In accordance with the Multi-annual Work Programme and the CEF Regulation, only those proposals submitted by one of the following types of applicants are eligible: One or more Member States; With the agreement of the Member States concerned, international organisations, Joint Undertakings, or public or private undertakings or bodies established in Member States. Any applicant that cannot provide the agreement of the EU Member State concerned will not be eligible. Eligible actions: only Actions contributing to projects of common interest as identified in the Commission Delegated Regulation 2018/540 shall be eligible for support through EU financial aid in the form of grants. Also refer to Annex II of the TEN-E Regulation to check the eligible infrastructure categories and the specific requirements (e.g. CBA/CBCA/business plan for works proposals)

Financial capacity: Applicants must have stable and sufficient sources of funding to maintain their activity throughout the duration of the grant and to participate in its funding. Applicants are requested to register in the Participant Register and provide a Participant Identification Code (PIC, 9-digit number), serving as the unique identifier of their organisation. More information is available in the instructions provided in the Application Form Part B template. Operational capacity: Applicants must have the professional competencies and appropriate qualifications necessary to complete the proposed Action for which the grant is requested. To assess this capacity, applicants must provide a series of documents as specified in the call text, section 8.2. The requirement to demonstrate operational and financial capacity also applies to designated affiliated entities only where, according to the proposal, the affiliated entity(ies) will be the only one(s) implementing the proposed Action. EU LAW: Checks of compliance with EU law relate to the compliance of the proposals with the relevant EU legislation Only studies with physical interventions and works proposals will be requested to demonstrate their compliance with the EU law on the protection of the environment and will be assessed against the provided information. See the Guide for Applicants for more information. Any concerns about the compliance of the proposal with the relevant EU legislation will be taken into account during the final selection process and may also be addressed during the individual grant agreement preparation.

• Technical Evaluation performed by external experts
• Experts provide technical support on the submitted proposals
• Each proposal is assessed by at least three experts
• Experts evaluate solely on the basis of the information in the application
Experts are selected from the database used by several EU funding programmes Selection is made on the basis of their experience (energy sector, regulatory and financial expertise, etc.) Experts sign a contract plus a confidentiality and absence of conflict of interest declaration They evaluate in their personal capacity and not as representatives of a country or employer
External experts provide technical support on the submitted proposals in a two-step process: 1) Individual reading of proposals: At least 3 experts carry out individual readings, without discussion with other experts. Each expert completes the evaluation form, comments and scores award criteria on a scale from 0 to 5 Scores must be in line with comments 2) Consensus meeting for each proposal: The experts and a moderator from the Commission meet to agree on comments and scores for the award criteria A rapporteur drafts the consensus report The proposal must reach at least 60% (or 3 points) of the maximum points for each criterion to be considered for funding Scores are weighted as described in the call for proposals
