Introduction

Nurses Specialized in Wound, Ostomy and Continence Canada (NSWOCC) launched their new name on May 4, 2018 during the Annual Members meeting at the 37th annual national conference in Victoria, B.C.. Over the past twelve months, the implementation of the association name change, plus the change of name from Enterostomal Therapy Nurse to Nurse Specialized in Wound, Ostomy and Continence (NSWOC) is creating a clear, new identity and strategically positions NSWOCC. NSWOC is a protected title in Canada and the new Canadian Nurses Association (CNA) certification credential WOCC(C), standing for wound, ostomy and continence Canada certified, is a protected credential for certification in wound, ostomy and continence specialized nursing. In the past year, the CAET Academy was rebranded to the Wound, Ostomy and Continence Institute. A new strategic plan was developed which included the re-development of the Wound, Ostomy & Continence Education Program (WOC-EP) and upgrades to the “Foundations of Skin Health” – Ostomy and Wound Programs. The CNA changed their requirement for the number of exam writers to 100 per year in order to maintain the existing certification exams. Due to this, and the market demand for Nurses Specialized in Wound, Ostomy and Continence, the WOC-EP Program was doubled successfully. We had over a 30% increase in NSWOC writing the CNA certification exam in 2018. We are focused on leading WOC Education in Canada and maintaining and growing members as we work to build the next generation of NSWOC.

A key to the ongoing success of the NSWOCC has always been the ability to adapt to the changing healthcare environment by adopting new approaches to address new challenges. In 2018, challenges facing nurses specialized in wound, ostomy and continence in the Canadian healthcare system include budget cut backs, downsizing of staff and lack of access to products and services to assist patients. Increasing rates of retirement of existing NSWOC makes it necessary to focus on succession planning and building capacity of new NSWOC graduating from the Wound, Ostomy and Continence Institute.

The changing nature of healthcare delivery, the aging population, the need to address wound, ostomy and continence issues of our Indigenous Canadians and the evolving role between the provincial and federal governments, require, more than ever, a strong professional association that can form strategic partnerships and support advocacy. Bringing value to the NSWOCC membership is a key priority and can be demonstrated through continuing the CINAHL library which all NSWOCC members can access through the Members Site, to support literature searches and evidence-based practice.

The Board of Directors continue to implement the 2018-2021 NSWOCC Strategic Plan with the following priorities:

1. Strengthen Membership: Create, implement and sustain a growing membership organization. 2. Demonstrate Value to all NSWOC/Associate Members: Through new programs and initiatives that build on strengths & respond

to members & patients.

3. Establish a Clear Identity: Through recognition and understanding and rebranding of the association name to Nurses Specialized in Wound, Ostomy and Continence Canada (NSWOCC).

4. National and International Recognition for Academic Excellence in wound, ostomy and continence education through the reorganization of the Wound, Ostomy and Continence Institute and redevelopment of the programs to meet the needs of NSWOC and allied healthcare professionals.

Please find the following 2018-2021 strategic priorities for the Wound, Ostomy and Continence Institute:

1. Build capacity of the WOC Institute – WOC-EP Program in order to meet the demands of the Canadian Healthcare system. 2. Raise the standard for and differentiate NSWOC by increasing the number of writers of the CNA certification exam to 100 per year. 3. Redevelop the WOC-EP Program design to modernize and develop to a state of the art education program 4. Revise the competencies of nurses specialized in wound, ostomy and continence management in collaboration with the Canadian

Nurses Association. 5. Re-brand the K2P programs and re-launch a continuing education program for aligned healthcare professionals in wound, ostomy,

continence and edema management 6. Re brand CAET Academy to WOC Institute to support the name change to Nurses Specialized in Wound Ostomy and Continence

Canada (NSWOCC). 7. Re-structure WOC Institute to strengthen educational and research offerings through the NSWOCC Conference and Research

access and interpretation. 8. Streamline the WOC Institute administrative process. 9. Develop the WOC Institute Preceptor program through the recruitment and retention of current preceptors. 10. Support excellence in the WOC Institute Faculty

11. Influence raising awareness of wound, ostomy and continence specialized nursing at the under graduate level through a partnership with the Canadian Association of Schools of Nursing (CASN).

12. Provide scholarships/financial awards to reward the achievements of WOC-EP students and to support academic excellence. 13. Develop and maintain a CNA certification prep course.

In 2018, project teams of members under the Core Programs and the WOC Institute worked to complete a number of key projects that will benefit all members including:

Enterocutaneous Fistula (ECF) / Enteroatmospheric Fistula (EAF) Nursing Best Practice Recommendations was completed and posted on the nswoc.ca website under the education tab for download.

The Indigenous Wound, Ostomy and Continence Health Core program was launched in June 2018 and an announcement came out in December 2018 that a policy change occurred naming NSWOC/WOCC(C) as recommenders of Wound, Ostomy and Continence supplies under Non-Insured Health Benefits.

Development of a position statement for Nurses Specialized in Wound Ostomy and Continence and a position statement for designation and credentials both of which are available on the website under “Name Change Tool Kit”

Implementation of a name change NSWOCC, WOC Institute and NSWOC. Led the launch of a National Best Practice Recommendations for Intermittent Catheterization Project with three aligned nursing

associations. Supported the Ontario reimbursement of off-loading devices. The second cohort of the professional Leadership Program for NSWOC Nurses graduated May 6/18. Continuing work on advocacy for Ostomy Reimbursement across Canada in conjunction with Ostomy Canada Society. Pre-operative Stoma Marking Project for Fecal Diversions was launched in January 2019. Launch of VOICE Campaign development – a marketing campaign to support positioning NSWOC for value due for launch June

2019. Participated in the development of bylaws for the International Skin Tear Advisory Panel. The WOC Institute launched a prep course for NSWOCs interested in writing the CNA WOCC(C) certification exam. NSWOC’s

are provided a self-paced guide which includes the NSWOC competencies, focused readings, exam writing tips and sample exam questions. A dedicated Facebook page has been established as a forum for NSWOCs to connect with other NSWOCs preparing for exam writing, develop study groups and ask questions. As a member of the National Advisory Committee of the Canadian Nurses Association Network of Nursing Specialties, and CPAC,

we continue to strengthen the number of NSWOC who have CNA certification (more than 160). The partnership with the Journal of Wound, Ostomy & Continence Nursing (JWOCN) continues to flourish with Lina Martins as the

Canadian Feature Editor and a new five year contract was signed. NSWOCC has continued a leadership role in the National Wound Strategy Committee under Wounds Canada. The NSWOCC completed the third year acting as the Host Secretariat to the International Skin Tear Advisory Panel (ISTAP)which

won the most Progressive Society at the World Union of Wound Healing meeting in 2017. A members only discussion forum was launched which can be accessed through the members Login

January 2019 launched the development work for the “VOICE” campaign. This campaign will define the value proposition that NSWOC bring to Canadian Health Care and will result in tools to assist NSWOC to market themselves to administrators, aligned healthcare professionals and patients. This campaign will be launched by June 1, 2019.

5.Community Engagement

1) Ostomy Advocacy

Participated in monthly Ostomy Advocacy teleconferences.

A. National Ostomy Reimbursement Initiative

There will be a two-pronged approach, nationally and provincially, in

advocating for Universal Funding for non-insured benefits for ostomy

supplies. Nationally, the plan is to establish contact with someone in

Health Canada. This would enable Ostomy Canada Society and Nurses

Specialized in Wound, Ostomy and Continence Canada (NSWOCC) to

more easily advocate for the establishment of a national ostomy

reimbursement program.

Provincially, the strategy to approach Provincial Governments is to

request that they reconsider their ostomy reimbursement programs. This

has been successful in Ontario, New Brunswick and Prince Edward

Island. The Advocacy Committee will continue to approach or revisit

programs.

Ostomy Impact Study

An argument for universal funding for ostomy supplies will be supported

by data collected in the research project, Impact Study. The Impact

Study looked at the effects of limited financial resources for ostomy

supplies and no access to NSWOCs on the quality of life for those living

with an ostomy.

The Ostomy Impact study led by Dr Kim LeBlanc was completed and

submitted for publication with JWOCN. There is no publication date yet.

B. Disability Tax Credit Initiative

Met with the Canadian Revenue Agency to discuss improving better access for people living with an ostomy as well as having NSWOC as a creditor of DTC paper work. Next- contacted the Disability Tax credit committee to request that people living with an ostomy be put on their list of priorities. We were told that they would look at giving people living with an ostomy consideration but did not commit to a next step. This committee was contacted a second time in Jan 2019 and again- would not commit to any change. The Disability Tax Credit Task force (Ostomy Canada and NSWOC members) also developed a brochure to explain the DTC in both English and French. These brochures are available on the Ostomy Canada Society website and in hard copy from Ostomy Canada Society.

Supported Spinal Cord Ontario in writing a letter to discourage intermittent catheter reuse and also support reimbursement of intermittent catheters. There have been no final decisions in this area yet.

Indigenous Wound, Ostomy and Continence Health

This Core program Committee submitted a report to the

Assembly of First Nations in October 2018 asking for

NSWOC/WOCC(C ) / ET Nurses (Quebec) to be able to fill out

and sign the paper work for ordering ostomy, wound and

continence products for Indigenous people of Canada.

They also asked to allow more intermittent catheters to reduce

catheter reuse. On Dec 17/19, non-insured health benefits

announced that NSWOC/WOCC ( C) are now listed as

recommenders of wound, ostomy and continence products and

The WOC-Institute, due to the high demand for NSWOCs and the large volume of quality applicants, doubled the enrollment into the English WOC-EP starting in September 2018. Our September 2018 and January 2019 Ostomy cohorts included 45 and 44 students respectfully. The French WOC-EP 2018-19 enrollment was at an all-time high with 16 students. With the growth of the WOC-EP came the need for more faculty. We are pleased to have welcomed Nicholas Joachimides as a WOC-EP Academic Advisor. After many years of providing dedicated education to our students Dorothy Phillips retired in January 2019 from the WOC-EP and will be greatly missed! Huge thank you to Dorothy for all that you have done for our students and NSWOCs across Canada.

With the association name change came the need to rename the CAET Academy and its programs. The CAET Academy became the Wound Ostomy and Continence Institute or the WOC-Institute. The CAET Enterostomal Therapy Nurse Education Program (ETNEP) was renamed the WOC Education Program or WOC-EP. The CAET Knowledge to Practice (K2P) courses were moved under the umbrella of the WOC-Institute Skin Health Courses, K2P Ostomy is now Foundations of Ostomy Care and Management and the K2P Wound has been renamed the Foundations of Wound Care and Management.

3. Redevelop the WOC-EP design to modernize and develop to a state of the art education program

The Skin Health Program was launched September 10, 2018. Courses include Foundations of Ostomy Care and Management and Foundations of Wound Care and Management. The courses are 10 weeks in length and are paced online consisting of a mixture of self-learning modules, interactive discussion forums and educational videos. They are geared towards RNs, RPNs/LPNs and other healthcare professionals who wish to gain foundational knowledge in Ostomy and Wound Care. These courses will be offered two times per year in the fall and winter terms. A huge thank you to Cathy Downs, Nancy Parslow, Teri-Anne Schroeder and Barb Plumstead for assisting with the redesign of these programs.

Enrollment: Fall 2018 Ostomy = 7 students, Fall 2018 Wound = 38 students, Winter 2019 Ostomy = 8 students, Winter 2019 Wound = 30 students

WOC-Institute has launched a prep course for NSWOCs interested in

writing the Canadian Association of Nursing WOCC(C). NSWOC’s are

provided a self-paced guide which includes the NSWOC competencies,

focused readings, exam writing tips and sample exam questions. A

dedicated Facebook page has been established as a forum for NSWOCs

to connect with other NSWOCs preparing for exam writing, develop study

Currently we have had over 160 certified NSWOC nurses.

60 newly graduated students and/or NSWOCs received a 20% discount

code for application/renewal for certification. The NSWOCC is on track to

have close to 100 writers/renewal of certification for the 2018/19 renewal

periods.

The WOC Institute recognizes that education at the level of the NSWOC graduate can occur outside of the WOC-EP. We have recently had 7 individuals who have competed recognition of prior learning (RPL) in either the continence and wound courses or both. We have recently expanded the RPL program to include the Micro wound program in Quebec and have 7 francophone nurses interested in the RPL program. program. Although the NURS5044 and NURS5045 Specialty

Practice Units 1 & 2 are listed in the course they have a partnership

agreement with the Australian Association of Stomal Therapy Nurses

(AASTN) for them to coordinate the 2 x 2 week clinical practice

modules (placements) each semester and these are given CRL. This

is the way to ensure good clinical experience with good preceptors.

The 4 units listed in the second year comprise the Post-Grad Diploma

units and the 3rd year the two 50 credit (double) units for Masters by

coursework. All the units are online. The plan would be to offer the

Chair of the WOC Institute an Assoc. Prof position and the Chair

would coordinate the Masters 2 units. The project preparation unit

prepares them for undertaking a project.

We would need to arrange for the Canadian nurses to have a focus

on first nation in the Indigenous unit
