    Yesterdays meeting was

    co-chaired by Deputy Ministerof Planning and InvestmentDr Kikeo Chanthaboury andMs Gao.

    Ms Gao spoke brieflyabout the progress of various

    projects implemented in 2015in partnership with governmentcounterparts, development

    par tne rs and UN agenci es,INGO/CSOs.

    One concrete example ofpartnership is with the Ministryof Education and Sports and

    Over 500 people have beenaffected by UXO-relatedaccidents since 2009, accordingto a report from the NationalRegulatory Authority (NRA)for UXO/Mine Action in theLao PDR.

    The NRA reported that from2009 until the present there had

    been 319 incidents involvingunexploded ordnance, claiming522 victims. Of these, 391

    people were injured and 131were killed while over 20,000

    people survived unscathed.Most of the incidents

    occurred in Savannakhet,Saravan and Xieng Khuang

    provinces. Explosions typicallyoccurred during the transport,dismantling or burning ofUXO, or while villagers wereworking in their elds.

    Laos is the most heavilybombed country, per capita ,in history. Over 50,000 peoplehave been injured or killedsince 1964 in UXO-relatedincidents, mostly involvingcluster munitions.

    About 30,000 of these

    casualties occurred during thesecond Indochina War/VietnamWar (up until 1973). The other20,000 casualties occurredin the post-conict era (from1973 to 2012), with 99 newcasualties being recorded in2012. In the last decade 40

    percent of all casualties werechildren.

    From 2011-2015, the NRAhas worked with internationalorganisations to clear UXOon 29,701 hectares of landincluding 18,541 hectares ofagricultural land and 11,160hectares of development land.

    Some 552,968 clustermunitions have been destroyed

    in addition to 1,489 largerbombs, 259,421 sub-munitions,837 mines, and 291,221 otheritems of UXO.

    The NRA held a meeting onThursday to summarise theirwork over the past year and

    plan for the period 2016-2020.T h e m e e t i n g w a s

    attended by the Minister tothe Government Office andChairman of the Board ofthe NRA, Mr BounheuangDouangphachanh, NRA

    the Australian Embassy, whichresulted in the printing oftextbooks for grades 3, 4 and 5in 2015, benetting more than875,000 students. The bookswere distributed nationwidein early 2016. The textbookdistribution will allow theministry to meet its nationalstandard of one textbook perstudent.

    UNICEF is also aware

    of its responsibilities as acoordinator to achieve the

    best results for children, MsGao said.

    In the eld of humanitarianassistance, Ms Gao noted thatUNICEF Laos continued to lead

    Nutrition and Water, Sanitationand Hygiene (WASH) clustersand co-lead in education and

    protection.Last year, UNICEF helped

    more than 40,000 rural people,half of them children, to useimproved water sources.

    An addi t ional 6 ,000people can now use sanitationfacil i t ies. The work inWASH is carried out in local

    communities and schools.Last year, together with theAustralian Embassy, more than26,000 primary school childrenwere given access to latrinesalong with drinking water andhand washing facilities.

    Children are not onlybeneciaries they are alsoagents of change in theircommunity. Last year, morethan 7,000 children from 68

    primary schoo ls used hand-washing facilities through the

    Hygiene Action led by Pupilsin Schools initiative in Saravan

    primary education nationwideand with a net enrollment rateof 98.7 percent Laos has nowofcially met the MDG target ofUniversal Primary Education.Impressive gains have also

    been made in early childhoodeducation enrolment.

    preliminary report on this studysoon, Ms Gao added.

    D e s p i t e a l l t h e s eachievements, significantdisparities in social indicatorsfor children remain, accordingto wealth, geographical area,ethnic group, and the motherseducation level.

    For example, despitesignificant progress, thematernal and child mortalitylevels in Laos remain amongthe highest in the region.

    There are significantvariations in health andnutr i t ion outcomes andutilisation of essential serviceswith children living in ruralareas without roads, fromcertain ethnic groups and thoseliving in poor families beingaffected the most.

    The NRA has set a targetto reduce the number of UXOcasualties to less than 40 a yearand to provide assistance to atleast 1,500 UXO victims from2016-2020.

    provinces across the country.As a result, the number of UXOcasualties has steadily reducedfrom 119 in 2010 to 45 peoplein 2014.

    In addition, UXO riskeducation will be includedin the education curriculum,especially in primary andsecondary schools.

    Medical rehabilitation andwork opportunities will be

    provided to UXO survivors,targeting 1,500 people by

    2020.

    Doctors are treating more casesof viral pneumonia in Huaphan

    province in the wake of thesevere cold snap that hit thecountry last month.

    Pneumonia is potentiallyfatal and involves a virus thatinvades the lungs, very oftenfollowing a cold or the u.

    A senior official at theHuaphan Provincial HealthDepartment said they wereseeing twice the number ofcases this year compared tolast year.

    From January to March lastyear about 1,478 people visitedthe provincial hospital to seekadvice and treatment. About340 people were treated at thehospital, of whom only 25 hadviral pneumonia.

    But this winter over 500

    people vis ited the hospit alfrom January 20 to February10, with 50 having developedviral pneumonia.

    Deputy Director of theHuaphan Provincial HealthDepartment, Dr VilaphonePhomvongsy, told VientianeTimesyesterday the departmentwas concerned because

    A project to trial the use ofelectric vehicles for publictransport in the World Heritagetown of Luang Prabang has

    been extended until July.An initial project to test the

    operation of 14 electric vehiclesover a period of a year beganlast year, while the second pilot

    project will run from now untilJuly, involving six electricallyoperated vehicles.

    The vehicles are being usedas a form of public transportin the town centre instead oftuk-tuks and jumbos becausethe authorities want to keep air

    pollution to a minimum.

    They also hope they will beable to reduce fuel consumptionand ease trafc congestion.

    In the first pilot project,the authorities arranged for 14electric vehicles to operate onfour xed routes at a cost ofeither 3,000 or 5,000 kip per

    will help solve the problem andboost the number.The current training course

    The department has askedheads of district dispensariesin the province to providefree healthcare through thegovernments fund for poor

    people, which is supported bythe Asian Development Bank.

    because they live in remoteareas.

    Most people dont havemoney to buy warm clothingor visit a doctor if they developsevere respiratory problems.But they have been suffering

    and are in need of winterclothing with temperaturesdropping to near zero at night,Dr Vilaphone said.

    The depar tment hasidentified cases of viral

    pneumonia in remote areas ofve districts in the province,namely Xamneua, Hiem,Huameuang, Kuan andXamtay.

    Mr Anoupharb said tuk-tuks and jumbos are stillrunning both in the townand outside, but the faresare higher. Authorities arehoping to gradually phase thesevehicles out, even in the outerareas of the town.

    at the National University ofLaos on Sunday to report ontheir work and join questionand answer sessions amongthe GDG members. Most ofthem will learn online fromMonday to Saturday and thenon Sunday, we will help themto solve any questions theyhave, Mr Keomanophoneexplained.

    The training course inLaos began in the rst quarterof 2016 together with othercountries around the worldwhere they have similarGoogle Developers Groups.

    A similar training coursewas held last year for middlelevel Android developers butaccording to those involved itfinished with only moderatesuccess.

    It was the same training

    course but it was harder soof the 35 attendees only 20developers enjoyed successand took the knowledge theygained to use in their elds ofIT work, Mr Keomanophonesaid.

    He noted that this yearmore people were attending

    because this is only a beginnerlevel course so more buddingapp developers are condentto take part.

    Laos has many thousandsof Android users but only afew developers, so logically thecourse is a major one at variousIT training centres in Laos asmany people have visions ofmaking money by selling apps.

    Initiatives such as thisone by the GDG Vientianegroup are helping to add to thecapacities of local IT training

    centres by bringing in outsideexpertise.

    The group doesnt onlyhold a training course eachyear, it also sources varioustechnologies and programmes

    by Googl e to cont inueeducating young people inLaos who are interested ininformation technology.

    The group welcomes allpeople with an interest in IT,in particular with Google, to

    join their team to develop ICTin Laos.

    Each training course fromour group will receive a certicatefrom Google and we do hopeGoogle Developers Study Jams- Android for Beginners 2016Vientiane will generate some ofthe good Android developers ofthe future, Mr Keomanophonesaid.

    The Lao Bar Association hasannounced it will continuethe provision of free legalaid to the general public thisyear after the sponsor, AsiaFoundation, announced itwould continue funding the

    project.The association made the

    announcement last monththrough various media outlets.

    U n d e r t h e p r o j e c t ,pe op le wh o ap pl ie d wi ththeir legal problems to theassociation will receive freelegal consultation while for

    people who are accused or

    want to make a prosecution,the association can provide alawyer for them.

    Talking with VientianeTimes yesterday about the

    project, Lao Bar AssociationPres ident Mr KhamsayS o u l i n t h o n e s a i d t h eassociation wanted peoplewith legal problems to applyto the association to receive afree consultation.

    According to him, freedefence lawyer services willalso be provided to accused

    poor people or poor peoplewho have cases to go beforethe court but the people should

    be certied by local authorities

    at the village level as reallybeing poor.

    The office of the LaoBar Association is at theVientiane Peoples Court inBan Beungkhagnong village,Sisattanak district.

    A c c o r d i n g t o t h eassociation, some 600 peoplereceived free legal aid fromthe project to provide legal aidclinics in the last half of lastyear, with 70 of them havingcourt cases found in theirfavour.

    Mr Khamsay said the legalaid provision has learnedthat the problems people hadwere mainly about disputes

    concerning inherited property,loans, and other civil cases.

    Many people appearedfor consultation as they had

    been accused concerning civilcases, he said.

    Some people asked forconsultation concerningdisputes with authorities, andhad received useful advice.

    Economic conditions canprove to be an obstacle forpeopl e in accessing just ice.In this regard, the Lao BarAssociation is ready to respondto problems encountered by

    poor people and seeks to ensurethat their court cases are dealtwith fairly.

    Vientiane garbage collection price risesThe Vientiane Urban Development Administration

    Authority has increased the cost of garbage collection, theLaophatthanaNewspaper reported.The price has risen from 6,000 kip to 10,000 kip to remove25 kilograms of waste from a dustbin, and from 390,000 kipto 500,000 kip to collect the contents of larger containers.

    The price has risen from 15,000 kip to 40,000 kip to recycleone kilogram of waste.

    Xayaboury family quits rice farming for shbreedingA man in Phieng district, Xayaboury province, has stoppedcultivating rice to raise tilapia after being named a modelfarmer, according to theLao Economic DailyNewspaper.Mr Aounkham, 58, and his family now earn more than 300

    million kip a year from raising tilapia after they began theventure in 2012, borrowing 80 million kip to set up the shfarm.They have seven sh cages and raise 3 to 5 million tilapiaa year which they sell in Vientiane and Luang Prabang

    provinces.

    Xekong eyes lower poverty rateLamam district in Xekong province has set a target to reducethe poverty rate to less than seven percent, theLao EconomicDailyNewspaper reported.The district governor said four villages had reduced their

    poverty levels last year and the district now has 667 poorfamilies, about 9 percent of the total.

    Ofcials and local residents are making a concerted effort toreduce poverty and generate jobs, especially in agriculture,with a view to growing crops for sale.

    Police nab cattle thievesVientiane police recently arrested Mr Jue Sorher and MrSongyang who allegedly stole cattle from their neighbourswhich they killed and then sold the meat, according to theKhuamsangobNewspaper.Police said they arrested Mr Jue Sorher, 49, after he

    confessed to stealing cattle on two occasions, aided andabetted by Mr Songyang, 52.

    on them properly.Mr Champathong briefedjournalis ts and editors fromdifferent media outlets onthe Lao political system,governance, the role of thedifferent state powers and theamended National Constitution.

    He also touched uponthe difference between the

    political system in Laos andthose of other countries beforetalking about the role of theLao Peoples RevolutionaryParty (LPRP) and the threeState powers.

    As the ruling Party, theLPRP plays the role of setting

    directives and guidelines forthe government to implement.

    Meanwhile the NationalAssembly is the highest State

    power in Laos , play ing asignicant role in approvingthe country's leaders and lawsas well as making decisionson all fundamental issues ofthe nation.

    Mr Champathong talkedabout the amended constitutionwhich stipulates that the LaoPDR is a peoples democraticstate with all powers belongingto the people, by the peopleand in the interests of the

    people.Under the amended

    constitution, provincialpeople s assemblies will beestablished, which will playthe role of considering andapproving fundamental issuesin the provinces as well asoverseeing the performance oflocal authorities.

    However the provincialpeoples assemblies will notplay a legislative role in termsof approving laws.

    Yesterdays lecture wasfunded and organised bythe Lao Press in Foreign

    Languages and attended byjournali sts and editors fromother media organisations.

    The lecture is part of the LaoPress in Foreign Languageshuman resource development

    programme, aiming to enhancethe knowledge of its journalistsin various elds.

    Lao Press in ForeignLanguages Editor-in-ChiefMr Thonglor Duangsavanhhighlighted the significanceof the lectures and trainingcourses which the Lao Pressorganises four or ve timesa year.

    The price of Lao-made cementand steel has dropped as fuel

    prices continue their downwardspiral, creating a ready supply

    on the local market.In Vientiane last month the

    price of Lao mix P425 Blue(Bull) was down by 17,500 kipfrom 787,500 kip to 770,000kip a tonne according to theDomestic Trade Department.

    Ten metre lengths of Laosteel P8 fell in price from 4.5million kip to 4.3 million kipa tonne, while one tone ofP12 fell from 4,125,000 kip to4,075,000 kip.

    In Luang Prabang province,the price of Lao mix P425 Gold-Blue (Bull) fell by 830,000 kipto 780,000 kip a tonne; 850,000kip to 820,000 kip forLaomix P425 Gold-Green (Bull);880,000 kip to 830,000 kip for

    Lao mix P525 Red (Bull); and900,000 kip to 850,000 kip forLao mix Blue (Bull).

    The cost of a 10 metrelength of Lao steel P10 droppedfrom 700,000 kip to 650,000kip a tonne, and from 7 millionkip to 5.5 million kip for P12.

    T h e y w i l l h e l p alot in terms of promotingmore rapid socio-economicdevelopment, the ministersaid recently in Borikhamxay

    province.Currently there are over ten

    plants with an installed capacityof almost 1,900 megawatts(MW) that are operating inthe three provinces. Theyinclude Theun Hinboun, Nam

    Nyuang, and Houay Leuk inBorikhamxay, which together

    have a combined installedcapacity of almost 700MW.

    Other operating plantsinclude Nam Ngum 2, NamXan 3B and Nam Leuk inXaysomboun province witha combined installed capacityof about 720MW as well as

    Nam Ngum 5, Nam Ngiep 2,Nam Xan 3A and Nam Xan inXieng Khuang province witha combined installed capacityof almost 400MW.

    All told, the many powerplants under construction inthe three provinces will haveinstalled capacity of morethan 1,800MW. Theis gureincludes Nam Ngiep 1 and

    Nam Theun 1 with an installed

    capacity of more than 810MW

    In Xaysomboun, thereare also about 22 power

    plant proj ects under study,of which the main projectsinclude Nam Phuan, Nam Bak1, Nam Bak 2 and Nam Mangupstream while there is also a

    wind power project study.

    In Xieng Khuang, there areabout 40 projects under study,including about 14 plantsthat commenced constructionrecently.

    As of 2015, Laos has built38 power plants at a total costof more than 81.7 trillion kip(US$10 billion) with a totalinstalled capacity of 6,265MWand they can generate 33,315million kWh of electricity perannum.

    Dr Khammany said that

    there are still 45 power plantprojects under const ructi onand yet more plants to bedeveloped in the future.

    Laos is aiming for a totalinstalled capacity of about12,000MW by 2025, theMinistry of Energy and Minesreported.

    The abundant resourcesof the Mekong River andits tributaries give Laos the

    potential to produce more than25,000MW of electricity.

    In 1975, there were only19,000 families or 3 percentof the total population that hadaccess to electricity in Laos;however these days about 89.6

    percent of the total population

    can access the power grid.

    nurses at Vientianes central

    Increased diligence in

    tasks, improved coordination

    and communication between

    nurses and doctors along with

    a service-oriented mindset is

    reaping benefits for patients

    and medical staff alike, results

    borne ou t by su rveys and

    assessments.

    Increased morale and

    motivation also helps attract

    potential talent to the profession

    and to increase productivity at

    work, a necessity for Laos as

    it works with limited numbers

    of human resources for health.

    The number of qualified

    health professions (doctors,

    nurses, midwives of middle

    and high level education)

    was 0.69 per 1000 population

    in 2010, significantly lower

    than the WHO recommended

    standard of 2.5 according to the

    2014 Lao PDR Health System

    Review.

    Under the guidance of

    policymakers and together with

    colleagues and the nurses of the

    surgical ward at Mahosot, Mrs

    Apone and Ms Sonoda make a

    passionate team of advocates

    for strengthening Lao nursing

    as a key component of

    improving the health system.

    Hailing the results of thecollaboration, Mrs Aphone

    pays tribute to her nurses and

    invaluable contributions of

    JICA expertise alike.

    This hospital is big with

    a total staff of 800 of whom

    about 430 are nurses. Nurses

    make up more than half of the

    total, so the quality of service

    they provide is very important.

    Toge t he r we have

    under taken many tasks

    including developing core

    competencies for the hospital

    and health sector, and created

    a single standard form for

    implementation of the nursing

    processes.

    This is an improvement

    as for many years before there

    was not a single standard form,

    but now we have one.

    These standards cover

    many areas relating to nurses

    duties. They also stress how

    to work together effectively,

    between nurse and medi cal

    doctors.

    Before, nurses had their

    ways, doctors another. But now,

    thanks to use of the ordering

    form and these standards, both

    nurses and medical doctors

    now have the same information

    to better work together.

    Nurses can be more

    condent and strong in terms of

    skills and individual motivation

    as a result.

    Ms Sonoda elaborates on

    the Lao situation from the

    Japanese perspective.

    Of course Laos has many

    challenges to improving the

    health system, governance forexample as well as nursing

    regulations and the education

    system.

    The management system

    for nursing services still needs

    to be improved so thats why

    we have undertaken this

    project

    The aim has been to

    improve the health system

    and patient service in the Lao

    context.

    We discussed closely

    with Lao experts before

    developing and we studied

    the actual situation in Laos.

    To develop those guidelines

    we also referred to Japanese

    guidelines and invited Thai

    third country experts who

    share language and cultural

    familiarities.

    It is not about just directly

    incorporating Japanese

    systems to Laos but develop

    together what is necessary in

    Laos to straighten capacities

    In order to tackles

    these challenges we have

    developed nursing guidelines

    and competencies.

    Increasingly, not only

    nurses but physic ians

    recognize the importance

    of nursing services and

    are really advocating for

    improvements.

    We hope via such project

    activities, Lao nurses and the

    profession gain perspective

    and continually develop and

    positively change so nurses

    can become increasingly

    condent in their work.

The Lao Peoples Democratic Republic has received a Grant from the Asian Development Bank (ADB) towardthe cost of the Strengthening Higher Education Project (SHEP), and it intends to apply part of the proceeds of thisgrant to payments under the contract forProvision and distribution of 14 titles of printed textbooks to ChampasackUniversity, National University of Laos, Savannakhet University and Souphanouvong University.3.
