September 2018

Hello Readers I attended the Junction Races last month, and am pleased to say it was a great success with a large crowd attending, some say the largest ever, the Junction Race Club committee do a magnificent job in running the event. In the lead up the community and our staff have been busy getting things organised for the event. It is pleasing to see that the people in this region have not lost their capacity to volunteer, all are to be congratulated on their efforts. Our Shire President had horses at the races and managed to get a winner and a few places, so all is happy in the Hammarquist camp. It was pleasing to see some of the infrastructure from the Gassy Dash camp be relocated to the Junction Race Course and this made an overall improvement to the running of the event. I have been advised by Mr Rick Curtis, Acting Assistance Commissioner, that our claim for the damage to our road infrastructure caused by heavy rains in June 2018 has been approved.

On the 17th of August 2018 I had a meeting with Stefan Wolmarans from Hastings. Stefan advised that Hastings were moving ahead but will be nearly 12 months behind schedule. Hastings have secured backing by a major German Bank which are guaranteed by the German Government, however, they still need to secure further investment. Stefan advises that the Road Use Agreement is a priority and he will provide comments on the draft agreement that we have previously provided. They have 15 transportable buildings on site at present, they will not be bringing any more to site until next calendar year. I have ordered a new shade structure to go between the gym and the craft rooms, this should be here within the next month. This is part of the Lotterywest grant that we have received. Dave and Nat will erect the structure.

COUNCIL NEWS

The last month has been a very busy one for all of us in the shire. The town crew have made a conserved effort tidying up around town including the public toilet services access and slashing around town. There has been a focus on the paving and upgrades to the Hatch Street units gardens and lawns and finishing off the landscaping in the two new houses. Dave and Nat are also working through the housing defects after the recent staff house inspections in July. Dave, Bim and Sid attended training at Wooramel Station and were trained in the use of Feral Scan system so we can begin inputting valuable data which can be use in the future to secure funding and monitor dog activity. John and Dave attended the CRBA Meeting at Wooramel on the 23rd of August 2018. On the 28th of August the Shire held a Biosecurity Meeting for all our pastoralists so that they could have input into the program, unfortunately the turn-out was quite poor, however, we did get valuable feedback from those that attended. A LEMC meeting was held in the Council Chambers on 14th August and we had the largest representation from nearly all stakeholders. We are working on our own Local Emergency Management Arrangements and since the appointment of our dedicated position we are starting to see progress towards establishing our own Bushfire Brigade. Dave attended some bushfire fighting training in Carnarvon and is working with our Chief Emergency Manager Matt Holland to organise more training for new volunteers. Last week I spoke with Dave Bougourd, the onsite Manager of the Yangibana Project, regarding including them in our Emergency Management as they now have a full time onsite ambulance and are developing their own emergency Heli services capabilities.

It is with much regret that Warren Kempton has decided to hand in his resignation. Warren has been a real asset to the Shire in his two years and we wish him all the best in his new endeavours. The new John Deere tractor arrived on 12th August. We have since mobilised it to site and adapted the tow hitch to suit the grid roller, it is now on the job and in action.

The Shire has retired our old Steiger Tractor and we have donated this to the Carnarvon Speedway, they are going to use it to drag the track in-between races. The Steiger has been a good machine and performed way beyond what could have been expected; however, it is now not reliable enough for our purposes but will be great for what the Speedway need. It is with regret that the Shire was informed that Patchy Councillor has passed away, his funeral was held on the 24th of August 2018, the Shire has sent flowers with a note of condolences to Patchy’s family. Hot off the press, the Shire have just been advised that we have been successful in securing a further $2,828,684 under the Heavy Vehicle Safety and Production Program to carry out up-grades on Ullawarra Road, the Shire will need to raise a further $2,828,684 from external sources as our contribution toward a total project cost of $5,657,369.00. This is a bipartisan program and will be honoured by both sides of the political spectrum. Please don’t forget the Landor Races which are to be held on the 28th of September through to the 1st of October 2018. This is another iconic event for our Shire. Unfortunately this year I will be absent as I have to head to Perth to get some x-rays to make sure if they got all the Melanoma , the doctor is confident but just wants to double check – make sure you wear a HAT – SLIP – SLOP – SLAP. I had the pleasure of talking with our former Shire President, Lachlan McTaggart, Locky and Jane just got back from an extended holiday in Africa, Locky reckoned it was absolutely fantastic, a trip of a lifetime. I was glad he made it home safe and sound as this part of the world can be challenging. As always I am available at most times so either come in see me in the office or at home, if coming to my home make sure you knock loudly or stick your head in the door and give me shout. Catania congratulates award winning Tom Price volunteers

Nationals WA Member for North West Central Vince Catania has hailed the recent award winning achievements of firefighting and emergency service volunteers from Tom Price in the Emergency Services Awards honours as local heroes.

The Tom Price volunteers were recognised for their outstanding efforts as a team when working together to protect the Pilbara town and its residents in October 2017.

Mr Catania said “I want to recognise the very significant work of the volunteers from the Tom Price Bush Fire Brigade and Volunteer Fire and Rescue Service during a time that required them to put aside their everyday lives and step up to the plate to protect the town from imminent danger.”

“It’s volunteers like this performing the essential services to protect our communities that attracts people to want to stay and build their lives in regional communities.”

“They spend an enormous amount of time volunteering their skills, which ultimately means that they are away from their families and their work places, often for long periods, to ensure that the community and its members stay safe”, Mr Catania said.

The WA Youth Achievement Award was also won by Tom Price Emergency Services Cadet, Callum O’Connell who Mr Catania had the pleasure of meeting on a recent visit to Tom Price.

“There must be something in the water of Tom Price that helps drive young men like Callum to become resilient and responsible leaders of the community.”

“When I met Callum recently, it was apparent that although softly spoken and humbled by his nomination for the award, there was a steely resolve to use his developing skills on behalf of the community.”

“All of the volunteers throughout WA just like Callum and the Tom Price Bush Fire Brigade are the front line of our emergency service and disaster response, who always put the needs of the community before their own,” Mr Catania said.

EXPRESSIONS OF INTEREST

We are seeking your assistance to raise awareness with your staff, that the Australian Electoral Commission (AEC) is seeking expressions of interest for casual employees to register for work in your area. The work may be before, on and after Polling Day for the next Federal Election.

At this stage we do not have a date for the next Federal Election, so this is only an expression of interest to work. The AEC may contact you once an election date has been announced to see if you are interested in working.

There are various types of work available with the AEC during an election period including:

Working at an Early voting centre for up to 3 weeks prior to election day in some major towns. (Kununurra, Carnarvon, Geraldton, Broome, South Hedland, Halls Creek) Usually 8.30 to 5pm but some weekend and late work required.

Remote polling teams that travel to communities for a 2 week period prior to polling day. (must be able to be away for 2 weeks and be able to drive a four wheel drive vehicle. Some polling experience preferred)

Visiting hospitals and nursing homes to allow people in the facilities to vote. (one or two days’ work)

Qualified trainers are required to provide training for polling staff from Kununurra to Bruce Rock

Temporary staff are required to undertake various administrative duties in a variety of locations for 6-8 weeks pre and post-election periods.

Or you may be interested in only working as a polling person on Polling day, (which is always a Saturday from approx. 7am to 10pm)

Working for the AEC is a great opportunity to see democracy in action and meet new people and training is provided for all positions.

Find Cancer Early

Each day in Australia around 367 people are told they have cancer. There are more than 100 types of cancer and most are named after the place in the body where they start to grow. The Cancer Council WA Find Cancer Early campaign is about helping regional people know the symp-toms of five most common cancers: bowel, breast, lung, prostate and skin.

People in regional WA are more likely to put-off seeing their doctor, clinic nurse or health worker about cancer symptoms, which can result in finding cancer later. The earlier we find cancer the better the chance of getting rid of it. If you notice any changes in your body, visit your Aboriginal health service, or your doctor. Don’t ignore your body. Your life depends on it.

Do it for yourself, your kids, your family, friends and loved ones.

Winter warmers

Ingredients

3 lamb shanks

2 tbsp olive oil

2 onions finely chopped

½ bunch coriander roots and stalk finely chopped

3 stalks celery finely chopped

3 cloves garlic crushed

2 tbsp freshly grated ginger

2 tbsp ras el hanout 1 cinnamon quil

2 tbsp tomato paste

5 large vine ripened tomatoes coarsely chopped

pinch saffron

2 litres chicken stock

1 can chickpeas rinsed, drained (400 g)

½ cup long grain rice

2 tbsp lemon juice ½ bunch fresh coriander leaves chopped to garnish

Moroccan harira soup

Method

1.Season lamb with salt and pepper. Heat oil in a stockpot over a medium to high heat. Add lamb. Cook, turning occasionally, for 10 minutes, or until browned. Remove.

2.Reduce heat to medium. Add onions, coriander roots and stalk, celery, garlic, ginger, ras el hanout and cinnamon to pot. Cook, stirring occasionally, for 10 minutes, until caramelised. Add paste. Cook, stirring, for 2 minutes. Return shanks to pan with tomatoes, saffron and stock. Simmer, covered, over a low heat, stirring occasionally, for 3 hours.

3.Remove shanks from pot. Add chickpeas and rice. Simmer, uncovered, for a further 20 minutes, or until rice is tender.

4.Meanwhile, shred meat from lamb. Discard bones. Return meat to pot with juice. Stir over a low heat until heated through. Season to taste. Garnish with coriander.

Winter Warmers

Ingredients 1.25 kg lamb shanks

2 tbsp olive oil

1 large leek trimmed, washed and chopped

1 medium fennel trimmed and finely chopped

3 cloves garlic crushed

2 tsp fennel seeds

2 litres chicken stock

2 cups water

½ cup pearl barley

400 g sweet potato peeled and cut into 2cm pieces

2 cups finely shredded savoy cabbage

Method

1.Season lamb with salt and pepper. Heat half the oil in a stockpot over a medium to high heat. Add lamb. Cook, turning occasionally, for 7 to 10 minutes, or until browned. Remove. Reduce heat to medi-um.

2.Add remaining oil to stockpot with leek, fennel, garlic and fennel seeds. Cook, stirring occasionally, for 8 to 10 minutes, or until browned. Return lamb to pot with stock, water and barley. Bring to boil. Simmer, covered, stirring occasionally, for 2 hours.

3.Remove lamb from pot and shred meat, discarding bones. Return meat to pot.

4.Stir in sweet potato. Simmer, covered, for a further 20 minutes, or until tender. Add cabbage. Stir over a low heat until hot. Season with salt and pepper.

Winter Main

Ingredients 1 pack Chicken Thighs, bone-in 1 onion, chopped 700g potatoes, peeled and cut into chunks 4 carrots, peeled and sliced thickly 2 parsnips, peeled and sliced thickly 3 garlic cloves, peeled and chopped finely 1 litre Chefs’ Cupboard Chicken Stock

2 x 410g tins New Season Kidney Beans, drained 200g Remano Tomato Paste 1 heaped tsp Stonemill Ground Cumin Salt and black pepper Bunch fresh coriander Pure Vita Sunflower Oil Naan bread and low fat yogurt to serve

Method 1. In a large saucepan, fry the chicken thighs in some oil until browned. 2. Add the onion, garlic, ground cumin and tomato paste. Sauté for a few minutes, stirring. 3. Add the stock, potato, carrots, parsnips and drained beans, season and bring to the boil, stirring as you go.

Taste mixture - if it needs more tomato paste, add to your liking. 4. Turn the heat down, cover with a lid and cook for 30-40 minutes, until the chicken is cooked through and

vegetables are tender. 5. Serve topped with the chopped coriander alongside naan bread and yogurt.

Winter Dessert

Ingredients 1¼ cups golden syrup ¼ cup orange juice

2 tablespoons dried breadcrumbs

200 g unsalted butter, at room temperature

1 cup raw caster sugar

1 teaspoon vanilla extract

3 eggs

1⅓ cups self-raising flour

⅓ cup milk

Method

1. Preheat the oven to 180°C (160°C fan forced). Grease a 2L-capacity baking dish with cooking spray. Combine the golden syrup, orange juice and breadcrumbs in a bowl. Pour over the base of dish.

2. Using electric beaters, beat butter and sugar in a bowl until light and fluffy, about 5 min. Beat through vanilla extract. Add the eggs one at a time, beating well between additions. Stir in self-raising flour and milk alternately until combined.

3. Using a spoon, dollop the batter over syrup mixture in baking dish. Bake in the oven for 45-50 min or until lightly golden and cooked when tested with a skewer. Dust pudding with icing sugar before serving. Serve hot or warm with custard or ice-cream. Garnish with berries if desired.
