Welcome to the 2019 JUNIOR

Northern California

State Championship Tournament

District Administrators, Presidents and Managers,

On behalf of District 34, Section 7 and our host league Visalia, we welcome you to Tulare County

for the 2019 Northern California Juniors State Championship Tournament. I would personally like

to congratulate each of the Section winners on the great accomplishment they have achieved in

making it to the tournament.

The all of the tournament games shall be played at the Mt.Whitney High School Field in Visalia.

This field is located at the SE corner behind Mt.Whitney High School located at 900 S Conyer St,

Visalia, CA 93277. The field is located on the SE side of the HS facilities.

The tournament begins on Saturday, July 13, 2019 and ends on either Friday July 19th or Saturday,

July 20, 2019. We have specific instructions for first day arrivals and check-in, as well as manager

meetings and opening ceremonies. For the rest of the games, we are asking that the teams be at the

field no later than one hour prior to the scheduled game time. Admission is $2.00 for non-

players/coaches.

Attached you will find the tournament brackets and you will find information about local

accommodations including hotels discounted for the tournament.

We will be updating the Tournament on the State Tournament Facebook page daily so your home

fans can follow along.

Tournament Meetings:

- Optional: Arriving Manager and Coach Hospitality Night - Friday, July 12th at 7:00 p.m.

this information will be emailed to Coaches. Presidents and District Administrators also

welcome. Food and Beverages will be provided.

- Mandatory: Manager and Coaches Breakfast Meeting at field at 9:00 a.m. with Umpires.

You will also turn in your book at this time. Breakfast will be provided.

- Opening Ceremony: 9:30 a.m. on Saturday, July 13th. This will include introduction of

all players and coaches, official first pitch and 2019 State Tournament Group Photo.

Tournament Procedures:

- Coin flip shall be held 1 hour before the game.

- Helmets and bats shall be checked before the game and marked. Any illegal bat shall be

removed from the field. Any illegal bat confiscated during the game shall be held by

Tournament Staff until the end of play that day.

- Binders will be released after the game once all signatures are in place.

- Please provide two line-up cards for the official scoring table 45 minutes prior to game

time.

- 15 minutes prior to game time, teams shall be introduced and we shall play the National

Anthem.

- Official pitch counts will be posted on the Tournament Board after each game.

- Pin Exchange. We ask teams to have their pins ready for exchange after each game. It is

expected that teams will trade only the first time they face each other. If your representative

does not have league pins please send them with District or Section pins.

Medical/Concussion Forms:

- Each team must have a medical release for each player prior to the start of the game. No

- medical release, no play.

*Please note that if a manager or coach has previously taken the course (through

their home league or another organization) they can just submit a copy of their

concussion training certificate.

Important Reminders:

- Advise your teams and parents that NO ice chests or outside food is permitted for

spectators. Each manager may bring in one team ice-chest.

- We have a zero tolerance for fan misbehavior, disrespect towards umpires, profanity and

unsportsmanlike behavior. Umpires shall eject those who act inappropriately. Tournament

staff may independently address fan behavior .

- Every player and coach will receive a State Championship Pin. Extras will be available for

purchase at $5 each from the announcers booth.

STATE TOURNAMENT DRESS CODE

1. Docker-type pants, slacks or hemmed shorts will be required for managers and

coaches; no denim-type pants/shorts or camo pants/shorts will be allowed.

Shorts, including tailored, cargo-type shorts, MUST be no higher than 2

inches above the knees and no lower than the knees. The pants, slacks or

shorts must be the same color for the manager and coaches.

2. Collared shirts or team jersey/shirt will be required and should be tucked in

the pants. No tee shirts or tank tops will be allowed..

3. No open toe shoes or sandals will be allowed.

4. Team hats will be required on the manager and coaches.

5. Little League Patches: Players MUST wear Little League patches on their

uniforms. We encouraged managers and coaches to wear them on their left

sleeve (NOT Mandatory)

6. NO stickers or decals on the helmets (Need to provide 6 approved helmets)

Any manager or coach who does not conform to the dress code will not

be allowed on the playing field before or during the game.

If any player is out of dress code the manager will be warned the first time, The

second offense will be removal of the manager from the complex for that game,

and any other games that any player is out of dress code.

The purpose of the dress code is to insure an acceptable uniform appearance of all

participants and to promote a positive role model for the players and spectators at the

tournament sites.

MANAGER REMINDERS

1. Have access to a rule book at all times. If you plan to appeal a call have the rule ready.

2. All lineup changes, pitching changes go through umpire and then the umpire will report it,

or direct you to report it, to the official score keeper.

3. ALL coaches must be INSIDE THE DUGOUT when on defense, NO sitting on buckets or

standing outside the dugout.

4. Coaches MUST be given permission from the umpire before leaving the dugout or

coaches box. If they are asking for an umpire to get help or wish to discuss a call they

MUST ask the blue if they can approach before leaving their designated area. If they are

asking for a time-out then wait for the umpire to grant the time-out before leaving your

designated coaching area.

5. There will be zero tolerance for unsportsmanlike conduct, profanity, throwing of

equipment, Inciting of fans or opposing players. Umpires will make a judgment call and

eject anyone in violation.

6. At least (1) coach must be inside the dugout when batting, the others may be coaching the

bases. If the team only has (2) coaches then they must use a players one of the base

coaches.

7. ALL helmets, bats, and catchers gear MUST be inspected before each game begins.

8. Only rostered players & coaches can be on the field. This includes pre-game warm ups.

9. ONLY players can warm up pitchers, & MUST wear a mask with dangling throat guard.

10. Warm Up Throws: (6) Pitches between innings, (8) for a new pitcher.

11. Coaches are permitted one offensive time-out per inning.

12. If you intend to use a electronic device for managing your team. Please inform the Umpire

prior to the game. If the umpire believes that you are using the device to communicate

with individuals outside of the field you shall lose the use of said device.

a. No manager or coach may use a cell phone during the game. IF any manager or

coach has an emergency reason to have such a device on during the game then they

should inform the Umpire of that reason prior to the game (Dr. or law enforcement

personnel on call, waiting for a child to be born, etc.)

12. No player, coach or manager should be outside of the dugout. If someone needs to

leave the field for restroom, ice, etc. they should check in with an umpire before leaving

the field.

13. Please review the 2018 Rule Changes from Little League.

Tournament Pitch Count summaries shall be posted at the field after each game.

CONCUSSION Information SheetThis sheet has information to help protect your children or teens from concussion or other serious brain injury. Use this information at your children’s or teens’ games and practices to learn how to spot a concussion and what to do if a concussion occurs.

What Is a Concussion?A concussion is a type of traumatic brain injury—or TBI—caused by a bump, blow, or jolt to the head or by a hit to the body that causes the head and brain to move quickly back and forth. This fast movement can cause the brain to bounce around or twist in the skull, creating chemical changes in the brain and sometimes stretching and damaging the brain cells.

How Can I Help Keep My Children or Teens Safe?Sports are a great way for children and teens to stay healthy and can help them do well in school. To help lower your children’s or teens’ chances of getting a concussion or other serious brain injury, you should:

Help create a culture of safety for the team.

Work with their coach to teach ways to lower the chances of getting a concussion.

Talk with your children or teens about concussion and ask if they have concerns about reporting a concussion. Talk with them about their concerns; emphasize the importance of reporting concussions and taking time to recover from one.

Ensure that they follow their coach’s rules for safety and the rules of the sport.

Tell your children or teens that you expect them to practice good sportsmanship at all times.

When appropriate for the sport or activity, teach your children or teens that they must wear a helmet to lower the chances of the most serious types of brain or head injury. However, there is no “concussion-proof” helmet. So, even with a helmet, it is important for children and teens to avoid hits to the head.

Plan ahead. What do you want your child or teen to know about concussion?

How Can I Spot a Possible Concussion?Children and teens who show or report one or more of the signs and symptoms listed below—or simply say they just “don’t feel right” after a bump, blow, or jolt to the head or body—may have a concussion or other serious brain injury.

Signs Observed by Parents or CoachesAppears dazed or stunned.

Forgets an instruction, is confused about an assignment or position, or is unsure of the game, score, or opponent.

Moves clumsily.

Answers questions slowly.

Loses consciousness (even briefly).

Shows mood, behavior, or personality changes.

Can’t recall events prior to or after a hit or fall.

Symptoms Reported by Children and TeensHeadache or “pressure” in head.

Nausea or vomiting.

Balance problems or dizziness, or double or blurry vision.

Bothered by light or noise.

Feeling sluggish, hazy, foggy, or groggy.

Confusion, or concentration or memory problems.

Just not “feeling right,” or “feeling down.”

Talk with your children and teens about concussion. Tell them to report their concussion symptoms to you and their coach right away. Some children and teens think concussions aren’t serious or worry that if they report a concussion they will lose their position on the team or look weak. Be sure to remind them that it’s better to miss one game than the whole season.

Concussions affect each child and teen differently. While most children and teens with a concussion feel better within a couple of weeks, some will have symptoms for months or longer. Talk with your children’s or teens’ health care provider if their concussion symptoms do not go away or if they get worse after they return to their regular activities.

What Are Some More Serious Danger Signs to Look Out For?In rare cases, a dangerous collection of blood (hematoma) may form on the brain after a bump, blow, or jolt to the head or body and can squeeze the brain against the skull. Call 9-1-1 or take your child or teen to the emergency department right away if, after a bump, blow, or jolt to the head or body, he or she has one or more of these danger signs:

One pupil larger than the other.

Drowsiness or inability to wake up.

A headache that gets worse and does not go away.

Slurred speech, weakness, numbness, or decreased coordination.

Repeated vomiting or nausea, convulsions or seizures (shaking or twitching).

Unusual behavior, increased confusion, restlessness, or agitation.

Loss of consciousness (passed out/knocked out). Even a brief loss of consciousness should be taken seriously.

Children and teens who continue to play while having concussion symptoms or who return to play too soon—while the brain is still healing—have a greater chance of getting another concussion. A repeat concussion that occurs while the brain is still healing from the first injury can be very serious and can affect a child or teen for a lifetime. It can even be fatal.

What Should I Do If My Child or Teen Has a Possible Concussion?As a parent, if you think your child or teen may have a concussion, you should:

1. Remove your child or teen from play.

2. Keep your child or teen out of play the day of the injury. Your child or teen should be seen by a health care provider and only return to play with permission from a health care provider who is experienced in evaluating for concussion.

3. Ask your child’s or teen’s health care provider for written instructions on helping your child or teen return to school. You can give the instructions to your child’s or teen’s school nurse and teacher(s) and return-to-play instructions to the coach and/or athletic trainer.

Do not try to judge the severity of the injury yourself. Only a health care provider should assess a child or teen for a possible concussion. Concussion signs and symptoms often show up soon after the injury. But you may not know how serious the concussion is at first, and some symptoms may not show up for hours or days.

The brain needs time to heal after a concussion. A child’s or teen’s return to school and sports should be a gradual process that is carefully managed and monitored by a health care provider.

Because their body surface to weightratio is high, a child’s skin actuallyworks against them, taking in moreheat than they can absorb internally; sowhere an adult’s temperature mightslowly climb as they becomeoverheated, on a hot, humid day achild’s will skyrocket, leaving littletime to react.

To protect players from heat illnesses— heat stress, heat exhaustion andheat stroke — make sure all yourplayers are properly hydrated beforegames and practices.

Make sure your coaches know toschedule drink breaks every 15 to 30minutes during practices on hot days,and to encourage players to drinkbetween every inning.

When to PlayWith All-Star games nearly upon us,make sure coaches aren’t over-scheduling practices. Practices shouldoccur in the morning before noon or inthe evening, as temps start to drop.

On hot days, many leagues have amandatory break every three inningsfor all participants — especiallyneeded for umpires, catchers andpitchers — to cool off and rehydrate.On especially hot days, take a breakmore often.

High heat with humidity form dangerous combinationfor players, even at practiceMost coaches understand they need totake breaks between innings of gameswhen the temperatures soar, givingtheir players a chance to rehydrate anddissipate their extra body heat. But becareful with practices, too.

High school to professional athleteshave died of heat illness in the lastseveral years during practices in hot,humid weather. Cory Stringer of theMinnesota Vikings NFL team is themost famous case,but thecombination ofhigh heat andhumidity cancreate anatmosphere wherethe athletes’bodies cannotproperly dissipatethe heat theygenerate in evennormal activities.

Take breaks every20 minutes forwater and rest inthe shade or withcool, wet clothesto drape over necks and promoteevaporation to help the skin cool thebody’s interior.

Take a cooler with ice and water forplayers to use throughout practice andgames. In severely hot areas likesouthern California, Arizona and NewMexico, some leagues have set upmisters in the dugouts to spray a lightwater mist over the players to helpcool them each inning.

Children’s heat regulating processesare not fully developed, and their skinsurface is proportionately greater thanthat of an adult’s. So don't exposeplayers to prolonged workouts orgames in high heat, or moderate heatwith high humidity; it’s a risk youshouldn’t take.

What, When to Drink• Drink 10 to 16 ounces of cold fluid

about 15 to 30 minutes beforeworkouts.

• Drink 4 to 8 ounces of cold fluidduring exercise at 10 to 15 minuteintervals.

• Drink a beverage that contains a small amount of sodium andelectrolytes like potassium andchloride.

• Start drinking early in your workout

because you will not feel thirsty until you have already lost twopercent of your body weight; by that time you will already besignificantly dehydrated.

• Avoid carbonated drinks, which cancause gastrointestinal distress andmay decrease the fluid volume.

• Avoid beverages with caffeine due to its diuretic effect.

• Research has found that sports drinkscontaining between 6% and 8%carbohydrate (sugars) are absorbedinto the body as rapidly as water andcan provide energy to workingmuscles that water cannot.

Heat Stress:What is heat stress? Basically take a hot job, add a hot day, and high humidityand it can add up to heat stress!

This condition occurs when the body is unable to regulate its temperature.This is the body’s way of saying, “I can’t take the heat anymore.” There are three kinds of heat-related problemsyou may experience: heat stroke, heatexhaustion, and heat cramps. They canoccur separately or in combination.

Heat Stroke:Heat stroke is a medical emergency!Heatstroke occurs when the body’s heat regulating system breaks downunder stress and sweating stops. Unless the victim receives quicktreatment, death can occur.

Symptoms:

• No sweating (or victim may besweating profusely)

• High body temperature (105˚ or more)

• Hot, dry, flushed skin

• Confused, delirious behavior

• Loss of consciousness or coma

First Aid:

• Immediately call for medical help, and then start first aid

• Move the victim to a cool place

• Cool the victim quickly by giving a cool bath (sponging with cool water)and by fanning

• Treat for shock

• Offer a conscious person half a glass of water every 15 minutes

Heat Exhaustion:This is a more serious disorder thatdevelops when the body loses more fluidthrough sweating than it is taking in.

• Sweating profusely

• Weakness

• Clammy skin

• Dizziness

• Pale or flushed face

• Nausea

• Near normal body temperature

First Aid:

• Move the person to shade or a cool place.

• Have patient lie on their back with feet elevated.

• If conscious, give half a glass of water every 15 minutes.

• Get medical help.

Mild Disorders (Warning Signs):

Heat Cramps:

Tend to attack the muscles that do thehardest work, especially when it is hot. A good rule is to drink half a glass ofwater every 15 minutes for an hour ifyou experience heat cramps.

Fainting: Lets you know your body ishaving difficulty coping with the heat.As you know when you faint, you falland when you are on the field and fallyou can get hurt or hurt others.

Prickly Heat: A rash caused when sweat can’t evaporate. Sweat ductsbecome clogged and sweat glandsbecome inflamed.

Hot Weather TipsSafety Concerns:

There are other problems with heat that you may not realize until it is too late. Heat stress can alter yourcoordination, lessen your concentration,reduce strength and alertness, and make you irritable.

Ways to Avoid Heat Stress:Acclimatize: This means allow yourbody to adjust to the heat naturally. The best way to do this is to graduallyincrease the time you spend in the heat until you reach the total amount of time desired.

Drink Water! One of the most important things to do is drink plenty of water during hot weather. The body can lose as much as three gallons of fluid a day while working in hot, humid weather. Drink some cool water every 15-20 minutes.

Use Salt: Add salt to your food but don’t over-do it, such as taking salttablets. If you have high blood pressure,heart problems or circulatory ailments,consult your doctor.
