5GOSFORD HOSPITAL WORKPLACE TRAVEL PLAN4

Current travel to Gosford Hospital

Staff at GH primarily travel from a radius of approximately 20kms, with multiple transport modes available, including road, bus, rail and active transport.

The dispersed, low density settlement patterns on the Central Coast and reasonably limited public transport options result in a large proportion of GH staff driving to work. Parking is also required for medical specialists attending the hospital for brief periods or urgent call.

It is considered that GH has reasonable levels of accessibility and availability of public transport options compared to many other regional hospital campuses however the settlement patterns on the Central Coast and local topography are limiting factors, particularly for cycling and walking.

Current modal SplitThe survey performed by Parking and Traffic Consultants as part of the redevelopment planning captured 1581 respondents consisting of 47% staff (539) hospital staff and 53% (608) members of the public.

In November 2015 the CCLHD Health Promotion Service conducted the ‘Your Travel Survey’ to determine the travel behaviours of District employees. The survey captured respondents travel to work on the day they completed the survey as well as typical travel modes used each month, intention to change travel mode and what factors might support this. In total 1445 staff across CCLHD responded to the survey, a response rate of 21%. Of this total there were 814 responses from Gosford Hospital staff, which represents 18.6% of the total workforce at that site.

As part of ‘Your Travel Survey’, respondents were asked ‘how did you travel to work today?’ and could choose more than one response. Travelling as a car driver was the top response (83.7%) followed by walking (6.6%) and car as passenger (4.5%). Other travel modes included public transport (bus or train), motorbike, bicycle, taxi and other.

Respondents were also asked how likely they were to use a range of travel modes in the next 6 months, with travel to work as a car driver the dominant form of transport. 84.5% of staff saying they are ‘definitely likely’ or ‘very likely’ to use this mode of transport in the next 6 months and 3.9% saying ‘maybe’. Travelling as a passenger in a car or car-pooling were the next two most common responses.

Current Car Parking UsageThe GH car park construction will meet existing shortfalls (existing car spaces displaced by development) and meet future demand to 2022 as a result of expanded hospital functions, and will include:

• Construction of a new 800 space multi-storey car park;

• Various integration works to ensure that the car park can operate independent to the separate development of the two administration buildings, including works to the car park entry structure (Level 6), works to Holden Street and Beane Street (West), and covered walkways from the car park lift lobby on Level 6 to the Hospital main entry;

• Installation of car park equipment (including ticketing machines and boom gates) and systems to ensure access control;

• Adopting a consistent approach to car park fees including change management and communications to achieve this; and

• Procurement of a car park operator.

Delivery of the GH Car Park Project under the Portfolio Model will ensure there are sufficient car parking facilities to support the health components of the GH Redevelopment Project. It not only provides car spaces to meet Authority requirements and provide amenity to visitors and staff, it is critical in establishing connectivity between the hospital campus, the HWP and the Gosford town centre and railway station.

# Respondents could chose more than one option, so total exceeds 100%

* Combined numbers for ‘car as passenger’ and ‘car pooling’

There remains a shortfall in car spaces despite the development of the new multistorey car park which places reliance on the Relevant Parking Zone (RPZ) and (during peak demand times) spaces outside the RPZ to meet demand. Subsequent strategies (both capital and demand management) need to be developed to address the car parking shortfall in excess of the Car Park Project as demand increases and projections are realised.

Targets and ActionsThe following measures and incentives will be used to promote sustainable transport modes including subsidies and incentives to promote carpooling, and measures to support the use of public transport. As part of the Redevelopment consent process, CCLHD is obliged to identify mode share targets and proposed strategies and actions that target a reduction in private vehicle trips.

Mode share targetsNote: no formula/algorithm is available for calculating mode share targets – the proposed target uses the Parking & Traffic Consultants survey as the most objective measure, considers ‘likelihood of using transport mode’ from Staff Travel Survey, and takes into account identified physical barriers to active travel.

13GOSFORD HOSPITAL WORKPLACE TRAVEL PLAN12

Local Transport Environment

Our EnvironmentSurveys undertaken by Parking and Traffic Consultants (PTC) found a relatively low utilisation of public transport by both staff and patients within the GHC. The key reasons influencing this situation include:

• A disconnect between the Hospital and Gosford Railway station which results in patrons having to change transport modes;

• Staff shift changes not coinciding with public transport timetables; and

• The topography in the vicinity of the GHC.

RoadThe GH is bordered by Holden Street to the east, Ward Street to the south, Cape Street North to the west and Racecourse Road to the north. Hospital Road passes through the north-west corner of the Hospital Campus connecting between Cape Street North and Racecourse Road. Traffic access issues are caused by the topography, the challenges of the railway line impeding restricting from Gosford, multiple access points to the campus and car parks and the lack of cohesive way finding.

Bus (Private and Public)The GH is serviced by the bus routes presented in Table 3 below:

Bus Route From To

32 Gosford Spencer Irregular (Mon-Fri), 2 services (Sat)

34 Gosford Kariong Every 30 min (Mon-Fri), every hour (Sat, Sun & PH)

There is a free shuttle buses providing transport form the Railway Station to the Hospital operated by the Hospital. This operates approximately every 15 minutes, between the hours of 8am – 11.15am, 12pm- 4pm, Monday – Friday (excluding Public Holidays).

In addition to the above specific routes servicing the Hospital, a major transport interchange is located on the east side of Gosford Railway Station, which is located approximately 500m from the Hospital. The majority of buses servicing the Gosford area link to this location, form which passengers are able to walk to the west side of the railway station (via the link bridge) and catch a free shuttle bus or walk to the Hospital, albeit via a relatively steep incline. There are four bus stops located within the GHC as shown on the Figure 6 below.

RailThe GHC is readily accessible from Gosford Railway Station (heavy rail), which is located approximately 500m south of the precinct. Those accessing the Hospital entrance using rail would need to walk up a steep incline, making it unattractive for hospital users (particularly for elderly outpatients and visitors). In light of this, the Hospital’s free shuttle buses provide a direct link from the Station to the GHC.

PTC undertook travel surveys as part of their assessment and found that the use of trains by various user groups is as follows:

• Staff 3%

• Outpatients 5%

• Visitors 4%

CyclingPTC found that the GH is reasonably accessible by bicycle from all directions, due to the good road network, although cyclists are required to share the road with motor vehicles which are very busy and pose safety concerns. Also, the hilly topography of the area, particularly to the east and south of the GHC, make cycling an unattractive mode share option. According to travel surveys undertaken by PTC, the use of bicycles by all user groups is very low with less than 1% of persons surveyed travelling by bicycle.

Pedestrian NetworkAs with cycling, walking is only likely to be an attractive option for people who live relatively close to the GHC. A limited amount of low / medium density residential development is located in relatively close proximity to the GHC. Walkers might include staff, outpatients and visitors, however the questionnaire surveys undertaken by PTC as part of their study indicate that staff on early morning or late evening / night shifts are less likely to walk, for safety reasons, unless living in very close proximity to the GHC.

Gosford Hospital is a major trip generator in Gosford City and on the Central Coast (as are all public hospitals), requiring thousands of staff each day and attracting many patients/clients and visitors. Gosford Hospital staff account for 62.5% (n=4353) of the total Central Coast Local Health District workforce (n=6965). Of the 1441 surveys included in the initial analysis, 814 were Gosford based staff (56% of total responses), accounting for 18.6% of the total workforce at that site.

Every hour (Mon-Fri) 8.09am – 4.42pm (additional services 9.42am and 4.12pm), every hour (Sat), 10.06am-4.06pm, every 2 hours (Sun&PH)

Sometimes being big is not enough. So we’re small too. Nothing can beat individual attention, especially when you’re learning something new. We ensure our small class sizes give you one-on-one attention and the support of a group. You’re never just a number at Sydney TAFE.

Your career is our career

We are here to respond to you and your career, education and training goals. Close to 200 companies partner with us to give you valuable industry networks. As a Sydney TAFE student, you gain access to the more than 5,000 employers on our Careers Connect job database. Then there are the less formal networks: the contacts and relationships you form during your study that will take you to the next level in your career.

Real learning environments

We develop real, practical skills through simulated, real-world training environments including commercial kitchens, working travel agencies, nursing wards, aged care facilities, retail spaces and more. We work with industry to develop work placements, mentorships, internships, networking events, guest speakers and real recruitment opportunities. See page 8 for a glimpse into some of our facilities.

Claremont Speedway May 14, 1927 - March 31, 2000The world famous Claremont Speedway operated on this site and is recognised as the longest running dirt track in the history of sport in Australia. The first meeting featured sole and sidecar motorcyles and car racing and the first racing under electric lights was held on September 19, 1927. Over the years the Claremont Speedway was promoted by John. S. Hoskins, Peter Panizza, Jim Davies, Ossie Michelsen, George Milne, Mick Tilby, Aub Lawson and the longest serving manager, Con Migro.

The track was the venue for Australian Championships in all major speedway divisions, including speedcars and sprint cars and for many international fixtures including official solo motorcycle test matches between Australia, England and many other countries.

as well as the Hunter Valley, Robinvale, McLaren Vale and

Matt Godfrey grew up in one of Australia’s premier wine

regions, the Barossa Valley, in a winemaking family.

Surprisingly, it was Matt’s early exposure to winemaking that led

him to initially follow different pursuits, namely aquaculture.

It wasn’t until Matt caught the travel bug and was looking to fund his trips overseas and in Australia

that he worked during vintages at the Wolf Blass winery that he

found his passion for wine. Matt’s move to Devil’s Lair in Margaret River was in 2014, inspired by a love of the ocean and obviously

Chardonnay and Cabernet Sauvignon.

William has been involved in wine and spirits for the last 20

years working the floor and bars in some of the most

prestigious venues around Australia.

William is a certified Sommelier and currently studying for WSET

diploma. He is currently the Venue Manager for Cherubino

City Cellar after working as the Beverage Manager for the

Frasers group. William has Judged at the Swan Valley wine

show and associate judged at the Perth Royal Wine Awards and

the Perth Royal Distilled Spirits Awards, the WA Wine Show,

Margaret River Wines Show and the Geographe and WA Alternate

Varieties Wine Show.
