research to improve Indiana’s economic climate.

Key 2016 Projects/Initiatives

The Foundation is partnering with multiple school districts on two initiatives to improve school counseling.

The work is the result of a grant from the Lilly Endowment to provide technical support to its new

Comprehensive Counseling Initiative (a five-year, up to $30 million effort) to guide K-12 school districts’

college and career readiness and counseling programs. The Endowment has recognized that the Chamber

Foundation’s series of four school counseling studies between 2014 and 2016 led to this program.

Ten Postsecondary Pathways programs with nearly 1,000 participants have taken place to connect regional

educators and businesses. A school counselor portal in partnership with the Indiana Commission for

Higher Education with online tools has also been developed.

A special program – Bridging Pathways with Employability Skills – was conducted at Honda of Indiana to

pilot an on-site immersion program with K-12 school staff. Tours and discussions with Honda employees

about skills needed for advanced manufacturing were featured. Hiring needs and career opportunities and

paths were also highlighted. See BizVoice magazine coverage on adjoining page.

A study on school district size is due for completion in early 2017. Indiana has 292 school districts. Are

students in smaller districts afforded the same educational opportunities as those in larger districts? The

study will analyze the effect of district size on school performance measures directly tied to postsecondary

educational opportunity especially in the STEM areas.

The Foundation joined with the Department of Workforce Development to commission a study on the

potential economic impact of passing workshare legislation in Indiana. The Indiana General Assembly may

consider workshare in 2017.

The Healthy, Wealthy and Wise Index, published in December 2016 in partnership with Ball State

University, provides benchmarks for Indiana counties using 30 indicators. The work supports the Indiana

Healthy Community initiative of the Wellness Council of Indiana and the health care and talent goals of

Indiana Vision 2025.

A first annual School-Business Partnership of the Year Award was developed to bring attention to the

importance of educator and business collaboration to help Indiana students prepare for post-secondary

college and career. The award will be presented for the first time in February 2017.

Honda Event Brings Clarity to Business-Education ConnectionMore than 70 educators toured Honda Manufacturing of Indiana in early June as part of a Bridging Career Pathways event led by the Indiana Chamber Foundation.

Debbie Reynolds, director of learning for Decatur County Community Schools, commented: “The opportunity to visit Honda was eye opening for me. Until we started talking about visiting Honda, I had no idea of all the opportunities there were for students. The more informed the schools are, the better job we can do giving our students the foundation needed to have success in an environment such as Honda.”

Honda representatives emphasized the importance of students being willing and eager to learn, and demonstrating strong communication and problem-solving skills.

Educators from Greensburg Community Schools and Decatur County Community Schools rated the event 4.8 on a 5.0 scale.

Bob Nelson, president of Honda Manufacturing of Indiana, has been with the company for 29 years.

Ryan Brewer, finance professor at Indiana University Purdue University Columbus, delivered the keynote address.

Key 2016 Projects/Initiatives

The task force that developed Indiana Vision 2025 in 2010-2011 reconvened to review progress, as well

as update goals and metrics. The third Report Card will be published in 2017 with six regional forums

around the state taking place to share results and gather feedback.

Communicating urgency of the Indiana Vision 2025 goals was continued throughout 2016 with BizVoice

stories focused on specific drivers in each issue.

The drivers of Indiana Vision 2025 served as the catalyst for a Beyond the Bicentennial campaign

highlighting public policy priorities for the state’s new governor, lawmakers and all Hoosiers.

More than 600 business leaders participated in the 2016 workforce survey. Results (see infographic on

adjoining page) point to the continuing challenge of businesses in finding skilled employees. The 2017

survey (the 10th annual) will focus on understanding how to better align postsecondary education

attainment of Indiana adult workers to talent needs for Indiana employers and the challenges of

prescription drug use/abuse by employees.

Corporate Social Responsibility (CSR) aligns with the Indiana Vision 2025 Dynamic and Creative Culture

driver. The Foundation is exploring how trends in corporate and social responsibility are being viewed as

an economic driver in Indiana and throughout the country. A series of stories on CSR opportunities and

challenges appeared in each 2016 issue of BizVoice magazine.

The Foundation, together with the Wellness Council, hosted a Health Means Business forum. One of 10

national events managed by the U.S. Chamber of Commerce Foundation and funded by the Robert Wood

Johnson Foundation, the February stop in Indiana was the largest with more than 250 attendees.

The Indiana Technology & Innovation Council was formed in 2016 to support the goals of the Dynamic

and Creative Culture driver of Indiana Vision 2025. The mission is to “inform, educate and collaborate to

drive support for policies and initiatives to enhance Indiana’s growing innovation and entrepreneurial

economy.”

Research That Produces Results

The Indiana Chamber Foundation has delivered more than 50 studies, economic Report Cards and survey

results over the past 20 years. In addition to supporting key policy initiatives, many have delivered long-

lasting impacts for companies and their employees throughout the state.

Key areas of focus include education and workforce, economic development, and tax and fiscal policy.

Below are brief summaries of just a few of the many studies:

Water and Economic Development in Indiana: Modernizing the State’s Approach to a Critical Resource

(2014): Found that Indiana ranks first in the U.S. in the percentage of its economy that depends on

water. Continues to drive legislation action emphasizing the need for a comprehensive state water

resources plan.

Right-to-Work and Indiana’s Economic Future (2011): Documented Indiana’s losses in personal

income and gross domestic product due to the lack of right-to-work (RTW) and led to the 2012

passage of a RTW law.

Indiana’s Adult Education Workforce Skills Performance Report (2008): Outlined that Indiana has over

931,000 working age adults with at least one basic skill deficiency that needs to be addressed. Has

led to ongoing efforts to tackle the skills gap.

Human Capital Retention Project (1999): Four-part study that recommended dramatic improvements in

enhancing education levels of Indiana’s workforce to meet the needs of growth industries in a

global economy.
