Executive Summary
The Institutes, the leading provider of knowledge solutions for the risk management and insurance industry, have tracked the industry’s practices that support and promote professional education for over two decades. As part of its mission to provide knowledge to solve industry needs, The Institutes publishes the Professional Development Benchmarking Study, the only survey of employer support for professional development in the industry. The detailed support benchmarks developed as a result of this industry-wide survey are detailed in this report, available only to those organizations who participated in the Employer Support Survey (listed in Appendix A of this report).
To better understand the important dynamics of talent development, two important changes were made to the 2016 version of The Institutes’ Professional Development Benchmarking Study:
Support benchmarks were developed for all major industry designations globally, in addition to those offered by The Institutes.
In addition to Learning and Development (L&D) professionals, business managers with training and development decision making authority were also surveyed (“business decision makers” or BDMs). Where enlightening, benchmarks are reported for the two decision making groups separately, and in combination.
The above changes, and comparisons to prior year benchmarks, reveal some important trends in the industry’s attitudes toward professional development:
Leading Designation: The Institutes’ CPCU® designation ranks first in industry familiarity and employer support, with 95% of L&D professionals and more than 90% of business managers reporting that their employers pay 100% of required CPCU study materialsand exams. Only 71% of these same employers will provide tuition assistance for employees pursuing an MBA or equivalent Master’sdegree at a college. In addition, more than two-thirds of reporting organizations award a bonus for completing the CPCU.

Executive Summary
Policy versus Practice Gap: Business managers consistently report lower levels of support for professional development than L&D professionals. A variety of factors may account for this gap, but its pervasiveness indicates that actual professional development support as practiced at the student level typically does not fully exploit the amounts available under organizations’ official support policies.
Support Trends: A comparison of support policies reported by L&D professionals in 2016 to those reported in 2014 indicates that educational support levels have remained largely unchanged. There has been some slight tightening noted at the edges, such as for exam retakes and bonus awards. But payment for study materials and exams have been stable. And the outlook for 2017 is moderately positive: more L&D professionals report that their training and development budget increased in 2016 and expect further increases in 2017, than reported declines.
The Institutes plan to continue to enhance this industry-exclusive study in the future. In 2017, the data collection phase will be extended throughout the year, which will allow the capture of policy shifts over the year and enhance benchmark stability. Survey participants will receive updates to this report during the year as warranted by the volume and extent of changes to these benchmarks.

Survey Methodology
• Report Period: Survey responses from October 26 - December 31, 2016
• Target Audiences:
L&D Professionals: individuals with L&D budget authority responsible for selecting and/or approving educational providers
Business Decision Makers: Management level professionals with L&D decision making authority for self and/or staff
• Sample size: 931 respondents (7% completion rate) at 484 employers (see Appendix A)
• Confidence interval: +/- 3% pts. at 95% confidence interval, full sample
• Small Samples: To protect the identities of respondents, cells with less than two respondents have been combined into the “Other” category. Categories with less than 20 respondents have been flagged as “small sample sizes.”
