Administrative Services• Trained 100 election judges on new technology

called epollbooks and successfully held two elections with an 87 percent turnout.

• Interviewed consultants to implement a plan and schedule for recodification.

• Installed new phone system with LOGIS and Cisco that involved 150 phone sets.

• Received the GFOA award for Certificate of Achievement for Excellence in Financial Reporting.

• Coordinated efforts (Communications, Parks & Recreation) to educate the public about financing Brookview Community Center.

Communications• Provided strategic communications and

marketing planning, implementation, and brand management for the City using print and electronic publications, video, social media, and independent media outlets.

• Worked with City staff to develop creative methods and tools to communicate key messages to the public about all aspects of City services and issues, including firefighter recruitment, Douglas Dr reconstruction, Comprehensive Plan process, and more. Coordinated development of public presentations on assets & infrastructure, City Council Goals, and State of the City.

• Promoted and expanded City’s use of video and reach on social media.

• Worked with various departments and organizations to complete agreement with the Discover St Louis Park CVB, develop City’s special events policy, roll out and brand GV Emergency, rebrand and develop new website for the West Metro Home Remodeling Fair, etc.

• Coordinated and led process to start rebranding and marketing the new Brookview and its amenities, including The Backyard, Brookview Golf and Lawn Bowling, Three One Six Restaurant, and the Bassett Creek event venue.

2016 ACCOMPLISHMENTSCity Departments

Motor Vehicle Licensing

• Added another dealership, to make a total of 30 dealers that process paperwork through Golden Valley on a routine basis

• Received an “above standards” mark on annual performance review from Driver and Vehicle Services

• Increased total transaction count from 2015 by 11 percent


Fire Department Human Resources• Worked with consultants from Five

Bugles Design to help complete a thorough analysis and study of the City’s Fire Department and Fire Stations that will be presented in 2017.

• Updated and improved the process for recruiting, hiring, and retaining paid on-call firefighters.

• Completed the expansion into commercial property inspections that proactively deal with property maintenance and gathering valuable preplan information for emergency response.

• Completed implementation of the emergency notification system (GV Emergency) and continue working to increase public participation.

• Completed the purchase process for a ladder truck, rescue squad, and assessment of turnout gear to assure the department continues to meet NFPA standards for response and safety.

• Conducted 25 separate recruitment processes to fill approximately 100 positions, including full-time, part-time, paid on-call, and temporary/seasonal positions.

• Settled two collective bargaining agreements for three-year terms.

• Served as lead staff on resolving sensitive employment concerns.

• Assisted various departments in reviewing operations and successfully developed more efficient procedures and practices.

• Advised various departments on policy issues, employment matters, hiring decisions, organizational issues, etc.

Parks & Recreation Department

• Completed public process and all approvals for Brookview groundbreaking event. Construction began in October.

• Finalized partnership with Discover St Louis Park to provide marketing services for the City of Golden Valley.

• Planned and implemented the grand opening of the Sandburg Youth Athletic Facility.

• Completed Golden Oaks Park neighborhood input process and park improvement project.

• Applied for and was awarded grants for 2017 park improvement projects from Hennepin Council Youth Sports program, Minnesota Twins Community Fund, USTA, and GameTime, Inc.

Police Department• Implemented new record management system.

• Purchased and implemented new ID card system to replace fobs.

• Conducted city-wide active shooter training.

• Gave a workplace violence presentation at more than 15 Golden Valley businesses throughout the year, reaching approximately 500 employees directly.

Physical Development- Engineering

• Completed reconstruction of Sandburg Athletic Complex, added or replaced facilities in Yosemite and Golden Oaks Parks, and replaced shelter roof in Lakeview Park.

• Upgraded all commercial water meter transmitters and 1,182 residential transmitters.

• Completed ¾-mile overlay in-house on Killarny, Ottawa, Xenia, and replaced 60 signs and posts.

• Cleaned 43.5 miles of sewer, fixed or replaced 33 hydrants or valves, and repaired 25 sink holes.

• Installed fire suppression system in Golf Maintenance Building.

• Completed the Winnetka Ave and Medicine Lake Rd Long-Term Flood Mitigation Study.

• Completed design, bidding, and first phase of the Liberty Crossing Flood Mitigation project.

• Worked with Hennepin County to complete design, bidding, and first year construction of the Douglas Dr reconstruction project, including right-of-way acquisition and utility relocation.

• Completed the JWC’s PCCP Pipe analysis study.

• Completed analysis of and implementation plan for asset management software package.

• Began the updating process for the City’s Comprehensive Plan with involvement of City Commissions and the public, including creation of a Bicycle and Pedestrian Task Force.

• Successfully resolved the non-compliant lumber issue on the Central Park West and Hello apartments.

• Completed City Hall lower level remodeling project and improved integration of department functions.

• Enhanced the online presence of Planning Division with “current developments” page.

• Completed seven business visits and visited one prospective business considering relocation. Met with several brokers or builders about possible projects locations or redevelopment sites.

Joanie Clausen• Achieved Municipal Consent of the Blue Line.

• Organized the Committee for the Bike and Pedestrian Committee.

• Began construction of the new Brookview.

• Worked and got to know the new city manager and, realized we “without a doubt” made an outstanding choice!!!

• Saw new development and business opportunities within the city.

Larry Fonnest• Created the City of Golden Valley Civil

Infrastructure Plan.

• Joined the action-oriented GreenSteps Cities Program, offering the City a cost-effective path to implement sustainable development best practices.

• Partnered with Discover St Louis Park to promote community growth, stimulate economic development, and bring more visitors to Golden Valley.

• Negotiated the memorandum of understanding between the City and the Golden Valley Community Foundation, better enabling its volunteer and civic-action capacities.

• Broke ground on the new Brookview and created a development plan for the new Sochacki Park.


Steve Schmidgall• Start of the Brookview Community Center

replacement! Council developed exactly the right way forward to hold cost of the facility down while provide a robust array of attractive amenities and services.

• Transition of staff duties to staff and away from Council under the excellent leadership of new city manager, resulting in more responsive governance and proper distribution of liabilities and assets.

• Energetic start on Comprehensive Plan: Several task forces have been established and are busy at work on the Plan.

• Bold first steps in infrastructure repair, replacement, and enhancement. This has resulted in a modest jump in taxes but has been a much-needed investment and will create a much more livable Golden Valley in the long run.

• Completion of the consolidation of multiple departments into the Physical Development Department, including completion of the physical plant changes to support this. This has resulted in much improved service to residents, developers, and builders and will attract business activity to Golden Valley.

Andy Snope• Accomplished Municipal Consent for Blue

Line Extension. Continued work on CMC to benefit Golden Valley.

• Began work on the new Brookview Community Center. Provided funding that kept tax increase reasonable.

• Began examination of an infrastructure replacement plan.

• Approved Golden Valley Guiding Principles, Conflict of Interest policy.

• Saw the starts of some major development projects in Golden Valley: Central Park West, JHAP, Liberty Crossings, Hello, Douglas Dr.

Shep Harris• Continued infrastructure improvements:

Community Center, new park equipment (gazebo, Golden Oaks playground), Douglas Dr.

• Finalized housing projects (Cornerstone Creek, Liberty Crossing).

• Kicked off Comp Plan.

• Conducted 2016 Community Survey.

• Completed Discover SLP CVB agreement.

Administrative Services• Continue using Electronic Poll Books in elections

and develop a more efficient process for absentee voting.

• Continue working with consultant, staff, and council on the recodification plan and schedule.

• Work with LOGIS in first quarter to implement Tungsten electronic accounts payable system.

• Work with LOGIS to convert to Invoice Cloud for online payments (check, credit card, ACH) for utility billing (will allow reoccurring payments along with email reminders).

Communications• Improve communications planning process

to increase community awareness of City government and services. Strategically assess information needs and develop tools to meet those needs. Promote and expand City’s use of available communications tools, including video, social media, and web resources.

• Manage editing process and publication preparation for the 2040 Comprehensive Plan and the Employee Handbook, etc.

• Collaborate with staff to develop, implement, and manage marketing and branding for the new Brookview and its amenities (image/logo, new website, promotional materials, etc).

• Coordinate development and implementation of crisis communications plan.

• Coordinate and tighten City’s branding standards across the board; consolidate and streamline all City communications materials. Develop logo wear to support City and community brand.

• Operate Brookview in a manner that creates minimal impact to Parks and Recreation, Golf, and Lawn Bowling during construction and a smooth transition to the new facility.

Police Department• Hire four new officers to replace current

openings and future projected retirements.

• Continue to train officers in crisis intervention to reach 100 percent trained.

• Implement body cams and new squad video system as well as develop policies and procedures for these systems.

• Integrate and train new administrative sergeant position.

• Continue to be on the forefront of IT challenges and opportunities in criminal justice.

• Complete the Liberty Crossing Flood Mitigation Project and begin planning for the next project from the Study. Obtain DNR Flood Mitigation Grant.

• Complete reconstruction of Douglas Dr, including substantial progress on the landscaping project.

• Begin implementation of new asset management software.

• Complete the I-394 Inflow and Infiltration Mitigation project.

• Complete planning and begin construction on public improvements at Xenia Ave and Golden Hills Dr and in the Hwy 55 West redevelopment area.

Economic Development• Continue the updating process for the

City’s Comprehensive Plan, including working with Commissions and consultants to develop content and with the public and City Council to review the draft document.

• Use the Bicycle and Pedestrian Task Force to conceptualize a more complete network across the City and set priorities for implementation.

• Better define the City’s four proposed planning districts to focus future redevelopment and reflect market realities.

• Work with the City Council to develop tools that encourage and support new affordable housing units in Golden Valley.

• Continue to work with the METRO Blue Line Extension Project Office and other partners to prepare for the eventual construction of the LRT line and stations.

• Continue to purge and scan retained inspections files and other required documents to better manage storage space and record retention.

• Make improvements to the Zoning Code in terms of both content and formatting, including outdoor storage and resolving the issue of auto dealership inventory.

• Continue to visit and develop relationships with existing businesses. Prepare for business, broker, and developer inquires and proposals.

Physical Development- Public Works

• Replace park equipment and complete related improvements at Lakeview (address ground water problem), St Croix, and Medley Parks. Install concrete pads and bike racks at 16 parks.

• Complete 1,500-1,700 residential water meter transmitter upgrades.

• Inspect and repair gate valves, manholes, and hydrants on Glenwood Ave and overlay areas. Inspect hydrants, manholes, and valves in Maintenance District 2.

• Complete in-house mill and overlay (Cloverleaf neighborhood) and upgrade 5 percent of street signs in City.

• Continue to manage City vegetation, including tree removal, trimming, planting, EAB, and buckthorn removal, including General Mills, Bassett Creek, and South Rice Lake Nature Areas.

• Complete HVAC automation system upgrade in Public Safety; replace portions of carpeting upstairs in City Hall.

Joanie Clausen• Continue work on the Comprehensive Plan

due in 2018.

• Continue to work on City infrastructure replacement plan. Look into the possibility of a neighborhood park on the south side of the city.

• Ensure when a developer’s project is passed by the Council and there are conditions attached, that those conditions are monitored and enforced through-out construction of the project.

• Continue to monitor the Blue Line Extension.

• Be responsive to residents’ concerns and questions.

Larry Fonnest• Develop a Climate Action Plan to reduce

greenhouse emissions and increase the use of renewable energy with the goal of being carbon neutral by 2040.

• Employ the City’s influence, financial aid, and resources to ensure integrated affordable and moderately priced housing is provided in future housing developments and/or redevelopments.

• Establish Community Gardens in public spaces to encourage neighborhood organic food production.

• Curtail the sale of flavored tobacco, which is a gateway product designed to attract youth to smoking and a lifetime of addiction.

• Provide programming budget for the Environmental Commission.

• Explore multimodal linkages between the Golden Valley LRT station and the greater Golden Valley community.
