A Resolution to Acknowledge Drinking Water as a Human Right in the United States to Allow Safe, Acceptable, and

Affordable Drinking Water to all People

WHEREAS, Drinking water has been a pressing issue in the United States; and 1

WHEREAS, In Flint, Michigan there was a water crisis where, 10 people died; and 2

WHEREAS, Another 46% of the people in Flint, Michigan were affected by lead 3

poisoning in their water; and 4

WHEREAS, Water poverty affects nearly 1.6 million people in the United States; and 5

WHEREAS, Unclean drinking water allows Americans to obtain water borne illnesses 6

that kill up to 2.2 million people in the United States; and 7

WHEREAS, 3.8 million Americans do not have clean drinking water or water at all; 8

now, therefore, be it 9

RESOLVED, That the UIL Congress here assembled make the following 10

recommendation for the United States to acknowledge drinking water as 11

a human right so that everyone has access to safe and affordable drinking 12

water.13

A Bill Amending Title IX, Section 1687 to Address Dress Codes BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Title IX Section 1687 of U.S. Code will be amended to include the 2

interpretation of "program or activity” to specifically apply to school-wide 3

policies such as dress code, as a means of preventing discrimination of 4

students based on gender and body type. 5

SECTION 2. Discrimination is defined as treating one person differently from another; 6

however, schools have historically implemented explicitly gendered 7

policies in their dress codes. 8

SECTION 3. Congress shall appoint the Office for Civil Rights (OCR) of the U.S. 9

Department of Education to oversee and implement this bill. 10

SECTION 4. This bill will go into effect within six months of its passage. 11

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.12

A Bill to A Bill to Fund Research to Prevent the Emergence of “Nightmare Bacteria”

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States will provide $900 million in grants to acquire 2

substitutes for antibiotics to help prevent the emergence of nightmare, 3

or drug resistant, bacteria. 4

SECTION 2. Nightmare, and/or drug resistant, bacteria shall be defined as bacteria 5

that have evolved to withstand the effects of antibiotics. 6

Antibiotics shall be defined as the antimicrobial drug used in the 7

treatment and prevention of bacterial infections. 8

SECTION 3. The National Institute of Health shall oversee the implementation and 9

enforcement of this legislation. 10

A. Funding, through grants, shall be awarded to institutions proven to be 11

experts in the medical field. 12

SECTION 4. This legislation shall be enacted by January 1, 2020. 13

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.14

A Bill to Limit Sugar Consumption in the United States to Reduce Obesity

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Mandate that all companies producing food for consumption shall reduce 2

added sugar by 35% from all products sold in the United States. 3

SECTION 2. Added sugar: sugar and syrups with high caloric content that are added 4

to foods or beverages when they are processed or prepared. 5

SECTION 3. The federal Food and Drug Administration shall oversee the 6

implementation and compliance of the bill. 7

SECTION 4. This bill will be phased in over a five-year period until the 35% reduction 8

goal has been met. The five-year period begins at passage of the bill. 9

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.10

A Bill to Revoke the Death Penalty in the US Court System

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Death Penalty inherently violates the constitutional amendment 2

against the practice of cruel and unusual punishment, as well as, the 3

guarantees of due process of law and of equal protection under the law. 4

SECTION 2. Within the United States Constitution, the Eighth Amendment states, 5

“Excessive bail shall not be required, nor excessive fines imposed, nor 6

cruel and unusual punishments inflicted.” Under the Fifth Amendment, 7

“No person shall be deprived of life, liberty, or property, without due 8

process of law.” According to the Bureau of Justice Statistics, Capital 9

punishment refers to the process of sentencing convicted offenders to 10

death for the most serious crimes and carrying out that sentence. The 11

specific offenses and circumstances which determine if a crime (usually 12

murder) is eligible for a death sentence are defined by statute and are 13

prescribed by Congress or any state legislature. 14

SECTION 3. The Department of Justice will oversee the enforcement of the bill. 15

A. It may default to the Secretary of State, the Attorney General, 16

Department of State, and the Office of Pardons. 17

SECTION 4. This legislation shall take place on January 31, 2019. 18

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 19

A Bill to Collect Property Taxes from American Churches BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. All churches (including, but not limited to: mosques, temples, 2

synagogues, etc.) will now pay property taxes to the U.S. Internal 3

Revenue Service. 4

SECTION 2. Churches, as defined by the IRS, are institutions with distinct legal 5

existence, a recognized creed and form of worship, a definite and distinct 6

ecclesiastical government, a formal code of doctrine and discipline, a 7

distinct religious history, membership not associated with any other 8

church or denomination, an organization of ordained ministers selected 9

after completing prescribed courses of study, a literature of its own, 10

established places of worship, regular congregations, regular religious 11

services, Sunday schools for the religious instruction of the young, and 12

schools for the preparation of its members. 13

SECTION 3. The United States Internal Revenue Service will collect property taxes 14

from all American churches. 15

SECTION 4. This legislation will come into effect at the beginning of the next U.S. 16

federal government fiscal year. 17

A Bill to Eliminate Birthright Citizenship BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. In order to ensure national security, birthright citizenship shall be granted 2

solely to biological children of at least one United States citizen. 3

SECTION 2. “Birthright citizenship” shall be defined as a legal right to citizenship for 4

all children born in a country’s territory. “Biological children” shall be 5

defined as a child conceived by and carrying the genes of biological 6

parents. 7

SECTION 3. The Department of Homeland Security will oversee the enforcement and 8

funding of this bill. 9

A. All prior citizens will remain citizens regardless of parentage.10

SECTION 4. This bill will go into effect as of March 1, 2019. 11

A Resolution to Amend the Constitution to Limit Congressional Terms

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

RESOLVED, By two-thirds of the UIL Congress here assembled, that the following 2

article is proposed as an amendment to the Constitution of the United 3

States, which shall be valid to all intents and purposes as part of the 4

Constitution when ratified by the legislatures of three-fourths of the 5

several states within seven years from the date of its submission by the 6

Congress: 7

ARTICLE 1 8

SECTION 1: All members of Congress will be limited to four terms served, separate or 9

consecutive. 10

A Resolution to Invoke 28 U.S. Code § 1498 to Lower Costs for Prescription Drugs

WHEREAS, Pharmaceutical companies are charging exorbitant fees for exclusive 1

prescription drugs that are negatively affecting the average consumer; 2

and, 3

WHEREAS, Millions of Americans are unable to afford the prices of life-saving 4

prescription drugs, which will endanger their well-being if the current 5

system is not altered; and, 6

WHEREAS, Because of these costs, hospitals do not have enough capital to buy 7

medication, which trickles down to the average consumer; and, 8

WHEREAS, If this abuse is not stopped, the opioid epidemic could potentially be 9

drawn out or worsened due to a deficit of available prescription 10

medication like naloxone; now, therefore, be it 11

RESOLVED, That the UIL Congress here assembled invoke section 1498 to negotiate 12

with pharmaceutical companies in an effort to lower pharmaceutical

prices.

A Resolution to Support the Refugees Crisis in Venezuela

WHEREAS, Venezuela is in the midst of severe hyperinflation and various 1

humanitarian crises that have forced an immense fleeing of refugees to 2

nearby Central American countries. 3

WHEREAS, Increasing aid towards Central American allies could potentially decrease 4

a destabilizing effect in the region; and 5

WHEREAS, Countries bordering Venezuela have the potential to develop regional 6

protection and assistance operations to support Venezuelan refugees but 7

are highly limited in resources to execute such plans; and 8

WHEREAS, It is in the interest of the United States to prevent the Venezuelan exodus 9

from exacerbating conflict in neighboring countries and restore 10

democracy as well as rule of law to Venezuela in the long term; now, 11

therefore, be it 12

RESOLVED, That the UIL Congress here assembled make the following 13

recommendation to substantially increase humanitarian funding to 14

Central American countries for addressing the Venezuela refugee crisis: 15

and, be it 16

FURTHER RESOLVED, That the UIL Congress assembled here provide this aid through the 17

18 United Nations.

A Resolution to Withdraw the United States from NATO

WHEREAS, The North Atlantic Treaty Organization was originally founded to combat 1

a non-nonexistent threat, and is a burden on the American tax payer, as it 2

is no longer needed; and 3

WHEREAS, The United States should invest its funding of NATO into resolving its 4

debt; and 5

WHEREAS, Due to the United States picking up a majority of the funding burden for 6

an obsolete organization, other areas of our unbalanced budget deficit 7

suffer; and 8

WHEREAS, This eventually leads to the undermining of the U.S. economy; now, 9

therefore, be it 10

RESOLVED, That the UIL Congress here assembled make the following 11

recommendation for a solution by withdrawing the United States from 12

NATO over a 10-year process; and, be it 13

FURTHER RESOLVED, That the phasing out process shall be addressed by the State 14

15 Department once the resolution is passed by Congress.

A Resolution to Utilize Solar/Hydro Powered Trash Water Wheels to Protect the Environment and Its Inhabitants

WHEREAS, Trash in water is harming underwater ecosystems and the environment 1

as a whole; and 2

WHEREAS, There are 269,000 tons of debris floating on the surface of the ocean, and 3

scientists have identified 200 “dead zones” where no living organisms can 4

grow; and 5

WHEREAS, 100,000 marine creatures are found dead each year due to plastic 6

entanglement, and a larger number die by mistaking the trash for food; 7

and 8

WHEREAS, In the past 30 years, the Ocean Conservancy Organization has cleaned up 9

220 million pounds of trash that have washed up on beaches and; 10

WHEREAS, Trash in oceans, lakes, rivers, and harbors causes pollution, climate 11

change, and habitat destruction; and 12

WHEREAS, Plastic contains elements such as mercury and lead and toxins like these 13

lead to cancers, birth defects, or immune system problems; now, 14

therefore, be it 15

RESOLVED, That the UIL Congress here assembled make the following 16

protect the environment and its inhabitants.

A Bill to Transform Puerto Rico into a Fully Autonomous Region to Reduce Federal Spending

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Puerto Rico will be defined as an autonomous territory while also being 2

considered a part of the United States. 3

A. Puerto Rico residents are to be tax exempt from all federal taxes.4

B. The government of Puerto Rico has the ability to enact their own5

taxes.6

SECTION 2. Autonomous region shall be defined as an area of a nation that has a 7

certain degree of autonomy, or freedom from an external authority. 8

SECTION 3. The Department of Interior will be responsible for the enforcement of 9

this bill. 10

A committee inside the Department of Interior shall be formed to 11

manage Puerto Rican interests inside the United States and in Puerto 12

Rico. 13

A Bill to Offer an Incentive for Crop Producers That Use Genetically Modified Seed to Increase Yields

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. This new incentive program will raise the number of producers using Genetically 2

Modified Organism seed, boosting crop yields. 3

SECTION 2. “Incentive” is defined as something that motivates one to do something. “GMO” 4

is defined as an organism or microorganism whose genetic material has been 5

altered by means of genetic engineering or plant breeding. 6

SECTION 3. The Unites States Department of Agriculture will oversee this incentive process. 7

A. Producers using genetically modified seed will receive an income tax break.8

B. The reduction of crop producers in America has left current laborers9

overwhelmed to keep up with the production demands needed for the10

growing United States population.11

C. This incentive will encourage producers to use genetically modified seed and,12

in turn, increase the number of producers.13

SECTION 4. This bill will be enacted in January 2019. 14

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 15

A Bill to Tax Plastic Bottled Water to Reduce Consumption

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. A five-cent sales tax shall be collected for every plastic bottle of water 2

purchased. All revenue generated will be transferred to the budget of the 3

Environmental Protection Agency. 4

SECTION 2. “Plastic bottled water” is defined as all noncarbonated water which is 5

sealed in plastic bottles offered for sale for human consumption. 6

SECTION 3. The Internal Revenue Service will oversee the enforcement of this bill 7

through normal means. 8

SECTION 4. This bill will go into effect January 1st, 2020. 9

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.10

A Resolution to Increase Suicide-Prevention Education in Schools

WHEREAS, Suicide is the 10th leading cause of death in the United States alone; and 1

WHEREAS, By 2030, depression will outpace cancer, stroke, war and accidents as the 2

world's leading cause of disability and death, according to the World 3

Health Organization; and 4

WHEREAS, Crippling depression that leads to suicide is affecting teenagers and 5

adults across the nation and causing influential and effective people to 6

take their own lives; and 7

WHEREAS, The majority of the world’s suicides could have been prevented if 8

attention was given to the warning signs; now, therefore, be it 9

RESOLVED, That the UIL Congress here assembled make the following 10

11 recommendation to increase suicide-prevention education in schools.

A Bill to Halt All Arms Sales to Saudi Arabia

BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Department of Defense shall immediately terminate all sales of arms to 2

Saudi Arabia. 3

SECTION 2. “Arms” are defined as artillery, ammunition, tactical weaponry or specialized 4

weaponry. “Terminate” is defined as the cessation of transfer of weapons and 5

acceptance of money from the Saudi Arabian government. 6

SECTION 3. The Department of Defense shall oversee this termination of arms sales. 7

A. The Department of Defense shall receive a stipend of 1 billion dollars in two8

fiscal years to make up for the lost funds.9

B. Any arms still in possession of the U.S. Department of Defense that were10

intended for Saudi Arabia may be liquidated or resold to other nations.11

SECTION 4. This legislation will go into effect immediately upon its passage. 12

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 13

A Bill to Require Compulsory Military Service for the Defense and Well-Being of the Nation

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. All residents of the United States shall be required to serve a minimum of 2

two years in the National Guard from the age range of 16 through 20. 3

SECTION 2. A “resident of the United States” shall be defined as any person who is a 4

citizen of the United States or who resides in the United States and its 5

territories. “National Guard” refers to the current military structure in 6

place in each State. Two years is defined as two consecutive years. 7

SECTION 3. The U.S. Department of Defense shall oversee the compulsory service, 8

education and training of Americans ranging in age 16 through 20 9

immediately following the conclusion of their secondary education for 10

threats or disasters, or disaster relief in the territorial United States. 11

Qualifying Americans shall receive military training as well as two free 12

years of community college with a qualifying high school diploma; 13

Americans without diplomas shall receive technical training on an as 14

needed basis. Qualifying Americans failing to report and/or participate in 15

compulsory military service shall be incarcerated under the jurisdiction of 16

the military courts and its tribunals. 17

SECTION 4. This bill will be in full effect at the end of June 2019. 18

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.19

A Resolution to Sanction China For Human Rights Abuses

WHEREAS, The government of the People’s Republic of China has led a campaign of 1

Repression against the Muslim Uighur minority in the province of 2

Xinjiang; and 3

WHEREAS, At least half a million Uighurs have been detained arbitrarily in 4

government camps within Xinjiang, and have, under threat of physical 5

harm, been forced to renounce their religion and culture; and 6

WHEREAS, The Chinese government has established a massive system of surveillance 7

targeted at the Uighurs, including the establishment of widespread 8

security camera networks, the forced collection of biometric data, the 9

installment of extensive government checkpoints, and the hiring of thirty 10

thousand new security personnel; and 11

WHEREAS, The United Nations have noted the Uighurs are being treated as 12

“enemies of the state” based solely on their ethno-religious background. 13

The Chinese government has similarly disregarded human rights in its 14

treatment of domestic human rights activists; now, therefore, be it 15

RESOLVED, That the UIL Congress here assembled sanction Chinese officials and 16

security companies to reduce human rights violations targeted at the

Uighurs.

A Bill to Protect National Parks BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The Federal Lands Recreation Enhancement Act will be reinstated with an 2

expiration date of January 31, 2028. 3

SECTION 2. The Federal Lands Recreation Enhancement Act constitutes that monies 4

collected from recreation fees for entering federal lands/national parks 5

are kept by the National Park Service in order to fund more recreational 6

projects, upkeep infrastructure throughout the parks and improve 7

facilities. 8

SECTION 3. As in the past, the Bureau for Land Management, Bureau of Reclamation 9

and the Fish and Wildlife Service will be responsible for: 10

A. Overseeing maintenance issues within federal lands.11

B. Dispersing funds throughout federal lands and national parks.12

SECTION 4. Implementation will take effect immediately after passage. 13

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.14
