For the first phase of ZE and NZE truck deployment program between 2018 and 2025, it is envisioned that the startup fleet of approximately 500 vehicles would lean more heavily towards low NOx/NZE trucks as

these low NZE technologies are expected to be more readily available in commercial application in the near term. In future years, as additional zero emission technologies achieve greater market penetration and as

the costs of zero emission technologies are reduced, it is anticipated that the Phase 2 deployment of 500 trucks between 2026 and 2035 would

consist mainly of ZE trucks.

An important element of the program is to develop sufficient fueling infrastructure for zero emissions trucks. In the first phase, ten (10)

electric charging stations and five (5) hydrogen refueling stations will be provided within the I-710 Corridor. In the second phase, ten (10)

additional electric charging stations and five (5) hydrogen refueling stations will be provided. Specific locations of these electric charging and

hydrogen refueling stations are still to be determined, but would be targeted towards locations served by heavy duty vehicles such as

The project proposes a connected corridor approach along a portion of I-710 from SR 47 (Postmile 3.4) in Long Beach to I-10 (Postmile 26.5) for Transportation Management System (TMS) installations and upgrades and for Life Cycle replacements. The project proposes to install closed-

circuit television cameras, upgrade ramp meter controllers and detection, replace loop detectors, install and upgrade electronic changeable

message signs, upgrade the existing communication system to all fiber optics communications, install ramp meters and vehicle detection

stations, and provide life cycle replacement for TMS field elements where needed. The project would be integrated with the FRATIS project.

Project is in the Project Report/Environmental Document phase, but due to funding and resource constraits, work on the project has been

suspended. The schedule for design and cnstruction will be contingent on the availability of funding. State Route 98 (SR-98) is an east/west two-lane conventional highway which parallels the international border in Imperial County. The plan calls for widening and/or realigning SR-98 etween State Route 111 (SR-111) and State Route 7 (SR-7) from two to four lanes -- six in some locations. The project will require acquisition of additional right

of way and relocation of irrigation systems. This project is included in the state’s Transportation Congestion Relief Program (TCRP).

In Phase I, the following ITS elements will be installed along the southbound routes in San Diego and Imperial County at the Otay Mesa and Calexico East LPOEs (where possible): Wi-Fi and GPS readers (PVTD

Caltrans is collaborating with U.S. Customs and Border Protection (CBP) and SAT [Tax Administration Service] Customs to explore the potential of

northbound ITS investments. Currently, Caltrans and its partners are working with FHWA to install radio-frequency identification (RFID) and Wi-

Fi readers on Mexico’s northbound lanes at the existing Otay Mesa and San Ysidro land point of entries (LPOEs) in order to capture commercial vehicle wait time data, expanding Texas Department of Transportation’s (TxDOT) current border wait time program. The RFID project is expected

to last for one year, and an agreement for future maintenance and operations will need to be established between partner agencies.

Caltrans will integrate border wait times into existing information-sharing systems, such as the free 511 San Diego mobile application and Caltrans

QuickMap. In addition, Caltrans will work to share real-time data with the private sector, allowing them to develop an Advanced Traveler Information system (ATI) accessible to the general public. This information will ideally be available through a website, mobile

application, and electronic highway signage through Changeable Message Signs (CMSs). When data becomes available, additional platforms for

disseminating information will be explored.

Caltrans, SANDAG, Tijuana, and Mexico’s Secretary of Communications and Transportation (SCT) are developing a Regional Border Management System (RBMS). The partner agencies are in the process of developing an integrated traffic management system that will link traffic operations in

11 SD 11 San Diego

The State Route 11 Segment 2 and Southbound Connectors project (Project) will construct the final segment of a new freeway system to the

future Otay Mesa East Port of Entry (POE) at the California-Mexico border, as well as two freeway to freeway connectors providing critical

linkages between San Diego’s primary freight corridors in the border region. In particular, the Project will extend the current freeway (State

Route [SR] 11) by more than a mile to provide the final piece of connectivity to the future Otay Mesa East POE. In addition, it will

complete a critical system of freeway connectors, linking international trade access points from Southbound SR 125 to Southbound SR 905 and

Southbound SR 125 to Eastbound SR 11.

Border $ 177,200.00

11 SD 11 San Diego

SR 11/Otay Mesa East POE Project is a flagship border infrastructure project that will enhance binational prosperity. Mexico is California’s number one export market. In 2014, the Golden State exported $25.4 billion in goods to Mexico, accounting for 14 percent of all California

exports. At the national level, Mexico is the United States’ third largest trading partner, after Canada and China, accounting for more than $534 billion in bilateral trade in 2014. More than 7 percent of the total U.S.-

Mexico trade value crosses at the Otay Mesa and Tecate ports of entry in the San Diego-Baja California region. And more than 90 percent of total

trade between California and Mexico is transported by trucks, which seek greater reliability and predictability that the new POE will provide.
