• GSDC consolidates services, applications and infrastructure centrally to facilitate Government departments in establishing a transparent and efficient public administrative department through e-Governance at a low-cost

• GSDC has been connected to all the Government offices through GSWAN and isoperational since 2008

• Server & Storage area : 2600 sq.ft ; Control Room and Utility area : 1300 sq.ft ; Connectivity Zone : 600 sq.ft ; Storage Space : ~100 TB

• Provides services such as Central State Data Repository, Online Delivery of Citizen Information / Services Portal, State Intranet Portal, Disaster Recovery, Remote Management and service integration

• ISO 20000 (IT Service Management) and ISO 27001 (Information Service Management) certified

• Over 240 Government websites and applications of 12 departments have been hosted and are running successfully with 99.74% uptime

SACHIVALAYA INTEGRATED COMMUNICATION NETWORK (SICN) BIGGEST NETWORK OF ITS KIND IN ASIA

• SICN is a network owned by Government of Gujarat for theirVoice Communication needs. This network is spread in capitalof Gujarat Gandhinagar connecting almost all the Govt. Boards& Corporations Offices.

• Network implemented in September 2000 and it works onTDM based PABX system

• The core of this network is Lucent make DEFINITY G3r EPABXwith the current capacity of 8500+ lines and over 23 PRItrunks working , expandable up to 25000 lines.

• Consists of 1 Core Exchange and 10 Remote Unitsinterconnected through OFC

• As a backbone around 100 Kms. Of Optical Fiber has been laidand 150 Kms. Of JFC has been laid with Structured cabling forVoice & Data nodes. There are 8500+ Voice Nodes and 8000Data Nodes.

BHASKARACHARYA INSTITUTE FOR SPACE APPLICATIONS & GEO-INFORMATICS (BISAG) USE OF GIS FOR DECISION SUPPORT SYSTEM & OPTIMUM UTILIZATION OF RESOURCES

State-level nodal agency to facilitate use of spatial and geo-spatialtechnologies for the planning and developmental activities of the GujaratGovernment

• BISAG has developed centralized Geo-spatial database and Decision Support System(DSS) which gives integration of whole-of–government with most government activities now being GIS based

• e-Map services have been developed for visualization, interpretation and

integration of remote sensing data with departmental data including maps

• Geo-Spatial databases which include terrain characteristics, administrative

systems, city & village maps, ports, forests, etc. are created using conventional,

maps high resolution 2D and 3D Imagery and official datasets

• Micro planning of various government schemes and public services done

through GIS data lead to inclusiveness

• The integrated centralized database not only saves time but also leads

adoptability and affordability to government and citizens and efficient

allocation and use of resources.

SATELLITE COMMUNICATION ( SATCOM ) EMPOWERING CITIZENS BY USING SATELLITE COMMUNICATION TO ENSURE REACH OF

EDUCATION SKILL DEVELOPMENT AND AWARENESS ABOUT VARIOUS GOVERNMENT SCHEMES ACROSS THE STATE

• Operational since 2006, this ICT initiative with regular and direct communicationbetween government departments and users using satellite communication hasresulted in better planning and feedback mechanism to the system

• SATCOM provides services to government departments for telecasting educationalskill development, training and awareness programme through TV broadcast

• The project services are currently used by over 25 stakeholderdepartments to reach a wide sector ranging from farmers , schoolteachers to private sector employee with a yearly transmission rate of4000 hrs. of programme.

• Project has helped to touch upon the primary rural issues like schoolavailability, addressing farmer concerns, health programs, solving theproblems of tribal communities and rural women by interactionwith Chief Minister

• The travel cost for creating awareness and training programs fordepartments has been reduced

STATE WIDE ATTENTION ON GRIEVANCES BY APPLICATION OF TECHNOLOGY (SWAGAT)A UNIQUE ONLINE GRIEVANCE REDRESSAL PROGRAM, WHERE IN THE CHIEF MINSTER

DIRECTLY ADDRESSES THE ISSUES OF CITIZENS FROM OF GUJARAT

• Operated by Chief Minister’s office, SWAGAT, One of the country’s first State-wideOnline Grievance Redressal Program

• Launched for transparent and speedy redressal of citizens grievances , it is a 4-tier system at Gram, Taluka, District & State level

• Grievances submitted are first resolved by authorities at respective level &thereafter all pending grievances are reviewed by the CM on 4th Thursday of every month

• Concerned stakeholders are present along with the CM for direct interactionwith aggrieved citizens , hence leading to transparency

• SWAGAT has helped Strengthened Public Accountability and has increased citizen’s satisfaction as grievances are attended at the highest level

• More Than 3 Lacks applications have been received within July, 2014 and

~ 92% have been fairly addressed and high citizen satisfaction has beenachieved

APNO TALUKO VIBRANT TALUKO (ATVT) BRINGING ALL GOVERNMENT ACTIVITIES UNDER ONE ROOF

• Operational since 2011, ATVT is an online system to strengthen the administration at

the Taluka level for better implementation of government schemes and addressing

the applications / grievances of the people

• Cluster level monitoring approach, is used in ATVT model

• Nearly 180 services of different departments are being delivered under one roof from a ‘single window’

• Applications for assistance under various services are now collected and processed

at the Taluka level itself thereby eliminating the need to travel to district

headquarters

• Services provided by ATVT include One Day Services like Issuance of

Certifications such as Income, Caste, Residence, Senior Citizen etc.

Renewals such as Arms License, Ration Card, Birth date change etc .

• SMS alerts sent to applicants on receipt and approval of their application

along with online status tracking

ATVT governance empowers people and helps them shape the courseof their lives and business with minimum interference of bureaucracyand its procedures

EGRAM – VISHWAGRAM TRANSFORMING GRAM PANCHAYAT TO GRAM SACHIVALAYA “WHILE THE WORLD

BECOMES GLOBAL VILLAGE E-GRAM PANCHAYAT TURNS VILLAGES GLOBAL”

• Village Panchayats have been equipped to provide the e-servicesthrough VSAT Broadband connected PCs along with Printer, UPS, WebCam, VoIP Phone in order to bridge the digital gap between urban andrural Gujarat

• eGram VSAT network also known as “PAWAN Network” is Asia’sLargest Public Domain network

• Currently 13,685 Village Panchayats are equipped to provide thefollowing services:

G2C Services : Basic Certificate; Land records (RoR – 7/12 & 8A);Utility bills; e-Ration card ; e-Gram Mail

B2C Services : e-Ticketing; Utility Bill payments; Market linkagesfor Agricultural Commodities ; DTP

• eGrams are being operated through Village Computer Entrepreneurs(VCEs) on a revenue sharing basis under PPP model

• Today Gujarat has 798 e-transactions per 1000 population per month on anaverage of last year;

• In 2013 e-Gram issued ROR to e-Dhara:- 1,15,95,730

• In 2014, upto July e-Gram ROR issued to e-Dhara:- 1,01,43,635

ONLINE JOB APPLICATION SYSTEM ( OJAS ) FACILITATING A TRANSPARENT RECRUITMENT PROCESS FOR GOVERNMENT JOBS

• Operational since 2012, this ICT initiative has made the long lastingand time consuming government recruitment process much moresimplified time saving, cost effective and transparent

• Facilitates an applicant (citizen) starting from filing online application,validating and verifying details, getting interview schedules and SMSbased timely alerts on updates to getting ultimate appointmentletter.

• OJAS is also used for Teachers Eligibility Test (TET)

• More than 55 lakh applications processed online till date for variouspositions in Government

• OJAS has helped the agencies to speed the recruitment process andreduce complexities with improved data security

• In 2014, a total of 47 departments issued 346 advertisements forwhich a total 35.00 lakh validated applications were received amongthem 19.06 lakh candidates deposited fees in post office and 217exams were conducted.

E-DHARA EASY , TRANSPARENT & SECURE WAY TO ACCESS AND MAINTENANCES OF

VILLAGE LAND RECORDS

• After digitizing all land records, e-Dhara Kendras(e-DK) havebeen setup at Taluka Mamlatdar offices to take up day to dayactivities of land records such as mutations and issue of Recordof Rights (RoR). Workflow based software (BhuLekh Soft) hasbeen implemented since 2004-2005.

• By Integrating BhuLekh Soft with the e Gram Vishwa Gram(eGVG) project, that provides broadband connectivity throughVSAT to village Panchayats, farmers can get RoR copies from theVillage Panchayat itself.

• e-dhara project has been successfully implemented in all 33Districts* , 248 Talukas*

• e-Jamin is the new initiative by revenue department forintegration of all stake holders with land records and as astarting point, registration is linked with e-Dhara for automutation and notice generation after successful agriculture landregistration.

E-PROCUREMENT EFFICIENT ONLINE PROCUREMENT SYSTEM

• e-Procurement system was introduced to overcomechallenges of the cumbersome traditional procurementprocess like tiresome paperwork, inadequatetransparency, delay in tender finalization etc

• e-Procurement has been designed as a web basedapplication that caters to all services from Notice InvitingTender to issuance of Letter of Intent

• E-Procurement is mandatory for multiple items acrossmany government departments

• Operational since 2007, e-Procurement has brought inqualitative benefits and have overcome the challenges oftraditional system along with cost savings through highercompetition and demand aggression

• e-procurement has also led to shortening of the averagetender processing time from 30days in physical process to6.6days

• More than 1.39 Lakh e-Tenders processed since 2007

INTEGRATED FINANCIAL MANAGEMENT SYSTEM (IFMS)ENSURE THE METICULOUS

AND EFFECTIVE TRACKING OF DISBURSED GRANTS, REVENUE AND ITS UTILIZATION

• Operational since 2008, IFMS serves as an integrated solution for aconsolidated database of the government expenditures and receiptsacross Gujarat

• IFMS is at the core of all the ICT initiatives undertaken by Financedepartment and provides an real time view of the State’s financialposition

• IFMS has been implemented in 33 district treasury offices, 2 Pay andAccount offices, 2 pension payment office, more than 144 sub treasuryoffices centralized directorate of pension and provident fund (DPPF)office, 25 local fund offices and centralized pay verification unit (PVU)

• IFMS has equipped the Government of Gujarat to automate the accountsand treasury functions, immaculate operations and also made possibleto prepare a paperless budget

• Other benefits of IFMS are: Real time availability of the State financialposition, Fiscal discipline and improved decision making, Cross modulevalidation and verification, Entry only at source reducing time and effortand increase accuracy

TARGETED PUBLIC DISTRIBUTION SYSTEM (TPDS)

Bar-coded Ration Card and Public Distribution System

• Operational since 2010, TPDS has helped to minimize official discretionwhile providing food security to the poor and vulnerable section,enhancing beneficiary participation and transparency across the PDSsupply chain by computerizing it.

• TPDS authenticates beneficiary identification and captures thetransaction at the Fair Price Shop (FPS) level issue new bar coded rationcards only to rightful beneficiaries hence reducing leakages in thedistribution

• State Government has taken all necessary security measures and stepsto avoid any bogus registrations

• Introduction of TPDS has led to reduction of cardholders from 1.25 croreto 1.09 crore by discarding 14 lakh bogus ration card

• Also, Overall distribution efficiency of essential commodities has gone upby about 10%

• Increased transparency through online portal giving details of 16,000+FPS dealers, 6000+ SKO, FPS wise list of more than 1.10 crore ration cardholders, monthly entitlement, authorized quantum and provision forgrievance redressal.

VALUE ADDED TAX INFORMATION SYSTEM (VATIS)MODERNIZATION OF THE TAX ADMINISTRATION SYSTEM

• Operational since 2006, VATIS helps optimize value added taxrevenues and offer effective tax administration by saving efforts,resources and expenses by providing automated routine to theDepartment of finance

• VATIS is a flexible system that offers automated routine to theDepartment of Finance and also aids in the process ofidentifying potential taxpayers for widening tax nets

• Data digitization has immensely helped the administration tohave in-depth analysis of information

• VATIS has streamlined the VAT implementation process of fillingVAT returns, scrutiny and assessment and has made itsadministration more informed and controlled

• VATIS apart from benefitting the Government and Taxdepartment has been a boon for the citizens as well - Reductionof touch points, location independence, 24 x 7 availability, datareliability & Quick remittance of fund

EXTENDED GREEN NODE (XGN)EFFECTIVE MONITORING OF HAZARDOUS

BIO-MEDICAL WASTE GENERATION, TREATMENT AND ITS EVENTUAL DISPOSAL

• Operational since 2008, XGN has helped GPCB in effectivemonitoring of hazardous bio-medical waste generation, treatmentand its eventual disposal and issue of pollution control certificates

• XGN provides hassle free 24 x 7 anywhere e-access to businessesthrough a unique ID to perform various GPCB related activitieslike applying online, filling returns, and many more..

• XGN has facilitated day-to-day operations at Regional offices,District headquarters and laboratories

• Other advantages of XGN are it Monitors Ground Water / SurfaceWater, Central Pollution Control Board (CPCB) Sampling pointsprojects GEMS, AAQM etc.

INTEGRATED WORKFLOW & DOCUMENT MANAGEMENT SYSTEM (IWDMS)TRANSPARENCY & EFFECTIVENESS IN ADMINISTRATION BY AUTOMATING THE

GOVERNMENT FUNCTIONS AND PROCESS.

• Government of Gujarat (GoG) wants to use e-Governance as thetool to improve the Accountability, Transparency & Effectivenessin Government administration. The project has beenimplemented for the same through automating the governmentfunctions and processes at all levels of the administrativehierarchy.

• IWDMS provides Document Management, WorkflowManagement, Collaborative Environment and KnowledgeManagement in an integrated fashion and delivers an ElectronicWorkplace that result in productivity improvement inGovernment.

• The project initially covered all employees of the Government ofGujarat at New Sachivalaya, Gandhinagar. It is now beingextended to the employees of the HoDs of the departments inGandhinagar and Ahmedabad.

• In order to achieve Single File Management System across thestate, IWDMS will be extended to all other HoDs in Gujarat in aphased manner. IWDMS has also benefited the citizen's directlythrough applications such as Grievance Redressal , CM ReliefFund, Surat Disaster Assessment Survey, etc.

E-CITY ELIMINATE DISCRETIONARY HUMAN INTERFACE

AND BETTER SERVICES TO CITIZENS OF AHMEDABAD

• Ahmedabad Municipal Corporation is the first MunicipalCorporation in India to facilitate better performance of thedelivery of municipal services like birth and death registration,building plan, primary health and education, city cleanliness,water supply, sewage, road, street-lights, parks and gardenthrough e-governance to the 56 Lacs citizens of the city

• For this Ahmedabad Municipal Corporation has established sixCity Civic Centers located in five zones of Ahmedabad city andalso created forty-three ward civic offices all theseinterconnected via intranet/ Internet connectivity. AMC hasendeavored that a Citizen need not to come to MunicipalOffice for paying any fee/ taxes which he can pay throughnet/bank/ cyber café.

• The main purpose for the same is to provide Transparency tothe citizens, Information & Accountability at the finger tips.both for the citizens as well as employees of the Corporation

GUJARAT HOSPITAL MANAGEMENT INFORMATION SYSTEM (GHMIS)TO PROVIDE EFFICIENT AND QUALITY HEALTH SERVICES TO THE CITIZENS OF GUJARAT

• The GHMIS project was conceptualized to provide standard clinical &diagnostic tools, hospital management tools and integration ofmanagement information at the state level so as to ensure onlinereview & monitoring.

• It also assist the doctors and medical staff to improve health serviceswith readily reference patient data, work flow enabled less-paperprocess and parameterized alarms and triggers during patienttreatment cycle.

• The GHMIS enables monitoring pre-defined health indicators andthe embedded exception reporting facilitates decision making by thehospital management and state level administrators for policy andstrategic decisions.

• The GHMIS is state-of the-art healthcare solution to provide bettercare to patients by addressing all the major functional areas of thehospital & the entire gamut of hospital activities.

• GHMIS provides multiple levels of security in the software, so thatdata pertaining to various functions of the hospital remainsconfidential.

INTEGRATED TRANSIT MANAGEMENT SYSTEM ( ITMS)COVER EVERY ASPECT OF THE OPERATIONS OF BUS RAPID TRANSIT SYSTEM (BRTS)

• Currently Ahmedabad Janmarg Ltd runs 114 Buseswith 111 Bus stations at an average frequency of145 seconds during peak hours

• ITMS includes off board ticketing, smart cardintegration, passenger information system, GPSbased bus tracking and a state the are ControlCentre.

• Automated vehicle tracking system provides realtime tracking of all buses in operation facilitatingimproved operations, monitoring vehicle speedtimely breakdown assistance etc.
