Foreword by Daniel Lau

Vice President for Student Activities

Dear MSMTA Friends and Colleagues:

It is with much excitement that we usher in another year with the presentation of the 2017-2018 Student Activities Handbook. The spirit of volunteerism is one that pervades the entire organization that is MSMTA. This beautiful spirit enhances the music scene here in the Greater Maryland region by providing opportunities that extend well beyond music. I encourage all the great music teachers of MSMTA to celebrate volunteerism by educating parents and students about this powerful spirit. As a community of artists, let’s keep the spirit filled with positivity and respect and discourage negativity that grows out of an unhealthy competitive attitude.

Last year, we moved most of our events to online registration only. This helps our chairs improve the efficiency of paperwork tremendously. For MSMTA members without access to online registration, we ask that you solicit the help of a friend with computer savvy, or to contact the chair or me for help. We successfully negotiated this in the past year on several occasions. For everybody, please remember to mail your registration fees and verification within two days of your online submission.

As always, many thanks are in order. First of all, I wish to thank all the chairs and co-chairs of the many MSMTA events listed on pages iv and v. Literally hundreds of volunteer hours are put into each event, and the good people who chair and co-chair each event do it every year in splendid and painstaking fashion. Next, I wish to acknowledge the Board of Directors of MSMTA composed of elected officers, local chapter presidents, the chairs of student activities, and chairs of standing committees. The insightful governance and vision from MSMTA's all-volunteer board make it possible for this organization to thrive. Special mention must go to the immediate past president, Dr. Junko Takahashi, and current president, Constance Fischel, for their superb and inspired leadership; and to Cynthia Cathcart, Chair of Technology for making 21st Century navigation a breeze. Finally, thanks go to the entire membership of MSMTA which is made up of music teachers whose passion and can-do spirits keep the arts flourishing and relevant.

Let's have a great year!

The following rules apply to all MSMTA events. Participating teachers, students and parents MUST BE FAMILIAR WITH AND ABIDE BY THESE RULES, AS WELL AS THE RULES THAT APPLY SPECIFICALLY TO EACH EVENT. RULES FOR DISPUTE RESOLUTION

PROCEDURES TO HANDLE IRREGULARITIES 1. In the event that any competition participant has cause to believe that irregularities occurred, thecompetition Chair must be notified as soon as possible, and before the judges begin their finaldeliberations, so that any remedies can be instituted before the competition results are finalized.Anyone who fails to bring any such allegations to the attention of the Chair prior to such time will bedeemed to have waived any cause of action. Irregularities include, among other situations, any event oraction by any person that may unfairly distract or influence the judges’ decisions or which may put anycompetition participant at an unfair disadvantage with regard to other participants, an unfair bias orlack of competence on the part of any judge, and violation of any MSMTA Rules or Bylaws. In addition,these procedures are intended for any disputes between MSMTA members.

2. If any competition participant makes an allegation to the Chair about irregularities or unfair actionsregarding the fairness of the competition in a timely manner as prescribed above, the Chair mustimmediately gather all known facts of such alleged incident and discuss with the judges if appropriate.The Chair has broad discretion to take any corrective action before the judges begin their deliberations.The Chair must investigate and attempt to resolve any other sorts of irregularities, such as disputesbetween competition participants, in a timely manner.

3. The Chair must then notify the President of the alleged irregularities and any actions taken, withinone week of the Competition. If the Chair makes or conveys any allegations of violations of any Rule orBylaw, then the President must proceed in accordance with Article XIII, Section 2 of the Bylaws. Anyreports, notes or relevant evidence will be kept by both the Chair and the President for not less than oneyear.

4. Any competition participant who remains unsatisfied with the Chair’s decisions or actions mustproceed in accordance with Paragraphs 9-11 of these Rules.

CANCELLATION OR POSTPONEMENT OF ANY COMPETITION

5. If a Chair decides to cancel or postpone the competition for any reason, he or she must first contactthe President to discuss the situation and obtain permission as soon as possible. The Chair must thencontact all competition participants to notify them that the competition is cancelled, and of a new date,if applicable.

6. In the event the President is unavailable to give timely permission to cancel a competition, the Chairmay not cancel the competition but must continue as planned. Exceptions to this rule are limited to thefollowing. a) The judges agree that the piano is unplayable. b) The judges agree that the venueprevents the competition from proceeding in some fashion. c) Inclement weather would jeopardize thesafety of the participants. d) A regional emergency. If any of these exceptions apply, and the event iscancelled, the Chair must still attempt to contact the President to get prior authorization and a reportmust be subsequently written and submitted to the President.

Page 10: 2017-2018 - MSMTA · organization to thrive. Special mention must go to the immediate past president, Dr. Junko Takahashi, and current president, Constance Fischel, for their superb

vii

7. In the case wherein the Chair has decided that the competition may not continue, but not because ofthe exceptions enumerated in Paragraph 6, and cannot obtain the President’s permission in a timelymanner, the competition will nonetheless continue as planned. However, the judges will be instructed tofinalize the competition results and must either sign a Judge’s Certification or decline to sign, with awritten statement from each judge as to why they do not believe that the competition afforded a full,fair and equal opportunity to hear each contestant. The competition results will not be made public orfinal until the matter is brought to the attention of the President, who will then consider the Chair’swritten report made in accordance with these Rules, the judges’ statements, and any other informationthe President deems relevant. The President will then, in a timely manner, issue a statement eithercertifying the judges’ results, making them final and public, or cancelling the competition and the resultsaltogether. The President’s decision will be final and binding on all parties.

8. Any competition participant who remains unsatisfied with the President’s decision must proceed inaccordance with Paragraphs 9-11 of these Rules.

PROCEDURES FOR CHALLENGING A FINAL DECISION

9. Any competition participant or MSMTA member who alleged any unfair behavior, harm, or otherirregularities but still believes that the matter was unresolved properly, or was disciplined by a two- thirds vote of the Board, and wishes to challenge the results, must file by mail an “Intent to Challenge”to the President, describing in detail the facts and reasons in support of the Challenge. Any request forrelief must be limited to non-monetary damages. This “Intent to Challenge” must be signed by allparticipants who are bringing the allegation and must be postmarked within 10 calendar days of thedate of the Competition or action in question.

10. The President will consider the “Intent to Challenge,” review any relevant documents or statementsfrom the Chair or other participants or judges, and will issue a decision within 90 days describingwhether the Challenge has merit, and what, if any, action will be taken. This decision will be final andbinding upon all parties.

11. Any competition participant who remains unsatisfied and intends to bring legal action againstMSMTA must first notify the President of this intention in writing within 30 days of the President’sdecision on the “Intent to Challenge.” MSMTA, at its sole discretion, has 90 days to decide whether thematter will be decided in a court of law or in arbitration, as MSMTA may unilaterally require that alldisputes be handled through binding arbitration in accordance with the rules promulgated by theAmerican Arbitration Association. All competition participants or members who bring a lawsuit or otherlegal action against MSMTA over the results or process of any competition, or the results of adisciplinary action, agree to pay all legal fees and ancillary costs incurred by MSMTA in defending suchan action. Moreover, competition participants and members agree that any “Intent to Challenge,”lawsuit or legal action, or arbitration proceeding, will be limited to a request for non-monetary damagesor relief.

Music for the judges must have the measures numbered. Baroque period clarification: A student may play (a) a Prelude or Fugue or (b) both; (c) one or two

movements of a suite; (d) one or two Scarlatti/Soler sonatas. Toccatas and Fantasies must be played in their entirety, because they are divided into sections, not movements.

One movement from a sonata or set of pieces constitutes a work, and this specific movement must be listed on the application.

Historical periods for all transcriptions will be determined by the period of the transcriber; all transcriptions must be clearly labeled as such, including the names of BOTH the original composer and transcribing composer.

The prizewinning students may not repeat literature in future competitions. Contestants will be limited to fifteen (15) minutes of actual performance time. It is acceptable to

play for less than 15 minutes. Students, parents and teachers are welcome to attend the competitions.

The general rules governing MSMTA events also apply. Please read them carefully.

There

must be a minimum of 10 minutes of playing time, excluding repeats, at an appropriate tempo for each piece. Any changes in repertoire can be made with the Chair until April 1. After April 1, no changes (deletions or additions) will be accepted. Arrangements (such

as Palmer edition of Pachelbel’s Canon in D), music requiring accompaniment (i.e. concertos, duets, chamber, ensemble), or shortened versions are not acceptable. Students must present their music to the adjudicators. No photocopied music is acceptable

without permission of the copyright holder. A syllabus for categorizing levels is available from the Chair or on the website.

NOTE: THE CURRICULUM COMMITTEE WILL NOT CHECK TIMES. IT IS ENTIRELY UP TO THE TEACHER TO ENSURE

THAT ADEQUATE TIMING IS SUBMITTED. IF STUDENTS DO NOT HAVE AT LEAST A TEN-MINUTE PROGRAM AT THE

AUDITION, STUDENTS WILL NOT RECEIVE RECOGNITION FOR THEIR PLAYING. THE TEACHER SHOULD PLAN FOR AN

11- OR 12-MINUTE PROGRAM.

Credit students only: In addition to the above repertoire requirements, students will be examined on technique including scales, cadences, and arpeggios. Credit students need to obtain the following: (1) Form for Principal’s Permission; (2) Hourly Practice Schedule Form (to log

practice/lesson hours, to be verified and initialed by the teacher); and (3) Technique addendum. The Principal or appointed staff member will oversee the program. These forms are available on the Maryland State Music Teachers Association web site at www.msmta.org.

Adjudication: The adjudicators will hear each student for a minimum of 10 minutes (15 minutes for credit). Critiques will be mailed to the piano teachers who will see that their students receive them within a week of receiving the grade. Before the exam, the teacher will fill out an evaluation form (sent by the Chair) giving the student a grade for the entire year. The final grade will be an average of the piano examination grade and the teacher’s grade. For credit, copies of the critiques, practice hours, and an evaluation form will be sent to the applicant’s high school with a request that the grade be entered on the student’s transcript.

Certificate of Achievement and Report of Examination: After passing the piano exam, a Certificate of Achievement will be mailed to the piano teacher along with the Report of the Examination with the student’s final grade. A letter will accompany this for the school so that if the student wants the report placed in their permanent record folder at school, he/she can take this to the school. Grades for recognition students are not put on their transcript. For students who took the exam for credit, these papers will be sent directly to the school

Date: September 1, 2017 From: Deborah White-Bondhus, Chair 10637 Green Mountain Circle, Columbia, MD 21044-2336

To: Teachers whose students want to apply for Credit

Online (at msmta.org/calendar.php, click on Credit Forms) you will find six forms:

1. Permission Form which the school principal must sign in order to take the piano examination for credit.This form must be sent to me along with your filled out application form and the check, by November 15,2017. Keep in mind that some counties are not granting credit at this time. However, many are. Eventhough credit may be refused one year, it could be given another. Any student who would like to requestcredit should ask for it. If the school does not give credit, your student’s application will automatically be putin for recognition.

2. A Letter of Explanation which can be presented to the principal with the Permission form explaining theprogram. Principals are very busy, and although they do receive letters from me about the program, theymay find this added information helpful when making their decision as to granting permission for credit.

3. The Practice Hours Form must be filled in each week, and returned at the end of the year. This should bedated starting in September. You may estimate practice time for September if practice records were notkept.

4. The Application Form (MSTMA members will find this form in the Student Activities Booklet) which mustbe sent to me with a check and with the Permission form. Please indicate the repertoire and the techniqueto be prepared (See the Technique Addendum). We realize it is sometimes difficult to know in Octoberexactly what will be played in April, but fill it out with what is projected to be played. Indicate appropriatetimings for the finished work. ANY CHANGES IN THE PROGRAM MUST BE APPROVED BY THECHAIR AND THE CURRICULUM COMMITTEE. Changes must adhere to the requirements of level, threeperiods of literature and the 10 minutes minimum for repertoire. MAKE SURE THAT AN ADEQUATENUMBER OF PIECES ARE ENTERED TO AMPLY COVER 10 MINUTES so if the student speeds upwhen performing, they will still have enough time! No program changes will be allowed after April 1, 2018.

5. The Student Data Sheet should provide you with the details you will need to know. If you do havequestions please feel free to contact me.

6. The Technique Addendum will give you the requirements for students at the different levels. Thetechnique level should correspond to the repertoire level the student is playing. The curriculum committeehas tried to make these standards uniform. If you feel your student has unique problems which warrantreview of the Technique they will play, please call Deborah White-Bondhus 410-730–8295, about thisIMMEDIATELY. The curriculum committee will review requests for changes of technique only for veryspecial cases, and the changes would need to be made now as part of the overall application, not at the lastminute. When filling in the technique in the application form, please spell out exactly the keys of the scalesto be played, as F, B-flat, E-flat, A-flat Major, and d, g, c and f minor etc. If all scales are required, just writeAll Majors and minors so that we know that you know exactly what is required. There will be an additional 5minutes allowed to hear the technical part of the examination.

You can also find The Curriculum Repertoire Guidelines in the High School Exam section, which will help you to determine the level of your student’s repertoire. Please use it as a guide when comparing repertoire.

The examination judges' grade is one-half of the total grade. The other half is your grade. You will fill out the Student Data form grading your student for the year. The committee then averages the two grades together for the final grade to be turned in to the school. You should discuss this fully with your student so that you both have a good understanding of the procedure.

Thank you for the extra work entailed by you in this very special effort.

DATE: September 1, 2017

TO: High School Principals of Maryland Students

SUBJECT: Students Who Wish to Apply for Credit for the 2018 MSMTA Gail F. McDonald High School Piano Examination.

Your student has presented you with a permission form to apply for transcript credit while participating in the Maryland State Music Teachers Association's High School Piano Examination. This exam, which takes place each spring, can be taken for either recognition or credit. Most of the 150 students from 100 different high schools who apply to take the examination each year apply to take recognition, but a smaller percentage choose to take it for credit.

The High School Piano Examination Program was developed in 1979 by MSMTA with the cooperation of the Maryland State Department of Education. For 39 years, many principals have given students permission to apply to take the Piano Examination for credit. Some students took this elective through independent studies, while others received it under fine arts and work-study programs. Students must study piano privately on a regular basis throughout the school year, keep a record of their practice time (a minimum of one hour per day), keep records of lesson time, repertoire classes, recitals, keyboard and theory tests, etc. They must demonstrate technical exercises over and above the ten minutes of memorized repertoire required of students applying for recognition only. A committee of nationally certified piano teachers approves the student’s repertoire. In April/May 2018, the student will perform his/her program for nationally certified adjudicators who will give the student a grade. The piano teacher of the student also gives the student a grade for the entire year. These two grades are averaged to the final grade for the year. Copies of the examination critiques, the student’s grade, and record of the practice hours are sent to the school. Some principals oversee this program directly: others appoint a staff member to oversee it.

This is a unique way for schools and professionals in the community to work together to enhance students’ educational options. Thank you for your consideration.

To receive Keyboard Musicianship Award forthree levels, each of the 3 report cards must have a score at least 50 or higher. If one of thereport cards has lower score than 50, one more level will be needed to meet the required150 MSMTA points for this award.

MSMTA Student Scholarship for Performance

CONSTANCE FISCHEL, MSMTA President, <[email protected]>

In 1988, the Board of Directors of Maryland State Music Teachers Association established a grantprogram for the Local Associations with the following criteria:

A $100.00 award is available annually to each MSMTA Local Association as aStudent Scholarship Award for Music Performance.

A student may win this award only one time, regardless of the number of LocalAssociation competitions he/she enters.

The award may not be divided; it must go to one individual. The Local Association shall determine the specifics of eligible instrumental or vocal

categories, literature requirements, and age levels. The competition is held under theauspices of the Local Association, but the State Chair must first approve the competition andeligibility requirements.

The competition may be a separate one, or may be in conjunction with an existingcompetition, but the prize must be a separate one called Maryland State Music TeachersAssociation Scholarship for Performance.

With these specific criteria, all association teachers and their students should be providedequal access to the award, even those holding active membership in more than oneassociation.

Please notify Constance Fischel of the winning student’s name so that a certificate may be awardedwith the prize money. Awards will be given by each Local Association, and the Local Association willbe reimbursed by the MSMTA Treasurer. Please fill out the following form for reimbursement:

Dear colleagues:

As the chair for the Distinguished Music Award, I have encountered over the years some recurrent issues when processing application. To avoid confusion and delay in the process, I would like to list a few important clarifications here as a reminder to all DMA applicants:

1) Please use the correct form for the CURRENT year;2) An event is credited by the corresponding SCHOOL year, and not the calendar year (anything

before the commencement of 6th grade for the Junior Award and 9th grade for the senior awardwill not be credited);

3) An application should be submitted during the student’s 8th-grade school year for the JuniorAward, and 12th-grade school year for the Senior Award;

4) If a student have enough credits with all corresponding documents, the application could besubmitted earlier in the year (in other words, there is no need for you to wait till May to send inyour application);

5) Only TWO theory tests (in different levels) and TWO musicianship tests (in different levels) areallowed per school year (for theory and musicianship tests, each level would be credited ONLYONCE, and are not transferable from Junior to Senior);

6) The maximum score for the musicianship test is 50 points, NOT 60;7) Only TWO scores (with different groups) in the Spring Festival Piano Ensemble events are

allowed per school year;8) Participation as a piano accompanist in any Spring Festival instrumental ensemble event should

be counted in the "Service points" category;9) No school band/orchestra/choir concert/trip would be counted towards service points;10) You may call for your intention to apply but, without submitting the proper paperwork, you

should not expect the reviewing/plaque-ordering process to begin immediately;11) Please submit copies of the actual adjudication/critique sheets, test scores and programs,

instead of award certificates or pictures of ribbons12) Please verify that dates are clearly marked on all event documents;13) If you want to guarantee that your DMA recipients’ names are printed in the MSMTA newsletter,

you should submit all application material no later than MAY 31st that year;14) If you would like to receive the plaques by a certain date, please keep in mind that, just to be

safe, the processing time is two weeks for me, and an extra 2-6 weeks for Trophy World(especially during their busy season from April to May);

15) Please do not contact Trophy World directly, for they have stressed that they preferred only onecontact;

16) Please double-check the point-calculations and the spelling of applicant’s names, and make surethat all relevant documents for events listed on the form are in place before you send in theapplication;

17) Should you have any further question, please do not hesitate to email or call me.18) Required school concerts are NOT acceptable as service points.19) Applications and inquiries should be send by the teacher and NOT the parents/students.

Thank you for your support and participation. And all the best for the coming school year!

Sincerely yours, Bok Hwa Kim Junior/Senior DMA chair
