    5.1.1 Great Barford Parish Council had no comments.

    Action Clerk to advise Bedford Borough Council.

    6. Discuss Riverside walk management CCTV request and additional light.

    6.1 The Clerk advised Great Barford Parish Council that an email had been received fromthe Riverside Walk Management.

    The Parish Council discussed the request for an additional light however it was decidedthat currently there were no funds available for this. It was also agreed that a low levelilluminated bollard would be more suitable if funds became available in the future. It wasmentioned that more light however would encourage more unsociable behaviour. It wassuggested that the Riverside Walk Management should approach Bedford BoroughCouncil and supply them with police statistics for the crime that they had previouslyreported in Woodpecker Close along with the crime reference numbers as this wouldstrengthen their case.

    The Parish Council also discussed their request for putting in CCTV cameras. GreatBarford Parish Council opposed this idea and agreed that this is not something theyapprove of and did not want any involvement with. Great Barford Parish Councilsuggested they should contact Bedford Borough Coucnil to get further advise regardinginstalling CCTV and the correct procedures to follow.

    Great Barford Parish Council discussed the street light that was reported as faulty in theentrance to Woodpecker Close. It was suggested that the Riverside Walk Managementshould supply the light plaque number to the Clerk. If this is a Great Barford ParishCouncil street light we will arrange for this to be fixed. However if this is a BedfordBorough Council light then we will contact them to request for to fix this

    Action Clerk to contact Riverside Walk Management with Great Barford Parish Councilresponses and to request the street light plaque number and to contact either AndyMuskett or Bedford Borough Council to fix this depending on whose light it belongs to.

    11.. Update on CCTV quotes and contribution from village hall for internal CCTVcamera

    11.1 The Clerk advised that Ace had reduced their original quote to supply a new internal hallCCTV camera. Great Barford Parish Council were advised that another CCTV company,Prime Security were in the process of also giving a quote.

    The Clerk advised that the CCTV procedures would need to be reviewed as currentlythere are too many key holders. This may mean that if the police decided to use anyCCTV it may be inemmissable in court due to the number of people who have access tothe CCTV.

    Great Barford discussed this and suggested that the CCTV could be put in a lockedcupboard and only the Clerk and Russell Harley who completes the weekly CCTV havea key.

    The Clerk advised she had contacted James Hetherington from the Village Hall whoagreed the procedures needed to be reviewed. He would look into this and contact theClerk with possible solutions.

    Action Clerk to put on next Parks and Open Spaces Committee Agenda to discuss further.

    Action Clerk to contact Great Barford Parish Council insurance on the cost and effect on theinsurance if the CCTV was to be removed.

    12. Agree hourly rate for Garden of Remembrance Maintenance.

    12.1 Great Barford Parish Council agreed Meg Bumstead hourly rate would be £9.

    13. Update on Pound sign. Agree and discuss what action to be taken next.

    13.1 Great Barford discussed and agreed that the Pound Information lectern did not meet thestandard required and the lectern should be returned to Naturesign without Payment.

    Great Barford Parish Council also requested that the previous aluminium lectern quotesbe revisited and put on the next Parks and Open Spaces Committee Agenda to discuss.

    Action Clerk to contact Naturesign to request the collection of the Pound information signwithout payment.

    14. Update on Grass Cutting Contactors. Agree and discuss Grass Cutting Contractfor Russell Harley.14.1 The Clerk advised Great Barford Parish Council that Andy Worbouys had refused the

    Woodpecker Close grass cutting contract as he did not feel it was a viable job to dowithout the whole of Great Barfords grass cutting contract. The Clerk advised thatRussell Harley had agreed to do both the Great Barford grass cutting and also theWoodpecker Close for a 3 year contract.

    15. Discuss and agree Grass Cutting Contract updated by Councillor Folbigg.

    15.1 Councillor Folbigg had updated the Grass Cutting Contract and this was agreed by GreatBarford Parish Council

    Action Clerk to give the Grass Cutting Contract to Russell Harley to sign. A copy of RussellHarley's insurance needs to be obtained and both these need to be forwarded ontoGreat Barfords insurance for them to update the details.

    16. Discuss and agree Churchyard and Graveyard Maintenance updated by CouncillorPendrey.

    16.1 Councillor Pendrey had updated the Churchyard Maintenance and this was agreed byGreat Barford Parish Council

    Action Councillor Pendrey to forward a copy of the Churchyard and Graveyard Maintenance tothe Clerk so this can be filed safely in the Parish Office.

    17. Discuss and agree Andy Muskett Lighting Maintenance quote, fixed for 3 years.

    17.1 Great Barford Parish Council discussed and agreed Andy Muskett quote and agreed the3 year contract.

    18. Discuss and agree replacement door cover for defibrillator due.

    18.1 The Clerk advised the Parish Council that the defibrillator could benefit from areplacement cover as the existing one was rusting and making the door difficult to open ..The Parish Council agreed for the Clerk to order a new defibrillator cabinet door coverand for Russell Harley to sand down the existing door in preparation for this to be fitted.

    20. Update on Lighting. Discuss and agree if further action is required at this point.

    20.1 The Clerk advised Great Barford Parish Council that on the recommendation ofCardington Parish Council that Andy Musket had supplied a quote for replacing eachstreet light in Great Barford. The Clerk brought to the attention of the Parish Council thatthese lights would not be to the same specification as Bedford Borough Council wouldrequire when they look at the possibility of adopting lights. These would most likely notbe accepted Bedford Borough Council when the adoption process commences. It wouldtake approximately 6 years to make up the installation cost if Andy Muskett installed thestreet lights ..

    The Clerk advised that she had spoken to Oaryll Hall and he had advised that at presenthe is unable to give a light specification that would be suitable for the adoption of streetlights. He advised that Great Barford Parish Council are near the top of the list for whenthe adoption process progresses

    Great Barford Parish Council agreed to wait until Bedford Borough Council contact themwhen the next stage of the adoption process commences. The Parish Council can at thispoint make a decision on whether they would like Great Barfords street lights to beadopted by Bedford Borough Council or for Andy Muskett to replace the street lights andthese to remain the property of Great Barford Parish Council

    Action Clerk to wait for Oaryl Hall to contact Great Barford Parish Council when the next stageof the adoption process commences.

    Action Clerk to contact Andy Muskett to advise that Great Barford Parish Council would like towait until the next stage of the adoption process commences and a quote is given byBedford borough Council before they make a decision.

    21. Agree Finance Training from Lyn Davis (Parish Clerk from Cranfield).

    21.1 The Clerk advised that unfortunately the previous Clerk Anne Pape had not been able todo the Finance training due to other commitments. Therefore the Clerk requested thatLyn Oavis who is the Cranfield Parish Clerk complete the finance training. CranfieldParish Council use the Rialtas Finance package.

    Great Barford Parish Council agreed to this.

    Action Clerk to contact Lyn Oavis to arrange Finance training.

    22. Discuss and agree Internal Auditor.

    22.1 The Clerk advised Great Barford Parish Council that the previous Clerk who did theinternal audits had now retired. The Clerk suggested Julie Betts who was on arecommended list sent by Louise Ashmore.

    Great Barford Parish Council discussed and agreed Julie Betts to complete GreatBarford's Internal Audit.

    Action Clerk to contact Julie Betts to request that she actions the Great Barfords Internal Audit.

    23. Discuss resident complaints regarding a safer crossing point in Pyms Close.

    23.1 Great Barford Parish Council discussed and agreed a safer crossing is required, It wasagreed that this was to be added to the Highways list and forwarded to Andrew Prigmoreand Stephen Moon and Cheryl Corp are to be copied in.

    24. Discuss and agree old phonebox donation and possible suggestions for its use.

    24.1 Great Barford discussed the possibilities the phonebox could be used for. It was agreedthere are many issues to overcome including lighting, vandalism, insurance, riskassessment and maintenance. Although it was agreed this was a good idea there aremany practical issues to be resolved. Great Barford Parish Council agreed to put this onthe next Parks and Open Spaces Committee Meeting to discuss further.

    25. Update on new employers PAYE code required as from 6th April 2018 andregistering Employers Pension with Pensions Regulations.

    25.1 Bedford Borough Council have advised Great Barford Parish Council that as from 6thApril 2019 (new tax year) that Great Barford Parish Council can no longer put theiremployees payroll through their employers PAYE and need to set up a new employersPAYE number.

    The Clerk spoke to Louise Ashmore and Karen Clarke from Bedford Borough Councilregarding how to set this up and this was agreed that this would be done after 6th April2019. The Clerk called the tax office to confirm the correct procedures for doing this.

    The Clerk was also advised by Louise Ashmore to ensure that the Pensions Regulatorwas updated with the new employer PAYE number. The Clerk contacted the PensionRegulator and they confirmed that Great Barford did not appear to be set up with themand they set up Great Barford as an employer. We did not proceed any further withcompleting the relevant forms as it is not clear if Great Barford have come under BedfordBorough Council PAYE number which is maybe why they have not been set up. ThePension Regulator set the record of Great Barford as not having any employers as it wasnot clear on was procedure had been followed in the past.

    At the Great Barfords Full Parish Council meeting the Clerk advised the Parish Councilthat she had received little advise and help from the Bedford Borough Council'sPensions department regarding resolving what had happened when autoenrolment hadhappened in the past.

    The previous Clerk, Anne Pape advised the present clerk that she had just started whenauto enrolment for the Pension Regulator came into effect and that Bedford BoroughCouncil advised her that they would set all this up as we used them to do our payroll andpension and we were under their employer PAYE code.

    The Clerk also spoke to Karen Clarke from Bedford Borough Council who advised thatshe was responsible for the auto enrolment at the time but she felt that the responsibilitylaid with the Pension Regulator and Great Barford Parish Council.

    The Clerk advised as this was not something she had been involved in previously andhad no experience in pension or wages that she required further help to resolve this.Councillor Moon advised that he was Head of the Pension Board at Bedford BoroughCouncil and he could assist in resolving this and he would look into this. He advised thatthis would have been the responsibility of Bedford Borough Council and he would lookinto this and advise me of the outcome.

    Action Clerk to await further instruction from Councillor Moon and action his recommendations.

    26. Discuss and agree national salary award and agree new salary scales based onthe NJC agreement as from1st April 2019.

    26.1 Great Barford Parish Council agreed the new salary scales based on the NJCagreement as from 1st April. The Clerk is currently under band 25.

    Action Clerk to contact payroll to advise the new payscales have been agreed by Great BarfordParish Council and should take effect from 1st April 2019.

    27. Discuss and agree revised quote for barrier padlock.

    27.1 Great Barford Parish Council discussed and agreed the padlock and keys quote givenby Ben Smeeth and requested the Clerk should order the new barrier padlock and keys.Appendix 5

    28. Website - to receive any items for content

    28.1 Councillor Rudgley gave a brief update on the progression of the website. He advisedthat training on the website would happen shortly.

    29.1 Great Barford Parish Council discussed and agreed that before any items discussedfrom the Committee or Full Parish Council Agendas are not to be posted onto Facebookuntil Great Barford Parish Council agree that this can happen.

    29.2 Great Barford Parish Council were notified that 14 notices had been issued due to theSilver Street enforcement cameras. It was agreed by Great Barford Parish Council thatCouncillors would not engage in any discussions about this issue on Facebook.

    30 To approve and authorise invoices received - (councillors will receive a copy ofinvoice payments at the meeting).

    Great Barford Parish Council: Update from Borough Councillors Stephen Moon and Sheryl CorpFebruary 2019

    Local Plan

    The draft Local Plan 2030 is now being considered by the Planning Inspectors. They will consider theplan, the submissions and the compliance or otherwise of the plan with national guidelines. They willreach a view, after public hearings, on, for example, the dumping of 500 houses on green field sites invillages such as Great Barford rather than using available brownfield sites. I am one of many who haveargued that is a breach of national guidelines. I have asked to speak at the public hearing where I willmake that and other points.

    Council Budget

    The Borough Council's budget was agreed at a meeting of councillors on the 6th February with a netexpenditure of £l27m. It will be funded by a Council Tax of 1.49%, with an additional 1% for the AdultSocial Care precept; that is a £36.3 per year rise for the average Band D property.

    Demand for adult social care continues to be one of the main pressures on the Council's revenuebudget, with spending in this service area just under £s1m in 2019/20. There is, therefore, a need forthe Council to continue its savings programme, with £s.3m of efficiencies to be delivered next year. Thetotal net revenue budget is £l28.6m.

    The Council also has a Capital Programme for 2018/19 - 2021/22 which covers spending on 'one-off'schemes. The total value across the 4 year period is £213.2m and includes projects such as the'Transporting Bedford 2020' road decongestion scheme (£l8.4m, with £ls.sm being provided by theGovernment) and Wixams Railway (£27.4m, although this is most likely to be taken over by the EastWest Rail project).

    East West Rail

    A consultation has been launched on proposed routes for the central section of the East West Rail (EWR)scheme from Bedford to Cambridge.

    EWR will enable a new train line between Oxford, Milton Keynes, Bedford and Cambridge, with thepotential in the future to extend further to Norwich. It has been unclear for a number of years as towhere the line will link with Bedford but the consultation has now provided some detail.

    There are 5 options, 3 of which mention the use of an unspecified 'Bedford South' station, which is likelyto combine with the long-awaited Wixams station, an alternative site is possible but unlikely. Each ofthose three run to the South of Bedford. Alternatively, 2 of the options will go North of Bedford with theline going through the town centre and linking with the existing Bedford Midland station; one of those,Route E, could come very close to Great Barford. However, the "North" routes, particularly E, are more

    expensive and therefore unlikely.

    Two of the "South" options, Routes B & C, are likely to affect Great Barford as they envisage passingBedford to the South and then swinging North to link with the North Eastern line near Tempsford. itherone would come very close to the village as the plan shows it as passing between us and Blunham.     Parish Police Community Support Officers

    Bedfordshire's Police and Crime Commissioner (PCC), Kathryn Holloway, has written to parish councilsoffering them the opportunity to fund a Police Community Support Officer (PCSO) to serve theircommunities. The cost of providing a PCSO would be £31,200. For more details seehttps://www.bedfordshire .pcc.police. uk/

    Rough Sleeping

    There has been a 33% reduction in the number of rough sleepers in the Borough in the past yearfollowing the provision of new services although the Borough still has a very high number at 7.4 per10,000 households compared to the national figure of 2 per 10,000 households. The annual roughsleeper count which took place in November showed that there were 51 rough sleepers, compared with76 in 2017.

    Following the receipt of a £307k Government grant, support has been put in place through therecruitment of extra support staff and units of temporary and emergency accommodation. Support isalso provided by a range of local organisations, with co-ordination through the Bedford HomelessPartnership. While the news of progress is welcome, clearly there is still a lot more to do.     Volunteers Needed to Support Children in Care

    The National Youth Advocacy Service (NYAS) provides a network of volunteers to mentor and supportchildren in care. NYAS is currently looking to recruit new volunteers as part of its Independent Visitor

    Programme.

    The volunteers will receive training before being assigned to their young person. Volunteers act aspositive role models by engaging them in new experiences, as well as sharing interests and hobbies. Formore information email [email protected] or call 0808 808 1001.

    Alzheimer's Society Scheme

    The Alzheimer's Society is publicising a new service in Bedford Borough. 'My Future Plans' providesone-to-one support for those who have been diagnosed with the disease and their carers to discussfuture care arrangements. For further details call 01234327380 or email

    Clerks Report

    7.1 Councillor Bryne gave an update on the discussion had with the Village Hall Committee.

    ACE quote - replacement Camera 3

    This was discussed as agreed at the Village Hall Committee meeting last week. The committee felt thatas the equipment belongs to the PCthey should not be expected to incur the full cost of Camera 3(£337.00 excl. VAT). However they are prepared to contribute £150 towards the replacement camera asit is beneficial to the Village Hall's security.

    Barrier

    Again this was discussed at length. The Village Hall committee will work with the PCthe resolve thesituation. James Hetherington suggested that the best way forward for all would be to invest in an'automated locking barrier' with a timer. He is familiar with these within his work area and will getdetails for the PCto consider. I am sure if asked James would be happy to discuss the working of thistype of barrier.

    Cigarette butt ends by the hall entrance

    A new caretaker will be starting in two weeks. It has been agreed that as part of her role she will sweepup the area concerned on a Monday morning after weekend events and monitor regularly.

    Now formally taken over by the Village Hall committee as from 31 October 2018. James Hetherington isthe named licensee and Darren Dynes (committee member) has taken on the management. Alreadymany improvements have been made (electronic till for one!). Staff will be paid for functions. As the Baris not the Village Hall's 'primary business', it falls within the Charities guidance. This will be reviewed in 6months. So far the feedback has been extremely positive.

    7.2. The Clerk advised that Komplan had visited the play area and are currently in theprocess of putting together a playground plan for the pieces of playground equipmentthey had quoted for.

    Action Clerk to await plan and then put on the next Parks and Open Spaces Committee Agendato discuss further.

    7.3. The Clerk advised Great Barford Parish Council that the Graveyard tree removalpreviously approved had happened on 13/02/19 by Apex.

    Action Clerk to advise Russell Harley to continue removing the brambles and elder bushes.

    7.4. The Clerk advised that the bin liner had been ordered, received and installed in to thebin on Brook Lane and that Bedford Borough Council had been advised to include thebin in collections.

    7.5. The Clerk advised that the missing Cricket Base had been put in the cricket hut byRussell Harley.

    7.6. The Clerk advised of a litter complaint by a resident at the top end of Birchfield FarmRoad, Great Barford.

    Action Clerk to advise Highways and to thank the resident for picking up the litter.

    7.7 The Clerk advised the Council that Andrew Prigmore had replied regarding the safetyissues on the High Street. He advised that they currently do not have the budget fortraffic calming 1zebra crossing.

    Action Clerk to contact Andrew Prigmore and advise him that Great Barford Parish Council aredisappointed with his reply. Advise him again this is an area which is used frequently andis something that needs addressing urgently.

    7.8 Councillor Southall currently has the donated plants stored in his farm. It was agreed toask Russell Harley to collect the plants and plant these in the village.

    Action Clerk to contact Russell Harley to request that he plants the donated plants which arecurrently stored at Councillor Southall's farm.

    7.9. The Clerk advised Great Barford Parish Council that Andy Muskett had fixed the villagehall security light with no charge. He advised that the sensor had gone and tripped theelectrics. He changed the sensor.

    7.10 A resident complained that the poo bin could be seen from her property on the villagegreen.Great Barford Parish Council agreed that the bin could not be moved due to thesereasons.

    Action Clerk to contact the resident to advise them thanking them for their letter butunfortunately they are unable to relocate the dog bin.

    Invitation to meet the Mayor 'PINT'S IN THE PARISHES' February 5th 2019

    On Tuesday 5th February I agreed to attend the above meeting on behalf of the Parish Council. It wasagreed that my focus was to discuss the future for Medical services/premises in the village.

    The Mayor, Dave Hodgson was present with a colleague, Mark Fitzpatrick Liberal Democrat for GtBarford Ward.

    Firstly the 'event' was a bit disorganised with a few villagers' present. We all had to wait in turn, to meetthe Mayor in the main bar area to discuss our issues.

    Summary of discussion:

    • The Mayor was informed about issues surrounding the overstretched medical support for thevillage as it stands today and the pending increase in population about the proposed 500 newbuilds identified in the Local Plan. The Surgery is currently at maximum capacity with parking asa key issue.

    • I expressed frustration from the Parish Councils' perspective that no decisions were being madein relation to the future Strategic Planning within Bedford CCG. Meetings and discussions hadbeen taking place between the CCG, the Local General Practitioners and myself to encourageworking in partnership. These had been proven to be positive, however in the past 4-5 monthsthe CCGwere not able to make any decisions as they had been put in 'special measures' andNHS England were now overseeing them.

    • Mayor had limited knowledge bout Medical Service Provision for rural communities in thefuture. He referenced the 'HUB' models that are being piloted in Bedford (grouping 3 Practicestogether) and how that was benefiting the patients. Originally 3 HUBs were proposed that wasbeing increased to 5 HUBS. I suggested that he should speak to patients to get their views onhow this new model was working. The focus was very much around Bedford, in my view this willnot address the rural communities.

    • I asked about the 'Health Needs Analysis' that the CCG had informed me that was beingundertaken by the Borough towards the end of 2018. The Mayor informed me that this piece ofwork was focussing on 'buildings' not specific Health Needs. He also said that it was identifiedthat 42% of buildings lacked capacity for GPs. I asked where the report was being published (hewas going to find out).

    • We discussed Surgery premises and the 106 agreement that had been entered into on 10thMarch 2017 by the development (Linden Homes- Bedford Rd) securing the provision of aserviced Medical Centre, for an overall period of 7 years (this 7 years has a time restriction of

  • • 2018/2019 - 165•• years for the NHS to request that the land is transferred to it; thereafter the NHS has a further 3

    years to commence development). I raised concerns about the 'clock ticking', we are enteringyear 3 with no commitment from the NHS. The Mayor was concerned but unaware of thecurrent situation in GT Barford but would look into it.

    • Use of the school (no longer required) in Silver Street- I raised this with the Mayor and informedhim that Stephen Moon was fully aware that the GPswould be interested in developing that siteto improve the Medical Services. The existing surgery (belonging to the two GPs) would be sold.The Mayor stated that the Borough were still waiting for the Minister of Education to decide onthe use of the school!

    • The Mayor informed me that the CCGhas a new CEOPatricia Davies.The Mayor 'scribbled' down my details down and suggested he should contact me to arrange afurther meeting to discuss Gt Barford's future Medical Service requirements. He also wanted toexplore alternative options e.g. identifying land that possibly could be used for a larger surgery.There is still the issue of who pays for a new build.As soon as I hear (if I hear) from the Mayor, I will contact the Parish Councillors to identify whoshould attend any meetings that he arranges.Overall the Mayor listened but, in my view" I felt his focus is very much on Bedford and notnecessarily the rural communities.Noreen Byrne19th February 209

    GBPC Neighbourhood Plan Update - February 2019

    The BRCC has been working on a first Draft of the "Green Infrastructure Pian". They are about ready togo to a public "Drop-In" session, so the NP Group will be going through venue and date options when wenext meet.

    AECOM conducted the Technical Support "Option and Site Assessment" visit on 08 January. We wereinformed at the time that a first Draft Report of these studies normally takes about 5 weeks to produce.

    As we are now in the 5th week, I have enquired as to the progress and status of the Report, to beinformed it is still being worked on, prior to an internal peer review. The Draft is expected to be releasedat the end of this week (wk begin 18 Feb 2019).

    We will then be asked to review the Draft, and feedback comments, before any amendments are added tothe "Final Draft", presented to Locality for approval, and then formal issue.

    It is hoped we can still receive the AECOM Draft Report, in time to review and agree comments at our NPMeeting next week.

    Following the AECOM Report and the GI Plan, we anticipate being able to engage with our consultant towork on formulating policies and drafting the Neighbourhood Plan.
