1. Priority Item: Continue to support efforts to review economic incentives authorizing those which provide value to Edmond businesses and terminating those which cost the state funding without providing a means to attract additional businesses.

2. Support performance-based incentives including those that show positive returns such as the Oklahoma large and small Quality Jobs Program and the 5-year Manufactures Exemption Tax Credit.

3. Support legislation to protect and enhance tourism as an economic driver. Tourism is currently the 3rd largest economic driver in the State of Oklahoma.

ECONOMIC GROWTH Edmond and Oklahoma must foster opportunities for attracting, retaining and expanding business.

EDUCATIONThe University of Central Oklahoma, Oklahoma Christian University, Edmond Public Schools and Francis Tuttle Technology Center are vital to the continued strength of the Edmond area economy.

1. Priority Item: Expedite funding for transition of access roads on Interstate 35 to a one-way frontage road in order to ease congestion and improve safety.

2. Preserve Oklahoma’s state highway funding and protect the Eight-Year Construction work plan as a primary input into the safety and well-being of our citizens and the growth and sustainability of the state’s economy. This includes ensuring that all money generated for roads must be used for road construction and improvement and that no funds are diverted to other uses.

3. Support all modes of transportation including commercial transit and passenger rail service to meet the needs to the traveling public and the demand of our growing economy.

1. Priority Item: Provide legislation to ensure a level playing field between community retailers and remote/internet sellers in the collection of all sales and use taxes.

2. Support efforts to develop Edmond’s Opportunity Zone which is approximately bordered by Danforth to the north, the railroad tracks to the west, 2nd street to the south and Bryant to the east. Federal Opportunity Zones are a community development program, established at the end of 2017, intended to spur investment in impoverished and economically distressed areas. This allows investors to defer and/or reduce their federal capital gains liability which will improve return on investment and also direct capital to areas that need improvement.

3. Support efforts to maintain quality healthcare at a reasonable cost by giving more local control. Also, support effective incentives and initiatives designed to enhance medical research, improve service delivery and increase access to healthcare.

4. Oppose efforts to regulate broadband internet as a public utility.

5. Support the Small Business Administration loan program and other efforts to empower small business growth.

FEDERAL ISSUESIssues on the federal level have a directimpact on the Edmond business community.

1. Priority Item: Advance and support strategies for additional funding for the hiring and retention of qualified teachers for PK-16. Hold schools harmless and return Edmond’s public schools’ and the University of Central Oklahoma’s per pupil funding to FY 08 levels in order to provide dollars necessary to support current operational needs.

2. Strengthen activities to consolidate the number of public-school districts administration within the state and distribute any savings to increasing per pupil funding.

3. Support a student’s ability to enroll in concurrent and Career Tech programs thus increasing the number of college graduates and industry-certified credentials in Oklahoma.

4. Oppose any legislation to allow the carrying of weapons on college or career tech campuses.

5. Provide the resources to expand STEM related educational programs to prepare K-12 students to be workforce and college-ready at graduation.

6. Support funding and access to higher education and career tech programs through Oklahoma’s Promise (formerly known as the Oklahoma Higher Learning Access Program or OLAP).

7. Support the continuation and adequate funding of the Oklahoma Tuition Equalization Grant for Oklahoma residents.
