2016 SOUTH AFRICAN SCHOOLS CHORAL EISTEDDFOD
PARTICIPATION RULES and PRESCRIBED MUSIC
• NAME:
The name of this choral eisteddfod shall be known as the SouthAfrican Schools Choral Eisteddfod, and shall remain as suchunless the National Coordinating Committee, on advice by theDepartment of Basic Education or HEDCOM, changes it.
2. FRAMEWORK:
2.1 The South African Schools Choral Eisteddfod was introduced interms of the protocol for the organisation, management,coordination and monitoring of school music competitions and/orfestivals for schools in South Africa published by the Minister ofEducation in Government Notice No. 21697 of 27 October 2000and amended on 08 February 2010.
2.2 The South African Schools Choral Eisteddfod is one of the schoolenrichment programmes coordinated by the Department of BasicEducation to promote unity in diversity, national reconciliation,positive values, a new South African national identity, socialtransformation and social cohesion among school-going SouthAfrican youth.
2.3 The 2016 South African Schools Choral Eisteddfod will beorganized, managed, coordinated and monitored by the NationalCoordinating Committee at the national level, and the nineprovincial coordinating committees for the respective provinces.No other organization will organize or manage or coordinateevents related to the South African Schools Choral Eisteddfod.
2.4 The organisation, management and coordination of all events ofthe South African Schools Choral Eisteddfod shall be asdetermined in these Participation Rules, the resolutions of theNational Coordinating Committee and the Memoranda ofAgreement with possible funders or sponsors (where such

2.5 Among their responsibilities, the provincial coordinatingcommittees will determine the appropriate levels below theprovincial championships to be organised and coordinated intheir respective provinces. However, provincial coordinatingcommittees will ensure that mass participation is the norm at thelevels lower than the provincial championships of the SouthAfrican Schools Choral Eisteddfod.
2.6 No category other than those determined through theseParticipation Rules will be introduced in any year of the SouthAfrican Schools Choral Eisteddfod without the expressed consentof the National Coordinating Committee.
2.7 Only educators under the employ of the participating schoolsshall be allowed to conduct or direct schools taking part in the2016 South African Schools Choral Eisteddfod. It is notpermissible for one conductor or director to conduct or directchoirs from more than one participating school. A learner mayconduct his /her school choir. In the case where a learner is aconductor, the choir manager must be an educator.
2.8 At the provincial championships and levels below, only therespective provincial coordinating committees can approve theexchange of conductors or directors between any number ofschools. Only the National Coordinating Committee shallapprove the exchange of conductors or directors of provincialchampion schools that had qualified for the nationalchampionships of the 2016 South African Schools ChoralEisteddfod. The National Coordinating Committee will onlyconsider formal representation from the respective provincialcoordinating committees.
3. SECTIONS AND CATEGORIES OF THE 2016 SOUTHAFRICAN SCHOOLS CHORAL EISTEDDFOD:
3.1 The sections for the year 2016 will include choirs in the Primaryschools (Grades R – 7), and Secondary schools (Grades 8 –12).
3.2 Schools starting from Grade R-9 will be divided into twocategories of choirs, i.e. Primary and Secondary. Schools startingfrom Grade R-12 will be divided into two categories of choirs,i.e. Primary and Secondary.
3.3 It must be borne in mind that the South African Schools ChoralEisteddfod is an event organised, managed and coordinated forschool-going youth, and no one else. Only bona fidelearners of the participating school will form part of theparticipating choir, no exchange of learners will beallowed at any point of participation. Any school thatinfringes upon this arrangement will be disqualified from

participating in future events organised for the South AfricanSchools Choral Eisteddfod.
3.4. The provincial coordinating committees and respectivecoordinating structures at various levels, with the assistance ofProvincial Education Departments, will verify whetherparticipating learners are duly registered with their respectiveschools.
3.5 In the event that a section of the 2016 participation rules hasbeen infringed upon, a formal dispute must be lodged with theproject manager by a school principal, a conductor, an educator,the chairperson of a school governing body, or a concernedmember of the community before the school choral ensemble orsoloist descends the stage. If evidence to corroborate thedispute can be produced before the choral ensemble or soloistdescends from the stage, the affected choral ensemble or soloistwill be disqualified with immediate effect.
3.6 If evidence to corroborate the dispute cannot be produced at thecompetition site, the responsible coordinating committee willensure that the matter is brought to its close within forty-eight(48) hours. If the matter is not concluded within the stipulatedperiod of 48 hours, the matter should be referred to the highercoordinating committee, for intervention and adjudication. It isimportant to note that the process to disqualify choral ensemblesor soloists must be fair and transparent.
3.7 The National coordinating committee must determine the musicto be prescribed for Primary schools - Infants (Grade R – 2),Foundation Phase (Grades 3 - 4), Intermediate Phase (Grade 5– 7) and the most appropriate voice combinations for suchschools. When prescribing music, the national coordinatingcommittee must take into cognisance the age and voice range ofthe learners. Events for Infants (Grade R – 2) must end at theDistrict Championships; Foundation phase (Grades 3 - 4) mustend at the provincial Championships of the South African SchoolsChoral Eisteddfod.
3.8 For Primary schools • Infants (Grades R – 2), the National Coordinating
Committee has prescribed music for the followingcategories:
(a) Western, and(b) African

• Intermediate Phase (Grades 5 – 7)Choirs (maximum 60 voices) in the:

3.9 For the 2016 Secondary schools (Grades 8-12), the NationalCoordinating Committee has prescribed music for the followingcategories:
(a) Secondary Schools Open Section, (b) Secondary (A) Schools, and(c) Secondary (B) Schools
3.10 The performance of the National Anthem of the Republic ofSouth Africa will be performed at the National Championshipsby the provincial champion in the African category
3.11 The recital of the Preamble of the Constitution of theRepublic of South Africa will be performed from the first levelof the competition by choirs that will participate in the Westerncategory. The provincial champion of this category will alsoperform Plea for Africa at the National Championships of 2016SASCE. This is applicable to both Primary and Secondary schoolchoirs.
3.12 Own Choice Category has been reserved for Special Schools aspromulgated by South African Schools Act and categorized bythe Department of Basic Education. This category is for Choirs inthe Primary and Secondary schools. The following conditions willapply in the Own Choice Category:
(a) The total performance time for the repertoire chosen mustnot exceed five (5) minutes;
(b) Choirs that choose to participate in this section mustsubmit legible copies of their chosen songs to therespective responsible coordinating committees at leastone (1) week before the actual event;
(c) The music chosen will not be replaced after submission toany of the respective responsible coordinating committees;and

• The music chosen may be in any language and in anyvoice combinations.
3.13 The Indigenous/Folklore music Item comprises native,aboriginal, indigenous, original or home-grown myths, legendsor traditions, and is not about izitibili (action songs). Theperformances of the Folklore Item may include traditional playsand /or customs, which must be performed wearing customaryclothing or regalia relevant to such traditions or customs orcultures. Choreography or scenic play is allowed. Anaccompaniment by traditional folk instruments is allowed; butrecorded playback is strictly prohibited.
3.14 Choirs in the Primary schools – Intermediate phase (Grades 5-7)are encouraged to perform a Folklore/Indigenous music itemthat will not exceed a maximum of five (5) minutesperformance time.
3.15 Choirs in the Secondary schools are encouraged to compose andperform their own HIV/AIDS Jingle on a relevant HIV/AIDS issuebeyond awareness, e.g. caring, respect, healthy lifestyle,medical care etc. that will not exceed a maximum of one (1)minute performance time. This HIV/AIDS Jingle will be combinedwith the performance of a Folklore Item that will not exceeda maximum of five (5) minutes performance time. The totalperformance time for the category HIV/AIDS Jingle & FolkloreItem will not exceed six (6) minutes and the performance of thetwo pieces will be done together but adjudicated separately withan average of 100%.
3.16 The Provincial Coordinating Committees will be liable for thetransport, accommodation and catering for all provincialchampions participating at the 2016 National Championships asfollows:
(a) the soloists, duets, and the actual number of thesmall ensembles, only if they do not belong to anyprovincial champion mixed or gender-based choir,accompanied by one educator;
(b) a maximum of sixty (60) learners for provincialchampion mixed choirs, including provincialchampion soloists, the duets and/or trios, and/or thesmall ensembles, if all are from the same school, andthree educators, one of whom shall be theconductor; and
(c) a maximum of thirty (30) learners for provincialchampion gender-based choirs, if such choirs are notpart of the provincial champion mixed choirs fromthe same schools, and two educators, one of whomshall be the conductor.

3.17 All schools that have registered for the 2016 South AfricanSchools Choral Eisteddfod must go through an eliminationprocess as determined by the relevant coordinating structures ofthe 2016 South African Schools Choral Eisteddfod.
4. TIERS OF THE 2016 SOUTH AFRICAN SCHOOLS CHORALEISTEDDFOD:
4.1 COMPETITION LEVELS LOWER THAN THE PROVINCIALCHAMPIONSHIPS
(a) The provincial coordinating committees, after consultationwith their respective Provincial Education Departments,shall determine the different levels of the 2016 SouthAfrican Schools Choral Eisteddfod below the provincialchampionships, e.g., ward, circuit/zonal, district orregional championships. Paramount to the determinationof these levels shall be the administrative structuresdetermined by Provincial Education Departments.
(b) Provincial coordinating committees shall have an oversightor monitoring responsibility for all levels of the 2016 SouthAfrican Schools Choral Eisteddfod below the provincialchampionships.
(c) The school ensembles will only be directed and managedby educators under the employ of the participatingschools. However, school choral ensembles may betrained or guided by musicians who may not be part of therespective schools, but performances at all levels of the2016 South African Schools Choral Eisteddfod below theprovincial championships, must be directed and managedby educators under the employ of the participatingschools. Educators employed by school governing bodiesin terms of the South African Schools Act, 1996, shall alsobe eligible to conduct or direct their respective schools inthe 2016 South African Schools Choral Eisteddfod.
(d) No registration fees shall be levied against schools thatshow an interest in taking part in the 2016 South AfricanSchools Choral Eisteddfod, including registration ofeducators for attending workshops organized for the 2016South African Schools Choral Eisteddfod.
(e) School choral ensembles and soloists will be allowed towear their school uniforms; and any other item asdetermined by their respective schools, where and whendeemed necessary.
(f) Any learner and/or school and/or educator who bring anylevel of the 2016 South African Schools Choral Eisteddfod

below provincial championships into disrepute will besuspended from the eisteddfod until such suspension hasbeen lifted by the responsible coordinating committee.However, a school and/or educator may appeal against thesuspension to Head of the Education Department in theirrespective province or the National CoordinatingCommittee. Normal processes must be followed whenlodging and dealing with appeals.
4.2 PROVINCIAL AND NATIONAL CHAMPIONSHIPS
(a) Only the provincial coordinating committees incollaboration with the Provincial Education Departmentsshall organise, manage and coordinate the provincialchampionships of the 2016 South African Schools ChoralEisteddfod. An official designated by the NationalCoordinating Committee or the national Department ofBasic Education will have an oversight or monitoringresponsibility at all provincial championships of the 2016South African Schools Choral Eisteddfod.
(b) The National Coordinating Committee shall organise,manage and coordinate the national championships of the2016 South African Schools Choral Eisteddfod. The Headsof Education Departments Committee (HEDCOM) shallhave an oversight or monitoring responsibility at all levelsof the 2016 South African Schools Choral Eisteddfod, andespecially the national championships.
(c) No registration fees shall be levied against participatingschools, as these schools would have earned a legitimateright to represent their respective regions/districts andprovinces by winning their respective regional/district andprovincial championships.
(d) For the 2016 South African Schools Choral Eisteddfod onlyregional/district champions from choirs in the Primary andSecondary schools shall be invited to take part at theProvincial Championships. Therefore, regional/districtchampion school choral ensembles and soloists will onlytake part in the categories in which they have gained alegitimate right to represent their respectiveregions/districts.
(e) For the 2016 South African Schools Choral Eisteddfod onlyprovincial champions from choirs in the Primary andSecondary schools shall be invited through the ProvincialHeads of Departments to take part at the NationalChampionships. Therefore provincial champion schoolchoral ensembles and soloists will only take part in thecategories in which they had gained a legitimate right torepresent their respective provinces.
(f) Unless by resolution of the National Coordinating

Committee, and after a recommendation by the provincialcoordinating committee, will a school choral ensembleparticipating at the national championships be conductedby an educator or conductor other than the one whoconducted the school choral ensemble at the provincialchampionships.

5.6 At all levels of the 2016 South African Schools Choral Eisteddfod,all gender-based schools will be allowed to perform in thegender-based categories most suitable for their choirs, and inthe respective own choice categories if such schools havedetermined to do so.
5.7 At the provincial championships and levels below, school choralensembles and soloists may use piano accompaniment inrendering the prescribed music. However, at the nationalchampionships, the National Coordinating Committee may makeorchestral accompaniment available for the performance of aselected number of prescriptions, when and where practicablypossible.
5.8 Should school choral ensembles at all levels of the 2016 SouthAfrican Schools Choral Eisteddfod choose to use pianoaccompaniment, no member of the adjudication panel may beused as an accompanist unless something beyond controlhappens. This must be sanctioned by the relevant CoordinatingCommittee.
5.9 At all the levels of the 2016 South African Schools ChoralEisteddfod, school choral ensembles and soloists are at liberty tobring their own accompanists. However, the respectivecoordinating committees will ensure that such support is madeavailable
6. ADJUDICATION PROCESS:
6.1 A reputable adjudication pool will be established, which could beaugmented as determined by the National CoordinatingCommittee. For national championships of the 2016 SouthAfrican Schools Choral Eisteddfod, adjudicators will be deployedas determined by the National Coordinating Committee.Provincial coordinating committees can utilise panels ofadjudicators as determined by the provincial coordinatingcommittees themselves at the levels of the 2016 South AfricanSchools Choral Eisteddfod lower than the provincialchampionships.
A reputable Quality Assurer must be appointed at all levels of thecompetition to maintain the highest levels of integrity andprofessionalism of the adjudication process.
6.2 At the district and provincial championships elimination rounds apanel consisting of at least three members of the adjudication

panel will assess the performances of participating school choralensembles and soloists individually.
• For the prescribed and the own choice pieces, an overall markwill be awarded based on the following aspects:
• Tone quality• Diction, • Technique• Rhythm• Pitch• Interpretation(Musicianship)• Dynamics• Stage Deportment
(b) For the Folklore/Indigenous music item, marks shall beawarded as follows:
• Regalia (out of 25 points)• Artistic Impression (out of 50 points)• Message (out of 25 points)
(c) For the HIV/AIDS Jingle, marks shall be awarded asfollows:
• Visual Impression and the use of props(out of 25points)
• Artistic impression (out of 50 points)• Message (out of 25 points)
(d) For the recitation of the Preamble of the Constitution of theRepublic of South Africa, marks shall be awarded asfollows:
• Artistic impression(out of 25 points)• Message(out of 50 points)• Pronunciation and enunciation(out of 25 points)
6.3 Each adjudicator will ensure that the marks allocated forperformances are indicative of the level of such performancesand are justifiable. This is an imperative at all the levels of the2016 South African Schools Choral Eisteddfod for developmentalpurposes. The grading scale that the adjudication panel mayapply is as follows:
Level 6: 90—100%: SUPERIOR PERFORMANCE: This is atechnically and musically secured and convincingperformance which successfully captured the essence andmessage of the music with flair.
Level 5: 80—89%: EXCELLENT PERFORMANCE: Performancegenerally meets technical and musical demands with greatunderstanding of the style of the music.

Level 4: 70—79%: VERY GOOD PERFORMANCE: Theperformance succeeds to convey the message of the musicby paying careful attention to technical, musical andstylistic detail.
Level 3: 60—69%: GOOD PERFORMANCE: The performancedisplays musicality but all technical detail was not carefullyobserved.
Level 2: 50—59%: AVERAGE PERFORMANCE: The performancemeets the minimum requirements with regard to the basicmusical and technical details of the score.
Level 1: Below 50%: The performance does not meet the minimumrequirements with regard to technical and musical detail.
6.4 At the national championships, all the levels and categories ofthe 2016 South African Schools Choral Eisteddfod will each beadjudicated by a panel consisting of a number of adjudicators tobe determined by the National Coordinating Committee. Theadjudication panel will assess the performances of participatingschool choral ensembles and soloists individually.
6.5 The final verdict of the adjudication panel at all levels of the2016 South African Schools Choral Eisteddfod will remain finaland binding, and no discussion or correspondence will beentered into, except where a formal dispute has been declaredand confirmed by the respective responsible coordinatingcommittees.
7. ITINERARY FOR THE 2016 SOUTH AFRICAN SCHOOLS CHORALEISTEDDFOD:
7.1 All school choirs and soloists must register for the 2016 SouthAfrican Schools Choral Eisteddfod and submit their completedregistration forms to their respective provincial coordinatingcommittees not later than Friday, 26 February 2016.

Constitution of the Republic of South Africa,
1996 - Preamble
We, the people of South Africa,
Recognise the injustices of our past;
Honour those who suffered for justice and freedom in our land;
Respect those who have worked to build and develop our country;
and
Believe that South Africa belongs to all who live in it, united in our
diversity.
We therefore, through our freely elected representatives, adopt this
Constitution as the supreme law of the Republic so as to
• Heal the divisions of the past and establish a society based on
democratic values, social justice and fundamental human
rights;
• Lay the foundations for a democratic and open society in which
government is based on the will of the people and every citizen
is equally protected by law;
• Improve the quality of life of all citizens and free the potential of
each person; and
• Build a united and democratic South Africa able to take its
rightful place as a sovereign state in the family of nations.
May God protect our people.
