The El Paso County 4-H Newsletter is usually sent out monthly via e-mail. Be sure to contact the

CSU Extension Office if you are not receiving newsletters. The newsletter is also posted on the CSU

Extension El Paso County website at http://elpaso.extension.colostate.edu/4-h-monthly-news/.

The El Paso County 4-H Livestock Advisory Committee typically meets monthly at 7:00 PM on the

second Thursday of the month. Meeting locations are announced in the 4-H Newsletter. Please

confirm meeting details as schedules are subject to change due to unexpected circumstances.

To consider when enrolling in a 4-H Livestock Project

Market livestock must be owned by the El Paso County 4-H member. Breeding project animals may be

leased (more details on page 19).

Primary Care of 4-H Animal Projects - 4-H members will provide the primary and continuous care of

their project animals from project beginning to completion (ownership period). “Primary” care means there

may be rare circumstances when the youth may not be able to provide the necessary care for the animal

at a particular time, as in illness, short vacations, etc. On such occasions, another individual may be

called upon to provide “secondary” care. Members are required to complete the animal care and housing

document. (see Colorado State 4-H Policies)

Cloverbuds-age 4-H youth (4-H age 5-7) are not permitted to show or exhibit any animals.

Be aware that youth members showing livestock have clothing and equipment requirements. Be sure to

inquire with your 4-H project leader and refer to your 4-H project manual.

Health Certificates - All livestock must be accompanied by an official Health Certificate issued within 30

days prior to stalling at the County Fair. The 4-H Newsletter will announce a low cost “Vet Check” oppor-

tunity to secure the Health Certificate prior to the fair.

Animal Information in 4HOnline - All 4-H project animal information is required to be uploaded into

4HOnline. (see page 7 for more info).

El Paso County 4-H Fair exhibitors are expected to have an up-to-date record book which may be

requested for review prior to the County Fair. (see page 14 for more info.)

What is Showmanship?

In the 4-H Youth Development Program, showmanship is a required educational activity for each species of

animal shown in 4-H classes at community fairs, county fairs, State 4-H Fair qualifying events, youth shows,

and the State 4-H Fair. Showmanship is a required part of each 4-H member's annual experience.

Showmanship (aka Fitting and Showing) is the art of training, grooming, and showing an animal to make the

animal more presentable in competitive exhibitions. Judging of a showmanship contest is based on prepara-

tion of the animals for show, their apparent training, and the appearance and behavior of the participating 4-H

members. 4-H members should be prepared to answer questions from the judge about their project animals.

4-H members can prepare for questions by learning about animal parts, animal feeding, and animal science

topics such as diseases. The 4-H project manual is a good resource to prepare for questions.

Showmanship is not a conformation class. A Showmanship judge only considers conformation to the extent

that it may affect the way an animal should be fitted and shown. Basic skills in both grooming and showing

should not be confused with current fads and trends. The showmanship judge should make placings accord-

ing to the degree of excellence displayed in carrying out fitting and showing practices. Exhibitors should refer

to their project manual in preparing for showmanship contests. Exhibitors should also become familiar with

fitting rules in the show premium so all animals will be groomed and exhibited in a manner consistent with the

Members exhibit their animals in classes based on the 4-H age of the youth member: (4-H age is based on member age as of Dec. 31st of the current 4-H year) * Junior Showmanship is for members who’s 4-H age is 8-10 years.

* Intermediate Showmanship is for members who’s 4-H age is 11-13 years.

* Senior Showmanship is for members who’s 4-H age is 14-18 years.

El Paso County 4-H Meat Quality Assurance (MQA)

and Pork Quality Assurance (PQA) Explained

REQUIREMENT: MQA is required for youth enrolled in Market and Breeding 4-H animal

projects (Beef, Dairy, Swine, Sheep, Goats, Rabbit, and Poultry Project Members)

1. All first year members are required to attend meat quality assurance (MQA) training.

2. All project members moving into a new 4-H age division are required to attend meat quality

assurance (MQA) training.

Juniors (8-10) moving to intermediate (11-13)

Intermediates (11-13) moving to seniors (14+)

3. SWINE PROJECT MEMBERS ONLY:

If 4-Hers in the swine project are not planning to show at any state or national contests,

then MQA rules apply (1 and 2 above).

If the 4-H member in the swine project plans to show at state or national contests, then

they MUST attend a MQA training yearly or test out (if applicable).

Test out options are available for intermediate and senior members only.

Members must pass the PQA test with a 70%.

If you do not pass with a 70%, you may attempt to test out once more.

Point of clarification: The MQA training concludes with a test. For those

swine members planning to participate at state and/or nationals, there is an

additional PQA test you can choose to take so as to avoid participating in

MQA yearly.

El Paso County MQA training opportunities are typically offered twice a year. Watch the 4-H

Newsletter for MQA training details.

Please Note: Members needing MQA training must attend at least 45 days prior to the El

Paso County Fair. Those members who do not meet the MQA training requirement will not be

eligible to show at the El Paso County Fair or State Fair.

4HOnline Animal Project Upload Instructions

All 4-H members are required to upload their project animal information in 4HOnline. This is a new

process for livestock project members that will aid in preparing for county fair entries. Please note

the deadline dates to enter project information into the system. Please complete the required fields.

It is helpful if you can upload a picture of your animal along with the Brand Inspection Papers and/

or Bill of Sale if applicable.

Market Beef due in 4HOnline by April 15th

(current 4-H year@ midnight)

Breeding beef, sheep, goats, swine due in 4HOnline by May 15th

(current 4-H year@ midnight)

Market Animals are required to upload: El Paso County (EPC) Ear Tag #, Animal’s Birthdate, and

weight from mandatory weigh-in (if applicable). Weigh-in for swine is optional.

Livestock Project Record Book A Record Book is required to earn project completion.

All e-Records, required supplemental pages, project manuals, and tip sheets are located on the State 4-H Website at:

http://www.colorado4h.org/project_resources/erecords/index.php. Just scroll down until you see the Livestock Record

Books and click on the appropriate record book according to 4-H age: Senior, Intermediate, or Junior.

Helpful Tips:

Keep all your records!

Take photographs throughout the year of your livestock project. You will need a minimum of 4 project

related photographs for your record book. Photographs should show project progress (such as project

beginning, middle, and end). Photographs need to be more than fair photographs. Please do not include

photographs from school or other non-4-H project activities.

Track your costs and save ALL receipts (food, vet bills, supplies of any kind).

Keep a record of dates and costs for all livestock events you attend (classes, shows, community service,

etc.).

Keep track of mileage, you will need to record this as an expense.

Save a food nutrition label from the feed bag, you will need this information for your record book (you can

usually print this from the internet if you forget).

Complete all pages and questions. If a question doesn’t apply to you, then indicate “N/A” or follow the

directions on the record book page (example: if you are in the breeding project but you did not breed your

animals this year, write “did not breed” on your breeding records).

Date things appropriately! (If it was supposed to be signed or filled in at the beginning of the project year

then don’t date it at the end of the year!)

Check your math, because we will!

You only need one record book for all your livestock projects, if you have more than one species in the

project they will ALL be included in the ONE book. Fill in ALL spaces if you do not know the answer then

write “unknown” or if it doesn’t apply, write “N/A” or follow the instructions on the record book page, in

some cases it is also acceptable to estimate. BUT NEVER LEAVE AN ANSWER BLANK!!! Enter all

information in date order.

HAVE FUN WITH YOUR PROJECT!!!! Do not procrastinate too much or you will get stressed to complete

this book at the last minute and it won’t be fun.

Goals - It is important to write goals each year. Goals help you learn more about your project and your

life. It is also important to think of how you will accomplish your goals. Goals may be personal or project

related. Answer the questions about each of your projects and goals. Use complete sentences for Goals

but not Project Plan.

Equipment/Supplies Inventory - Record equipment, tools, trailers, fencing, and any other items used for

your project this year. Record things that you own and things that you borrow. Remember to include items

you have listed in Other Expense Record. Record all animals in Animal Inventory, Animal Purchase

Record or Breeding Supplement as appropriate. Add more lines/pages as needed. Start this list at the

beginning of the 4-H year and add to it anything you use for your project.

Animal Inventory - At the start of your project, record all the animals you own in START Animal Invento-

ry. If you sell an animal or one dies, record "sold or died" in the third column for that animal. Any animals

you buy should be recorded in Animal Purchase and NOT in START Animal Inventory. Remember to

record any animals you sell as Income. At the end of your project, record all the animals you still have in

END Animal Inventory. Do not leave this blank. Record "no animals owned" where applicable.

Required Supplements - The following projects require a supplement page: Breeding Beef, Breeding/

Dairy Goats/,Breeding Sheep, Breeding Swine, Dairy Cattle & Fiber Goats. Supplement pages can be

found at http://www.colorado4h.org/project_resources/erecords/#livestock.

Animal Purchase Record - Record the animals that you purchase during this 4-H year. Record the cost

of the animal under the correct project column and under total cost. Remember to label the project col-

umns and record if an animal died. If you own an animal at the beginning of the 4-H year, it should be

listed in START Animal Inventory and NOT in Animal Purchase Record. Record "no animals purchased" if

you did not buy any animals for your project(s) this year.

Health Record - Enrolling in an animal project requires you to take responsibility for the health of your

animal. Record all health care for your animal(s). Health care can be medicine (shots, dewormer, pills) or

management (fly prevention, nail/hoof trimming, shearing, clipping, cleaning pens, feed tubs, and water

tanks, etc.) Also include supplements and medicated feeds (check the feed tag). Remember to record the

cost of health care services and supplies in Health Expense Record. Do not leave any blanks. Record N/A

where applicable.

Feed Expense Record - Record all feed you buy for your animal(s) this 4-H year such as grain, hay,

supplements, medicated feeds, and water. Record the amount (include units) and cost. Record pasture if

you pay to rent it. If animal is boarded, calculate feed costs separately from board cost. Record board cost

in Other Expense Record.

Other Expense Record - Record all costs for non-feed and non-health items such as show supplies,

equipment, tack, stall or barn rent, tagging, clinics/lessons, shows, brand inspections, gas for car or truck,

farm utilities (except water), etc. Record "no expenses" if there were none this 4-H year.

Income Record - Record any money you earned this year. Income may be from selling animals, equip-

ment, or tack, or from show winnings, barn work, etc. If you still own your project animal(s) at the end of

the 4-H year, record that animal(s) in END Animal Inventory and NOT in Income Record. Record "no in-

come" below if you did not receive any money this year.

Financial Summary - Record the totals from other pages to see if you made or lost money on your live-

stock project this year.

Market Animal Performance - This page is ONLY for Market Animal projects (Beef, Goat, Sheep, &

Swine). Record N/A in the Project box if you are not in one of these market projects. Did these animals

make weight at your county fair? Choose ONE PROJECT to complete your Market Animal Performance

on.

Involvement Records - 4-H Members must complete a community service activity and a demonstration

in order to complete their project. The 4-H program also provides additional opportunities for leadership,

exhibition, and judging. Record your involvement in these areas which may be within or outside of 4-H.

Record "none" or N/A where it applies.

Project Pictures - Include a minimum of four pictures each with a descriptive caption. Include pictures

that demonstrate the progress of your project. Additional photos may be added.

4-H Story - Tell us about your 4-H experience in a story. The following may be used as a guide to help

you in compose a story related to your project(s).

Goal Reflection: Answer ALL questions!

Project Completion: Be sure and have ALL signatures and dates; Leader can be club leader, livestock

project leader, or a project committee member, Do not leave it blank!

How to participate in the El Paso County Fair Producer Class

Producers classes are livestock classes for exhibitors who raised their own exhibit animals in market sheep,

market goats, market swine, market beef, and breeding heifer projects. Individuals who breed and raise their

own animals will show against one another. 4-H members must nominate their producer project animal by

submitting photographs and animal information by the producer species deadlines.

This class is in addition to the regular market class, but does not increase the number of market animals you

can bring to the El Paso County Fair. 4-H members will be limited to the species limit as published in the fair

premium.

Producer Nominating Procedure

The rules and nomination procedure are the same as for all species. You will be limited to nominating 10 ani-

mals. You must be enrolled in the breeding project; the animals must still be nursing (when photos are taken);

and the animals must be tagged, notched or tattooed by the producer. It is recommended that organizational

club leaders verify nominations to assure the animal was born at the member’s place of residence; this must

be done while the animal is still nursing.

To nominate an animal, the member should take a photograph (preferably digital) of the animal with its dam

so that any distinguishing marks are visible (this should be accomplished prior to the animal being

weaned). This picture along with a written description of the animal as well as sex, animal ID or tag number

(some form of identification on the animal such as ear notches on swine, tattoos for goats, etc. must be

used). The photographs and animal identification information must be submitted to the Extension Office in

the 4-H member’s name by the appropriate deadline below:

Market Cattle and Breeding Heifer nomination Deadline is Jan 31.

Market Swine, Sheep, and Goats nomination Deadline is Apr 30.

Remember nomination verification must be completed prior to weaning. One photograph should capture the

animal nursing.

The producer class is in addition to the regular market classes and is placed 1-10. Producer class market

animals will be shown in a market producer class at the El Paso County fair and must be tagged in at the

Weigh-In for that species under the name of the producer. The producer market animal must make weight

and all market animal rules/processes must be followed.

In addition to the live placing of the animals, a Champion Producer will be awarded per species/category.

There will be three parts to be evaluated as part of the Champion Producer Award.

Producer Class: participants will receive an inverse number of points from their placing. For example, if

there are 10 entries in the class, 1st place earns 10 points, 2nd earns 9 points, etc.

Questions: 2-5 questions will be asked by the judge relating to production of the corresponding species.

All entries will be asked the same questions or similar questions. The interview will take place in the

show ring following judging of the Producer Class. Each contestant will earn a score from 1-10,

based on the answers and knowledge of the contestants.

Completed Breeding Record Book: Competitors will receive points equal to one decimal place less

that their percent score on their record book (i.e. a score of 85% will earn 8.5 points)

The Champion Producer for each species will be awarded at the Achievement Celebration.

TBD Team Fitting Contest El Paso County 4-H is working on developing a Team Fitting Contest. More details to come.

What is a team fitting contest? The purpose of a fitting contest is to encourage 4-H member

teamwork while enhancing the animal fitting skills of the team members. Each fitting team brings

grooming equipment and supplies (a pre-approved list of what can be used is provided ahead of

time).

Judges typically evaluate the following:

Ability to fit the animal/fitting techniques (within a limited timeframe)

Organization of supplies and equipment

What is a Judging Contest? In the 4-H program a judging contest is an opportunity for 4-H mem-

bers to learn life skills such as decision-making, problem-solving, and how to communicate. When 4-

H members participate in judging contests they use project knowledge to evaluate a class of items

or animals based on a standard. In a Livestock Judging Contest, youth learn how to judge animals

based on breed and industry standards. Youth are introduced to what to look for when selecting live-

stock for a breeding program or to show. 4-H members learn to evaluate confirmation and develop a

better understanding of the differences between breeds of animals.

pate, you do not need to have a team. There is no requirement to have been coached in Livestock

Judging prior to participating in the Mock Judging Contest. This is a “try it” opportunity.

4-H youth club members in good standing who are properly enrolled in the El Paso County 4-H Youth Development Program via 4HOnline, who have paid membership fees in full, and who have met the Meat Quality Assurance (MQA) training requirements are eligible to exhibit in the 4-H Livestock Departments at the El Paso County Fair. Please review the rules and guidelines below to help prepare for and submit entries to exhibit at the El Paso County Fair. Invite to FFA Members: Any FFA member wishing to exhibit under the 4-H Livestock Departments at the El Paso County Fair will follow the 4-H entry and exhibit process. General Rules

1. All exhibits/animals must pre-entered into the online FairEntry system. FairEntry system opening and entry deadline

details will be announced in the El Paso County 4-H Newsletter. Fair fee payments - Make checks payable to:

El Paso County Extension and deliver or send to: Colorado State University Extension, 17 North Spruce

Street, Colorado Springs, CO 80905. Payment must be at the Colorado State University Extension Office by 5:00

PM on the entry deadline.

NOTE: NO LATE ENTRIES ACCEPTED! Any exhibitor who misses the entry deadline due to extenuating circum-

stances must notify the Colorado State University Extension El Paso County Office immediately. The exhibitor will

then be required to formally request in writing an entry deadline exception. Requests are subject to review by the

CSU Extension Office and are not guaranteed to be approved. Late fees may be accessed for entries received after

the deadline. The fees will be $5.00 per animal or $25.00, whichever is greater. Example: 1-5 animals $25.00, 6

animals $30.00, 7 animals $35.00 etc.

Entry Fees:

Beef, sheep, swine, goats - $10 per MARKET animal

All others - $5 per animal

One W-9 per exhibitor must accompany the market entries.

No Refunds

Stalling Fees:

Market Sheep and Market Goats $5.00 per stall; Three market lambs per stall and three market goats per

stall.

Market Beef $5.00 per animal.

Market Swine $5.00 per stall. Two market swine will be allowed per stall.

Fiber Goats $5.00 per stall per exhibitor (maximum of two adults or one doe and her kids per stall).

Pygmy and Dairy Goats $5.00 per stall per exhibitor (maximum of three goats per stall).

Breeding Animal Exhibitors without market animals will be charged $5.00 per stall used.

If your breeding animal cannot be stalled with your market animal(s), an additional $5.00 stalling fee will be

required.

Number of Entries:

In breeding classes, all exhibitors are limited to TWO (2) entries per class; however, they may enter more

than two animals per species. For market beef, exhibitors will be allowed to stall and show up to THREE (3)

animals. Market Swine will be allowed to stall and show up to TWO (2) animals. Market goat and market

lamb exhibitors will be allowed to stall and show up to THREE (3) animals.

2. Exhibitors must be a 4-H member in good standing at the time of entry.

3. If an animal is shown in the breeding classes, it is not eligible to show in any of the market classes.

4. Follow the Record Book Guidelines as outlined by the CSU Extension Office to earn project completion status. Some

Livestock Awards require a Record Book score.

5. Market Animal Ownership: Market animals must be owned by the initial weigh-in for that species. Weigh-in dates

are announced in the 4-H Newsletter.

6. Leased 4-H Project Animals: 4-H members may lease breeding project animals. 4-H members must submit an

approved 4-H lease form no later than April 15, except for the offspring of these animals. 4-H members may only

lease two animals for project areas in which they do not already own those animals. For example, if you already own

dairy goats you may not lease a dairy goat but if you own dairy goats and would also like to try fiber goats, you are

allowed to lease a fiber goat. A copy of the lease agreement must also be on file in the CSU Extension Office by

April 15. This rule supersedes the animal ownership rule published in the County 4-H Policy in regard to duration of

ownership, all other stipulations are still applicable as outlined in the policy. All youth must have completed the

Animal Care and Housing Form for Colorado 4-H Livestock Projects and Code of Show Ring Ethics. All forms must

be on file in the CSU Extension Office by the re-enrollment club member fee payment deadline (typically the last

Monday in January) or as soon as a new 4-H member joins prior to the May 1, fair eligibility deadline.

7. All 4-H members must participate in the appropriate showmanship contest for each species department entered

(market showmanship and breeding showmanship participation is required if entered in both projects within the

same species department). Extenuating circumstances may be brought to the appropriate 4-H Livestock Species

Superintendent and the CSU Extension 4-H Youth Development Office representative as soon as possible

(preferably by the fair entry deadline) if accommodations are needed due to special need (such as a health situation

or disability). Interview judging or modified showmanship may be required in place of the group contest.

8. 4-H Cloverbuds members, 4-H age 5-7, are not permitted to show or exhibit any animals.

9. Only registered El Paso County 4-H members will be permitted to groom or provide any kind of care to the animals

once they have entered the fairgrounds except in the interest of the safety of the youth and the well-being of the

animal. The 4-H youth should provide the primary care for the exhibit. Immediate family members and El Paso

County 4-H Leaders can help with education or safety providing the 4-H member of said project is present and

working/helping. Violations of this rule will be handled as follows: First violation – verbal warning; second violation –

written warning; third violation – dismissal from the Fairgrounds.

10. All Judges’ decisions are final.

11. Fair treatment concerns must be filed in writing on the Fair Treatment Challenge Form with the CSU Extension 4-H

staff person on duty at the fairgrounds accompanied with a fee of $50 in cash (no checks) within 24 hours of the

incident. Challenges can only be submitted by youth exhibitors. Please see the Fair Treatment Protocol attached to

the Fair Treatment Challenge Form for further information and procedures.

12. If, in the opinion of the 4-H Livestock Species Superintendent, working collaboratively with the CSU Extension Office

4-H representative, a youth’s exhibit animal(s) and/or exhibit area have not been properly cared for, after proper

warning, the exhibitor may be dismissed from the Fairgrounds. Additionally, if any exhibitor or the exhibitor’s family

members mistreat animals, the exhibitor may be dismissed from the Fairgrounds. Violations of this rule will be

handled as follows: First violation – verbal warning; second – dismissal from the Fairgrounds.

13. Any behavior that is in violation of the 4-H Code of Conduct or the Code of Show Ring Ethics is to be brought to the

attention of the CSU Extension 4-H staff person on duty immediately. Disciplinary action may include disqualification

from the event and forfeiture of awards.

14. Any exhibitor dismissed from the fairgrounds will forfeit all premiums.

15. Use of alcoholic beverages or drugs by youth exhibitors will NOT be tolerated on either the Fairgrounds or in the

fairgrounds camping area. Youth members, leaders, parents, and other adults participating in 4-H programs will

abstain from illegal behaviors, use of alcohol, marijuana, illegal or illicit drugs, and tobacco during 4-H events and

activities. It is the responsibility of all program participants to reinforce the 4-H Code of Conduct and intervene when

necessary to enforce the rules.

16. Appropriate attire for showing and in junior market sale pictures will be required at the discretion of the Fair Superin-

tendents. 4-H dress code must be adhered to at all times.

17. All exhibitors are required to clean-up after their project animals including any excrement or mess that the animals

make while in the fairgrounds. It is important to maintain an exhibit area that is clean and attractive for the general

public visiting the fairgrounds. Prompt attention to messes is important!

18. Health Requirements:

All animals must be free of contagious or infectious diseases and in good condition.

All livestock MUST be accompanied by an official Health Certificate issued within 30 days prior to stalling at the fair.

Each animal must be individually identified on the certificate.

All market heifers must be accompanied by a certificate issued by a licensed veterinarian verifying the heifer is

pregnancy tested OPEN within 30 days of the El Paso County Fair.

Animals that appear malnourished, unthrifty, have retained testicles and/or pregnant may be excused from the

premises.

All owners of market animals will be required to sign a disclaimer stating that animals have not been given any

medications, tranquilizers, and/or injectable vitamins according to label recommendations before weigh-in at Fair.

If medication is required on any animal before or during the Fair where exhibition of the animal will take place prior to

the medications labeled withdrawal time the Superintendent of that department and the CSU Extension Office 4-H

representative MUST BE CONTACTED BEFORE medication is administered and provided with written documenta-

tion by a licensed veterinarian. Administering medications approved by the FDA for human use but not for veterinary

applications is ground for disqualification.

All animals may be examined upon arrival for evidence of infections or contagious disease, and if such is found, they

will be held in quarantine until examined by a veterinarian. The exhibitor is responsible for calling a practicing veteri-

narian for animal treatments. The Superintendent has the right to call for services of a veterinarian for the treatment

of sick animals if the exhibitor is not available. The fee for veterinary services must be paid for by the exhibitor prior

to the release of the animal from the Fairgrounds.

“Point of contact" emergency contact information for each exhibitor and species must be posted on each stall card in

each barn in each club's stalling area on the back of the stall cards and must be on file in the Livestock Show Office

so that leaders and/or exhibitors can be contacted quickly in case of emergency.

19. Tag-in/Weigh-in Requirements: If there is a suspicion of illness during weigh-in, the Species Superintendent

and the CSU Extension Office 4-H representative on site must be notified prior to unloading the animal.

a. Tag-In:

Market beef, market lamb, and market goat classes must have been weighed, tagged, and retinal

scanned at the initial weigh-in by representatives of the 4-H Livestock Advisory Committee in order

to be eligible to show.

Market swine must have been tagged under the supervision of the 4-H Livestock Advisory Commit-

tee at the initial tag-in, or been provided tags and documentation from the 4-H Livestock Advisory

Committee for home-tagging. In addition, all market swine must be ear notched.

Market beef, market lambs, market hogs, and market goats must be identified by an official county

ear tag number at time of entry by the exhibitor and no switching of ownership (including family

members) will be permitted after tagging. An official Scrapie ear tag number must identify breeding

sheep on the Entry Form.

b. Weigh-In:

All market lambs must be slick shorn prior to weigh-in at the County Fair.

No dirty ear tags or dirty animals will be allowed at weigh-in.

Animals must be clean and dry before entry to the Fairgrounds.

No tubes or covers are allowed at weigh-in.

Only halters or collars may be used on animals at weigh-in; no chains are allowed.

Weighing of market swine at the initial weigh-in is optional.

If any ear tag is lost prior to or during the Fair, a member of the 4-H Livestock Advisory Committee

MUST be notified immediately.

All beef are required to be halter broke and be able to be led to and through the scale. The 4-H

Livestock Advisory Committee reserves the right to refuse to tag and weigh in unruly animals, and

may ask the animal to be removed from the arena.

To be eligible for the Aberdeen (previously known as lowline/miniature) weight exception the breed

must be declared as Aberdeen at the time of the initial weigh-in in February as well as on fair entry

forms.

c. Official weigh-in and ultrasound dates/times for market animals will be announced in the 4-H Newsletter and/

or in the 4-H Livestock Project fair schedule. Please note weather back-up dates when announced.

d. If an exhibitor has not completed all required entry paperwork they will not be permitted to weigh their animal

at county fair until all paperwork is completed properly and turned in. Weigh-in time exceptions will not be

extended to accommodate this requirement. If you don’t complete your paperwork you will not be permitted

to weigh or compete.

e. Balancing of scales will be done prior to each animal being weighed. In the event that the market animal

does not make the weight range set by the committee, either over or under, the animal can be re-weighed at

the exhibitor’s request. At that time the animal will be removed from the scale and the scale re-balanced.

The animal will be re-weighed immediately. The animal is not permitted to leave the scale area. The second

weight will be the official weight of the animal. If the animal makes market weight on the first weighing, no

re-weigh will be allowed. The weight on the scale ticket is the final official weight. NO WEIGHT PROTESTS

WILL BE HEARD.

f. The decision of the weigh Master is final.

g. There may be feeder classes in any market livestock department at the discretion of the Species Superin-

tendent.

h. Exhibitors with market animals not making weight shall still stall and compete in their respective Showman-

ship Class. Underweight animals may be used in showmanship only if the underweight animal is the exhibi-

tors only market animal.

i. Notes: Any animal which was retinal scanned at initial weigh-in, and has lost its ear tag or has an ear tag

that appears to have been tampered with will be retinal scanned again at County Fair.

j. All breeding sheep entered in the Fair must be tagged with a Scrapie tag and entered by the Scrapie tag

number on the Entry Form.

k. All male market animals must be castrated and healed as much as possible prior to their initial weigh-in/tag-

in. No intact, mature male animals will be stalled except at opening Saturday breed shows.

20. Care Provider: The intent of the 4-H livestock program is for youth members to be the primary care providers for

their project animals. Only an animal’s owner (a 4-H member) should prepare and care for their project animal when

it is being exhibited at the county fair or 4-H shows. If a junior member needs assistance, for safety or educational

reasons, another El Paso County 4-H member, immediate family member, or an El Paso County 4-H leader may

provide it. It is strongly recommended that another El Paso County 4-H member be the first choice for assistance to

a junior member. If assistance is provided, the 4-H member enrolled in the project must be present and involved to

benefit from the teaching and instruction. The primary work should not be done for the member. Senior 4-H mem-

bers should do all of the cleaning, grooming, fitting and showing of their livestock project at any show except when

safety is a concern. Fitting may not continue while the exhibitor is in the show ring.

21. The 4-H member must have care and custody of their animal at their home of record with the CSU Extension Office

throughout the project. If this is not possible then there must have been an Animal Care & Housing Form on file with

the CSU Extension Office as soon as the animal is at another location. Temporary housing should not exceed 72

hours without notifying the Extension Office.

22. ATTENTION - IAFE National Code of Show Ring Ethics (slightly modified to apply to all exhibits) Exhibitors of animals at

shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in the competitive

environment shall always reflect the highest standards of honor and dignity to promote the advancement of educa-

tion. This code applies to junior as well as open class exhibitors who compete in structured classes of competition.

This code applies to all exhibits in any event at a show. In addition to the “IAFE National Code of Show Ring Ethics”,

fairs may have rules and regulations which they impose on the local, county, state, provincial, and national levels.

All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper

conduct or questionable acts. Their moral values must be so certain and positive that those younger and more plia-

ble will be influenced by their fine examples. Owners, exhibitors, fitters, trainers, and absolutely responsible persons

who violate the code of ethics will forfeit premiums, awards, and action proceeds, and shall be prohibited from future

exhibition in accordance with the rules adopted by the respective fairs and shows. Exhibitors who violate this code of

ethics demean the integrity of all exhibitors and should be prohibited from competition at all animal shows in the

United States and Canada.

The following is a list of guidelines for all exhibitors in competitive events.

a. Misrepresentation of ownership, age, or any facts relating to your animal is prohibited.

b. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates

from licensed veterinarians upon request by fair or show officials.

c. (Youth) exhibitors are expected to care for and groom their animals while at the fairs or shows.

d. Animals shall be presented to show events where they will enter the food chain free of violative drug resi-

dues. The act of entering an animal in a show is the giving of consent by the owner, exhibitors, fitters, train-

ers, and/or absolutely responsible person for show management to obtain any specimens of urine, saliva,

blood, or other substances from the animal to be used in testing. Animals not entered in events, which cul-

minates with the animal entering the food chain, shall not be administered drugs other than in accordance

with federal, state, and provincial statutes, regulations, and rules. Livestock shall not be exhibited if the

drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the

animal’s performance or appearance at the event.

If the laboratory report on the chemical analysis of saliva, urine, blood, or other sample taken from indicates

the presence of forbidden drugs or medications, this shall be prima facie evidence such substance has been

administered to the animal either internally or externally. It is presumed that the sample of saliva, urine,

blood, or other sample tested by the approved laboratory to which it is sent is the one taken from the animal

in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the

laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the

animal at the time the sample was taken, with burden of the owner, exhibitors, fitters, trainers, or absolutely

responsible person to prove otherwise at any hearing in regard to the matter conducted by the fair or show

premises, all treatment involving the use of drugs, and/or medications shall be administered by a licensed

veterinarian.

a. Any surgical procedures or injection of any foreign substances or drug or the external application of any sub-

stance (irritant, counterirritant or similar substance) which could affect the animal’s performance or alter its

natural contour, conformation, or appearance, except external applications of substances to the hoofs or

horns of animals which affect appearance only and except for surgical procedures performed by a duly li-

censed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.

b. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using

electrical contrivance, or other similar practices are not acceptable and are prohibited.

c. Direct criticism or interference with the Judge, fair or show management, other exhibitors, breed representa-

tives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their

official duty, all Judges, fair and show management, or other show officials shall be treated with courtesy,

cooperation and respect and no person shall direct abusive or threatening conduct toward them.

d. No owner, exhibitors, fitters, trainers, or absolutely responsible person shall conspire with another person or

persons by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such

individual to disciplinary action.

e. This application of this code of ethics provides for absolute responsibility for an animal’s condition by an

owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had

knowledge of the treatment of the animal in contravention of this code of ethics.

f. The act of entering an animal is the giving of consent by the owner, exhibitors, fitters, trainers, or absolutely

responsible person to have any disciplinary action taken by the fair or show for violation of this Code of

Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against

the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or dis-

ciplinary action taken by the fair or livestock show may be published with the name of the violator or viola-

tors in any publication of the International Association of Fairs and Expositions, including Fairs and Expos

and any special notices to members.

g. The act of entering of an animal in a fair or show is the giving of verification by the owner, exhibitors, fitters,

trainers, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring

Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is

further a consent that any action which contravenes these rules and is also in violation of federal, state, or

provincial statutes, regulations, or rules may be released to appropriate law enforcement authorized with

jurisdiction over such infractions.

23. Stalling:

Stalling in all barns will be by club. Clubs with individual representation (one member only) and Independent 4-H

Family units may request to be housed together to aid with covering herdsmanship duties.

Exhibitors must present a valid Health Certificate in order to stall.

Breeding livestock in Boer goat, sheep, swine, dairy cattle and beef classes will be stalled for their respective shows

on the day of the show and will not be released until Saturday evening at 7:00 PM.

Exhibitors have the option of leaving breeding show animals in stalls all week, with the exception of breeding swine,

if space is available. Stalling of breeding animals all week is not guaranteed.

Any animals to be shown on the opening Saturday must be stalled no later than 9:00 AM on that day.

Breeding show contestants should satisfactorily clean their stalls and check out with their appropriate superinten-

dent.

Stalling will be done per official fair calendar. Again, based on space available breeding show animals may not be

able to stay through the end of fair week.

All exhibitors and entries received on the Fairgrounds must remain in place until released. Please refer to the fair

schedule (for most exhibitors, animals will be released at 9:00 AM on closing Sunday at end of Fair Week).

All species must remain in their designated barns unless being exercised in the designated exercise area. The

respective Superintendents or their assistants will assign stall space within the barns. The Species Superintendents

will post clubs’ stall assignments by the Opening Saturday of Fair, in the respective barn areas. Any exhibitor not

abiding by the stall assignment may be barred from competition.

24. Barns:

Barns open at 6:00 AM and close at 10:00 PM.

Livestock will be bedded as required in each species’ division rules. Exhibitors or clubs must provide their own

bedding material. All animals must be bedded. No raw ground will be permitted.

Pens must be cleaned and animals fed daily by 9 AM. Evening feedings must be completed prior to barn closing.

Superintendents reserve the right to require additional pen cleaning as needed. All stalls must remain in satisfactory

condition.

The use of hay nets is prohibited. Hay and grain shall be stored in such a manner that they are not accessible to any

livestock.

Grain must be stored in closed plastic or metal containers.

SAFETY NOTE: Exhibitors are reminded to properly secure and store all equipment (pitch forks, tacks, shovels, tack

boxes, trimming stand, etc.) in a safe place to prevent injury to livestock and/or people.

Sleeping in the barns, outside of open barn hours, is strictly forbidden.

Smoking/Tabaco use by anyone is prohibited in the exhibit barns and buildings. Violations of this Fair Board rule or

other forms of discourtesy or violations of codes of conduct will be grounds for disciplinary action.

25. Show Ring:

All exhibitors must lead/show their own animals, with the exceptions of more than one entry in a class or permission

from the superintendent, in which case another youth exhibitor may show/lead the entry.

In the event an exhibitor has multiple animals in the same class only youth in good standing with parent permission

forms/hold harmless forms on file may show the extra animal.

No clipping shall be done in the staging area.

Exhibitors must display a back tag number while in the show ring.

If an exhibitor has more than one animal in the show ring, at any time, exhibitors showing the animals must display a

supplementary back tag with the animal identification number clearly visible while in the show ring.

26. Shows: Classes which are felt to be too large or too small, may, at the discretion of the Species Superintendent, be

divided into two or more classes or combined with another class as the case may be.

30. Meat Quality Assurance Training: (see page 6) All first year 4-H members and continuing members becoming

Intermediates (11 years old by December 31, through age 13) or Senior 4-Hers (14 years old by December 31,

through age 18) enrolled in any market or breeding project (goat, cattle, sheep, or swine) must complete Meat Quali-

ty Assurance (MQA) training 45 days prior to the start of fair in order to be eligible to show at the County or State

Fair. Every exhibitor who enrolls in a Market or Breeding Animal Project will sign a statement indicating their under-

standing and compliance with the Wholesome Meat Act. MQA Training will be sufficient for both the Pork Quality

31. Drug testing and post show examination: El Paso County Fair Advisory Board, Manager and Livestock Sale and

4-H Livestock Advisory Committees reserve the right to drug test all Market Champions and Reserve Champions

immediately following the class. In addition, all or any animals exhibited at the El Paso County Fair may be subject to

drug testing at any given time during or after the Fair. Any cost to prove or disprove the use of the above will be

borne by the exhibitor if testing positive. Failure to comply with any health regulation could result in disqualification.

Any participant whose project tests positive will be subject to a review process involving the State 4-H Office and

may be subject to disciplinary action including having future livestock show eligibility status revoked.

32. Retinal Scanning: Market champions and reserve champions may be retinal scanned prior to sale.

33. There is a camping area available for use by fair exhibitors and their immediate families. Space is on a first come,

first serve basis and camping permits should be purchased in advance from the Fair office. Youth exhibitors staying

in the camping area must be accompanied by an adult. Please refer to the Colorado State University Youth Protec-

tion Policies for guidance on youth to adult ratios and sleeping arrangements. No dogs are permitted in the camping

area without first receiving Fair Board approval. Additional camping regulations, rules and requirements are at the

discretion of Fair management.

34. No vehicle other than “Official Cars” will be permitted inside the fenced area around the barns and livestock arena

after Monday at noon. Vehicles for the purpose of hauling feed and supplies will not be permitted on the Fair-

grounds.

35. El Paso County Junior Livestock Sale: A Country of Origin Affidavit/Declaration” (COOL) statement is required for

every market animal covered by the COOL law (sheep and goats). The COOL statement must accompany the sales

release form required by the Sales Committee. Sale release form and COOL statement must be received by the

Sale Committee NO LATER than 9:00 AM in the morning on the Friday before the livestock sale.

36. Fair Rule Notice: The El Paso County 4-H Livestock Species Superintendent, after consulting with the CSU Exten-

sion Office 4-H representative, reserves the right to make any changes in existing rules if such changes will improve

the County Fair. All interpretations of the rules by the 4-H Livestock Species Superintendent and CSU Extension

Office 4-H representative are final. Superintendents must seek approval of the CSU Extension Office 4-H repre-

sentative first before announcing any changes.

37. An animal judged to be unsafe by the Species Superintendent, in consultation with the CSU Extension Office 4-H

representative, may be dismissed from the Fairgrounds.

38. Ethics: (a) the natural hair color of the animal cannot be altered using any artificial coloring. However, products that

match the animal’s natural color may be used in the fitting process from the knee and hocks down. For beef these

products may also be used on the tail head, flank and tail ball according to standard industry practice. (b) Any

grooming material on any other part of the body not mentioned, rubbed with a cloth or glove which shows evidence

of artificial color is prohibited. (c) Any entries adding artificial hair or hair-like substances will be disqualified. (d)

Showing of livestock of an ineligible age or showing unethically fitted livestock is prohibited. (e) Unethical fitting will

be deemed to consist of any method which alters the natural conformation of any part of the animal’s body; any ani-

mal having been operated upon or tampered with, for the purpose of concealing faults or with the intent to deceive

will be disqualified and dismissed from the grounds. (f) Ear Tag tampering or removals, other than by a 4-H Live-

stock Advisory Committee member with CSU Extension Office approval or licensed veterinarian. (See specific spe-

cies rules for further details.) Any exhibitor dismissed from the Fairgrounds will forfeit all premiums.

No administration of behavior-modifying drugs of any type, including alcohol, to any animals on the Fairgrounds will

be permitted under any circumstances. Violators of this rule will be disqualified and dismissed from the Fairgrounds.

Colorado Animal Tampering Laws – Compliance with all Colorado laws prohibiting tampering with or drugging of

livestock and/or sale of adulterated meat is mandatory for any 4-H member and/or family member enrolled in a 4-H

livestock project. If there is evidence of physical alteration of a project animal to fraudulently misrepresent that ani-

mal, illegal drug residue in an animal, or violation of the 4-H Code of Conduct, a member may be classified as a

“member NOT in good standing.” If classified as a “member NOT in good standing” the member can be prohibited

from exhibiting livestock or participating in out-of-county 4-H activities for up to one year.

SUPREME CHAMPIONS CONTEST (4-H)

Superintendent: Wade Canaday

The Supreme Champion (beef, lamb, goat and swine) is an attempt to reward the animal that best com-bines marketable commercial traits. The contest will consist of three areas of evaluation: carcass, rate-of-gain (swine not included in rate-of- gain) and live placing. 4-H members must compete in all three sections to be eligible for the Supreme Champion Contest (except for swine, which competes in Carcass and Live only).

Each area of evaluation will receive a score. The score from live placing, carcass contest, and rate-of-gain (swine excluded) will be totaled to determine the Supreme Champion (beef, sheep, goat, and swine) Award placing’s.

The total score will be weighted as follows: Live Placing 45%, Carcass 45%, Rate of Gain 10% of the total scores. Ties will be broken with actual Rate of Gain. If there are ties in swine, carcass will be used to break the tie. Carcass for lamb, goat and swine will be determined by ultrasound. Beef carcass will be hanging carcass results.

Any animal receiving a score of zero in any of the categories will be disqualified from the contest.

Live placing points will be determined during the Market Class Show for the species and will correlate with class placing’s. Bonus points will be awarded for Grand and Reserve Champions in that show.

Check rules under specific species for any additional information and requirements.

No entry is required for this contest. Market animals are automatically entered if they weigh-in at both the initial and the Fair weigh-in dates and make weight. (Swine are automatically entered upon entry at the Fair).

Awards: At least Grand and Reserve will be awarded in each species at the Achievement Celebration.

BEEF RATE OF GAIN AND CARCASS CONTEST – (4-H & FFA)

Carcass Contest Beef carcass viewing schedule will be publicized at the Fair. All market beef entered in the Carcass Contest must be consigned to processors located in the Pikes Peak Region. Only those market beef that go through the official sale and are shipped to a local packer will be eligible for the Carcass Contest. The Grand and Re-serve Grand Champions must enter in the Carcass Contest. The top 6 carcasses will receive standard rib-bons and the Champion Carcass will also receive recognition at the Achievement Celebration. No premiums will be paid.

Rate of Gain The top six Rate of Gain projects will receive the standard ribbons and the Champion in Rate of Gain will also receive recognition at the Achievement Celebration. No premiums will be paid.

GOAT, LAMB & HOG RATE OF GAIN AND CARCASS CONTESTS (4-H & FFA)

Carcass Contest Lamb, goat and swine Carcass Contests will be conducted by ultrasound prior to Market Classes. Carcass data will be available to exhibitors during the County Fair. The top six carcasses in each species will receive standard ribbons and the Champion Carcass will also receive recognition at the Achievement Celebration. No premiums will be paid.

LIVESTOCK SHOWMANSHIP CONTESTS

Youth exhibitors are required to show in their respective breeding and market showmanship classes for which they have entered.

Exhibitors must show their own animal.

Exhibitor may use any animal for showmanship that has met ownership and weight requirements.

Underweight animals may only be shown for showmanship if the underweight animal is the exhibitor’s only entered animal.

Grand and Reserve Grand winners will compete in the Round Robin/Master Showman competition. See Specialty Goats section of this document for exceptions to this requirement. (page 39)

Calves must be shown during the Breeding Beef Showmanship classes.

Exhibitors showing only in cow/calf classes at the Fair must do a club demonstration prior to the Fair to satisfy the showmanship requirement.

Champion and Reserve Champion Showmen in each age division in the following species will compete in the Livestock Round Robin/Master Showman competition.

Individuals in breeding project will compete in the Breeding Showmanship Classes held on the day of their species breeding shows; however these champions and Reserve Champions are not eligible for Round Robin.

Extenuating circumstances affecting showmanship participation must be brought to the attention of the Species Superintendent and CSU Extension 4-H Office representative on duty as soon as possible.

Show order for all Showmanship contests will be Senior, Intermediate, and then Junior.

LARGE ANIMAL ROUND ROBIN/MASTER SHOWMAN CONTESTS

Grand and Reserve Grand Champion Junior, Intermediate and Senior Livestock Showmen will be determined through a Round Robin Showmanship Contest. The Champion and Reserve Champion Junior, Intermediate and Senior Showmen from each of the livestock divisions (dairy, dairy goat, market goat, specialty goats, market beef, market sheep, market swine and horse) will be eligible to compete for Grand Champion and Reserve Grand Cham-pion honors. Persons who win Champion or Reserve Champion in more than one species must select which spe-cies they will represent in the Round Robin Competition by Thursday at 6:00 PM The species which the multiple champion does not select to represent in Round Robin will then be offered to the third or fourth place overall in that species to compete in Round Robin. Participants can earn a maximum of 10 points on their ability to fit their own animal, 100 points on their ability to show their own animal, and 100 points for their ability to show each of the oth-er types of animals as broken down on the score sheet. Separate Round Robin contests for Juniors, Intermediates, and Seniors will be held. Show order will be posted by 7:00 PM the night before the show. Competitors will have 15 minutes to get their animals to the proper location. If an animal is determined to be unable to be shown by judg-ment of the Species Superintendent, the Superintendent will choose an alternate animal.

4-H PRODUCER CLASS

Producer classes are classes in each species for exhibitors who raised their own show animals in market sheep, market goats, market swine, market beef and breeding heifer projects. The Class is in addition to the regular classes and is placed 1-10. In addition to the live placing’s of the animals, a Champion Producer will be awarded per species. There will be three parts to be evaluated as part of the Champion Producer Award. See specific species sections for breed specific rules.

Producer Class: participants will receive an inverse number of points from their placing. For exam-ple, if there are 10 entries in the class, 1st place earns 10 points, 2nd earns 9 points, etc.

Questions: 2-5 questions will be asked by the Judge relating to production of the corresponding spe-cies. All entries will be asked the same questions or similar questions. The interview will take place in the show ring following judging of the Producer Class. Each contestant will earn a score from 1-10, based on the answers and knowledge of the contestants.

Completed Breeding Record Book: Competitors will receive points equal to one decimal place less than their percent score on their record book (i.e. a score of 85% will earn 8.5 points).

In order to participate in a Producer Class, the competitor must be enrolled in the corresponding Breeding Project with the 4-H Office. It is not required that the competitor exhibits the Breeding Project at the County Fair but they must complete the project by completing a record book on it. The nominating process will in-clude a visit by the club or project leader and pictures taken to assure the animal was owned by the competi-tor while the animal is still nursing. Awards will be awarded at the Achievement Celebration.

4-H PREMIER EXHIBITOR CONTEST Division APE

All exhibitors are encouraged to enter. Entries for this division should be made in FairEntry.

Premier Exhibitor is awarded to the exhibitor that best combines several aspects of the 4-H project experi-ence. You may enter the Premier Exhibitor contest for each species in which you exhibit. There will not be any distinction between ages.

If you enter the Premier Exhibitor contest, you must post a sign on each of your animal’s stalls designating you as a “Premier Exhibitor.” You may pick up a sign from the 4-H Livestock Office in the Owens Livestock Arena.

The following criteria & points will be used:

Market show — 0-20 (10 points possible per market animal)

Breeding show — 0-10 (5 points to enter plus 5 for 1st, 4 for 2nd, 3 for 3rd, 2 for 4th, 1 for 5th)

Record book — 0-10

Written quiz — Quiz score

Written Paragraphs — 0-10 (Senior 3 hand written paragraphs, Intermediate 2 hand written para-graphs, Junior 1 hand written paragraph regarding exhibitor’s project).

Showmanship — 0-15 (5 point bonus for Grand and Reserve)

Interview — 0-25 to be held at County Fair

Written Quiz: Will be administered during lunch on the day each particular species is being shown unless oth-erwise noted in the schedule.

Interviews: Sign up for interview times with the Livestock Office during the County Fair. Interviews will be conducted on Friday of the County Fair.

Awards: Award will be given to the winners of each of the four species’ divisions in the Premier Exhibitor Contest. The Awards will be given out at the Achievement Celebration.

Swine Rules & Regulations

All general rules apply where applicable.

All exhibitors are required to participate in a Showmanship Class.

There may be a Feeder Class at the discretion of the Superintendent.

The Grand Champion and Reserve Grand Champion market animals must be sold.

ALL swine entered and exhibited at the El Paso County Fair must originate in herds not known to be infected with pseudo rabies and be accompanied with a Health Certificate. Individual identification of Swine must be on a Health Certificate or Official Test Chart.

Swine will be bedded on wood shavings only. No wood chips or paper shavings will be allowed. Water must be available at all times.

Each market swine exhibitor will be allowed to weigh and stall two (2) swine ONLY. Two (2) swine will be allowed per stall. Stalling to be determined by Swine Superintendent.

Market exhibitors whose projects do not make weight must compete in their respective Showmanship Class.

No bluing agents are allowed except where they are part of an approved commercial shampoo product. Clipping of swine will be permitted; however, it must be done prior to arriving at the Fairgrounds. There will be no full clipping of swine allowed on the Fairgrounds. Touch-up trimming will be allowed on the fair-grounds (absolutely no snaring).

For market classes only barrows and gilts will be weighed.

4-H MQA Training will be sufficient for both the Pork Quality Assurance Program certificate and the Meat Quality Assurance Program.

All fitting products must be removed from the market animals prior to entry in Jr. Livestock Sale.

CLASS 1: Breeding Swine

Breeding Swine will be stalled, shown and released on Opening Saturday.

Animals will be stalled from 7:00-9:00 AM

Release will be after 7:00 PM

Two entries per contestant per class, maximum.

Exhibitors have the option of leaving breeding swine in stalls until market swine begin arriving on Open-ing Sunday.

The breaks and the approximate number of market hogs in each class will be left to the discretion of the Superintendent, but no more than 10 swine will show in any class. Under/overweight market swine will be released at the Superintendent's discretion. The first place hog in each class will return to the ring for the Championship Drive. The second place hogs will be on standby at their stalls.

CLASS 5: Select Sale Jackpot - Market Swine (must be included in FairEntry to be eligible to show in this class)

Only animals purchased at the El Paso County 4-H Livestock Committee's Select Sale by El Paso County 4-H and FFA members are eligible to enter this class. Animals must have also been entered in the regular 4-H and FFA market animal class for this species, and animal must make weight. Select sale jackpot entries must be annotated on the entry forms.

This class is held in addition to the regular 4-H market animal classes. Animals must have been identified as El Paso County Select Sale purchased animals. All animals will be grouped into one class regardless of weight. Class may be split randomly if it is too

large. Animals will be judged as market animals. A jackpot will be paid to the first and second place winner in each species. Amounts may vary and will be

based off the proceeds from the sale.

All exhibitors are required to participate in a Showmanship Class.

All County Fair market sheep must be castrated prior to the initial weigh-in.

The Grand Champion and Reserve Grand Champion market animals must be sold.

State Fair Market sheep must be castrated by the first week in June and confirmed by the superinten-dent. Special tags will be given to State Fair sheep at weigh-in to identify and will not be eligible to show at the county fair.

Sheep may be bedded on wood shavings ONLY. NO sawdust, straw, or other bedding materials are per-mitted.

Bedding IS REQUIRED in all stalls.

All stalls must be cleaned daily and all wet or soiled bedding must be removed before 9:00 AM

Mats are permitted but if used the exhibitor must utilize and maintain wood shavings under the mats daily.

Muzzles are allowed in the stalling area at the discretion of the exhibitor.

Tack pens will be assigned at the Superintendents discretion. Any items such as feed, show boxes, etc. placed in pens not assigned to the exhibitor will asked to be removed.

Water must be available in each penned/stalled area at all times.

Exhibitors are expected to comply with current regulations regarding Scrapie tags. USDA Scrapie Infor-mation

A prolapse may be corrected at the owner’s request, but the animal may still be disqualified and/or re-moved from the EPC fair Premises.

Animals that have undergone previous prolapse repair, that is evident by straining or by visible su-tures, will be disqualified at the discretion of the EPC Fair Veterinarian.

The external applications of such things as blistering agents that would cause an edematous condition are prohibited. Lambs must be shown without paints, powders, artificial coloring.

The use of ice packs, gel packs or other refrigerants to alter the quality of the finish of an animal is prohib-ited.

Icing of animals in any fashion will not be allowed. Normal tap water may be used.

Drench guns or artificial devices for hydrating animals will not be allowed unless under the supervision of the fair veterinarian and a livestock committee member must be present.

Handling of sheep will meet the following requirements:

In all sheep classes (including showmanship), the front feet/hooves of the lamb must remain on the show ring floor once the lamb is set and when being handled by the Judge.

Lifting feet off the ground for an extended period of time or placing feet/hooves on any support or altered ring surface will not be tolerated (e.g. tops of boots, mounds of dirt, etc.).

Slapping or striking the animal in a manner which produces an audible sound is not permitted.

Exhibitors will receive one warning if they are found lifting or slapping lambs in the show ring. Second offenses will result in automatic exhibitor disqualification from the 4-H Sheep Show. Judges and Su-perintendents will have discretion to enforce disqualification.

CLASSES 101 – 158 (see table below)

Breeding sheep will be stalled, shown and released on Opening Saturday.

Animals will be stalled from 7:00-9:00 AM

Release will be after 7:00 PM

Two entries per contestant per class, maximum.

Sheep entered in lamb classes must have all lamb teeth in place.

Those entered in yearling classes may have two or four permanent teeth

CLASS 3: Select Sale Jackpot - Market Sheep (must be signed up in FairEntry to be eligible to show in this class)

Only animals purchased at the El Paso County 4-H Livestock Advisory Committee's Select Sale by El Paso County youth members are eligible to enter this class. Select sale jackpot entries must be annotated on the entry forms. Animals not properly entered in Fair Entry will not be included in the jackpot class.

Animals must have also been entered in the regular 4-H Market Animal Class for this species and make weight.

Animals must have been identified as Select Sale Purchased Animals.

All animals will be grouped into one class regardless of weight. At the discretion of the Superintendent the class may be split randomly if it is too large.

Animals will be judged as market animals.

A jackpot will be paid to the first and second place winner in each species. Amounts may vary and will be based off the proceeds from the sale.

CLASS 4: Pen of Three Market Lambs This class will be held immediately following the Select Sale Jackpot Class.

Wool Show Rules & Regulations

Ownership rules and entry fees are the same as for breeding classes ($5) per fleece entered. In Fair Entry select the Sheep Department, Sheep Wool Division and then the corresponding ASH fleece class.

Exhibitors are NOT limited in the number of entries per class however, no fleece maybe shown in more than one class.

Eligible Fleeces must: (a) be fleeces shorn in the current year; (b) represent not more than a 12 month growth except that in the case of yearlings, a 16 month growth will be allowed. Note: Management re-

serves the right to untie and inspect any fleece to determine its eligibility. Fleeces determined to be over-age or containing parts of other fleeces will be disqualified and the exhibitor will forfeit entry fees.

Qualifying Fleeces will be discriminated against if: (a) showing any paint or tar brands (soluble branding fluids permitted); (b) showing excessive dung locks or tags; (c) discolored by excessive moisture or cot-ted; (d) showing a weak staple or break in the fiber; (e) contains excessive burrs or other vegetable matter.

Prepared fleeces should be rolled flesh side out in a manner to allow their being handled without falling apart. It is recommended that exhibitors pack fleeces rather loosely in clear plastic bags so as not to impair their character or attractiveness.

Each fleece entered must be tagged with the following information: name and address of exhibitor, number of month’s growth, class to be entered and whether grown under Farm Flock or Range con-ditions (if there are enough entries these factors may be used to split classes).

The Superintendent reserves the right to combine classes if the number of entries in any individual class does not warrant a separate class and to place entries in appropriate classes and divisions as necessary.

The Grand Champion and Reserve Grand Champion market animals must be sold.

Cattle will be bedded on wood shavings only. Rubber mats over shavings are optional.

All cattle will be stalled by club.

Brand inspection papers for market beef must be presented at initial weigh-in. Registration papers or proof of ownership for all breeding beef must be turned-in to the superintendent at stalling. Papers must be in the youth member's name by May 1 of the current year. Breed registration papers are NOT necessary to show in purebred classes.

Maximum of three (3) market cattle per exhibitor.

Beef will be tied with a halter and a safety neck rope and tied to the rings attached to the wood rail if housed in the older barns.

Feed pans may be left in their stalls if not empty.

Hoof trimming of beef animals is not permitted on the fairgrounds at any time.

Exhibitors may ask for fitting, blocking, or grooming advice from anyone. The 4-H youth member is responsible for the project animal’s fitting. Fitting may not continue while the exhibitor is in the show ring.

State Fair Market Goats must be castrated by the first week in June and confirmed by the superinten-dent. Special tags will be given to State Fair goats at weigh-in to identify and will not be eligible to show at the county fair.

Boer, dairy or crosses may be shown with horns but they must have been tipped (tips of the horns have been blunted). Kids’ scabs should be healed or appear free from infection. Breeding Boer, pygmy and fiber goats may be shown with natural horns, disbudded or naturally polled without judging penalty. Blunting of horns must be done and healed prior to stalling unless directed by superintendent for safety and supervised by vet.

A pre-show milk-out is scheduled for the evening before the Dairy Goat Show at 8:00 PM.

Champion Class for Best-Udder-in-Show may include a milk-out. Exhibitor must have equipment ready as well as one designated handler to assist in restraining the animal. youth exhibitor must milk your own animal.

Animals shown in group class must be entered in their respective age classes.

Classes may be changed or omitted by Superintendent as entries dictate.

No milk shall be dumped on the grounds. A designated dumping site will be posted on the Dairy Goat Barn bulletin board.

Bedding used in the Dairy, Fiber, Pygmy and Market Goat Barns may be straw or wood shavings.

All exhibitors are limited to two entries per class. If more than 100 total entries are received, exhibi-tors initially entering more than 6 animals may be asked to limit their entries due to space limitations. ONLY THREE MARKET GOATS MAY BE STALLED AND SHOWN BY AN EXHIBITOR.

Water must be available at all times in all pens.

No doe shall be entered twice in the dam and daughter class.

Angora Goat Classes Age classification is the same as for cashmere goats. Class Special Requirements:

This class is for FIBER ONLY (not goats). Full fleeces are recommended to be in clear plastic bags. En-

ter at the FIBER TABLE located in the livestock arena. Attached to your bag should be a card listing your

exhibitor’s number, goat’s ear tag number, date of birth and show class number. NO GOAT NAMES ON

BAGS. Two entries per exhibitor per class – entry does not have to be from a goat entered at the El Paso

County Fair but the fleece must be from the current project year. Entry fees are the same as for breeding

classes ($5 per animal – one or more classes entered).

Pygmy Goat Showmanship

APG Class 01 — Pygmy Goat Showmanship, Senior

APG Class 02 — Pygmy Goat Showmanship, Intermediate

All Pygmy Project entrants must enter a Showmanship Class. Champions and Reserve Champions in each age division will compete against Fiber Champions and Reserve Champions for Overall Specialty Goat Champion and Reserve Champion Showmen (Junior, Intermediate and Senior) who will go on to Round Robin Showmanship Competition. Pygmy goats should NOT be clipped or closely trimmed for showing.

Classes 11-35: Regular Pygmy Goat Classes Superintendent reserves the right to combine classes or further breakout classes as required.

APG Class 11 — Wethers Under 1Year

APG Class 12 — Wethers 1 Year to 3 Years

APG Class 13 — Wethers 3 Years to 5 Years

MARKET BOER GOAT SHOW

Market Boer Goat Rules & Regulations

All market goats must weigh a minimum of 50 lbs. and a maximum of 130 lbs. at Fair weigh-in.

All market goats must be shorn prior to weigh-in at the Fair. Market goats should NOT be clipped below the knees or hocks according to industry standard. No Clipping on the fairgrounds is allowed. All clipping must be done prior to stalling. Touch up trimming only.

In market classes, goats may show with horns but they must be tipped (blunt tips). Horns deemed, by the superintendent, to be sharp/dangerous will be not be allowed to weigh-in/show

In all goat classes (including showmanship), the front feet/hooves of the goat must remain on the show ring floor once the goat is set and when being handled by the judge.

Once set all goats must have four feet on the floor of the show ring at all times.

Lifting feet off the ground for an extended period of time or placing feet/hooves on any support or altered ring surface will not be tolerated (e.g. tops of boots, mounds of dirt, etc.).

Slapping or striking the animal in a manner which produces an audible sound is not permitted.

Exhibitors will receive one warning if they are found lifting or slapping goats in the show ring. Second of-fenses will result in automatic exhibitor disqualification from the 4-H Market Goat Show.

Judges and Superintendents will have discretion to enforce disqualification.

Powder, paint or artificial color will not be allowed in the show ring and all fitting products must be re-moved from all market animals prior to entry in Jr. Livestock Sale.

CLASS 64 — Market Goat Producer Class (entry fee required) (4-H) As described under Producer Class rules (page 28).

There will be no delineation of breeds in this class.

It will be judged as a market class.

Animals must make weight to show in this class.

Producer Class will be held following the championship drive.

Awards to be awarded at the Achievement Celebration.

These are market weight animals.

CLASS 65: Market Goat

The market classes will start at 6 PM. The Superintendent will place the goats into classes based on ani-mal weights. NO Clipping on the Fairgrounds is allowed. All clipping should be done prior to stalling.

Class 66: Select Sale Jackpot - Market Goat (must be included on entry form to be eligible to show in this class)

Only animals purchased at the El Paso County 4-H Livestock Show Committee's Select Sale by El Paso County youth members are eligible to enter this class. Animals must have also been entered in the regular 4-H market animal class for this species and must make weight. Select sale jackpot entries must be annotated in Fair Entry. Animals not properly entered in Fair Entry will not be included in the jackpot class.

This class is held in addition to the regular 4-H market animal classes.

Animals must have been identified as Select Sale Purchased Animals

All animals will be grouped into one class regardless of weight. Class may be split randomly if it is too large.

Animals will be judged as market animals.

A jackpot will be paid to the first and second place winner in each species. Amounts may vary and will be based off the proceeds from the sale.

SPECIAL EVENT GOAT CLASSES

NOTE: Animals in these events must have been shown in other regular classes during the County Fair.

Therefore, no animals can be brought onto the grounds specifically for the special events, except with prior

approval by the Superintendent, as deemed necessary.

Costume Contest (no fee) This will be held in the livestock arena building. Sign-up sheets will be in the Dairy Goat barn. Goat and ex-hibitor dress in costume. Exhibitor must furnish the Superintendent with a half-page readable story that de-scribes their costume. Exhibitors must sign-up and turn-in their respective story no later than 6pm on Wednesday. Points will be awarded for: animal costume - 50 points, child's costume - 25 points, over all sto-ry - 25 points; originality will be rewarded. An award will be given. HAVE FUN!!!!

Goat-Khana Contests (no fee) Sign-up sheets will be posted in all the Goat Barns. Goat-Khana is open to all enrolled in El Paso County 4-H programs. Animal used may be of any goat breed shown in its respective breed class providing it is at least one (1) year old with the exception of market goats (as these goats are less than 1 year). Owner permission is required. No goat may participate with more than one handler. Timed race through obstacles including (but not limited to) water, fallen limbs, a bridge,
