The Altamont Apartments, 12 E 12th St. in downtown Tulsa

• Built in 1930 as an apartment hotel• Original home of 12 &12• Acquired by MHAOK in 2004 with renovations to the first

floor common areas• Has not had an elevator or central air conditioning

previously• Goal was to create disability access by installing elevator

for aging disabled population• 41 units of permanent supportive housing (39 after

renovation)• 25 Safe Haven units funded by HUD Continuum of Care

funds• 9 Permanent Supportive Housing units also funded by

HUD Continuum of Care funds (after renovation 8)• 7 units that are non-HUD subsidized units (after

renovation 6)

The Altamont Apartments Supportive Housing Model

Eligibility Requirements: 1) Homeless 2) Disabled 3) Below 30% of AMI

Service Enriched Environment: Single-Site Supportive Housing• Those who choose or require services in a community housing setting • Goal: Housing Stability prevent additional episodes of homelessness • Safety and Security: Property is staffed 24/7• 3 meals a day are provided to those residents enrolled in the meal plan• Residents receive personalized supportive services from trained clinicians

and staff• One of three Single-Site settings in Tulsa, the only one downtown • The Altamont is a “mission driven” initiative of MHAOK

The Altamont Renovation

City of Tulsa - 2016 HOME Funds from HUDOklahoma Housing Finance Agency - 2017 National Housing Trust Funds (NHTF) from HUD

In addition, OHFA provided $500,000 in operating reserves to improve the financial sustainability of the property. This the first NHTF project in the U.S. to receive operating reserve funding.

Challenges to Scope of Work

• Installation of bathrooms and kitchenettes• The small size of units made this challenging

• Historic preservation requirements• Triggered by use of federal funds for a building eligible to be placed on the National

Register and subject to the Secretary of Interior’s Preservation Standards• Increased cost of project by 30% due to window and elevator design requirements

• SHPO approved all design elements despite adverse affect• Mitigated by an MOU with the City of Tulsa

• Demonstrating financial sustainability of project• Because of low rents and high operating costs the project is subsidized by NOI from

other affordable housing locations in the portfolio • Had to demonstrate the financial capacity to fund ongoing subsidies required• Awarded Operating Reserve grant from OHFA through NHTF

More Unique Challenges• Temporarily relocating residents under Uniform Relocation Act (URA)

• Not successful in finding an alternative site so it is occurring within the building.

• Required lowering census/occupancy during construction

• Doing both phases concurrently• Budgets are separate (COT and OHFA)• Both Phases bid and awarded simultaneously by LDK and 1A. • Using CM at Risk model for Construction Management

Project Status and Projected Completion

• Some residents were temporarily relocated off site by April 1

• Construction began in May, with significant demolition complete

• Completion is expected in early 2019
