We could not be prouder of our 2017 accomplishments at the Legal Aid Society of Columbus. Our dedicated staff and volunteers made a difference in the lives of over 8,038 individuals and families. Our successes ranged from our tax team relieving $1,163,759 in debt for ordinary Americans to helping an eight-year-old go from an expulsion to Student of the Month, thanks to the intervention of our revitalized education team.

2017 saw the inception of our Tenant Advocacy Project clinic operating at the Franklin County Municipal Court. With the help of an incredible staff and an army of 162 volunteers, we were a presence every day, helping people navigate the process of eviction court, and holding landlords with unfair practices accountable. We have been so successful that we are adding another full-time staff person to expand the reach and impact of the clinic, which assisted with 792 cases in only nine months.

We also saw an expansion of our medical legal partnership from Nationwide Children’s Hospital to adult hospitals across Central Ohio.

This work helps us partner with medical professionals to address the underlying causes of poverty and chronic illness.

Overall, we saw a huge increase in the number of individuals and families we served, with an additional 1,429 served in 2017. In pro bono, we saw a 15% increase in overall cases, launched a Domestic Relations clinic in Delaware County and added special education cases to our pro bono opportunities. We are thrilled to have added new community partners and funders in 2017 and to have the continued support of the ADAMH Board of Franklin County, Nationwide Children’s Hospital and many others.We show no signs of slowing down in 2018. We’re working on an innovative new way to reach out to rural clients and are looking forward to becoming more deeply involved in our community including in the Hilltop, Southside, South Linden and the Near East Side through our Columbus Neighborhood Redevelopment Initiative. IMPROVING HOUSING CONDITIONS FOR IMMIGRANT COMMUNITIESIn the summer of 2016, LASC attorneys and volunteers met with residents of a 400-unit apartment complex on the North side of Columbus. The residents, immigrants from Somalia, Ethiopia, and the Democratic Republic of Congo, were frustrated about the conditions of the complex. Rampant rodent infestations, inoperable kitchen appliances, and non-functioning air conditioning units were the most common complaints. Some families resorted to sleeping outside at night because the conditions were better on the grounds of the complex than in the buildings themselves.

Working in close conjunction with Columbus City Code Enforcement and the Somali Community Association of Ohio (SCAO), LASC helped the families request repairs from the landlord and coordinate inspections with the City. Although Code Officers found a total of 226 Housing Code violations in 18 units and ordered the owner to bring the property into compliance, the owner made no effort to correct the conditions.

LASC attorneys then helped the tenants escrow their rent. In February of 2017, the City of Columbus sued the complex in Environmental Court for the lack of repairs. LASC joined in the suit on behalf of the tenants, seeking the appointment of a receiver to bring the property into compliance with City Code, as well as money damages for the tenants.

Faced with the possibility of losing ownership and control of the property, the owners began making repairs. By August, they had brought the units into compliance with Columbus Housing Code, nearly a year after the tenants first requested repairs. In October, all claims in the lawsuit and escrow cases were settled, and over $32,000 in escrowed rent was distributed to the tenants. Attorneys from LASC are “very dedicated to help this community,” said SCAO Director Hassan Omar. “They are real, true human beings.”

PREVENTING HOMELESSNESSTenant Advocacy Project

On March 1, 2017, tenants facing eviction at the Franklin County Municipal Court had a new ally in their corner. LASC’s Tenant Advocacy Project (TAP) staffed by attorney Jyoshu Tsushima and a dedicated group of volunteers, law clerks, and pro bono attorneys began providing legal assistance and representation to tenants on site outside of Courtroom 11A. Any tenant facing eviction that day could walk up to the TAP table, apply for services, and if qualified for Legal Aid, have their case analyzed for defenses and receive legal advice, assistance negotiating a resolution to the case, or legal representation at a hearing as appropriate. Four tenants were helped by LASC staff attorneys on TAP’s first day. Since that time, the project has grown to assist hundreds of Franklin County tenants in 2017.

IMPACTING HEALTH THROUGH A MEDICAL LEGAL PARTNERSHIP TO DECREASE INFANT MORTALITY

According to a report released by the Ohio Department of Health, the number of infants who died before their first birthday in Columbus increased from 1,005 in 2015 to 1,024 in 2016; and according to the Greater Columbus Infant

Mortality Task Force, the mortality rate for black babies is two-and-a-half times that of white babies in Franklin County. In an effort to address the social determinants of health affecting pregnant women and their babies, a new Medical Legal Partnership between LASC and the Central Ohio Hospital Council’s Ohioans for Better Birth Outcomes (OBBO) began June 1st. The medical partners include low-income prenatal care clinics at each of the four central Ohio hospital systems—Ohio Health, Mount Carmel, The Ohio State University, and Nationwide Children’s Hospital. In the last seven months of 2017, the OBBO partners made a total of 119 referrals, which resulted in 132 new cases with LASC.

The new MLP also attracted the interest of Step One for Healthy Pregnancy, a subsidiary of the Physician’s Care Network, which provides appointment scheduling

and care coordination for low-income pregnant women. Step One requested a presentation on the OBBO MLP and starting in August, Step One staff also began screening and making MLP referrals for patients who identified a legal need prior to their first prenatal care appointment, eliminating any delay between the identification of a legal issue and a referral being placed.

IMPACTING EMPLOYMENT OPPORTUNITIES THROUGH A CLEAN SLATE CLINIC

This year, the LASC Pro Bono Team consolidated with Southeastern Ohio Legal Services (SEOLS), and one of our first initiatives has been the newly formed Clean Slate Clinic program. Serving the shared 36-county service area, volunteer and staff attorneys help clients with record-sealing and applications for Certificates of Qualification for Employment (CQE)—powerful tools that overcome some work-related collateral sanctions of criminal records.

In 2017, more than 50 volunteers staffed eight Clean Slate Clinics in Franklin, Fairfield, Marion, and Washington counties. Volunteer lawyers helped 28 clients with CQEs and 41 record sealing applications. We were fortunate to work with amazing partners, including JP Morgan Chase, Capital University Law School, and Columbus State Community College. Thanks to the leadership of LASC staff attorney Kathi Schear and SEOLS pro bono coordinator Melissa Will, an incredible 330 additional people received record-sealing and CQE screening, advice, and application help.

IMPACTING SAFETY THROUGH COMMUNITY COLLABORATION LASC recognizes the importance of working together with other organizations in order to improve the lives of our clients. Such collaboration is particularly critical for ensuring that victims and survivors of domestic abuse establish safety and stability for themselves and their families. One of the most important partners in our advocacy is Lutheran Social Services, which operates CHOICES for Victims of Domestic Violence. With the goal of linking victims with valuable legal assistance as early as possible, CHOICES caseworkers and community-based advocates regularly make referrals to LASC attorneys. In addition, LASC attorneys conduct a bi-weekly drop-in legal clinic at CHOICES’ emergency shelter. LASC is an active member of the CHOICES Collaborative Board, which is comprised of other community agencies assisting victims of domestic abuse. Connections made as part of this Board have grown into important relationships that further our collective advocacy. Partnerships with culturally-based organizations, such as Ethiopian Tewahedo Social Services (ETSS) and ASHA Ray of Hope, have been instrumental in helping immigrant victims and others with limited English proficiency achieve safety.

LASC is also fortunate to work closely with the Ohio Domestic Violence Network (ODVN), a statewide organization that advocates on behalf of the needs and rights of victims and survivors of domestic abuse. Together, LASC and ODVN have brought additional attention and resources to addressing victims’ unique rights to access public benefits programs in an expedited and safe manner.

LASC is grateful for these opportunities to work with others—opportunities that create a better chance for safety and justice for victims and survivors in our communities.
