the 2018 American Contract Compliance Association National Training Institute. Thank you for choosing Cleveland as the host city for this event.

Cleveland, located on the beautiful shores of Lake Erie, is a vibrant

and growing city with a rich history, world-class attractions and a vast array of arts and culture to experience. While here, you can visit the Rock and Roll Hall of Fame & Museum, Playhouse Square – the 2nd largest performing arts center in the nation, or University Circle – home to the world-renown Cleveland Orchestra, Cleveland Museum of Art and other cultural institutions.

PRESIDENT’S MESSAGE WELCOME TO THE AMERICAN CONTRACT COMPLIANCE ASSOCIATION 2018 NATIONAL TRAINING INSTITUTE

I’d like to personally welcome each of you to the American Contract Compliance Association’s (ACCA) National Training Institute (NTI). For the past thirty one years ACCA has been committed to providing premier training for those involved in target business utilization and compliance programs. We are excited to host this year’s NTI themed “Rockin’ Compliance and Rollin’ with Inclusion” in Cleveland, Ohio.

Throughout this NTI, I ask that you stay engaged and keep us proactive. Here’s what you can expect to happen. As you know throughout the country there are legal issues that are impacting affirmative action programs and it is essential that we stay well-informed. With that being said our Legal Update has been scheduled for Tuesday and it will highlight recent cases, legislative changes and trends in federal and state courts. During lunch on Wednesday our Regional Caucus meetings will take place. I encourage each of you to participate and learn who’s who in your Region. ACCA has crafted a greater leadership series for the 2018 Executive Leadership Institute (ELI) classes, which is designed for members that have earned their Master Compliance Administrator (MCA) certificate. The classes will be held on Thursday and Friday. Make sure to attend the business meeting on Thursday during lunch and hear the State of the Union Address. Later that evening we will travel down to Shooters on the water for food and dancing. Don’t forget to cast your votes on Friday between 10:00 am and 2:00 pm. Lastly, after four days of intense training you don’t want to miss the Graduation Ceremony on Saturday evening, where you will have the opportunity to celebrate your accomplishment.

Before I close, I’d like to thank each of you for attending this years’ NTI and bringing your expertise. Our greatest asset today and tomorrow is you, because we could not accomplish what we do without your support. As organizational leaders you have the vision, the knowledge, the wherewithal and the experience to help us pave our way into the future.

HISTORY OF ACCAThe American Contract Compliance Association was established in 1986 as a nonprofit national organization dedicated to ensuring equitable employment and contracting practices within the public and private sectors. It started as the brainchild of Kerry Kirkland, Robert Harrison, Lynn Miller and Luis Molina at the Wyndham Franklin Hotel in Philadelphia, Pennsylvania. The thought was to foster a national organization that would provide training, standardization of practice, networking, and support to the many affirmative action, contract compliance, equal employment, and human rights workers across the country.

In May 1988, ACCA published its first official publication, ACCA Compliance Monitor newsletter, Robert J. Harrison, Editor. In 1989, under the leadership of President Robert Harrison, Vice President Kerry Kirkland, and in association with Boston University School of Social Work, ACCA held the first accredited training institute in Louisville, Kentucky. The week-long conference gave 4.2 continuing education credits to registrants who passed each class and test by a score of 85% or more. Later, the “Compliance Administrator” was divided into two training sessions of 21 hours each.

The American Contract Compliance Association continued to grow and serve. Relationships were developed with Congressman Parren J. Mitchell, Dr. Arthur A. Fletcher, the Minority Business Enterprise Legal Defense and Education Fund (MBELDEF), and the leading attorneys in the field. The organization adopted a fitting slogan for the times it faced. It simply said, “Integrity, Courage, and Commitment”. The subsequent federal and local activities and legal mandates proved the need for these new change agents.

In living up to the challenge, a conference and public service forum was held in Richmond, Virginia following the case of J. A. Croson vs. City of Richmond (VA) in 1990. The televised dialogue provided valuable information and insights into the court ruling and requirements. A similar video-taped format was used in 2012 for the Policy Legislation Forum which was held in memory and honor of Dr. Arthur A. Fletcher and U.S. Representative Parren J. Mitchell, The forum was held in the historic City Council Chambers in Philadelphia’s City Hall. Strategic conferences were held in states across the country including Alabama, Texas, Florida, California, Minnesota, Pennsylvania, and Ohio.

Over the years, the American Contract Compliance Association has served the needs of our country and constituents through strong leaders who were willing to lead. The past 32 years, the following ten committed presidents have led the organization.

IN REMEMBRANCE OF ROBERT J. HARRISONFOUNDING FATHER, AMERICAN CONTRACT COMPLIANCE ASSOCIATION

Robert J. Harrison, died July 25, 2016 at the age of 68. He was born in Neptune, NJ. Robert distinguished himself in the areas of education, affi rmative action, contract compliance, equal employment opportunity, lobbying and publishing.

Mr. Harrison’s professional career began in the Asbury Park School District as a teacher and assistant track coach at Asbury Park High School. His other positions included: Director of Youth and Special Programs at the Monmouth County Summer Youth Program; Project Specialist and State Coordinator with the New Jersey Department of Human Services; Director of Human Resources and Minority Affairs of the New Jersey Housing and Mortgage Finance Agency; Chief Legislative Aide to the late Assemblyman Thomas Smith, Owner of legislative fi rm, Governmental Solutions Group, and Publisher of Shore African American Magazine.

Robert along with Luis Molina (deceased), Kerry Kirkland, and Leonard W. Miller founded the American Contract Compliance Association (ACCA) in 1986 in Atlantic City, New Jersey and served as President and on the board for a number of years. He also served on other various boards and received numerous awards.

He is survived by his wife of 41 years, H. Sue; a son, Nicholas; a grandson, Nick-Nick; sisters, Wilma Vassell (Berris), Carolyn Holland and Betty Roach; and brothers-in-law, Harry S. Butler, Jr. and Howard S. Butler.

PROGRAMSCONTINUING EDUCATION CREDITS

The American Contract Compliance Association (ACCA), in cooperation with Morgan State University, Baltimore, Maryland, is proud to offer 2.5 Continuing Education Units (CEUs) to each training participant who attends at least 25 hours of training and adheres to Morgan State guidelines. You will need to sign the official attendance sheet for each class to ensure proper documentation of attendance hours. You are responsible for ensuring that your attendance is properly recorded. If attendance records do not show a minimum of 10 applicable hours of training, you will not receive a CEU Certificate from Morgan State University. NO EXCEPTIONS! A minimum of 1 CEU (10 hours of training) can carry over from year to year.

Be sure to see one of the Morgan State representatives for further details.

CERTIFICATIONS

CERTIFIED COMPLIANCE ADMINISTRATOR (CCA)

Attendees who successfully complete the CCA Program requirements accumulating at least 4.2 CEUs (42 continuing education training hours) through ACCA will receive ACCA’s certification as a Certified Compliance Administrator (CCA). This typically requires 2 years of training.

MASTER COMPLIANCE ADMINISTRATOR (MCA) Attendees who successfully complete the MCA Program requirements accumulating at least 8.4 CEUs (84 continuing education training hours) through ACCA will receive ACCA’s certification as a Master Compliance Administrator (MCA). This typically requires 4 years of training.

EXECUTIVE CERTIFIED MASTER COMPLIANCE ADMINISTRATOR (ECMCA)

Attendees who successfully complete the ELI Program requirements accumulating at least 10.4 CEUs (104 continuing education training hours) and/or 2.0 CEUs (20 continuing education training hours) for Executive level participants through ACCA will receive ACCA’s certification as an Executive Certified Master Compliance Administrator (ECMCA).

It is your responsibility to make sure your attendance is recorded at each class in order to receive either of the above certificates and applicable CEUs.

To support the goals of Morgan State, the mission of the Center for Continuing and Professional Studies is to serve the lifelong educational needs of traditional and non-traditional students pursuing undergraduate, graduate, professional, and personal growth aspirations. The Center coordinates a variety of educational activities and community services for learners from the culturally diverse population of Baltimore City, the State of Maryland, nationally, and internationally.

As an accredited academic institution, Morgan State University offers Continuing Education Units (CEUs) and Professional Development Hours (PDHs) and sponsors activities for CEUs/PDHs for university departments, and organizations in the State of Maryland and nationwide. The Center for Continuing and Professional Studies is the authorized unit at the institution responsible for awarding, administering, and reviewing CEUs/PDHs procedures to ensure compliance with established criteria.

The CEUs and PDHs are uniform units of measurement to record participation in non-credit academic, professional or vocational programs. Activities that qualify for CEUs and PDHs are defined as organized continuing education experiences under competent sponsorship, capable direction, and qualified instruction. One CEU is equivalent to 10 contact hours. One PDH is equivalent to one contact hour.

She received her B.S. from Morgan State University in Elementary Education, an M.A. in Education/Early Childhood Education from Fisk University, Nashville, Tennessee, and a Ph.D. in Special Education from Indiana University, Bloomington, Indiana. She completed a Post Doctoral Fellowship in Multicultural Special Education Programs at the University of California, Santa Barbara. Dr. Bragg was selected as an American Council on Education (ACE) Fellow. Her areas of expertise include assessment of young children with special needs, adult education, and international issues related to diverse populations. She has authored and directed numerous foundation and federal grants from the U.S. Department of Education and Housing and Urban Development (HUD), and the National Institutes of Health (NIH). These grants focus on Faculty development, leadership in higher education, and university-community partnerships.

MS. LOUISE Y. FLAMERLouise Y. Flamer is the Assistant to the Director of the Center for Continuing and Professional Studies at Morgan State University in Baltimore, Maryland. She coordinates the Improved Opportunities for Parents (IOP) Program and the Continuing Education Units/Professional Development Hours Program. Ms. Flamer received a Master of Business Administration degree with a concentration in Marketing Management from Morgan State University and a Master of Social Work (Clinical) degree from the University of Maryland, both in Baltimore, Maryland. She is also a Licensed Certified Social Worker – Clinical (LCSW-C).

On June 20, 2018, Mayor Rahm Emanuel announced his appointment of Ms. Andrews as the next Chief Procurement Officer for the City of Chicago. In this role, she is responsible for the purchase of approximately $2 billion in goods and services on behalf of City user departments and manages all legal, legislative, procedural and policy matters regarding procurement, certification and compliance issues for the City of Chicago. Prior to this role, she served as Chief Procurement Officer and Director of Contract Compliance for Cook County, IL from 2012. In that role, she was responsible for the procurement of goods and services for over 30 Using Agencies, including Cook County Separately Elected Officials. She implemented strategies to streamline, standardize and improve procurement cycle times by more than 30 percent and was responsible for leading efforts to strengthen opportunities for local and small businesses, including minority, women-owned and disadvantaged businesses.

Angela Berry Roberson is the Director of Diversity Contract Compliance for Ferrovial Agroman US Construction Companies (FAUSCC). Herlinda J. Bradley is a member of the Senior Management Team (SMT) with the City of Cleveland, Department of Port Control/Cleveland Airport System. Melissa K. Burrows, Ph.D. joined the Jackson Administration in October 2014 as the Director of the Office of Equal Opportunity. Prior to joining the FAA she worked with various youth development and women’s nonprofit organizations in Kansas City, Missouri and San Diego, California.

MARIA R. DAVILA

Maria R. Davila joined the Ohio Dept. of Transportation in August of 2015 as a Regional Outreach Manager for the Office of Outreach in the Division of Opportunity, Diversity and Inclusion. In this capacity, Ms. Davila is responsible for Minority, Women and Small Business Outreach for ODOT Districts 4, 11 and 12. She has also taken the lead for ODOT youth initiatives as a mentor through the ACE Mentor Programs in Akron and Cleveland.

Alexander Horton is a DBE/ACDBE Compliance Specialist with the FAA’s Office of Civil Rights. In this capacity, Mr. Horton monitors Title 49 CFR Part 23 and Part 26 compliance by recipients of USDOT/FAA funds in the FAA Eastern Region, which is comprised of Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia. Earl is an experienced lawyer, advisor and advocate who has been recognized for his work to improve minority representation, equal opportunity hiring and compliance. Earl’s history includes starting his own law firm and being hired by the Mayor of Niagara Falls as Chief Compliance Officer to evaluate, restructure and rebuild the city’s equal opportunity policies and to investigate civil rights as legal counsel for the Human Rights Commission. Lois McLaughlin has serves as Director of the Opportunities Program for the State University of NY Construction Fund for over 30 years. She is responsible for program administration and oversight of its MWBE, Service Disabled Veterans and EEO Program initiatives with a focus in construction and construction professional services industries. Her experience spans over 36 years in economic development for small businesses.

JULIE MEYER

Julie Meyer is a 1999 graduate of Cleveland State University with a Bachelor of Science degree in Civil Engineering and is a professional engineer in the State of Ohio. Julie is a 19 year employee of the Ohio Department of Transportation. She currently serves as a Construction Area Engineer for District 12, overseeing 20 construction projects in Lake, Geauga and Cuyahoga Counties valuing $278M. Julie is the ODOT Construction Project Manager for the $331M Opportunity Corridor Project in the City of Cleveland.

TRACEY MITCHELL, MCA

Tracey Mitchell brings 20 years’ of experience in diversity programs. Her experience includes overseeing a local Employment Center, a Workforce Investment Board and was later appointed to oversee the County’s minority and women owned business program. Ms. Mitchell’s experience in diversity afforded her the opportunity to later become the Director for Equal Employment Opportunity/ Affirmative Action performing investigations of alleged acts of discrimination and harassment complaints for the County’s 4,000 employees. Most recently, Tracey was appointed by New York State Governor Cuomo as the Diversity Compliance Manager for the New York State Thruway Authority overseeing compliance on the New NY Bridge Project.

MITCHELL-PHILLIPS, CCA

Mrs. Mitchell-Phillips, CCA, is a Portland native who studied Business Administration and Communications at the University of Phoenix. She is currently the Port’s Small Business Development Program Manager. In this capacity she manages the Ports various small business development and utilization programs and acts as the Ports Disadvantage Business Enterprise Liaison Officer to the FAA. She has over 15 years’ experience managing small business compliance programs in the Portland Metro area with both local and federal USDOT program expertise.

CINDY OLIVARES

Cindy Olivares is Principal and co-founder of ACC, Inc. For over 30 years, ACC has provided DBE/ACDBE Program consulting services to Airports and other transportation agencies as well as the Federal Aviation Administration and Department of Transportation. Services provided include DBE/ACDBE Program Development, Certification, Outreach, and Compliance Monitoring. As a consultant to FAA and DOT, Ms. Olivares assisted in the development of the 9-module DBE/ACDBE Certification Training course hosted on the National Highway Institute website and in the development and writing of the 2008 FAA Joint Venture Guidance. ACC has also provided training to the FAA Department of Civil Rights on DBE/ACDBE Certification and Compliance Monitoring. ACC’s clients include the Massachusetts Port Authority, San Francisco International Airport, McCarran International Airport, the Regional Transportation Commission of Southern Nevada and the Regional Transportation Commission of Washoe County among others.

DOMINIC OZANNE

Dominic Ozanne is President and Chief Executive Officer of Ozanne Construction Company, a general contracting and construction management firm doing business in Ohio and Louisiana. On an annual basis Ozanne averages over $70 million in work on hand and over $100 million as agency construction and program manager.

KIMBERLY PAPILLON

Kimberly Papillon is a nationally recognized expert on the subject of decision-making in law, education, business and medicine. She has served as regular faculty at the National Judicial College since 2005. She has delivered over 200 lectures nationally and internationally on the implications of neuroscience, psychology and implicit association in the analysis of decision-making. She has lectured to medical students and medical school faculty, as well as physicians nationwide and in Australia on the neuroscience of decision-making in differential diagnosis and treatment.

She has provided presentations to the judges of the High Court of New Zealand, the Supreme Court of Victoria, Australia, the U.S. National Council of Chief Judges of the State Courts of Appeal, the D.C. Court of Appeals, the United States Courts for the Ninth Circuit and the Tenth Circuit, and numerous other national judicial organizations. She has delivered lectures to the United States Securities and Exchange Commission (SEC), the United States Department of Justice, the United States Department of Education, and the judiciaries of New York, California, Texas, Idaho, Louisiana, Arkansas, Indiana, Tennessee, Utah, Nebraska, New Jersey, Massachusetts, Vermont, Washington, Ohio, Arizona, Alaska and New Mexico.

TARI RIVERA

Regency Construction Services, Inc. was founded over two decades ago by Tari Rivera. What began from her vision to provide a client centered approach, delivering construction projects and a three-person staff, has grown to a sustained firm of forty-five professionals delivering projects across Ohio from their Lakewood based headquarters and their Columbus branch. Although the firm has grown and prospered over the years, their philosophy of maintaining their client center focus has not waived or diminished.

HERMAN ROSS

Herman is the CEO/CFO of National Insurance Consultants, Inc. (NICI) and a former Underwriter for Hartford Insurance Group. He is the founder of NICI, started in 1994 during the construction boom in Las Vegas, Nevada. Herman has been a member of the National Minority Supplier Development Council for over 20 years and a founding member of the Nevada Council. As an insurance risk consultant on many construction projects, he has worked with many small and large entrepreneurs, in the industry, to build capacity and support the growth of all small businesses, that he touches in the communities he serves.

EDWARD SALCEDO

Edward Salcedo has extensive experience in the assessment and development of Disadvantaged Business Enterprises (DBE) and small business programs. His background in contracts, law, procurement, and the highway construction industry allows him to provide effective solutions to W/MBE, DBE and small business challenges. He understands both the attributes necessary for DBEs to excel and the challenges DBEs face in the transit and highway industry. He is actively involved in various projects that require intimate understanding of the DBE Program and the effectiveness of these elements.

TAMELA SALDANA

Tamela Saldana, Ph.D. has close to twenty years of federal, state and local experience with various aspects of M/WBE/DBE/ACDBE programs. She currently serves as the Compliance Officer with City of Austin’s Small and Minority Business Resources Department. Tamela has made numerous presentations on various topics related to minority and women business programs to include three years of successfully presenting at ACCA.

KOSAL SAROU

Kosal Sarou is the Southeast Regional DBE Compliance Officer for Skanska and currently, he oversees and administers the DBE compliance program on about 2.7 billion dollars of federally funded projects. Prior to joining Skanska, he worked as a DBE Compliance Officer for the Massachusetts Bay Transportation Authority and as an investigator for the Massachusetts Commission Against Discrimination.

CAREY SHEPHERD

Carey Shepherd is the Civil Rights Officer for Federal Highway Administration (FHWA) Florida Division. He provides oversight of and technical assistance to the Florida Department of Transportation (FDOT) and its sub-recipients, including special outreach initiatives. Carey is a graduate of Florida State University and Mississippi College of Law. He has worked for FHWA since 2008 and has twenty years of experience in Federal Civil Rights legal oversight, enforcement and litigation.

GLEN SHUMATE

Glen has distinguished himself as an innovator in communications & marketing, public affairs and business development. He is committed to developing programs to increase community engagement, program results and improved communications. Glen is experienced in engagement, small business capacity building, and facilitating solutions (with public officials, institutions and the public). These experiences provide Glen the foundation for advancement of Inclusion, Workforce and Youth programs for Greater Cleveland development projects including: Opportunity Corridor, the George V. Voinovich/Inner Belt Bridge, Cleveland Flats East Bank, and others.

DANIELLE LEE SKILLING

Danielle Skilling has spent the past 6 years working specifically to promote and encourage diversity and inclusion within the construction industry. Her track record includes proven results for increasing the presence of tradespeople of color as well as tradeswomen on multiple projects in and around the City of Boston. Ms. Skilling has helped develop best practices for the industry to promote greater inclusion for people of color and women.

RODNEY K. STRONG

Rodney K. Strong is the Chairman of Griffin & Strong, P.C., a law and public policy consulting firm based in Atlanta, Georgia. A member of the State Bar of Georgia, he represents a range of public entity and corporate clients. He also serves as the general counsel for the Fulton County/City of Atlanta Land Bank Authority and as the disparity study and supplier diversity consultant for numerous clients. A Memphis native, he is a graduate of the University of Memphis, Cecil C. Humphreys School of Law and received his undergraduate degree in Political Science from Morehouse College.

JUSTIN TALBOT-STERN

Justin currently serves on the ACCA Board of Directories and is the Chair of the Membership Committee. He has presented classes at the National Training Institute for 10 years and has worked in the industry since 1999. Justin also works for B2Gnow and is the system architect of its software platform. He has guided the development of the company’s core software product and rollout to its customers across the United States. Before B2Gnow, he was an engineer at NASA in the Humans to Mars Program but prefers “diversity science” to “rocket science”.

ALIECIA TAORMINA

Aliecia Taormina is a Project Manager for LCPtracker, a privately-held company providing cloud-based construction, prevailing wage, labor and workforce compliance solutions to government agencies, general contractors and subcontractors across the United States. She is an expert in Prevailing Wage having previously worked for a Fortune 500 company, and is passionate about Diversity Contracting and Outreach/Community Involvement. She brings 19+ years of working experience not only in construction, but in multiple facets of business and prides herself on being an active board member of NAWIC and for having received CCEP certification with the SCCE.

SIMEON TERRY, MCA

Simeon is the Vice President of Diversity Affairs and has been in the construction and risk management industry for 28 years. His construction career began as a Safety Manager where later on he held positions as Construction Manager, Project Manager, Estimator, Scheduler, Operations Manager and Director of Procurement for several commercial construction firms.

Simeon and his department oversees the day to day operations of both internal and external diversity and inclusion initiatives and business development for the $3 billion construction firm.

CHRISTINE THORKILDSEN

Christine Thorkildsen brings over 28 years of service with the Federal Highway Administration (FHWA) supporting transportation initiatives in the areas of Highway and Bridge Design and Construction, Research, Technology Transfer, Safety and Civil Rights (including DBE Programs). Experience includes providing stewardship, oversight, training, presentations and technical assistance to our partners in the highway transportation industry to assure regulation and contract compliance, and efficient, effective execution of FHWA projects, programs and funding.

DAVE TOVAR

Dave Tovar is the contract compliance section director in the Texas Department of Transportation’s Office of Civil Rights at agency headquarters in Austin, Texas. Dave has spent most of his career in public service, civil rights and the transportation industry. He currently manages his agency’s DBE Compliance program. Dave and his team recently produced a suite of DBE program guides for prime contractors, DBEs, local governments and field staff. Dave co-produced a video entitled, Women in Construction: On the Road to Success, which won an Aurora award. Dave has a Master of Business Administration degree from St. Edward’s University in Austin, Texas. While attending St. Edward’s University, he was inducted into the Delta Mu Delta Honor Society and was nominated as the Outstanding MBA student of the year.

THOMAS J. ULLOM

Thomas J. Ullom has over 25 years of federal law enforcement experience and currently serves as the Special Agent-in–Charge (SAC) of the U.S. DOT, OIG, Chicago Regional Investigative Office. SAC Ullom is responsible for overseeing criminal and civil investigations related to U.S. DOT funded transportation programs in alignment with the Department’s mission to ensure a safe and efficient transportation system. He is driven by his personal and professional mission to serve and develop individuals to their highest capabilities. He has been a keynote speaker to audiences in government, industry and educational realms on topics ranging from ethics, leadership, and the prevention and detection of fraud in infrastructure grants.

CRAIG WHITE

As a Partner in Hahn Loeser & Parks LLP’s Cleveland, Ohio office, Craig Owen White guides established and growth-oriented companies through mergers, acquisitions, divestitures, enterprise governance, and financing and licensing issues in the United States and abroad. Craig also counsels government and non-governmental organizations on economic development initiatives and their participation in sophisticated business transactions. Craig is a frequent lecturer internationally on issues of global commerce and enterprise governance, delivering an annual lecture series in commercial law for lawyers in South Africa, Zimbabwe and Zambia and was recently reappointed for a second term by the United States Representative to the Trade Advisory Committee on Africa.
