Forty-four percent of people in Northwest Louisiana are struggling to make ends meet. Forty-nine percent of kindergarteners start school unprepared. And that’s where United Way comes in.
“The mission of United Way of Northwest Louisiana is to fight for the health, education, financial stability and essential needs of every person in its community,” said Dr. Bruce Willson, Jr. CFRE, President and CEO of United Way of Northwest Louisiana.
Their goals address poverty’s root causes on multiple fronts, and they measure their impact and success each year in an Annual Community Report. During specific local disaster-relief situations, they also work in partnership with United Ways that cover other Louisiana parishes to ensure that immediate help is coordinated and effective.
Willson said the Volunteer Center of Northwest Louisiana, a program of United Way of Northwest Louisiana, mobilized more than
1800 volunteers who invested more than 6,200 hours in 2018. This free service matches individuals and groups to volunteer projects with United Way community partners across the 10-parish area. Volunteers help these nonprofits achieve their missions and make a lasting difference in each community.
United Way was established in 1921 in Northwest Louisiana. Of every dollar donated, 99 cents stays in the area.
Big Hearts
United Christian Assistance Program (UCAP) Director Charlotte Jones said the organization provides residents with emergency assistance services including clothing for adults and children, household items, food, certain prescription medications and utility or rent assistance. Help to stranded transients is also provided.
“UCAP was incorporated in the state of Louisiana on Oct. 23, 1985 and has been approved by the IRS as a non profit
organization,” Jones said. “Since its inception, it has helped more than 25,000 people and given assistance to more than 800 families in the past year.”
UCAP raises approximately $60,000 per year. Its annual two-man scramble golf tournament at Pine Hills Country Club is its biggest fundraiser, bringing in $16,000 last year. All food products are contributed and all local churches are very supportive of UCAP’s mission, Jones said.
“All workers are volunteer,” Jones said. “We have no paid employees, and 90 percent of funds raised go toward helping individuals and families. All contributions are tax deductible.”
UCAP is a 501C-3 tax exempt organization. The office is located at 204 Miller Street in Minden. It is open from 10 a.m. until 3 p.m. Mondays and Wednesdays from 10 a.m. until 1 p.m. Fridays. Phone number is 318-377-6804.

HISTORY
ounded in 1835, Minden, Louisiana, has a colorful history filled with interesting characters, unique events and more than its share of difficult times. However, the town has overcome its challenges and grown, while maintaining its small town charm and earning the reputation of being a “good place to live.”
While settlement of the areas around Minden dates back to 1818, the community can trace its beginnings to 1835. In that year, Charles Hanse Veeder, a German-American born in New York State but most recently a resident of Indiana, came to Louisiana and built an inn on a hilltop a few miles from Bayou Dorcheat. Legend has it the inn was constructed on a salt lick that was the best deer hunting site in the region. By 1837, Veeder had laid out a town in the shape of a parallelogram and divided the area into lots. He named the settlement after the home of his ancestors in Germany – Minden. The small town grew and prospered and soon became the largest town in old Claiborne Parish. In 1838, Minden received one of the first charters for a public school from the Louisiana State Legislature. Although the school charged tuition, it was open to all white children. This original Minden Academy later split into two schools, Minden Male Academy and Minden Female College, which both operated into the 1890s. The Minden High School of today sits on the site of Veeder’s original Minden Academy.
Minden earned an early reputation as a town of culture, aided by the school and early introduction of religion into the community. Methodists established a congregation in 1839, followed by Baptists in 1844 and Episcopalians in the 1850s. With a large
number of settlers coming from England and long-settled areas of South Carolina and Georgia, Minden never experienced the rough frontier lifestyle of Shreveport, its larger neighbor to the west. The early economic life of Minden centered around commerce on Bayou Dorcheat. Before the Civil War, warehouses and commercial buildings extended for more than a mile along the east bank of Bayou Dorcheat.
Actual fighting never reached Minden during the Civil War, but troop activity was almost constant in the area, particularly just before and after the Red River Campaign of 1864. More than 20 unidentified Confederate casualties from the Battle of Mansfield were buried in a trench in the old Minden Cemetery. During the winter of 1864-65, nearly 15,000 Confederate troops were quartered in several camps just east of town, collectively known as Camp Magruder. The city of Minden was surrendered to Federal troops in mid-May 1865.
The trying years of Reconstruction began for Minden in June 1865, when units of the 61st United States Colored Troops began military occupation of the town. One positive note for the city came in February 1871, when the new parish of Webster was created with Minden as its seat. The new parish constructed a courthouse in 1872, and Minden gained added prestige of being a seat of government.
Minden Lumber Mill, one of the largest in the United States, opened here in 1901. In May 1918, a fire of mysterious origin destroyed the mill, but Minden’s economic downturn was brief. The 1920s saw discovery of nearby Cotton Valley Oil Field, and in 1923, shops of the L&A Railroad
moved to Minden, bringing several hundred new workers and thousands of payroll dollars to the city.
In 1933, Minden’s period of relative calm ended in a calamitous year with enough disaster to permanently damage any city. In February, a major fire burned nearly a third of downtown. In April, on the heels of this fire, the larger of two banks in town closed unexpectedly. Then, on May 1, 1933, a tornado estimated to have the strength of a modern F3 storm hit the city. The disasters of 1933 plunged Minden into the Great Depression as unemployment soared and hard times came to the city.
With the arrival of World War II, new industry came to Minden. In June 1941, a large shell-loading plant, Louisiana Ordnance Plant, was constructed just west of Minden. With the exception of a brief hiatus in the early 1960s when the shell plant, now known as the Louisiana Army Ammunition Plant, closed, Minden’s economy continued to grow. During this time, the city constructed a new power plant, made street and sewage improvements and constructed a new City Hall and Civic Center complex.
In recent years, Minden has seen a shift from relying on a single industry to a varied economic base built on timber, oil and gas industries, along with various retail enterprises and several manufacturers. The city’s proximity to Shreveport has led to the idea of Minden becoming a bedroom community for its large neighbors or perhaps a retirement community. Whatever the outcome, based on its history, Minden will find a new way to survive and thrive in the 21st century.

The Webster Parish Convention and Visitors Bureau (WPCVB), recently awarded the Louey Tourism Award by Louisiana Travel Promotion Associa-tion, is proud to be a part of the outreach for the beautiful community of Minden and the surrounding areas.

CANEY LAKES Caney Lakes Recreation Area is located just north of Minden in Kisatchie National Forest, which is derived from sugar cane and cotton fields. LAKE BISTINEAU STATE PARK Lake Bistineau is one of the most beautiful bodies of water in the country. In 1938, the State of Louisiana built the recreational lake from a logjam on Red River. GERMANTOWN COLONY MUSEUM Germantown Colony Museum is one of three sites founded by the Utopian Movement or Har-monist Society in the early 19th century. Estab-lished in 1835, the colony was the most successful of the three. The museum is located seven miles northeast of Minden on Germantown Road. It is open from 10 a.m. until 4 p.m. Thursday through Saturday or by appointment. DORCHEAT HISTORICAL ASSOCIATION MUSEUM The Dorcheat Museum features the history and significance of Bayou Dorcheat in the develop-ment of communities in Webster Parish. It show-cases many artifacts dating back to the Caddo In-dians through current times and features famous local figures including Alan Bean, the fourth man to walk on the moon, Heisman Trophy winner John David Crow and musicians such as Gene Austin, Trace Adkins, Percy Mayfield and Grammy Award-winning Cox Family.

SpringThe SCOTTISH TARTAN FESTIVAL is celebrated at Scotland Farms on Athens Road just outside of Minden. Visitors experience live Scottish music, dancing, costumes and great food.
GREEN THUMB JAMBOREE is presented by Piney Hills Lou-isiana Master Gardeners. There will be tours of the ‘Teaching Garden’ located at the Webster Parish Extension Office, annual plant sale, vendors, speakers, hands-on demonstrations and children’s activities from 9 a.m. until 3 p.m.
The BURN RUN MOTORCYCLE RALLY, a benefit for the Ark-La-Tex Children’s Burn Camp, is held at Lake Bistineau State Park. Enjoy live music, vendors, auctions and poker run.
The HIGHWAY 80 SALE takes place on the third Saturday of April and October each year. For more than 25 years, the Highway 80 Sale has occurred twice a year, in spring and fall, along historic Highway 80. During the sale, individuals and businesses along the almost 400-mile route set up shop for garage and yard sales. Advertised as the “biggest garage sale in America,” the Highway 80 treasure hunt has participants in Texas, Louisiana, Mississippi, Alabama and Georgia.
SummerGRILLING ON MAIN BBQ COOK-OFF is all about barbecue on the historic streets of downtown Minden. This event is sanctioned through BCA (Barbecue Competitors Alliance). Contestants compete for more than $5,000 in cash prizes for the best tasting chicken, ribs and brisket. There will be various arts and craft vendors all along Main and Pearl streets and a Beer Garden will be open at Easley’s Courtyard at 105 Pearl Street featuring a DJ Friday and live music and entertainment Saturday.
FallThe SHOW & SHINE CAR & BIKE SHOW is held in September in downtown Minden. The show, sponsored by Vintage Car Club of Minden features hundreds of vintage and antique cars and the largest trophy presen-tation in the area.
The WEBSTER PARISH FAIR kicks off five days of carnival rides, exhibits and family fun with a parade in downtown Minden. Food at the fair is provided by local civic groups.

WinterMAIN TO MAIN TRADE DAYS, featuring 50 miles of food, fun and shopping is held the first weekend in November. The project, sponsored by Minden and Springhill Main Street programs, runs the entire length of the parish and includes art, food, music, crafts and more.
LOUISIANA’S HOLIDAY TRAIL OF LIGHTS: Families are delighted all along the Louisiana Holiday Trail of Lights. Minden is one of eight festive cities along the trail and invites visitors in to eat, shop and discover our rich heritage while also enjoying the thousands of twinkling lights throughout historic downtown Minden. The Trail of Lights begins in late November and continues through January 1st.
MINDEN CHRISTMAS PARADE is held each December in historic downtown Minden featuring numerous floats highlighting many business and civic organizations. Holiday activities can be found throughout downtown Minden along with shopping specials!
Held on Super Bowl weekend each year is one of the biggest weekends in Minden, the annual MINDEN ST. JUDE AUCTION. The fundraiser, which celebrates life, highlights Minden as the number one community per capita in the nation in raising funds for St. Jude Children’s Research Hos-pital. The weekend includes a 5K run, chili cook-off, thousands of auction items and great food.
Fasching Festival culminates with the FASCHING KARNEVAL AND PARADE during the Mardi Gras season. Krewe des Ambassadeurs and Krewe of Akewa host their annual galas each Mardi Gras season.

Through membership in clubs and organiza-tions, Glenbrook School encourages commu-nity service and volunteerism opportunities with organizations such as Special Olympics, Minden St. Jude Telethon and Auction, Veterans Day Program, UCAP and local food banks. Glenbrook School also provides students with the opportunity to help others abroad through mission trips to Nicaragua. Enrichment opportunities are provided to each student in grades kindergarten through sixth. Students attend structured music classes and art classes. All students receive instruction in computer technology and the Spanish language. Glen-brook School teachers provide a variety of opportunities for students to learn “outside the classroom” through day field trips and overnight field trips.
Glenbrook’s outstanding athletic program includes sports activities ranging from football to tennis to weight training to baseball and softball. The athletic program has culminated in several state championships. In addition, the el-ementary physical education program provides structured activities that prepare students to participate in varsity sports.
Glenbrook School is now offering extended day care for students grades K-8 immediately after school until 6 p.m. In this time, children are given a snack, directed homework help, oppor-tunities for Accelerated reading as well as many other enrichment activities such as art, science, computers and visits from special guests.

Minden-South Webster Parish public schools are fortunate to have one of the best school systems in the state. Since 2002, the school board has completed multi-million dollar construction projects on five new schools and completed par-ish-wide renovations and additional projects to its remaining 10 schools. In addition, over the past several years, voters approved construction of facilities to better accommodate elementary and middle school students.
In the past several years, the graduation rate for Webster Parish schools has increased from 69.3 percent to 83 percent, above the state graduation rate of 82 percent and tied with the national graduation rate of 83 percent.
Minden High School continues to foster strong partnerships with multiple post-secondary institutions to provide career readiness options for students with varying interests. The imple-mentation of the Jump Start program allows students to begin career focuses in the areas of Emergency Medicine, Business Management, Welding, Carpentry, Computer Information
and Public Service. Students who wish to begin college coursework during high school have the opportunity to take classes from Louisiana Tech University, Louisiana State Universi-ty-Shreveport and Bossier Parish Community College. The wide-range of academic offerings for students are a main focus, and local schools are committed to further exploring additional options for all students.
Jump Start students taking classes through North-west Louisiana Technical College do so on the J.E. Harper Pathways to Excellence Center campus. In 2018-19, 65 students registered for these classes.
The Webster Parish School Board (WPSB) offers Honors programs in all Minden elemen-tary, middle and junior high classrooms and has expanded Honors programs into the northern and southern ends of the parish, depending upon the size of school.
Technology has been a focus over the past few years with upgrades to an all Fiber Wide Area Network and high speed Fiber Internet Ac-
cess. The WPSB has also upgraded the internal infrastructure of all schools to include high speed managed switches and wireless access points in every classroom. These accomplishments have been made possible by leveraging funding from the E-Rate program and other available funding sources. Technology improvements continue to be important to the WPSB as it plans to spend avail-able funds on additional devices to assist with the needs of schools around computer-based testing.
Webster Parish School System remains the par-ish’s largest employer with close to 400 teachers, almost 50 administrators (including superinten-dent, board members, supervisors, coordinators, principals and assistant principals) and more than 350 support staff personnel totaling more than 800 on payroll and a total of 15 schools in the parish, four of which are high schools.
In Louisiana, students can qualify for TOPS (Taylor Opportunity Program for Students) and receive tuition reimbursement by meeting the state-mandated requirements as outlined in www.osfa.la.gov/schgrt6.htm.

2019 is slated to be a red-letter year for higher education in the Minden-South Webster area. Northwest Louisiana Technical College’s new 40-acre campus, located on the I-20 service road at 9500 Indus-trial Drive, opened in May 2013 with state-of-the-art classrooms and equipment. Efforts to secure the new campus spanned more than 20 years and included the ongoing support of the college’s legislative del-egation, spearheaded by former Louisiana State Representative Jean Doerge and former State Senator Robert Adley, who were ultimately able to secure the necessary funding. Aided by generous property donations from Webster Land Corporation’s Richard Carey and Amy and Darrin Mealey, the college’s longtime dream has come true.
A new 10,000 square foot Workforce Development Center opened at the Northwest Louisiana Technical College Minden Campus in Octo-ber 2016. This building is used for customized training and includes state-of-the-art welding and industrial electrician labs as well as two state-of-the-art classrooms.

The medical landscape of South Webster Parish is extensive, with virtually all healthcare specialties represented. Minden is home to an accredited hospital, as well as a number of excellent health clinics, physician offices and various long-term care facilities.
Minden Medical Center (MMC), a 161-bed, acute care hospital, is the only hospital in the southern portion of Webster Parish and serves a population of more than 70,000. Hospitals that have received SCPC accreditation have achieved a higher level of expertise in dealing with patients who arrive with symptoms of a heart attack. They emphasize the importance of standardized diagnostic and treatment programs that provide more efficient and effective evaluation, as well as more appropriate and rapid treatment of patients with chest pain and other heart attack symptoms. They also serve as a point of entry into the healthcare system to evaluate and treat other medical problems, and they help to promote a healthier lifestyle in an attempt to reduce the risk factors for heart attack.
To become an Accredited Chest Pain Center, Minden Medical Center engaged in rigorous evaluation by SCPC for its ability to assess, diagnose, and treat patients who may be experiencing a heart attack. To Minden, this means that processes are in place that meet strict criteria aimed at:
• Reducing the time from onset of symptoms to diagnosis and treatment
• Treating patients more quickly during the critical window of time when the integrity of the heart muscle can be preserved
• Monitoring patients when it is not certain they are having a heart attack to ensure they are not sent home too quickly or needlessly admitted to the hospital
Minden Medical Center addresses the entire continuum of care for the heart patient, including important areas such as dispatch, Emergency Medical System, emergency department, cath lab quality assurance plan and Minden Medical Center’s community outreach program. By becoming an Accredited Chest Pain Center, Minden Medical Center has enhanced the quality of care for the cardiac patient and has demonstrated its commitment to higher standards.
“People tend to wait when they think they might be having a heart attack, and that’s a
mistake,” said Donna Carter, Minden Medical Center’s CNO. “The average patient arrives in the emergency department more than two hours after the onset of symptoms, but what they don’t realize is that the sooner a heart attack is treated, the less damage to the heart — and the better the outcome for the patient. With our new accreditation, we look forward to bringing more attention to this and to help even more people in our service area.”
My HealthPoint Patient Portal is a new service offered by Minden Medical Center. It is a convenient, secure health management tool that can be used anywhere there is access to the Internet. A patient will have access to important information about themselves and their visit(s) to MMC, including admit and discharge dates and locations; procedures performed during admission; current and past problem list; current medication list and medication history; current medication allergy list and allergy history; immunization records; vital signs at discharge; laboratory test results (available at time of discharge); demographics maintained by the hospital (gender, race, ethnicity, date of birth, preferred language, etc.); and family and social history.

So whether it’s care for a cold, the flu, infections, minor illnesses, sprains, cuts or burns, Health First After Hours will quickly and easily provide the care needed to feel better. Health First is available as an alternative to the emergency room for non-emergent (life- or limb-threatening) medical situations and for after-hours access when primary care physicians may be unavailable.

Establishing a way to ensure a ready-to-work labor force is essential to attracting and retaining industry within Minden. The City of Minden, The Webster Parish School System, the Northwest Louisiana Technical College and the North Louisiana Economic Partnership are working with local and new industries to establish a systemic approach to ensuring a skilled labor force within Minden.
WORKFORCE DEVELOPMENTIn previous years, Minden was listed as the fourth safest city in Louisiana. Now, it has moved up to the second spot on the list by Safe Home, an organization dedicated to making communities safer. Safe Home conducts studies all over the country to help identify at-risk communities. Minden is well known as the friendliest city in the South and we strive to keep it that way. Unfortunately, many rural communities do not have the type of internet connectivity that urban communities enjoy and take for granted every day. The City of Minden will soon have Fiber Optic and Data Communication Internet connectivity. Fiber-optic Internet is an internet connection that transfers data fully or partially via fiber optic cables. “Fiber” refers to the thin glass wires inside the larger protective cable. “Optic” refers to the way the type of data is transferred – light signals. It is very fast, very reliable, very secure and can handle large amounts of data. This will be a game changer for Minden.
OPTIC INTERNETThe Community of Minden is 31 minutes east of Shreveport and 40 miles west of Ruston. Minden is right in the middle of an eastward moving growth pattern along the I-20 Corridor fueled by several economic facilitators such as the Barksdale Airforce Base, CSRA Integrated Technology Center, The National Integrated Cyber Education Research Center (“NICERC”), Louisiana State University at Shreveport, and Northwest Louisiana Technical College in Minden and Shreveport, just to name a few. It will not be long before the effects of these and other economic facilitators bleed into Minden, adding jobs and broadening the community’s tax base.

The City of Minden’s Economic Development Department has established important strategies and programs to ensure that small business growth is supported and nurtured. Hence, we have started the Small Business Institute.
The Small Business Institute (“The Institute”) is a program of the Industrial Development Board of the City of Minden. The Institute is a high quality educational and technical training program designed to educate and train would-be entrepreneurs on how to start their own business enterprise. It also provides training and educational opportunities to existing businesses. Individuals seeking to participate in the program must apply to the Industrial Development Board. Program applicants that secure acceptance in the program will experience an eight-week training on small business development.
After completing their training, program participants will be eligible to apply for a small business loan up to $500,000 coordinated through the Consortium of Minden/Webster Parish, a private nonprofit economic development corporation. In addition, graduates will be eligible to obtain a grant to hire professional technical assistance in the areas of law, accounting, market research and computer software training, just to name a few.
