoria, climate change adaptation and for developing policy, plans, information systems and capability for water emergency management. The team includes expertise in engineering, science, policy development, operational and business management, both from experience built in Australia and internationally. We strive to achieve leading practice management and to improve resilience in the water sector, to ensure safe and sustainable water resources for Victoria. We have a strong team culture and value knowledge diversity to build our team’s capability.

Rotation two will include experience at Wannon Water, Warrnambool, to gain experience in operational management of water supplies and emergency management within water corporations. This will include identification and quantification of pathogens in water sources, review of treatment processed by township in treating the water source and pathogen, development of plans for further treatment options when the level of reduction does not meet the target acceptable target or risk level, and supporting setup of monitoring systems and response plans.

The third rotation is in Forest Fire and Regions Group in the Programs team where the focus will be on project management, drafting briefing papers and project plans, and learning about all-hazards emergency management dealing with forest and fires.

Position 9 – Policy Officer, Distributed Energy Resources Strategy (Energy) Location – CBD / Wodonga or Wangaratta or Benalla / CBD

As a Distributed Energy Resources Graduate, you will develop a strong understanding of the role of DELWP and the inter-relationships between energy policy development and program delivery through three related placements - Energy Strategy, Hume region Community and Partnerships Branch, and Solar Victoria.

The graduate will gain experience in developing energy policy and/or regulatory reform, hands-onwork in a regional office and program delivery. Stakeholder engagement will be a strong focus of all three placements.This role is well suited to someone who enjoys working in a collaborative team environment and who has strong analytical and communication skills. The successful applicant will also be trained and accredited as an operational firefighter during the second rotation. pg. 7

The Resources Forestry and Game Branch DJPR is looking for a graduate to work across the Earth Resources Regulation (ERR) Unit with placements across three areas. The successful applicant will support the regulator in ensuring that the impact of human activity in the mining, quarrying and petroleum sectors has a minimum impact on the environment.

In the first rotation the graduate will support the Technical Services team, Earth Resources Regulation in the provision of advice on rehabilitation plans, advising colleagues on the management of environmental risks and impacts across the mining, extractives and petroleum industries. In doing so the graduate will refer to and develop a sound understanding of relevant regulations and legislation that govern the sector.The graduate will support the team in reviewing rehabilitation plans at various stages including assessment, inspection and investigation, as well as reviewing technical guidance material. There will be a focus on supporting the Technical Services team in the preparation and delivery of capability improvement across ERR.

The second rotation will offer the graduate the opportunity to support the Assessments team, Earth Resources Regulation, in assessing, evaluating and making recommendations on applications (and variations to applications) to undertake works in the Earth Resources Sector. The graduate will support the team in the provision of advice on requirements to internal and externalstakeholders, in doing so referring to relevant regulations, legislation and other technical information. The graduate will work within a multi-faceted team with experience in a range of technical disciplines and will also support other teams within ERR, Resources, Forestry and Game Branch, and other agencies including the Environmental Protection Authority, Department of Land Water and Planning and Local Council.

The graduate will gain experience during the third rotation in the Compliance team, Earth Resources Regulation, in identifying, planning and reporting on compliance activities based on identified risks within the various industry sectors. Building on the experience gained in the previous rotations, the graduate will develop an understanding of the application of legislation in monitoring compliance in the resources sector.

Position 11 – Graduate Officer (Resources)Location: Morwell / CBD or Morwell / Morwell

An exciting opportunity is available for a graduate to work across the Coal Resources Victoria and Extractives teams within Earth Resources Policy and Programs DJPR and the Mine Land Rehabilitation Authority. The successful applicant will gain valuable experience and exposure in a range of areas, including contributing to strategic resource and land use planning as part of the Extractives team - supporting major infrastructure development in Victoria; developing planning and project management skills and gaining exposure to governance, progress reporting and program evaluation.

On placement with the Coal Resources Victoria team, the graduate will gain exposure to regional environmental factors, risks, and opportunities with regards to open cut mining rehabilitation in Victoria, including technical analysis and reviews. The graduate will develop stakeholder engagement skills working with a range of internal and external stakeholders.

On placement with the Mine Land Rehabilitation Authority the graduate will support senior staff in overseeing rehabilitation planning for Victorian Declared Mines, gaining experience in undertakingcritical thinking and analysis of technical studies which underpin mine rehabilitation planning. The successful applicant will be required to communicate the results of their work to senior management/ teams, this will include the preparation of reports and presentations detailing their findings.

There is flexibility with regards to employment location (between Morwell and Melbourne CBD).

Position 12 – Graduate Process Engineer (Resources)Location: CBD or Morwell / CBD / CBD

The successful applicant will have the opportunity to work within Coal Resources Victoria, CarbonNet and the Office of the Lead Scientist. While on placement with Coal Resources Victoria the graduate will understand the potential impacts (benefits, drawbacks) of various technologies for brown coal utilisation technologies as well as evaluating various options for brown coal utilisation in terms of whole of life and lifecycle assessment parameters.

On placement with CarbonNet the graduate will support and contribute to a project focussed on advancing the viability of establishing a commercial-scale carbon capture and storage (CCS) network hub in Gippsland, using world class offshore storage sites in Bass Straight.

The graduate will also have the opportunity to gain valuable experience working within the Office of the Lead Scientist supporting the team fostering linkages and identifying opportunities for economic outcomes by engaging with business, the research sector, government and the broader Victoria Community.

The successful applicant will be required to communicate the results of their work to senior management/ teams, this will include the preparation of reports and presentations detailing their findings. The placements will be based out of Melbourne, however, will require occasional travel to DJPR offices across regional Victoria.

Position 13 – Project Officer Emergency Preparedness, Capability and Interoperability (Agriculture Victoria)Location: All TBC = Attwood / Cranbourne / Geelong

The position will work as part of the Emergency Management Team within Biosecurity and Agriculture Services (BAS) branch reporting to the Senior Officer Capability and Interoperability. The position suits a science or agriculture graduate who is keen to embark on a career in the area of agricultural and biosecurity emergency management. The position requires: skills in planning and implementing project work; analysing data and producing summary reports; the ability to work cooperatively whilst collaborating with staff across work areas; the ability to be flexible in working within reprioritised project tasks and in emergency responses. Good people skills are very important in working within the branch and with other stakeholders.

The successful applicant will have the opportunity to gain experience of emergency management within Agriculture Victoria by contributing to the delivery of capability and interoperability programs.

The successful applicant will work effectively as a member of a state team, enjoy flexible working arrangements and undertake a wide variety of work across Agriculture Victoria, in particular within Biosecurity and Agriculture Services branch (BAS). The position will also work with staff in other emergency management functional areas of DJPR and Victorian emergency management partner agencies.
