Base Support: New Sport Ocean Sports Centre NOTICE OF RACE 1 RULES 1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. 1.3 In all rules governing this event, the notations; 1.3.1 [DP] denotes a rule for which the penalty is at the discretion of the jury and may be less than a disqualification. 1.3.2 [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing or a discretionary penalty applied by the jury with a hearing. This changes RRS 63.1, A4 and A5. 1.3.3 [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a). 1.4 If there is a conflict between languages the English text will take precedence. 2 EVENT ADVERTISING 2.1 Competitor advertising will be restricted to World Sailing Regulation 20, Advertising Code. 2.2 [DP] Boats may be required to display advertising chosen and supplied by the organising authority. Competencyissuedbythelocalauthority3.2EligibleteamsmayentertheeventbycompletingtheEntryForm,Crewlist,Crewexperienceform
(oftheskipper&atleast3majorcrewmembers).Eachskippershallsubmitvalidskipper’slicense(ChineseskippershallsubmitvalidCertificateofCompetenceissuedbyChineseYachtingAssociationLevelBorabove.)andpaytheEntryFee.CrewFeecanbetransferredbybankorpayuponregistration.Applicantswillbeinformedwhetherornottheirentryhasbeenacceptedwithin5workingdaysofthereceiptofacompleteentrybytheShenzhenRegattaOffice.Ifapplicantsfailtosubmittheaboveitemsornotqualifiedbeforetheentrydeadline,theentrywillbeconsideredvoid,inwhichcaseboatswillnotbeeligibletocompeteunlessthereasonisacceptedbytheorganisingauthority.
3.3 Competitorsshallbeeithernationalorbonafideresidentsofthecountrytheyrepresent,unlessotherwiseagreedbytheASAFExecutiveCommittee.Proofofageandnationalityshallbeproducedatthetimeofregistration.
3.4 EachMNAmayenteramaximumoftwoentriesperclassasprovidedinNoR3.1.3.5 Entriesshallbemadebyfillingintherelevantonlineregistrationformsavailablefromtheevent
website,www.chncup.com,andbypayingtherequiredfeesconsideringthefollowingdeadlines:
ThedeadlineforentryisSunday10thSep2017,whichcanbeadjustedatthediscretionoftheorganisingauthority.
3.6AllboatsshallcarryaVHFtransceivercapableoftransmittingandreceivingonChannels72and77(inadditiontoCh16).
3.7 Allcompetitorsshallbringtheirownpersonalfloatationdeviceswhichmustbecapableofbeingfastenedorsecuredatalltimeswhileafloat.Wetsuits,drysuitsandtrapezeharnessesarenotpersonalfloatationdevices.Theorganisingauthorityreservestherighttorejectanypersonalfloatationdeviceswhichitconsidersunsuitable.Personalfloatationdevicesshallcomplywithappropriateinternationalstandards.
3.8Fornon-ChinesecrewmemberstobepermittedtolandatMainlandChina,avalidChinavisaisrequiredforeachperson.
4 FEES
4.1 TheentryfeeisRMB2000(HKD2400/USD300)perteamincludingskipper.4.2AdditionalCrewfeeofRMB500(HKD600/USD75)foreachadditionalcrewmemberandsupporter
forofficialshuttlebusestransportationbetweenShenzhenhotelsandregattacentre,dinner,souvenirsandcrewticketsforallofficialfunctionsandpartiesoftheregatta.
4.3Organisingauthoritywillappointhotelforcompetitors.Maximum3TwinRoomswillbeprovidedtoeachenteredteambytheorganisersforfreeduringtheregatta(fromOct.26thto29th).
4.4EachteamshallpayRMB15,000(USD2300)asdamagedepositatregistration.Thedepositisrefundableafterregattaifnodamagetotheboat.
4.5 FeesshallbepaidinRMB／HKD／USD.Feesshallbefreeofbankcommissions.Anybankfeewillbechargedtothecompetitors.
5 FORMAT
Theeventwillconsistofasingleseriesoffleetraces,withmaximum8racesplannedtobesailedover3days.

8 SAILINGINSTRUCTIONS
Thesailinginstructionswillbeavailablepriortotheregatta.
9 VENUE
9.1 Theeventvenue,NewSportOceanSportsCentre,isapproximately90kmfromShenzhenInternationalAirport.AddendumAshowsthelocationoftheeventvenue.
9.2 TheracingareawillbethewatersinfrontofNewSportOceanSportsCentre.AddendumBshowsthelocationoftheracingarea.

15.1 TheASAFKeelboatCup2017prizeswillbeawardedtotheboatsinthefirstthreepositionsintheoverallseriesscores.
15.2 Dayprizeswillbepresentedtothefirstplacedboatofthedayatthedailyprizegiving,withthemajorandoverallprizesbeingpresentedattheSundaynightprizegiving.
15.3 Otherprizesmaybeawardedatthediscretionoftheorganisingauthority.
16 DISCLAIMEROFLIABILITY
16.1Yachtracingcanbedangerous.TheattentionofownersandskipperisdrawntoRRSFundamentalRule4:"Theresponsibilityforaboat’sdecisiontoparticipateinaraceortocontinueracingishersalone"andtoSpecialRegulation1.02(firstpoint)whichbegins"ThesafetyofayachtandhercrewisthesoleandinescapableresponsibilityofthePerson-in-charge...”
16.2 TheChinaCupInternationalRegattaorganisingauthority,ASAFKeelboatCuporganisingauthority,RHKYC,NewSportOceanSportsCenterandShenzhenVankeLongcheerYachtClubwillnotacceptanyliabilityformaterialdamageorpersonalinjuryordeathsustainedinconjunctionwithorpriorto,during,oraftertheevent.
16.3 Ownersandskippersareinvitedtoco-operatecloselywiththeorganisingauthority,racecommitteeandtheShenzhenRegattaOfficeincompletingtheformalitiesoftheirboatentriesbysubmissionofallrequiredinformation,certificates,forms,etc.withinthedeadlinedatesquotedthroughoutthisNoticeofRace.Itisthesoleresponsibilityoftheownersand/orskipperstocomplywiththedeadlinedatesandfailuretodosoinrespectofanyaspectwillbetreatedasafailuretoentertheregatta,inwhichcase,boatswillnotbeeligibletocompeteunlessevidenceofgenuineextenuatingcircumstancesforthelatenessisacceptedbytheorganisingauthority.

17.1 Theorganisingauthoritywillprovidethird-partyinsuranceforeachracingboat,andensurethe

validityofregattaperiodandvenue.17.2 EachcrewonboardshallprovideavalidpersonalaccidentinsurancewithaminimumcoverofRMB500,000effectivefordesignatedracingvenueanddates.17.3Eachteamshallsubmitthecopiesofcrewinsurancecertificatestotheorganisingauthority.
18 [DP][NP]MEDIARIGHTS,CAMERASANDELECTRONICEQUIPMENT
18.1 Byparticipatinginthisevent,competitorsandtheirsupportteamautomaticallygranttotheorganisingauthorityandanyeventsponsors,therightinperpetuitytomake,use,andshowattheirdiscretion,anyphotographs,audioandvideorecordings,andotherreproductionsofthemmadeatthevenue,oronthewaterfromthetimeoftheirarrivalatthevenue,untiltheirfinaldeparture,withoutcompensation.
18.2 Boatsmayberequiredtocarrycameras,soundequipmentorpositioningequipmentasspecifiedbytheorganisingauthority.Informationfromsuchequipmentshallnotbeusedbyaboatasevidenceinahearing.ThischangesRRS63.6.
18.3 Theequipmentprovided,onceplacedontheboatasinstructedbytheorganisingauthority,shallnotbemanipulatedbythecompetitororthesupportpersoninanyway,exceptwhensorequiredbytheorganisingauthority.
18.4 Competitorsmayberequiredformediainterviewsduringtheperiodoftheevent.
