MISSION REPORT MOWOO FOR HITECH ONE (HTO) 2

Mission content

The company MOWOO has been mandated by the company HITECH ONE to evaluate project HTO with different institutional, industrial and economic actors, both regional and national. Mr Larrouy has immediately taken consideration of the invention’s potential: ‘‘EwegA is like the

Swiss-army-knife of connected objects’‘, ‘‘It’s a new economic model and a job generator”.

The company Mowoo has been given the following mission:

- Lobbying with institutions and strategic actors of the sector - Support in the definition of the positioning and of the economic model options - Support in the choice of an economic target: public health and medical welfare.

Partners presentation, search for financing of a demonstrator and creation of a HTO laboratory (HITECH ONE) dedicated to this sector, definition of a case study, search for financing and of technical partners.

During the welcoming ceremony of the members of the Muretain companies club (MCC), the mayor Thierry Suaud said:

‘‘At the start of every action, there are convictions. Our conviction is that everyone, at its level: entrepreneurs and employees, elected officials and citizens must take their responsibilities to allow France to remain an industrial country, attractive and with long-term jobs: a land of innovations. The government, local authorities have a major role to play in this battle. To promote economic development and job creation, ‘‘Muretain agglo‘‘ stands by your side, because it is positioned as a welcoming and supporting territory for your innovations.’’


He gave the example of a robotic and drones village. Born in the Muretain of an association between companies’ directors and elected officials, this project took its rise on the Francazal plateau. The procedures keep going on, starting on the Bois Vert industrial area where the ‘‘Muretain Agglo’’ considers a company hotel.

The ‘‘Muretain agglo’’ considers the creation of tele-working platforms to reduce the travels. Other commitment: the ‘‘Silver economy’’ and ‘‘innovation centrifuge’’. The region, on its side, continues to develop its panel of assistances to companies. Also, a first package of € 880 million of investments just got dedicated. Starting on the month of February, the region will also present the framework of the ‘‘Small business act’’ which will also include a reduction of payment terms and smaller payments to help SMEs to access public contracts. It is also possible to consider new financial tools for supporting companies. New financial engineering tools have been created.

To finish with, the mayor of Portet, who is also regional counselor, wanted to strongly state that Occitanie-Pyrénées-Méditerranée region is the first region, behind Ile-de-France, for companies’ creation rate. It is also the region which invests the most in research and development.

The mayor then wished a good 2017 year to its audience.

‘‘Silver economy’’, ‘‘economy for silver hair’’… That didn’t sound well to the ears of Muretain-agglo group members. They preferred talking about ‘‘How to age well in Muretain’’ to define the project of the creation of common interest cooperative company (CICC) dedicated to support this promising sector. The regional roadmap of the ‘‘Silver economy’’ is held by the Mowoo cabinet.

In 2016, the Muretain-Agglo validated the installation of economic equipment, dedicated to assist the companies, in the ‘‘Silver economy’’. Five industrial companies have presented their interest for the project: MEDES, an emanation of the CNES which produces studies about aging in space and which could apply them in medical isolation situation; IMA, Intermutuelles assistance; HITECH ONE, company based in Blagnac, member of the Aerospace Valley competitive cluster in the sector of aging; Midi-Picardie Informatique (computer services) which equips hospitals and works on the share medical record. These industries aim to bring to start-up companies resources in research and development, access to licenses certificates, and markets. All of this in the ‘‘innovation centrifuge’’ managed by the CICC which can go from the concept to the product, closer to the users’ need. Where to place this ‘‘centrifuge’’? For the moment, in the ‘‘Maison de l'habitat et du bien-vieillir’’ (House of settlement and aging well) which settled in the old hydroelectric power plant on the Louge. Beside the ESPASS telemedicine booth designed by H4D start-up company which employs about 20 employees. It makes reliable measures on medical data of the person installed inside. This data is collected on a digital platform (‘‘jemesurveille’’ (Imonitormyself) or ‘‘synapse’’). Aging well in Muretain, it will be aging ‘‘digitized’’.

Agglomeration of the Muretain An economic stake: It is an economic project which stake is to make the territory attractive to companies of the silver economy while ensuring that they produce goods and services for home care-giving (home automation, sensors, diversification in home services…) in accordance with the expectations of the old persons (particularly the least financially capable) and public funding agencies in accordance with public interest. This project was supported in 2016 and produced a commitment between industrial partners like MIPIH, MEDES, Inter Mutuelle assistance, and other small innovative companies like HITECH ONE and H4D. These partners share the same goal of economic sector structuring. Their commitments consist of a provision of their technologic, material and human resources within a future economic real estate. Already, the legal model that cements this partnership with the Muretain agglo has been validated by ratification on the 13th of December 2016 (see ratification here attached for information) taking the form of a Common Interest Cooperative Company (CICC), only entrepreneurial status guaranteeing the social utility and the participation of collectivities.


MEDES: Institute of Space Physiology MEDES, emanation of the CNES which produces studies on aging in space (6 months in space = 10 years on Earth) and reversible process (muscular weight loss,

osteoporosis...).

Inter mutuelle assistance (IMA) : IMA is the assistance provider in white-label for many mutual health insurance companies (Macif, MAIF, SMACL, AMF, Matmut) representing 11 millions habitations, 14.5 million vehicles, and about 35 millions insured persons which is 1 out of 2 French). IMA has a good visibility of the market, seeks to deepen its understanding of new uses, is one of the financing actors of the silver economy. Finally and most important, they insure 35 millions of persons, which is more than 1 out of 2 French. HITECH ONE: company based in Blagnac, member of the Aerospace Valley competitive cluster develops a sensor that can receive multiple applications particularly in the sector of aging. They are interested in developing solutions closer to the real needs of the users. H4D : start-up company (about 20 employees) developed the telemedicine booth which can make reliable medical data measures, which can be collected on a digital platform (the one of H4D ‘‘Imonitormyself’‘ see the one of ARS ‘‘Synapse’‘). Midi-Picardie informatique (computer services): develop computer systems and software for 450 hospitals which subscribe to MIPIH. Particularly interested in experience sharing and managing data and sharing the deployment of shared medical record. Mowoo: Consulting cabinet driven by Pierre Larrouy, depositary of the ESPASS concept, and collaborator of the regional roadmap Silver economy 2014-2018 for region Midi-Pyrénées. Concluding statement on the feasibility of the deployment of the silver economy The initial study resulted in : - The definition of a hard core of industrial partners, ‘‘ base companies ‘‘, ready to give to start-up companies their resources in R&D engineering, technologies, access to licenses and certificates so to develop their projects. The definition of an economic tool named ‘‘ innovation centrifuge ‘‘ that will be:

- An economic equipment = dedicated, equipped, modular real estate - An economic animation = welcome and support to attract and fix companies in the silver economy on

the territory - A way of working = promoting exchanges, cooperation, collaborative mode - An entrepreneurial and judicial tool = production of services and products concerned with real needs

and social utility (and not only oriented to private and solvent market). The innovation centrifuge’s goal is to establish companies of the silver economy who work and create business relations together, find a local, then regional market so to create an ecosystem which densifies itself more and more by the intensification of these exchanges. 2017: formalizing partnerships – Agreeing with Medes

Created in 2001, CICC status (joined document) can associate around the same project multiple actors: public collectivities, companies, associations... It produces goods or services that answer to territory collective needs with the best mobilization possible of its economic and social resources. In the case of the silver economy, CICC project will bring closer the demand, partly supported by the public sector and the offer mainly produced by the commercial and associative sectors, the goal is to facilitate access to home care-giving solutions to most people. The observation of this emerging market highlights the gap between a production of goods and services by companies which do not meet the offer (old persons’ needs) because:


��Distribution channels are neither adapted nor developed, too stigmatizing as they are only dedicated to the most solvent old persons. ��However, this market is greatly dependant on public policies (law on adaptation of society to aging phenomena promulgated on the 1st of January 2017) and on social assistance funding (CD31 through old persons’ assistance CEDP (care for elderly or disabled people), Assistance through health insurance companies...). For these reasons, identified partners wish to become members inside the CICC so to launch this economic ecosystem. 1) To start with, it is proposed to create a draft association between the base companies and the Muretain Agglo (Cluster of Cities) in order to give to this project the awaited visibility and credibility toward potentially interested companies and institutional partners (French Deposit and Consignment Office, Department council, Region...) and to rapidly mobilize the corresponding funding. 2) In parallel to the creation of this draft association, a juridical, technical and financial support must describe the framework and the functioning of the CICC, particularly: - Define and analyze the economic aspects of the project - Build a business model, identify the target market, identify the awaited products and services,

define a commercial strategy - Build the business plan of the CICC - Search complementary partnerships - Define functioning rules and distribution of tasks

Report 1/ 2017 The relations are now firmly established in the region Occitanie, at Aerospace Valley competitive cluster and generally on the specific application of EwegA from HITECH ONE in the e-health sector. 1/ A meeting was held in the offices of Aerospace Valley on the 11th of January:

- We have to analyze the situation with Business Success Initiative (BSI) for the HITECH ONE business plan. After sending information update documents, an appointment will be scheduled between HITECH ONE and Danièle Poujol (AEROSPACE VALLEY).

- We have considered the integration of HITECH ONE as a partner of a consortium which will be financed by the French Public Investment Bank (FPIB). This needs a relation between HITECH ONE and ORME Company which develops algorithms of financial breakdowns’ analysis. According to the interest from HITECH ONE, we will continue the process. A meeting is planned on the 20th of January at BSI with all the partners.

2/ The region waits for the deposit of a funding demand, on the form of a support contract from HITECH ONE. It will take the form of a government subsidy of €300.000. The principle is validated. HITECH ONE must make its strategic choices, then, through us, get closer to the consortium which drives the project around the silver economy to define a case of study. To get the subsidy needs more or less 3 months after deposing the application. We take in charge the follow-up with the region to get their assistance in the constitution of the application. 3/ The agglomeration of Muret has validated, during its community council, the creation of an entity which accelerates innovation. We drive this process. It takes the form of a CICC to facilitate private and public funding. HITECH ONE has been chosen in the framework of innovation centrifuge (presentation in appendix). It will be materialized by:

- The financing and the installation of a HITECH ONE laboratory on the site of Muret

- A call for applications of innovative start-up companies which wish to develop specific activities on the EwegA core in the e-health sector

- By the deployment by BSI, in this framework, of support devices and of funding, project by project

- In this framework, HITECH ONE will get closer to Inter Mutuelles Assistance to take advantage of their business expertise in the sector of insurance, to build a partnership with their R&D and to access the market. We must plan a presentation of the EwegA technology to IMA very soon. We will take charge of the organization on Paris or Niort (headquarters)
