Dear Oceanside Families and Community Members,Every September, it’s an adjustment for all of us to say goodbye to summer and once we do, nothing compares to the thrill of beginning once more. We see that in the sparkling smiles of our teachers as they welcome students back, and in the enthusiasm of students as they greet friends and faculty.As we begin each school year anew, we like to highlight a concept that reflects on how we approach the task of nurturing your children, mind and body. This year’s concept is leadership and our theme is: #OSDLeadWithMe. Lead With Me acknowledges that none of us do our jobs alone. Our school district is comprised of educators, instructional assistants and aides, secretaries, food service staff, custodial and maintenance personnel, just to name a few, and all of these individuals are the experts in the work they do for our schools. Confident leaders allow these experts room to create and innovate. When we share the roles and responsibilities of leadership, the rewards are great for individuals and the organizations they jointly lead.Please visit our website at oceansideschools.org to learn how this idea of shared leadership plays out in our 2019-20 goals.In addition to shared leadership among educators, we recognize that parents are the ultimate experts on their children. We need your input and expertise to complete the leadership equation that results in motivated, successful students.This calendar, along with Agenda Books, the Parent Portal, our district website, regularly scheduled Board of Education meetings, our Council of PTAs and individual PTA units, OSD Parent University workshops, our Twitter feed and many other tools are how we aim to keep communication flowing. We share information about your child, our programs and events, about teaching and learning, and about current factors that impact education. Our calendar also features opportunities to focus on pure enjoyment: the sports, science fairs, community book talks, concerts, plays, and other events that celebrate our students’ activities and achievements.I look forward to working together with parents as we guide your children to reach their fullest potential.

APPOINTED OFFICERS

The BOARD OF EDUCATION is a policy-making body which governs the school district in all educational matters. It has complete and final control over local school matters subject only to pertinent state law, regulations and decisions of the State Commissioner of Education, decisions of the courts, and the will of local residents as expressed in district elections.

The Oceanside Board is comprised of seven district residents who are elected at the annual school election, which is the third Tuesday in May. Two or three members are elected each year to serve three year terms which begin on July 1. Board members receive no salary or financial compensation of any kind for their services. They pay school taxes at the regular rate.

A candidate for the Board must be a qualified voter of the District and must file a nominating petition with the District Clerk not later than 30 days preced-ing the school election. Each petition must be signed by at least twenty-five qualified voters of the district OR two percent of the voters who voted in the previous election, whichever is greater.

The BOARD appoints the SUPERINTENDENT OF SCHOOLS to serve as its executive officer in administering its policies in the operation of the schools. The Superintendent is responsible for informing and advising the Board on all matters. The Superintendent’s recommendations normally precede Board action on matters relating to recruitment and supervision of staff, selection of textbooks and instructional materials, development of curriculum and the operation and maintenance of buildings and grounds.

BOARD MEETINGS

CODE OF CONDUCT

BOARD MEETINGS – Both regular and special meetings are scheduled in most months on selected Wednesdays, 7:30 pm, at school #6 auditorium or in the Admin-istration Building, 145 Merle Avenue. The dates are listed in the Calendar and an-nounced in the District Newsletter and in local newspapers. Notice of all meetings is released to the news media to the extent practicable and posted in the schools and at the Oceanside Library, 72 hours in advance, OR call the Board Secretary, 678-1226, to verify a meeting. The law also provides for closed executive sessions, but no action may be taken at such meetings. Board agenda and minutes can be found on our website.ANNUAL RE-ORGANIZATION MEETING – is held within the first two weeks of July, 7:30 pm, Board Room (unless changed by Board resolution). Board of-ficers are elected, salaries of appointed officers fixed, and business policy matters are set for the forthcoming year.QUORUM – consists of four members. An affirmative vote of four members is required for action to be taken. Abstention is considered a negative vote. The presiding officer may introduce or second a motion and may vote on all issues. All official actions must be taken by resolution of the Board at an open regular or special meeting.

Although all meetings, except executive sessions, are open to the public, the law makes no provision for the public to make motions. However, the Board of Education encourages questions and comments from those present at the appropriate time during the meeting.

In accordance with New York State legislation recently passed in Albany, our Board of Education has established a Code of Conduct for the school district. This Code of Conduct is published in the Agenda Books given to all students in Grades 2 - 12, and will be distributed directly to parents of children in Kindergarten and Grade 1.

The Code of Conduct underscores the commitment of the Board of Education to provide a safe and orderly environment in which all children can learn and reach their potential. In order to accomplish this goal, all members of the school community, teachers, students, parents, school district personnel as well as visitors to our buildings, must behave in a civil, respectful and responsible manner.

The Code of Conduct clearly defines expectations of acceptable conduct on school property for students and all members of the school community. Students’ rights and responsibilities are outlined. Board of Education and district policies, as well as building procedures, are also explained.

The requirements of the district’s discipline code and the possible behavioral consequences of unacceptable conduct are outlined by educational level (elementary, middle and high school) in order to ensure fair treatment for all when disciplinary ac-tion is required. A provision of the original legislation permitting teachers to remove disruptive students from class is also clearly explained.

This Code of Conduct is presented to and shared with all of the district’s faculty and staff. Students should review it with their teachers or guidance counselors. It is extremely important, however, that parents also read and review it with their children. By working together, all of us, with a shared understanding of what is expected of each of us, can create an environment which reflects good citizenship, mutual respect, toler-ance and the principles of civility for all of Oceanside’s students.

The Oceanside Board of Education has approved a “delayed opening” plan in case of inclement weather. A “delayed opening” might occur when it is obvious at 5 am or 6 am that a storm has ended or is about to end, the streets have not yet been satisfactorily cleared, but the roads should be safe for travel within a few hours. By delaying the opening of school by two hours, we would be able to provide instruction to our students rather than close school for the entire day.

A delayed opening would simply open all schools exactly two hours after they would normally open. The afternoon dismissals and bus schedules beyond the first two hours of the day would remain unchanged in all schools.

When weather or emergency requires closing the Oceanside Public Schools, the district will notify parents via our automated telephone contact system, on our web site at oceansideschools.org and/or via announcements on WCBS radio (880 AM), WINS radio (1010 AM), and News 12 Long Island (Cablevision’s Channel 12).When schools are closed for inclement weather, the bus com-pany will not transport students to private, parochial and other special schools.

ELECTION DISTRICTS – The Oceanside School District is divided into four school election districts. Maps showing boundary lines are available at the Administration Building. Voting locations are at: Schools #5, 6, 7 and 8. Registered voters must vote at the building within their election district.

ANNUAL SCHOOL ELECTION – is held on the third Tuesday in May in accordance with State Law. Qualified registered persons may vote on: School Budget, Public Library Budget, Board Member Candidates and any special propositions.

PROPOSITIONS – Any proposition or question to be placed on the voting machines must be submitted in writing on a petition signed by at least 5% of the voters who voted in the previous election and filed in the office of the District Clerk by the 30th day preceding the school election, except for propositions or questions which are required to be included in the published Notice of the Meeting, which must be filed with the District Clerk by March 1.

SPECIAL ELECTIONS – The Board may call special elections in accordance with the law.

Voting – Residents are registered and eligible to vote if they: 1. Voted at or registered for a School District Election subsequent to January 1, 2015 or 2. Are validly registered to vote with the County Board of Elections for the

General Election.

Registration – To register to vote in the School Election a person must be: 1. A citizen of the United States. 2. 18 years of age or over. 3. A resident of the school district for at least 30 days at the time of

election.

Registration of voters shall take place during the hours of 9 am to 4 pm, Monday through Friday throughout the year at the office of the District Clerk. Voters must register at least 5 days prior to any school district election.

ABSENTEE BALLOTS – May be used for voting in the school election. An application for an absentee ballot must be received by the District Clerk at least seven days before the election if the ballot is to be mailed, and no later than the day before the election if the ballot is to be delivered personally. The completed ballot must be received by the District Clerk no later than 5:00 pm on the date of the election.

The Oceanside Union Free School District, in the Town of Hempstead, occupies 17.3 square miles and includes, in addition to the unincorporated area of Oceanside, parts of Baldwin and Rockville Centre. There are six elementary schools (Grades 1 - 6), one Middle School (7 - 8), one High School (9 - 12), one alternative high school and one Administration Building. School #6 houses the Kindergarten Center, the Pre-K Program, Castleton Academy, the Buildings & Grounds Department, the Department of Community Activities and other activities. School district property is approximately 105 acres, valued with contents in excess of $50,000,000.

ACADEMIC INTERVENTION SERVICES (AIS)Students who have been deemed as in need of additional assistance within the course of the school day in order to achieve academic standards will be identified as per the district’s AIS Plan. This Plan may be found on the Oceanside School District’s website.

BUDGETThe Oceanside School District is supported by State Aid, Federal Aid, income from investments, fees, etc., and a direct tax on real estate. The school budget is discussed at public hearings and submitted to the voters at the annual election. (Taxes are levied on the net budget, the difference between the gross budget and revenues received from the above-named sources, except for real estate taxes.) The district’s budget is needed for the purchasing of district supplies, materials, the payment of staff salaries and the maintenance of our buildings. DIGNITY FOR ALL STUDENTS ACT (DASA)In accordance with the NYS Dignity for All Students Act (DASA), the Board of Education has designated each of our school building principals to serve as the Dignity Act Coordinator for their school. All reports of bullying behaviors should be directed to the building principal. The Board of Education has also designated Diane Provvido as the districtwide Dignity Act Coordinator to address any issues that are unable to be resolved at the building level.

DISCIPLINEDiscipline is vital to maintaining an environment in which learning may flourish. The goal of the district’s discipline program is to teach students to behave properly without direct supervi-sion. Discipline must be used to educate or to establish useful habits as a step toward developingself-discipline. Corporal punishment is prohibited. Members of the staff may use reasonable physical force to restrain an individual from harming himself or others, or to remove an indi-vidual from a situation in which their continued presence might lead to harm to themself or to others. The District’s Code of Conduct further describes students’ rights and responsibilities, as well as interventions and range of consequences for behavioral infractions in the school district.

LUNCH PROGRAMThe Oceanside Schools’ Food Service Department is pleased to offer a secure, family-friendly system for online pre-payments and nutrition education through our new Nutrikids operating system. MySchoolBucks.com allows parents to deposit money into their child’s school meal plan, track purchases, and view their balance. We will send letters home before school opens to further explain and provide your child’s student ID# which is necessary to sign-up.

District lunch menus offer great variety and meet nutritional guidelines for children established by the Federal Government. There are more than 11 options for students to choose each day.

Parents of children who have food allergies may request access to nutrition labels, which are stored digitally, to identify items that their children need to avoid. Call Jane Blackburn, Director of Cafeteria Operations, at 678-7548, for questions and concerns related to food allergies.

Free/Reduced Price Meals: Children from households that meet federal income guidelines are eligible for free or reduced price meals, including breakfast and lunch. To apply, contact your school’s main office for an application.

STAFFINGThe district staff includes nearly 1,200 full-time and part-time employees which includes teach-ers, administrators, specialists, instructional and administrative assistants, nurses, occupationaltherapists, secretarial and clerical employees, teacher aides, monitors/security personnel, cafeteria workers, custodial and maintenance employees.

Oceanside is committed to the ongoing training of its professional staff. The Staff Develop-ment Policy Board, comprised of teachers and administrators, operates a Teacher Center, offers workshops, in-service courses and provides teachers with the opportunity to attend conferences or visit other school districts. Teachers are eligible to receive internally funded grants of money to conduct special projects or to write needed curriculum. Staff development remains a priority in Oceanside, as a valuable component towards excellence in education.

STUDENT RECORDSThe Oceanside Public Schools shall collect and maintain student records to provide for the growth and development of individual students, to provide information to parents and authorized staff, and to provide a basis for the evaluation and improvement of school programs. The district shall preserve the rights to privacy of students and parents. HEALTH SERVICESOceanside employs full-time nurses in every school building and a School District Doctor to serve the health needs of all students. They work with students, parents and staff to maintain and improve our children’s health and to detect deficiencies and/or disease. State Law prohibits the dispensing of a medication, including aspirin, except by a written request of the parent and a physician’s direct order. Under NYS Law Section 2164, all children must be immunized againstcommunicable diseases, prior to entering school, as follows:

Proof of having adequate immunizations or of having had the disease is required in writing and must be signed by a physician. In addition, physical examinations are required for all new entrants and students in grades pre-k, kindergarten, one, three, five, seven, nine, and eleven. The Health Services program provides for physicals to be completed by the School District Doctor for those children not examined by their family doctor. Parents receive notification about and recommendations for the correction of identified deficiencies. No remedial treatment may be provided by the school physician.

SCREENINGS

In compliance with State Regulations, all new school entrants are screened in order to identify children who may possibly have an educational disability, or who may possibly be gifted. The process identifies pupils who may need to be referred to appropriate school and/or medical personnel for further diagnostic evaluation. All kindergarten entrants are screened in the spring before they enter school for the first time.

INTERPRETERS FOR HEARING IMPAIRED PARENTSIt is the policy of the Board of Education to provide hearing impaired parents and guardians equal opportunity for meaningful participation in school district meetings and activities. Written requests for interpreters at no cost to parents, must be received at the office of Special Education five days prior to the scheduled meeting or activity. ATTENDANCEStudents are required to be in attendance at all times that school is in session. Accurate records of student attendance shall be kept at all times. Student attendance records shall be confidential and may not be released except under the following conditions: a) By written consent of either or both parents, or the person exercising parental authority over the student involved; b) Pursuant to a subpoena or court order duly served upon the District.Details regarding the attendance policy are outlined in the Agenda Books.

INSTRUCTION ON DAYS OF RELIGIOUS OBSERVANCE (DORO)Days of Religious Observance are those in which members of a religious group may be absent

to observe a religious holiday, many of which are noted on the district calendar. Out of respect for a student’s observance of these holidays, teachers will be sensitive to the needs of the students by affording them every opportunity to make up all class work, homework, and tests without penalty. Parents/Guardians should notify the school prior to the absence in order to assist the staff in meeting the needs of the students.

TEACHER AND PRINCIPAL EVALUATIONS (APPR)As per New York State law, parents wishing to learn the overall rating of their child’s teacher and/or principal may request that information through the office of the Assistant Superintendent for Curriculum, Instruction and Research.

SPECIAL EDUCATION AND OTHER SPECIAL PROGRAMS

SPECIAL EDUCATIONIn accordance with the Regulations of the Commissioner of Education, special education services are provided to a student who is identified as having an educational disability. The Committee on Special Education (CSE) is responsible for the referral, evaluation and placement of school age students with educational disabilities. The Committee on Preschool Special Education (CPSE) has similar responsibilities for preschool youngsters, ages 3-5.

The Oceanside School District provides a full continuum of special education and related services for school age students. Special education services may include resource room, consultant teacher, special class placements and integrated settings. Related services may include speech/language therapy, counseling, services for the deaf and hearing impaired, physical therapy and occupational therapy.

Parents/Guardians who suspect that their child may have an educational disability and require special education services may initiate a referral by submitting a signed request for a special education evaluation to the building principal or the Executive Director of Special Education, 145 Merle Avenue, Oceanside, NY 11572. SPEECH AND LANGUAGE SERVICESSpeech and Language Services are provided by speech and language teachers to those children whose speech and language development is significantly delayed. In addition to mandated services for students determined to have a speech or language disability, children, according to priority needs and staffing availability, may be seen by the speech and language teacher for support and/or remediation in the following areas: listening skills, auditory processing skills, language development, expression of ideas, fluency, voice and articulation.

SECTION 504Section 504 of the Rehabilitation Act provides for reasonable accommodations for students who have a mental or physical impairment which substantially limits one or more major life activities. Each school has a Section 504 Team, which is responsible for determining a student’s initial eligibility for accommodations and for periodically reviewing the student’s functioning to determine ongoing needs. Parents/Guardians who suspect their child may have a disability that requires Section 504 accommodations should submit a signed referral to the building principal. ENRICHMENT/GIFTED EDUCATIONProject Extra, the district’s elementary Enrichment/Gifted Education program for identified students in grades 4-6, provides engaging learning experiences to challenge students’ intellectual and creative abilities. The middle school Enrichment Program provides recommended students with an opportunity to study a specific subject in depth through research and exploration. Subjects include Research, Great Books, Art Enrichment, and Music Theory.

HOMEBOUND INSTRUCTIONHomebound instruction is provided to students who are temporarily unable to attend school because of injury or illness. A physician’s note is required. Applications should be made to the school nurse for grades K - 6 and the guidance counselor for grades 7 - 12.

ENLIn accordance with state regulations the district provides an English as a New Language Program to eligible students.

PUPIL PERSONNEL SERVICESOceanside Pupil Personnel Services are intended to help all students grow and develop emotionally as well as academically. Services are aimed at helping students make mature educational, vocational and social decisions, maintain physical and emotional well-being, and deal with individual problems.

SCHOOL COUNSELING SERVICESGuidance Counselors provide students an opportunity to discuss and explore their abilities, needs, difficulties, and aspirations. They are concerned with each student’s social and academic growth and adjustment in school and beyond. Counselors provide help to students in making school transitions, understanding career choices, selecting courses of study, exploring special programs, applying to colleges, and seeking additional supportive services when appropriate.

PSYCHOLOGICAL SERVICESSchool psychology focuses on the intellectual and emotional factors that influence a student’s learning process. One basic responsibility of a school psychologist is to help determine the reasons for a student’s difficulties in school. Psychologists provide assistance to pupils, parents, teachers, and administrators in efforts to address children’s learning and adjustment needs. Referrals to a school psychologist may be made by school personnel or parents through their principal or by directly contacting the school psychologist. Written parental consent is required for psychological counseling services.

SOCIAL WORK SERVICESSchool Social Workers assist students, families, and staff by offering consultations, visiting homes, providing group and individual counseling, making referrals to outside agencies when appropriate, and utilizing community resources.

THE ELEMENTARY HEALTH TEAMThe Oceanside School District is pleased to offer a comprehensive elementary health education program designed to help students develop healthy and productive behavior. In grades K-3, a social worker teaches students about personal safety and emotional well-being (SEL). Physical education teachers instruct 4th grade students on personal hygiene and fitness. Classroom teachers provide 5th grade students with lessons on the skills necessary to deal with issues of bullying. In 5th grade, students also are taught about puberty and their own physical development. Finally, in grade 6, social workers teach about the dangers of substance use.

Oceanside School District (OSD) Parent UniversityThis committee is comprised of parents and educators who develop seminars, workshops and speakers to provide education on relevant and current topics related to effective parenting for students at all grade levels. Drug Advisory/Wellness Council (DAWC)This council acts in a regional advisory capacity on drug prevention and education. The council is comprised of members appointed by each PTA, including students, staff, parents and members of the community. Their purpose is to encourage the coordination of drug and alcohol abuse education materials and prevention programs within the district.

Technology Advisory CommitteeParents, teachers, administrators and community members work together to set goals, review hardware and software and develop appropriate staff training in the area of technology.

Team for Educational Articulation (TEA)Representatives from the district’s shared decision-making teams meet annually to share their successes and accomplishments.

The Pre-K Program, located at School #6, offers both an educational and socialization experience for three and four-year old children. The learning atmosphere is a positive one, enabling children to become well-adjusted in a school environment, establish a rapport with adults and peers and live and work together with respect within their Pre-K community. The Department of Community Activities offers something for everyone, from pre-school children through senior citizens. There are health and self-improvement courses, programs for children with disabilities, holiday celebrations and community-wide projects which build community spirit and cooperation, making Oceanside a special place to live.

ADULT COURSES & PROGRAMSOur Continuing Education Program offers a wide range of interesting courses that

SUMMER PLAYGROUND PROGRAMThe Summer Playground Program is held for all Oceanside School District boys and

girls entering grades 1-9. The program starts in early July and runs through the middle of August. Hours are Monday through Friday from 9:00 am to 2:00 pm for grades 1-6 and from 8:45 am to 1:45 pm for grades 7, 8 and 9. A Summer Playground Early Childhood Program for 3, 4 and 5 year olds is also conducted (please call for schedule). An extended playground program will operate from 8 am to 6 pm for children entering grades K-6. A registration fee is charged for each child participating in the programs.

Playground activities include: sports, games, arts and crafts, drama, music, special events, storytelling, tournaments, sprinkler time and various trips. Youngsters are invited to bring their lunch and stay the day. Pizza and ice cream will be available on various days which will be announced in advance.

C.A.R.E.S. MONTHLY TUITION FOR 2019-2020

Oceanside SEPTA (the Special Education Parent Teacher Association) is an organization whose members include: parents, caregivers, teachers, and therapists of exceptional children as well as other staff and members of the Oceanside School community. We sponsor workshops, speakers and events about a variety of issues and concerns of exceptional students and their families and their inclusion in our community. We keep abreast of recent educational legislation that affects our students. Anyone connected to the Oceanside school district is encouraged to join.

Our mission is to provide a resource for information applicable to a wide variety of exceptional children through presentations, workshops and the Internet; to improve communication between parents, school staff and administration; to be involved in decisions affecting exceptional children in the school community; and to educate and sensitize the Oceanside School community to children who are differently-abled.

Oceanside SEPTA has a resource library, of books, DVD’s and videos about many subjects ranging from Special Education to therapy and Gifted Education, located in the district office. Anyone connected to the Oceanside school district is encouraged to join. In accordance with 40 CFR §763.84.c, regard this statement as the district’s annual notification to all workers, students and or their legal guardians that the district continues to maintain its Asbestos Management Plan (AMP) which documents all performed or planned asbestos related inspections, response actions, and post-response action activities, in-cluding periodic re-inspection and surveillance activities within the school district. A copy of this AMP is available for your review and or inspection at the district’s facilities office and within the main office of each school building.

Dear Parent, Guardian, and School Staff:New York State Education Law Section 409-H, effective July 1, 2001, requires all public and non-public elementary and secondary schools to provide written notification to all persons in parental relation, faculty, and staff regarding the potential use of pesticides periodically throughout the school year. The Oceanside School District is required to maintain a list of persons in parental relation, faculty and staff who wish to receive 48 hour prior written notification of certain pes-ticide applications. The following pesticide applications are not subject to prior notification requirements: • A school remains unoccupied for a continuous 72-hours following an application; • Anti-microbial products; • Nonvolatile rodenticides in tamper resistant bait stations in areas in inaccessible to children; • Nonvolatile insecticidal baits in tamper resistant bait stations in areas inaccessible to children; • Silica gels and other nonvolatile ready-to-use pastes, foams, or gels in areas inaccessible to children; • Boric acid and disodium octaborate tetrahydrate; • The application of EPA designated biopesticides; • The application of EPA designated exempt materials under 40CFR152.25; • The use of aerosol products with a directed spray in containers of 18 fluid ounces or less when used to protect individuals from an imminent threat from stinging and biting insects

including venomous spiders, bees, wasps, and hornets.

In the event of an emergency application necessary to protect against an imminent threat to human health, a good faith effort will be made to supply written notification to those on the 48-hour prior notification list.
