President’s Message Dear members, Year 2016 saw us moving our Scientific Meeting to the month of March so that we can hold both the Scientific Meeting and Annual General Meeting (AGM) for the convenience of our members. There were 203 delegates from 21 countries who attended the Scientific Meeting, with 13 abstracts submitted for poster presentation. In future, we will hold our Scientific Meeting in March annually rather than biennially so members can look forward to a regular event every year. We have continued to support various local medical societies as well as pharmaceutical company-initiated continuing medical education programs throughout the year. These events were announced to all our members through email and I hope that you had also benefited from these. PAS has also continued to sponsor selected PAS members to attend the upcoming Association for South-East Asian Pain Societies (ASEAPS) Congress and the pre-congress Pain Management Camp in February 2017. This meeting remains an important platform for interaction among pain physicians within the region. I will be completing my term for office as President of the PAS after 6 years at the helm. I thank you for being a member and for supporting PAS all these years. Please come for our AGM as we will be electing our new Council for the next term. Best wishes to all! 1 The minutes of the last AGM held on 7th March 2015 was passed with no changes to the Minutes. Dr Noreen Chan proposed confirming the minutes and this was seconded by Dr Ong Say Yang.

President’s Report President went through his message and reiterated the Council’s decision to move the ASM in Sept 2015 to March 2016, in order to bring both ASM and AGM together so that members can attend both meetings at the same time, for both their convenience and to encourage greater participation at both events by members. President updated that the PAS has appointed Globewerks as their Secretariat to manage the affairs of the association.

Honorary Secretary’s Report

Honorary Secretary presented his report for the year of 2015.

3.1 The membership of PAS totaled 126 (27 Life, 98

Honorary Treasurer’s Report

PAS made a financial loss for 2015 as there were no events planned for the year, and therefore no revenue/income. Council proposed that Globewerks follow up on Dr Cynthia Goh’s suggestion to check with the tax auditors on whether it is possible to accrue revenue from one year to another in order to spread out PAS’ taxation.

Nomination process of council election

Dr Ong Say Yang presented on the introduction of a nomination process for future council election. A nomination form with stating eligibility criteria will be available on PAS website for members to nominate potential council members. This would allow for more transparency, and facilitate participation from more members.

Dr Noreen Chan advised that nomination should only be open to members with active membership, ie not in arrears. Secretariat to ensure that all memberships are paid up to date. Membership arrears for the last 3 years are to be looked into.

Dr Cynthia Goh advised that council should obtain an informal legal opinion on the management and voting rights of our Life Members. She remarked that high AGM absenteeism would impact on AGM quorum.

Any Other Business

Dr Cynthia Goh mentioned that the next IASP meeting is on 17 and 18 February 2017 in Myanmar. Council proposed to nominate members to attend the Pain Camp.

Dr Alex Yeo is tasked to update Council on status of the Pain Chapter formation with Academy of Medicine at next PAS Council meeting.

As there were no other business, the AGM concluded at 5.50pm.
