Letter From the Rector
Union of Black Episcopalians Annual Conference
The Union of Black Episcopalians met at the Melia Resort, in Nassau, Bahamas from
July 22 – July 27, 2018 to celebrate our 50th Anniversary. Members from the United States,
Panama, the Virgin Islands and the Bahamas were present. The week was filled with Bible
Study, Worship, Workshops and Fellowship. Evening worship services were held at various
churches on the island—St. Agnes Church, St. Barnabas Church, and Holy Cross Church-
Seabreeze. I became reacquainted with a seminary classmate who is now the Interim Dean at the
Cathedral Church of All Saints, St. Thomas, Virgin Islands. I was also fortunate to meet the
President of St. Augustine’s University and to hear presentations from the President of Voorhees
College and St. Augustine’s. Voorhees ended their last fiscal year in the black. They exceeded
the goal for their Capital Campaign. Student life and financial health are improving in significant
ways. St. Augustine’s reported an increase in enrollment and progress meeting their goals with
respect to accreditation standards. The President was hopeful and confident that better days are
yet to come. Your prayers and support are encouraged for each institution. St. Augustine’s and
Voorhees represent the last institutional symbols of higher education for Episcopal African-
Americans in the United States.
The Annual Business Meeting was held on Thursday, July 26th. The officers were
encouraged but cautiously optimistic. The Union needs your support. Yearly memberships,
church sponsors and lifetime memberships are needed. The net income for 2017 was $9,943.00.
The net income for the period January – May 2018 was $86,018. The final report for 2018 will
be made at the next meeting.
The UBE Clergy were invited to spend an afternoon at the home of Sir Franklyn and
Sharon Lady Wilson. Before lunch, I had a casual and friendly conversation with a former
Attorney General (also a former Member of Parliament) and another former Member of
Parliament. The photographer for the event assumed I was the Bishop of one of the Island’s
churches. I proved him wrong at a later time but others at my table agreed that the resemblance
was quite remarkable. Perhaps I have unknown and distant relatives in the Bahamas. Only God
knows for sure. The UBE Clergy were both impressed with and grateful for the abundant
hospitality and generosity of Sir Franklyn and his wife Sharon.
The UBE has been at the forefront of the many challenges facing African-Americans in
general and black Episcopalians in particular. It is nevertheless struggling to maintain its vitality.
It needs more active participants. It needs more youth and young adults. There was much
concern at the Annual Conference about the need to recruit and retain more youth and young
adults to participate in leadership positions. This is perhaps no different from the NAACP or any
other black organization created to advance the political, social and economic interests of
African-Americans. For St. Cyprian’s Church, the difference lies with the purpose of the UBE
within the national Episcopal Church. If were are to continue to remain relevant and influential,
we must build on the work accomplished over the last 50 years. We must maintain our
organizational vitality if we are to show the Episcopal Church the way forward. We can and we
must.

Almighty God, who gave to your servant Cyprian boldness to confess the Name of
our Savior Jesus Christ before the rulers of this world, and courage to die for this
faith: Grant that we may always be ready to give a reason for the hope that is in
us, and to suffer gladly for the sake of our Lord Jesus Christ; who lives and reigns
with you and the Holy Spirit, one God, for ever and ever. Amen
It is our custom on St. Cyprian’s Day to recognize those persons who have been
members of our parish for 50 years and more. This recognition takes place at the
11 o’clock service.

On Sunday, September 9, 2018, the Union of Black
Episcopalians will celebrate the life and legacy of our notable
saint, The Reverend Alexander Crummell. We also designate
this day as UBE Sunday to commemorate the racial justice
ministry of this organization which was an outgrowth of the
Rev. Crummell’s advocacy.
HAMPTON BRANCH NAACP
The Hampton Branch NAACP (National Association for the
Advancement of Colored People) is asking for our support
for its 47th Annual Life Membership Awards Banquet on
Sunday, October 28, 2018, 3 p.m. at the Hampton Roads
Convention Center, 1610 Coliseum Drive, Hampton,
Virginia. The theme, “Defeat Hate- VOTE” encourages
us to focus on strategies to renew our commitment to
register and encourage our friends, family and community
members to vote. The speaker will be Dr. Gwendolyn Body,
an American scientist and university administrator. She
served as past president of Alabama State University and
National President of the Delta Sigma Theta Sorority.

Virginia Interfaith Power & Light (VAIPL)
Virginia Interfaith Power and Light is an organization dedicated to bringing
together all faith communities to mobilize a religious response to climate change
through energy conservation, energy efficiency, and renewable energy.
Mission
We are people of faith collaborating to grow healthy communities and advance
climate justice through education, advocacy and worship.
Climate Action by the Episcopal Church with VAIPL (Saint Stephen’s
Episcopal Church, Richmond, VA)
The Episcopal Church is taking action to solve pressing environmental problems.
In an effort to create awareness and knowledge, VAIPL, along with folks from the
Diocesan Creation Care Task Force, had a table at Saint Stephen’s Farmers Market
to spread the good news on how the Episcopal Church is addressing global
warming.
Atlantic Coast Pipeline (ACP)
Dominion has targeted Union Hill in Buckingham County, a historic community
founded by former enslaved people, as the site for the Virginia Atlantic Coast
Pipeline (ACP) compressor station. If the compressor station is built, experts have
warned that residents would be in danger and in the impact zone for health hazards
from air, noise, and water pollution.
Echoes of a Dark Past at Virginia’s Standing Rock
A consortium of companies led by Dominion Energy sought approval for the
Atlantic Coast Pipeline to be built on property that many residents can trace their
lineage back to those who previously labored there as slaves. While outrage cuts
across racial lines, the potential harm that the pipeline would have on the ecology,
tourism, economic development and property values is well documented.

A Brief History of Union Hill in Buckingham County
In March 1865, as the Civil War approached its fiery end, Congress created the
United States Bureau or Refuges, Freedom and Abandoned Lands, commonly
known as the Freedmen’s Bureau. “The Bureau was empowered to distribute
clothing, food, and fuel to destitute freedmen and oversee ‘all subjects’ relating to
their condition in South.” The Bureau also was authorized “to divide abandoned
and confiscated land into forty-acre plots for rental to freedmen and loyal refugees
and eventual sale” and to create Freedmen’s schools to provide education to the
newly freed population. ~Eric Foner, A Short History of Reconstruction (31, 43).
Freedmen’s Bureau offices were established across the south. One of those field
offices was in Buckingham County, Virginia. Buckingham was a majority Black
county before, during and after the Civil War and it was home to many freedmen
who had purchased their freedom even before the end of slavery. The Bureau took
up residence at the Buckingham County Courthouse, an historic building designed
by Thomas Jefferson, and established a Freedmen’s school there, known as the
Lincoln School.
In February 1869, an arsonist burned the Buckingham County Courthouse to the
ground. As Dr. Lakshmi Fjord, a cultural anthropologist and Visiting Scholar at
the University of Virginia (UVA) has written, the fire “destroyed all records of
enslavement, wills {and} slave purchases of their freedom…that might be used by
the 2:1 majority former slaves to sue former masters for restitution.” ~ HuffPost,

Update:
A federal appeals court has thrown out two key permits for the Atlantic Coast
pipeline. A three-judge panel of the 4th U.S. Circuit Court of Appeals ruled that
construction should be halted on the 600-mile natural gas pipeline. The judges
ruled that the U.S. Fish and Wildlife Service permit was “arbitrary and capricious”
because it provided no specific limits for the allowable impact on five threatened
or endangered species. “They also vacated a right-of-way permit from the U.S.
National Park Service because it allows the pipeline to pass underneath the Blue
Ridge Parkway without explaining how the project would not be inconsistent with
the scenic parkway, part of the National Park System.” The three-judge panel said
a U.S. Fish and Wildlife Service permit was “arbitrary and capricious “because it
provided no specific limits for the allowable impact on five threatened or

Dear Parishioners,
I greatly appreciate your sustaining support, encouragement and commitment, especially
shown by the parish’s Episcopal Church Women (ECW) and its Episcopal Executive
Board (Vice President-Mrs. Joyce Harden, Recording Secretary- Ms. Jean H. Carnegie,
Treasurer- Ms. Brenda Vinson, Corresponding Secretary- Ms. Alberta Reid, and
Parliamentarian- Ms. Karen McAdoo); United Thank Offering Coordinator-Ms.
Stephanie H. Kendall; Church Periodical Club Director-Minnie Stiff, MD; the diligently
laboring committee chairs; and sometimes challenging encounters during the past three
years. However, after prayerful reflection, I have decided to step-down, as St. Cyprian’s
ECW President, effective September 9, 2018, due to my upcoming installation as
President of the ECW for the Diocese of Southern Virginia.
My experiences as your ECW President, with the help of God, will be instrumental in my
involvement as a productive servant to “carry on Christ’s work of reconciliation in the
world, to take the place as a leader in the life, governance, and worship of the church.”
Thank you for all you have done to prepare me for this important ministry, in the life of
the Church.
I am more than willing to assist in any way possible to make this transaction a smooth
one. Despite this new position, I will continue to be an active member of the various
ministries in our church.
While the Episcopal Church Women will achieve successes and overcome some
obstacles, let us continue to keep the vision and its mission, as we move forward in
LOVE in the 21st century. May the Spirit of God protect and keep us under His wings.

Many families in the United States observe National Grandparents Day on the first
Sunday of September after Labor Day. This day honors grandparents. The official
song of National Grandparents Day is “A Song for Grandma And Grandpa” by
Johnny Prill. The official flower for the day is the “forget-me-not” flower.

NEW EXPANDED SUNDAY SCHOOL PROGRAM - Beginning September
9, 2018, our Sunday School program will be expanded to include two sessions on
the 2nd and 3rd Sundays of each month. The new early session will be held from
8:15 a.m. to 9 a.m. The second session will be held from 10:45 a.m. to 12 noon.
This new schedule will give all of our youth the opportunity to attend Sunday

Update on Bank Fraud at Old Point National Bank - We have identified the
check used to begin the fraudulent activity. We have also submitted to the Bank
and the Police all required affidavits stating that we did not knowingly or
negligently facilitate this fraudulent activity. The Police are continuing their
investigation. Evidence of how and when this fraudulent activity occurred is being
gathered and analyzed. Old Point has yet to restore the amount of our losses to our
account. We are waiting for the Bank’s Security Officer to make a final
determination. The Vestry will be given an update at the next scheduled Vestry
Meeting (September 11, 2018). Please continue your prayers as we move through
this process.

Saint Cyprian’s Church is named after Cyprian, the first Bishop of Carthage, North Africa (248-258). He
spoke for reconciliation of the Church with those who had denied their faith. Cyprian was beheaded for
refusing to worship pagan gods and deny Christianity. Thus, he became a martyr of Christ’s Church
universal.
