As co-presidents, we'll take turns writing these newsletter messages, but for this first issue we wanted to share our joint vision for the League of Women Voters of Broward County for the coming year.

The past year has been marked by tremendous energy and action. Because it was an election year, our members were very busy with voter registration, candidate forums, presentations and other forms of voter service. These are the jobs no other organization does as well as the non-partisan League of Women Voters.

In addition to Voters Service, our League has developed several issue-oriented committees that contribute to civic engagement:

• The Gun Safety Committee, chaired by Bradette Jepsen

• The Environmental Issues Committee, chaired by Stephanie Pearson

• The Women's Health Issues Committee, the newest one, chaired by Linda Bloomfield

These are exciting efforts that we hope to nourish and grow. They fit our goals of building a Broward League that is larger and more engaging for members.

This is not an election year, but we need to expand and prepare because the election in 2018 will be critical in so many ways. Not only will Florida voters elect a governor, a U.S. senator and many state representatives, but there will be so many important issues. We expect ballot questions growing out of the Broward Charter Review process and the every-20-year Constitutional Revision Commission, which is now meeting.

Whenever there are constitutional amendments, the League steps up to explain and educate voters on the issues. It's one of the things we do best.

Help us reach out to new members and develop activities that will engage our members. Please send us your ideas.

Business, Awards, Recognition at Annual Meeting

The League of Women Voters of Broward County elected board members, affirmed action issues, and approved its 2017 budget at its annual business meeting on April 22. Held at the Sheraton Suites Plantation, the Annual Meeting was organized by chairperson Donna Meyers, and committee members Iris Convissar and Bonnie Gross.

Officers and Board: Joanne Aye and Bonnie Gross will serve as

co-presidents. They will be joined by Vice President Stephanie Pearson, Secretary Elayne Garver, and Treasurer Gloria Reinhardt. 2017/18 Board of Directors are: Nora Ayala, Jocelyn Carter-Miller, Bradette Jepsen, Harriet Mathis, Donna Meyers, Julie Morrall, Laura Simon, and Katy Syed.

The 2017 budget calls for total expenses of $17,800. The

largest expenses are membership dues to the national and state League organizations ($4,200), local meetings ($3,500), education activities ($2,900), and rent ($3,600).

2016 Scholarship Winner: The League recognized Emily

Magnuson, the winner of the 2016 League of Women Voters Opportunity Scholarship. The 2016 Plantation High School graduate was awarded the scholarship based on her essay response on how to encourage young people to become engaged in the democratic process. Emily is studying nursing at Broward College.

2017 Good Partner Awards: The League also recognized two

Broward Vote! Coalition partners with the Good Partner Award. The TJ Reddick Bar Association and the Caribbean Bar Association joined with the League and other community organizations to increase voter turnout in the 2016 elections.

Keynote Speaker Delivers Powerful Address

Roderick Kemp, a member of Florida Restoration of Rights Coalition that is leading the movement to place a “Voter Restoration Amendment” on the 2018 Florida ballot, spoke of his own experience to emphasize the inequities of Florida voting rights.

Kemp, a realtor, a father, grandfather and resident of Fort Lauderdale, became active in electoral politics in the 2008

presidential election. He has served on local boards and managed campaigns for local, county and state races. In 2015, his right to vote was revoked because of a 30-year-old arrest for cocaine possession, for which he served several months in jail. He was the subject of the short documentary, “Unforgiven,” produced by the Florida Center for Investigative Journalism. In early 2017, his rights were restored, though most people seeking clemency wait years for such action.

Florida has one of the most punitive disenfranchisement policies in the country, according to the Brennan Center for Justice (https://youtu.be/QG7ynpeSLu4). All citizens with felony convictions are permanently barred from voting unless they individually apply to the state Office of Executive Clemency for rights restoration, which can take years.

This policy bars more than 1.6 million Floridians – including more than one in five African-Americans in the state – from the polls. (Florida has 13 million registered voters.)

The language of the amendment petition: “This amendment restores the voting rights of Floridians with felony convictions after they complete all terms of their sentence including parole or probation. The amendment would not apply to those convicted of murder or sexual offenses, who would continue to be permanently barred from voting unless the Governor and Cabinet vote to restore their voting rights on a case by case basis.” All signatures for this petition must be submitted by February 1, 2018 for the amendment to appear on the 2018 ballot. The League of Women Voters of Florida is a member of the Florida Restoration of Rights Coalition (FRRC). League Approves Study and Action Issues for 2017 VOTER SERVICES:

• To increase voter turnout and voter education by providing enhanced nonpartisan Voter Services to include, but not limited to, voter registration, information on ballot issues, candidates, other voting issues and the use of various media including VOTE411.

• Establish and publicize a Clearinghouse for Candidate Forums.

• Action to Eliminate Voter Suppression, and Action to Restore Voting Rights for Ex-Felons (Per LWVF Positions).

BROWARD COUNTY GOVERNMENT: • Support of the Broward County Charter.

• Support of Charter changes to provide for an elected county executive, appointed county administrator, single-member districts and an increase in the number of commission seats based on future needs.

ENVIRONMENTAL ISSUES: • Support of acquisition, development, and management of park lands, greenways and open spaces.

• Support of criteria for any commercialization in public parks.

• Monitor and support the conservation of Water and Water Resource Areas, including Everglades Restoration.

• Support development and implementation of a regional climate change action plan for Southeast Florida, including emphasis on encouraging use of Solar and other alternative energy sources.

COUNTY-WIDE LIBRARY SYSTEM: • Support of the county-wide system.

• Support Friends of Library groups

CHILDREN’S ISSUES: • Support of an independent taxing district in Broward County to fund children’s services pursuant to FL

statutes 125.901 and monitor the Children’s Services Council.

• Monitor the implementation and functioning of the privatization of the foster care system.

• Advocate and support effective and efficient services for Broward County children.

EDUCATION: • Support for concurrency; for accountability for capital expenditures; for local solutions which involve the

school’s entire community and for public/private partnerships.

• Action in support of Accountability for Charter Schools, (per LWVF position.)

HUMAN ISSUES: • Advocate for global, national and state population stabilization and sustainability of resources.

• Support the safe rescue and rehabilitation of victims of human trafficking and the education of the public about this issue.

WOMEN’S ISSUES (Per LWVF and LWVUS positions): • Support equal opportunity, equal pay for equal work, and all equal rights for women.

• Actively support Pro-Choice Coalition and Floridians for Reproductive Freedom

GUN SAFETY (Per LWVF and LWVUS positions): • Actively support local governments in efforts to promote gun safety

• Support efforts to educate Broward residents on gun safety issues.

Local Program for the LWV of Broward County is chosen each year by League members at the Annual Meeting in

April. Program topics are suggested by members, submitted to all members 30 days before the Annual Meeting,

Environmental Committee Monitors Legislation By Stephanie Pearson, Environmental Chair

The 2017 Florida Legislature session has only weeks to go. We see a flurry of activity which demands our attention. Our Florida League of Women Voters Board, our lobbyist, and the local League environmental committees throughout the state have been focused and communicating via emails and conference calls.

Much of this activity has been focused on Senator Negron’s bill, SB10, which proposes a reservoir south of Lake Okeechobee to help alleviate the need to discharge water east and west. Those discharges caused the toxic algae blooms on our coasts which were so destructive.

We also need more reservoirs to store water during the rainy season for use during the dry season and to send water south to the Everglades where it is so needed. This is a complicated bill which has evolved from the purchase of lands from US Sugar to allowing Land Acquisition Trust Funds to be used for water projects and now to the use of land already

owned by the state. The League supports the current version of the bill which passed the Senate and is under consideration in the House.

HB198 is working its way through committees. It requires the Governor to fill vacancies on the Environmental Regulation Commission (ERC) in a timely fashion and requires a supermajority vote to change air and water quality standards. The League supports this bill. The ERC was lacking its full membership when it passed regulations allowing more pollutants last year.

A bill banning fracking in Florida appears dead this session, but HB451 and SB442 are still out there if legislators can be persuaded to push on this. The League supports a ban on fracking.

TAC Meeting to the Water Advisory Board On April 14, the TAC met and heard a presentation by Jason Liechty, Environmental Projects Coordinator for Broward County on the status of bills in the Florida Legislature. (We were fortunate to have him speak at our March 15 meeting).

The next presenter described local projects under consideration for a grant from the IWRP program. Many of these projects expand the use of reclaimed water to avoid taking more water than necessary from our aquifer. The process for approval to project commencement will extend through this year.

For the past five years, Broward County, along with other south Florida counties, has been part of a Regional Climate Action Compact to prepare for the impacts of rising sea levels. Dr. Jurado of the Broward County Environmental Planning Division gave the TAC an update on the process to update the plan.

Our final presenter was the coordinator of Water Matters Day who reported on the success of the March 11 event. Each year Water Matters Day grows – this year over 4,300 participants learned about water issues and conservation. Our League was happy to participate this year and the members who attended enjoyed the day.

League and Moms Demand Action Partner for Gun Safety Presentation

Thanks to the River of Grass Unitarian Universalist Congregation for hosting our May 1st gun safety meeting sponsored by the Broward Gun Safety Committee and Broward County MOMS Demand Action for Gun Sense in America.

Author Tom Gabor discussed his recently published book, Confronting Gun Violence in America. Panelists included Broward County Sheriff Scott Israel, who is a long-time advocate of stricter gun control laws, and Doctor Jorge Luis Sotelo, Clinical Affiliate Associate Professor at the Charles E Schmidt College of Medicine at FAU and Medical Director of Adult Psychiatry at Memorial Hospital, who spoke about the relationship of suicides and the availability of firearms.

Legislative Activities: • Members of the Broward League’s Gun Safety Committee

continue to work to oppose bills before the Florida Legislature that would expand the stand

your ground defense, allow concealed weapons permit holders to carry handguns into bars,

airports, police stations, jails, courthouses, polling places, colleges, professional sporting events

and seaports as well as support bills that would ban assault weapons and implement universal

background checks for all gun purchases.

Local Activities: • Bradette Jepsen met with Broward County’s Black Lives Matters to discuss our committee’s

activities.

• Thanks to the initiative of West Park City Commissioner and LWVBC member Kristine Judeikis,

West Park City Commission unanimously approved a resolution supporting our gun safety

activities.

• Committee members continue to seek support from other local jurisdictions.

Reproductive Health Initiatives

"The League of Women Voters believes public policy in a pluralistic society must affirm the constitutional right of privacy of the individual to make reproductive choices." (LWVUS Impact on Issues 2016-2018). League members are encouraged to contact legislators as "voting constituents" on these issues.

The Reproductive Health & Justice Committee continues looking for people to submit letters to the editor, so please think about doing so and/or think about asking people you know to do the same. You can also use your social media to spread this request. The letter can be addressed to major or local newspapers and should engage the public by spreading information on pending legislation. Templates for Letters to the Editor are available.

You may choose to contact members of the House Judiciary Committee with phone calls and/or emails and/or letters to oppose HB19 and SB1140 which invite frivolous lawsuits against physicians and are attempts to discourage doctors from performing abortions.

HB696 and SB1130 address Pregnancy Support Services. If passed, these bills would use tax dollars to require the Department of Health to contract with a not-for-profit statewide alliance of organizations to provide pregnancy support services through subcontractors; providing for subcontractor background screenings under certain circumstances; requiring services to be provided in a non-coercive manner and forbidding the inclusion of religious content, etc. No information/alternatives to a full-term pregnancy would be offered.

The Florida Constitutional Revision Commission is looking at a constitutional amendment diminishing women's rights to privacy. The Roe decision was predicated on that right to privacy, so any alteration would erode a woman's ability to make choices. Interested members should contact the CRC to voice objections to this change.

Scholarship Deadline – May 5 The League of Women Voters of Broward County offers a Broward College Opportunity Scholarship each year honoring a student who plans to continue his or her education at Broward College. Applicants must be registered voters and respond to an essay prompt.

The topic of this year’s scholarship award asks applicants to select a public policy issue that is of great interest to them, discuss its social and/or political importance, and describe how the tools of advocacy might be utilized to influence legislation in support of or in opposition to the issue.

Democracy at Work: The Florida 2017-2018 Constitutional Revision Commission Hearings

Florida is the only state where a state Constitution Revision Commission, with the express purpose of proposing amendments to be considered by the voters, can bypass the normal legislative process for creating changes to existing law. The amendment proposals recommended by the 37-member commission must pass with 60% of the electoral vote. Membership consists of 15 members appointed by the Governor, 9 appointed by the Florida Senate President, 9 appointed by the Florida Speaker of the House, 3 appointed by the Chief Justice of the Florida Supreme Court, and the Florida State Attorney General.

Before potential amendments are drafted, the Commission first holds public hearings titled, “Floridians Speak We Listen.” LWVBC members attended the hearings held in South Florida, on April 6th at FIU, in Miami, and on April 7th at FAU, in Boca Raton.

The hearings exemplify what officials, as well as ordinary citizens, consider critical issues. Topics included:

• fair districts; open primaries; dark money; fair amendment process; anti-judicial term limits

• home rule/local control

• restoration of rights for felons; abolishing death penalty

• funding Florida Forever/Amendment 1; environmental concerns (solar, clean water, ban on fracking)

• abortion rights/privacy issues; healthcare for all; death with dignity

• legalization of recreational marijuana

• legal aid for victims of domestic violence

• immigration

• funding charter/religious schools; FCAT elimination

Did you know that amendments

proposed by the Constitution Revision Commission will go directly to the 2018 ballot; they do not have to be approved by the Supreme Court or signed by Governor. They need to be submitted to the Division of Elections at least 180 days before Election Day. They will require a 60% yes vote to pass.

The League of Women Voters of Broward has updated its useful brochure listing all Broward’s elected officials, from the US President to school board members.

The 2017-2018 directory will be distributed to libraries, League voter-registration events and to government offices such as county commission, Broward legislative office, elections office and the League of Cities. Distributing information about how to contact your elected officials is a core mission of the League.
